Operations Analyst

Minimum/General Experience: At least three (3) years of experience as operations specialist or office management supporting a DOD component and knowledge of office automation support tools.

Functional Responsibility: The operations analyst shall be responsible for the general organization and flow of actions and efforts into and out of the Office of the Director, CSG. The analyst serves as the operations focal point for all actions planned and ongoing within the CSG, and as the office manager for the Director, CSG. Budget Analyst

Minimum/General Experience: At least three (3) years of experience as a budget analyst supporting a DOD component. Contractor must possess a high degree of skill in analytical reasoning, and an ability to apply that skill to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions involving the resolution of conflicting goals and objectives.

Functional Responsibility: The incumbent reviews estimates submitted by program managers for compliance with rules, regulations, and procedures prescribed by Office of the Secretary of Defense (OSD) and Department of the Army. Incumbent performs in-depth, rigorous analysis of budget requests by using comparative historical data to make informed recommendations to the J8 leadership to compliment the decision making processes of JIEDDO and the Joint IED Capability Approval and Acquisition Management Process (JCAAMP) processes. The budget analyst serves as point of contact between CSG, JIEDDO Resource Management and J-8 within the JIEDDO budget process. Provides routine and on demand financial information and analysis to CSG leadership enabling them to make well-informed, fact based investment decisions that have the greatest impact on the ability of deployed forces to disrupt the insurgencies’ chain of events. Maintains a proper fund control program by adhering and tracking all assigned allotments and annual funding programs by assigned accounts. Ensures available resources are balanced and executed with JIEDDO’s mission priorities and provides advice to leadership on budget and funding issues to ensure available funds are maximized and the proper financial controls and oversight are maintained. Provides comprehensive and detailed knowledge and understanding of governing budgetary policies, precedent setting decisions, procedures and regulations issued by OSD, Department of the Army and Defense Finance and Accounting Service (DFAS) to assure that budget forecasts, estimates, and submissions conform to requirements, guidelines and financial objectives.

4.2 Technical Gaming Team (TGT). The TGT produces Red and Blue Team technical assessments in order to identify C-IED vulnerabilities and recommend system or TTP enhancements and solutions, provide products in support of developing C-IED initiatives, and create innovative IEDs for all JIEDDO sponsored training and testing evolutions to anticipate future adversary threats and options in the counter-IED fight.

Personnel Qualifications

Research Coordinator

Minimum/General Experience: Required 15 years experience in gaming theories, Modeling and Simulations, and Human Factors; Military experience desired. Must have experience with IED construction, and employment methodologies. Must have experience with technical gaming or modeling and simulation development and employment methodologies.


Minimum Education: PhD in Engineering or Modeling and Simulation.

Preferred Education: 15-20 years experience

Functional Responsibility: The research coordinator shall maintain a comprehensive list of emerging ideas, concepts, strategies and technologies and provide analytical analysis and provide support services in the development of papers and briefings defining options for future operations. The coordinator shall provide support services in defining the rules, collecting data and defining procedures for war gaming alternate scenarios and environmental factors; create and manage the construct for JIEDDO war gaming; and provide inputs to Blue and Red teams. Additionally, the coordinator is responsible for the maintenance of Memorandums of Understanding (MOU) with terrorist experts when they are required to support JIEDDO.

Senior Research Analyst

Minimum/General Experience: Five years of experience in engineering or technical field, 3 of which must be supervisory level.

Minimum Education: Master’s Degree in Electrical Engineering, Mechanical Engineering or related technical field. PhD preferred.

Functional Responsibility: The senior research analyst shall support the initial vetting of technologies introduced to JIEDDO, the evaluation of prospective technologies and the assessment and development of current technologies. Fundamental concepts, practices and procedures of the specialty scientific fields shall be utilized to perform research tasks evaluating emerging technologies which may be applicable to IED defeat operations. Efforts by other government entities may be analyzed and evaluated for applicability to JIEDDO initiatives. The analyst shall maintain currency in the knowledge base with respect to relevant state-of-the-art technology; equipment and systems through field evaluations; industry visits; and conference attendance. Experiments may be designed and performed, and data collected, to ensure the integrity, quality control and protocol compliance of offered solutions. Business cases may be developed to recommend emerging technologies for further investigation and application to IED defeat interests.

Research Analyst

Minimum / General Experience: Preferred 5 years of military or IED experience. Must have experience with basic IED construction and employment methodologies. Must have experience with red team and blue team concepts.

Minimum Education: Master’s Degree Electrical Engineering or Mechanical Engineering or related technical field required.

