The Situation

InfraGard began as a collaborative effort 1996 between the Federal Bureau of Investigation's
(FBI) Cleveland Field Office and subject matter experts (SMEs) from local industry and
academia. This effort was designed to harness private sector expertise for investigative efforts in
the cyber and physical security arenas. Due to its immediate success, the program quickly
expanded to other FBI Field Offices - leading the FBI to assign national program responsibility
of InfraGard to FBI Headquarters in Washington DC and local program responsibility to each of
the FBI's 56 field offices. In 2003, the private sector members of InfraGard formed the
"InfraGard National Members Alliance" (INMA).

The formalization of InfraGard's private sector corporate structure allows the INMA and its
member IMAs to engage federal, state, and local stakeholders in new and productive programs
that are outside the purview of the FBI. This makes the program flexible and agile enough to meet
the needs of a wide range of stakeholders in the public and private arena. The INMA currently
has an MOU in place with DHS and is working closely with additional government entities.
Today, the INMA represents over 31,000 members in 86 Chapters across the USA. Due to this
growth, the INMA is seeking a paid full time Managing Director as opposed to the current part
time position.

The Position

The Managing Director reports to the volunteer President of the INMA and will be responsible
for all of the functions of the 501 (c) 3 nonprofit organization other than policy and planning
decisions held by the Board of Directors.

The three areas of primary emphasis are administration, communications, and preparations for
the annual Congress.

The position will include an office in the Washington, D.C. metropolitan area. There the
successful candidate will develop strong relations with FBI Executives, other Federal, State and
Local Government Agencies and the private sector. For these reasons, the candidate will be
expected to reside in the Washington, D.C. area or will be willing to relocate at their expense to
the Washington, D.C. area.

The Organization

The goal of the organization is to promote homeland security and infrastructure protection
dialogues and timely communication between members, the FBI, other federal, state, and local
government organizations as well as the private sector. InfraGard members gain access to
information that enables them to protect their assets and in turn give information to the
government that facilitates its responsibilities to prevent and address terrorism and other crimes.

Customer is the Army at the NGIC. Data from all over the world is sent here to be stored, analyzed, compiled, and put into applications to make the troops on the ground jobs easier and hopefully safer. If the troops need to know what is where and who has what, they use the tools and applications from the NGIC.

Data Analysis
Work with Customer to identify high value data.
Report new data requirements and prioritization utilizing the Data Requirements List.
Assess analytical value of data requests and recommend actions/priorities.
Conduct quarterly checks of source data format changes that may be impacting standard fielding such as classification, title and requiring datamap changes and submit a Quarterly Data report to customer outlining issues/concerns and possible solutions.

Data Loading QA/QC. The individual shall follow the data process flow to:
Perform QA/QC portions of the Data Load Development Checklist.

Person will be working onsite at the NGIC is Charlottesville, Va. This is where a lot of Intelligence Data is sent to be stored, reviewed, organized and put into functional databases and applications for ground troops to use. PATHFINDER is the KEY for this position.


Database Analyst - CLIN ITDA

Experience with Pathfinder system and database structure required. Experience with Memex preferred.
Data Load Support. In support of new data load requirements, the individual shall:
Follow the steps in the Initial Data Load Development Checklist.
Follow the steps in the Final Data Load Development Checklist.
Ingest new data sources as directed by the customer.

We are seeking an Information Operations SME to join our team in Northern Virginia. The SME must have an active DoD Top Secret/SCI Clearance (Required).

General descriptions

Personnel will perform duties in an extremely dynamic environment that may require frequent extended hours. This work will require frequent interaction with the Command staff, unified commands, national agencies, DOD agencies, OSD, state and local jurisdictions, Joint Staff, military services, and other contractor teams.
Contractor personnel will work independently and as part of a team, as directed by the Director; Deputy Directors; Chief, Senior Operations Office; IATF Operation and/or Senior Intelligence Officer. Analyst will support the DOMEX effort for USSOCOM. CSO-IATF RED/GREEN/BLUE(R/G/B/) geospatial data fusion effort. IATF leverages all source information and data from a wide spectrum of intelligence to fulfill OCO CT Intel requirements. Contract employees shall conduct Intel research, analysis, data collection, production, and dissemination activities to meet IATF requirements. Analyst will routinely advice and brief senior officers, and prepare a variety of scheduled and unscheduled reports, messages, briefings, information papers, terrorism threat level assessments, group profiles, threat warning, congressional testimonies, briefing books, trip books and Commander USSOCOM discussion papers and actions. Supports data mining, predictive analysis and multi-media production. Inclusive of target folder support on actionable items, evidentiary material and liaison with other national level intelligence analyst in a combined interactive cell.

32. Ops Data Manager
Operational and Data management support will be performed at Component locations. The MAV-T branch of the IATF is a state-of-the-art data mining facility with the responsibility to conduct knowledge discovery operations through information gathering, coordination, fusion, and analysis of data from all sources, using leading edge information technology. The primary mission is to extract knowledge from information and provide actionable support in accordance with the Command missions. The contractor shall serve as the Director, Center for Special Operations liaison to ensure the timely flow of all operational and intelligence relevant information in response to emerging targets, deployments, and future operations to MAV-T, in accordance with USSOCOM Directives 525-16, 525-5, and other directed tasks.

The contractor shall use established SCSO battle rhythm sequence of events to ensure collaboration, information sharing, focused liaison activities, support time-sensitive planning, and maintain situational awareness between SCSO's IATF and Joint Operations Center (JOC) and respective Component Commands.