Functional Responsibility: The research analyst shall coordinate and archive DOD, Joint, Service, Federally Funded Research Facilities, Industry and Academic studies and assessments conducted in support of JIEDDO efforts. Tasks shall include the cataloging of studies and assessments; maintenance of an interactive database to cross reference tactics, techniques and procedures against known technology capabilities; and dissemination of results to appropriate individuals and agencies. The research analyst shall be responsible for scheduling conferences, meetings and briefings, and tracking and reporting on action items. The research analyst shall develop and maintain a database to track red and blue teaming system progress and coordinate with the JIEDDO Technical and Requirements Integration Division (TRID), for initiatives in the Joint IED Defeat Capability Approval and Acquisition Management Process (JCAAMP); ensure all proposed JIEDDO countermeasure systems are scheduled for Technical Red/Blue Team analysis; directs the reverse engineering, building and validation of electronic and mechanical devices to be used in the counter-IED fight; and is responsible for meeting the varying technical specifications required for the construction and delivery of such devices and systems. The research analyst shall be responsible for managing the overall development of prototyping of possible future IED arming and triggering devices based on adaptations of commercial-off-the-shelf (COTS) technology.

Research Assistant

Minimum /General Experience. Three (3) years experience in office administrative or operations position. Prior experience should highlight the research assistant’s ability to translate and transcribe basic technical reports into coherent summaries.

Functional Responsibilities: The research assistant supports division personnel by providing support for research items for various initiatives. Supports the CSG in providing a variety of services essential to the operation and direction of the TGT and performs work to assure day-to-day transactions and operations are carried out in a business-like manner consistent with policy, rules, regulations and procedures. The research assistant will serve as the TGT Action Officer for Internal Management Controls and provide requested information to management on the application of the Internal Management Control regulation, reporting to higher headquarters on TGT’s compliance. The research assistant shall organize special events and tasks for the CSG, prepare itineraries, and make all necessary arrangements and coordinate with supervisors as to the scope of the visit and their involvement. The research assistant will monitor and manage incoming tasks associated with JIEDDO’s Collaborative Tool, determines the area of responsibility, informs appropriate team members, and develops and oversees the operation of TGT suspense system, and coordinates with higher headquarters to obtain additional or clarifying information as required. The contractor shall provide a variety of services to support the CSG. The research assistant shall receive calls; greets visitors; maintain the Chief’s calendar; receive and reviews all mail; composes routine correspondence; reviews all outgoing correspondence for format and grammar; and prepares, travel requests, officer reports, time cards.

Red Team. The Red Team provides the cultural analysis from the adversarial perspective by continually performing near and long term (6 to 24 months) analysis and counter analysis to assess likely adversary actions and reactions, will challenge organizational assumptions based on strategic plans and other organizational documents and provide a competitive strategy assessment of asymmetric threats as they relate to IEDs to predict what the enemy’s next IED related alternative might be and investigate options to prevent strategic surprises. Red Team requires 18 FTE personnel per year.

Personnel Requirements

Red Team Analyst- Research Local Area Network (RLAN)


Minimum/General Experience: Advanced level foreign language reading and comprehension skills associated with each position; previous experience should demonstrate critical thinking/analytic skills, and well-developed Internet searching skills; foreign media expertise required.


Functional Responsibility: Analyst uses foreign language and area knowledge to review and assess foreign open media sources, including Internet sites, newspapers, press agencies, television, radio and specialized publications, collecting information from these media to deliver high-impact products to the Joint IED Defeat Organization, and other Department of Defense (DOD) organizations. RLAN analysts develop and apply in-depth knowledge of a broad range of foreign media to identify trends and patterns, and to write analytical products. They may also translate text, audio and video information and select materials from the media for translation by independent contract translators. RLAN analyst research and analyze the media environment in a particular country or region and prepare media analyses that inform customers of subtle relationships and trends in the media. The RLAN analysts shall use similar skill sets to accomplish required tasks; however, the global focus for each analyst differs and expertise and language requirements for each are specified.

• RLAN 1: RLAN Analysts shall focus on the Middle East region to include Iraq and Afghanistan. Language proficiency: Arabic.
• RLAN 2: Analyst shall focus on the area between longitude 0 degrees (Prime Meridian) to 180 degrees west (Western Hemisphere and Pacific Rim); Language proficiency: Spanish required, Pacific Rim / Asian language desired;
• RLAN 3: Analyst shall focus on the area between longitude 0 (Prime Meridian) to 180 degrees east (Eastern Hemisphere, Europe, Asia, Africa, and Pacific Rim). Language proficiency: Arabic and French required; Asian languages desired.

The functional area senior analyst shall provide subject matter expertise focusing efforts of the teams in their execution of requests for support (RFS) to the current warfighters and in assessments of alternatives for counter-IED in support of the global mission. The functional area senior analyst shall support the initial vetting of alternatives developed by the Red Team to ensure plausible alternatives are logically sound and include specific functional area considerations for decision-makers. The analyst shall evaluate prospective courses of action identified in Red Team products that include cultural aspects, resourcing and supply chain identification, and security implications to better inform Red Team solutions. The analyst shall review fundamental concepts, practices and procedures of the specialty fields as they relate to counter-IED efforts. The analyst shall ensure efforts by other government entities are considered, analyzed and evaluated for applicability to Red Team initiatives. Red Team Analyst

Minimum/General Experience: University of Foreign Military and Cultural Studies (Red Team University) graduate with current experience. Prior experience should highlight written and oral English skills; ability to work as part of a team on critical projects.
Capable of providing accurate and timely staff products; Must be willing to travel or deploy in conjunction with training and duties. Language proficiency required at Professional Working Proficiency level 3 or higher.


Functional Responsibility: Analyst provides a strategic approach that shall provoke thought and offer alternative viewpoints on a full range of operational and analytical issues for a high op-tempo Red Team focused on defeating the improvised explosive device (IED) threat by continually performing near and long term (6 to 24 months) analysis and counter analysis that assesses likely adversary innovations in their operational Tactic, Techniques, and Procedures (TTP’s), develops countermeasures, and war games and assesses the effectiveness of those countermeasures. The analyst performs duties as a Red Team analyst studying topics of interest to the Combatant Commanders, Operational Commanders, Director, Joint IED Defeat Organization, the Joint Staff and other DOD organizations. The analysts selected to fill these positions will possess and utilize and demonstrate proficiency in a wide cross-section of languages in support of current operations and the global mission assigned to the Red Team (see Minimum Education). If requested, two (2) contractors shall be forward deployed in support of the operational commanders providing one on-site red team support to current theaters of operation on a rotational basis and for period not to exceed 6 months. In addition, the analyst shall:

Conduct All-Source Research and Analysis: Analyst performs research and analysis of all-source data derived from, but not limited to, multiple and specialized databases and prepares issue papers and recommendations based on analysis. Analyst conducts research and analysis of insurgency, terrorism, counter-terrorism, conventional and unconventional warfare operations, information operations, and asymmetric warfare trends to support all-source threat characterizations and vulnerability assessments. By extrapolating and fusing data from multiple sources, the analyst shall provide original analysis from an enemy, or ”Red” perspective which characterizes all aspects of an enemy's diplomatic, information, military and economic factors. Analyst prepares input for inclusion in scheduled or on demand Red Team products supporting emulative analysis and task/concept analysis. The analyst shall brief research and findings. Findings will inform military decision-makers with regard to counter-IED initiatives. Analyst may be required to represent the Red Team at appropriate meetings, working groups, conferences, and symposiums.

Conduct Emulative Analysis: Analysts participate in teams dedicated to accomplishing emulative analysis of potential IED threats and adversaries. Finished products shall be presented to JIEDDO staff and flag officers. While employing this emerging analytical technique, the analyst uses initiative and resourcefulness in deviating from traditional analysis methods and established policies or criteria to develop new analytic methods to ensure satisfaction of JIEDDO’s unique mission requirements. The analyst stays informed of military, political, economical, technical and other developments in order to perform directed analysis and related research by correlating data from multiple sources. The emulative analysis technique will be applied to adversarial groups operating under state and non-state sponsorships and includes military, political, economic, conventional operations, information operations, asymmetric warfare and cultural factors. Analyst shall be prepared to act as a project leader for these groups as directed by the Red Team Chief, Red Team Deputy or Senior Red Team Analyst.

Conduct Concept Analysis: Analyst participates in teams dedicated to accomplishing concept analysis of selected material and non-material initiatives. These teams identify faulty assumptions, dependencies, centers of gravity and potential second and third order effects resident in these initiatives. Finished products shall be presented to JIEDDO staff and flag officers.

Offerors should plan for two of these positions to be forward deployed into either Afghanistan or Iraq.

Minimum Education: Master’s Degree in international affairs, national security studies or related subjects, preferably with a strong Middle East or South Asia focus or other regional expertise. Language proficiency: Arabic, French, Turkish, Spanish required; Asian languages including Tagalog, Chinese, Mandarin, Cantonese, Korean desired.