The contractor shall facilitate synchronization of war on terrorism planning and unconventional warfare (UW) operations by maintaining situational awareness of operations, plans, and activities by conducting pre- and post-mission support activities.

The contractor shall support SOCOM collaborative information enterprise (e.g. SOFNet and SOJICC) to ensure the complete and transparent exchange of operationally relevant information between TSOC, Component, Sub-component, the SCSO IATF and JOC.

The contractor shall facilitate host organization integration of Theater Security Coordination Management Information System (TSCMIS) with the Joint Event Scheduling System (JESS) for coordination and synchronization of SOF operations worldwide with conventional forces.

The contractor shall to the maximum extent possible, facilitate redacting information to SECRET//REL USA, AUS, GBR security level.

The contractor shall assess OPE and Commander's Critical Information Requirements (CCIR) by identifying information gaps for tasking, collection, synchronization and planning in support of the SCSO; as outlined in USSOCOM Directives 525-16, 525-5, CONPLANs, EXORDs, and other directed tasks.

The contractor shall provide information to support "measures of effectiveness" supporting war on terrorism activities.

The contractor shall process and facilitate the exchange of deliberate and time-sensitive Requests for Information (RFIs).

The contractor shall provide liaison and coordination during the execution of Time Sensitive Planning (TSP).

The contractor shall assist in articulating requirements for new capabilities supporting the SCSO war fighting role.

The contractor shall provide, as required, MAV-T program orientation, and OPE Data Portal familiarization and training.

The contractor shall facilitate HQ USSOCOM command policy, process, and architecture initiatives within respective component organizations to influence and achieve unity of effort for seamless information sharing.

33. Senior Strategic Communications Officer (Washington, DC)

Task Objectives/Requirements: The Office of Policy, Planning and Resources (R/PPR) in the Office of the Under Secretary for Public Diplomacy and Public
Affairs advises the U/S on strategic planning for public diplomacy (PD) worldwide, proposes and implements global PD initiatives, manages the allocation of public diplomacy and public affairs resources, and directs the evaluation and measurement of PD programs. R/PPR provides policy and planning direction/oversight for a broad range of PD initiatives and issues. In order to achieve our organizational goals, we need to have a Senior Strategic Communications Officer assist in conceptualizing and drafting global PD strategic plans, and in ensuring plans are implemented and results analyzed and fed into the ongoing planning process. Efforts include programs that advocate U.S. policy positions and those that communicate American values and knowledge of American society, as well as support for multi-year, multi-faceted PD campaigns and for visits, speeches and other discrete activities on the part of the President and Secretary.

Specific tasks for this TOR include the following:

(a) At the direction of the Staff Director, R/PPR/P, conceptualize and draft key strategic planning documents to guide the conduct of U.S. public diplomacy worldwide. Contractor will confer widely with senior managers in R offices, R family Bureaus, other department Bureaus, overseas elements, and the interagency to incorporate stakeholder views and capabilities, and ensure plans reflect and promote U.S. national objectives and realistically match desired outcomes with resources and evaluation mechanisms.

(b) Assist in the conception, negotiation, and implementation of programs and activities designed to fulfill the strategic public diplomacy plans.

(c) With the Staff Director, designs, implements, and manages a planning process within the Department that ensures Public Diplomacy resources, considerations, and priorities are factored into the policy-making process on all national security issues.

(d) Work within office and with other Bureaus and Agencies to provide guidance for responses to Congressional, OIG and GAO inquiries about policy and planning issues related to R and R offices.

(e) Advise Staff Director, colleagues, and other Department elements, as directed, required, and appropriate, on the range of issues and policies relating to Public Diplomacy policy, planning, resources, and program evaluation.


Deliverables: Strategic plans and implementation proposals, memoranda, correspondence, cables and e-mails as required. Periodic status reports to the task manager. Consultative guidance to R/PPR and R staff as appropriate.


Security Requirements: The Security clearance for this job is Top Secret. Although the vast bulk of material the contractor will be working with is Confidential or restricted to official government use, there are occasions when the contractor may need to be involved with materials or conversations that range up to Top Secret.

Develop, coordinate and implement Joint training to increase capability and capacity of the Battle Staff based on USSOCOM JMETs, Commander's annual training guidance, training trends and lessons learned. Coordinate and integrate exercise and training objectives with the SCSO Director, USSOCOM J7-Exercise Division, and the Special Operations Command, Joint Forces Command as required. Develop and manage Observer-Trainer (OT) support for designated training events and all named exercises. Prepare written After Action Report for each exercise which includes actionable recommendations based on OT observations and best practices. Provide subject matter expertise to SCSO for all USSOCOM-sponsored plans in accordance with the Joint Operations Planning and Execution System (JOPES), and advanced working knowledge of all strategic planning functional areas. Establish and sustain subject matter expertise in systemic operational design, the National Exercise Program and the Chairman, Joint Chiefs of Staff Exercise Program. Assist in ensuring Special Applications Group retains currency and appropriate levels of awareness of ongoing USSOCOM training and operational initiatives. Manage the Special Applications Group BSS team consisting of three Operations Specialists. Responsible for support to designated business development initiatives.

QUALIFICATIONS
Candidates are required to have a minimum of fifteen years experience in related Interagency, Training, or SOF field.
EDUCATION
Minimum: BA/BS from an accredited college or university.
TRAVEL
Limited U.S or overseas travel required.