Senior Transit System Integration Specialist
This person will be responsible for program management oversight and facilitating the integration of communications, signals, traction power, and station facilities associated with rail systems. The successful systems integration specialist will have extensive experience participating in the Systems Integration and Testing Program.

The successful candidate will have completed a four-year college or university degree, with major coursework in electrical engineering or an equivalent combination of training and experience. This position requires fifteen years of progressively responsible engineering experience related to the oversight and implementation of rail systems integration. The Senior Transit Communications Engineer will also participate in the Systems Integration and Testing Program.

Senior Transit Signal Engineer
The successful candidate will be responsible for engineering and program management oversight of transit rail signal systems projects which include: design, construction oversight, preliminary design, engineering studies, material review, scheduling, and cost estimating. • .Demonstrate and apply knowledge of streamlined acquisition policies / procedures and program management skills.

Monitor and troubleshoot all Enterprise level network connectivity, services, critical applications, and servers and take
action to correct issues in an efficient and timely manner. Support consists of first line troubleshooting and maintaining
status of all open tickets, handling initial phone calls and logging all trouble calls in REMEDY ticketing system, and
passing tickets to Tier II support personnel. Provide daily operational system administration and troubleshooting support
within Tiers I & II in Microsoft Windows and Active Directory environments. Provide customer assistance on wide area

Close all trouble tickets within 24 hours of the time opened or forward to another supporting Tier. Immediately report any
problems investigated and cannot resolve to the appropriate Tier III Level of support for final resolution in accordance
with established procedures. Notify appropriate office for status of trouble ticket when ticket is approaching 24 hours
after opening and still not apparent action is taken. Inform the team lead (watch officer) of all trouble tickets received for
high profile customers as described in the Monitoring Center SOP. Provide updated notifications to all enterprise
customers affected by the problem. Be responsible for all trouble tickets that have appropriate remarks entered to allow
for accurate monitoring of the resolution for that specific trouble ticket. Clarify the nature of problems called in by talking
with the customers calling for assistance and ensure that clear, concise information is entered in the ticket in accordance
with Remedy Ticketing standards. Determine complexity of problem and whether the ticket should be referred
immediately to the correct Tier of support or if expertise exists within the Monitoring Center workforce to resolve
expeditiously and accurately. Provide installation/de-installation of supporting monitoring software to provide
improvement to the enterprise network. Conduct Quality Assurance and Checks with customers to ensure consistent
and timely service is provided. Use collaboration tools to post documents for information awareness. Maintain a daily
log of all activities during the 24 hour periods of operation. Monitor connectivity and services of enterprise networks and
critical servers on all networks using a variety of network monitoring tools and reports outages, in media and formats
identified by the customer. Receive and prepare electronic notifications to the command on all scheduled and
unscheduled network outages. Participate in system/application integration phases of planning, designing, testing and
implementation of new or existing hardware. Coordinate with customer to add hardware/software to operational
networks in accordance with policies, procedures and security measures. Update and maintain SOPs capturing changes
within the supporting network. Diagnose problems with both hardware and/or software symptoms accurately and
expeditiously.
Qualifications:
Must hold an active IAT Level II certification IAW DoD 8570-01 (Security + GSEC, SCNP, or SSCP) or obtain within 90
days; must hold or be able to obtain an active computing environment certifications (MCSE, MCDBA, CCNP, CWNP,

DUTIES: This position is with Marine Corps Intelligence Activity, Production
and Analysis Company

Serves as Supervisory Intelligence Specialist in a regional branch of the
Analysis Directorate. Supervises military and civilian intelligence
analysts. Conducts highly complex analysis to oversee the production of
regional general military and cultural intelligence products derived from
multiple sources. Utilizes analytical expertise to train and improve
subordinates in their analytical capabilities and guides subordinates in
career development. Directs the work-flow in assigned section and ensures
requirements and deadlines are met. Conducts detailed review of written
products and briefings for accuracy, relevancy, completeness and format, as
well as compliance with ODNI and MCIA analytical standards. Serves as the
main point of contact for all matters related to assigned section's regional
trends and general military intelligence. Consolidates GMI data in response
to requirements. Maintains liaison with Service and other intelligence and
DoD community members and represents MCIA/USMC at interagency/international
meetings/conferences. Utilizes knowledge of Service missions and USMC
organization and missions to provide tailored intelligence support.
Provides input to the Division's travel, training, budget, and production
plans.
