AIRMAN & FAMILY READINESS CENTER
9. DISCOVERY RESOURCE CENTER (DRC) MANAGER


1.0 SCOPE OF WORK

The Contractor shall provide management of the Ellsworth AFB Airman and Family Readiness Center’s (A&FRC) Discovery Resource Center (DRC) and provide program support, information and referral services for the Ellsworth AFB A&FRC. This project requires knowledge of military family support programming and a wide latitude in the knowledge, skills, and abilities associated with this Statement of Work. The contractor shall supply all services contained in this Statement of Work, but not limited to only those areas identified.

2.0 HOURS OF WORK

Services will be performed Monday through Friday from 0730 – 1630 under the supervision of the A&FRC Chief consisting of a forty hour work week. Hours may be adjusted with prior approval from supervising staff in advance of work performance at which time there will be an adjustment to the duty day. Regular recognized government holidays will be excused closure. Contractor shall ensure adequate coverage for sick days and other appointments as necessary.

3.0 CONTRACTOR PERSONNEL

The Contractor shall have knowledge of the DRC functions, and Microsoft Office Professional Suit. The Contractor shall provide customers with knowledge of A&FRC services and activities, customer service, and communication skills appropriate in a social service environment. Contractor must become familiar with all available services; and be able to provide Air Force and commercial social service program referral information to clients as applicable in a manner which in no way offends any member of the A&FRC clientele. Recognize and acknowledge clientele with a cognizance of hierarchy and protocol with reference to military rank, civilian grades, and Wing and Tenant Unit organizations. Contractor must be able to work with a diverse clientele.


4.0 DESCRIPTION OF SERVICES

The contractor will assist the Airman & Family Readiness Center (A&FRC) staff in providing a full range of readiness services to include but are not limited to: transition assistance, spouse employment, relocation assistance, personal financial management, family life information, casualty assistance, survivor benefit program, and personal and family readiness to authorized patrons who are seeking assistance in the DRC at the A&FRC. Provide technical assistance to users of the DCR, assisting in the operation of computer-based programs, as specified in requirements below, and other programs available in the DRC. Serve as initial point of contact for all DRC software, hardware, and user problems to include network issues. If the contractor cannot resolve the problem he/she should contact the Work Group Manager (WGM) for assistance. The contractor shall:

4.1 Develop and update monthly events calendar based on programs and classes offered at the A&FRC and provide those to the 28th Force Support Squadron Marketing Office.

4.2 Maintain database schedules and register participants for all A&FRC events, classes, and briefings into the database.

4.3 Schedule and maintain appointment calendars for all A&FRC program activity areas to include but are not limited to: Personal Financial Management Program, Air Force Aid Society, Relocation Assistance, Transition Assistance, Spouse Employment Assistance, Family Life Education, Volunteer Resources, Personal and Family Readiness, Casualty Assistance, Survivor Benefit Program, and Community Events.

4.4 Greet and assess the needs of incoming clients/customers and refer customers to appropriate staff member.

4.5 Provide information to clients about local services and resources.

4.6 Answer and respond to routine telephone requests; refers calls to appropriate staff member.

4.7 Assess and report potential risk on the DRC’s network.

4.8 Assist with equipment installation/configuration. Notify the WGM or equipment custodian of any hardware relocation within the DRC.

4.9 Prepare and maintain system and configuration documentation.

4.10 Install and configure authorized software on resource center end-user workstations.

4.11 Immediately report all computer equipment outages (i.e. servers, hubs, modems and routers) to the WGM. This is necessary for tracking problem areas and identifying maintenance trends.

4.12 Troubleshoot user hardware and software errors to the best of their ability.

4.13 Relocate/replace user workstations when required by A&FRC management.

4.14 Upgrade system and application software as required by WGM.

4.15 Prepare and distribute information to users. Promotes user awareness concerning unauthorized or illegal use of computer hardware and software.

4.16 Keep users informed of network status and services.

4.17 Ensure workstations and network software remains virus free.

4.18 Review and submit locally developed software to the WGM. Will not install or modify any equipment or software without prior approval from WGM. This includes any software downloaded from World Wide Web (WWW) or vendor bulletin board systems (BBS).

4.19 Maintain job announcements, both electronic and hard copies.

4.28 Ensure that the Discovery Resource Center is opened, lights, and equipment turned on at the beginning of each day. 4.29 After opening the DRC, bring up main menus on all computers, ensure printer paper is loaded, and all necessary forms/customer databases are available.

4.29.1 Ensure all clients completely fill out necessary forms. All customer information is updated in the A&FRC database. Provide to A&FRC management a monthly client usage report in the format established by A&FRC management not later than the fifth working day of each month for the previous month.

4.29.2 Assist clients with technical questions concerning use of computer programs, such as, but not limited to, formatting of materials to be printed, resumes, and on-line application procedures for Federal employment, and other electronic equipment. Refer clients needing specialized assistance on all A&FRC program areas to CRC/Ts.

4.29.3 Provide information and referral services to clients seeking assistance with services such as but not limited to: financial, parenting, relationship problems, change management, transition, careers, relocation information, and all other A&FRC services.

4.29.4 Be familiar with the cataloging system for print and video materials as established by the A&FRC management, and be able to assist clients in locating and selecting appropriate resource materials based on their needs. Responsible for updating/changing of A&FRC and DRC fliers and marketing material upon the approval of the Director.

4.29.5 Catalog new material and shelve material in appropriate areas. Displays of newly acquired materials will be arranged in an area designated by the A&FRC management, and changed each week or as needed.

4.29.6 Monitor use of materials and make recommendations when necessary for acquisition of additional materials or safeguarding of any stock.

4.29.7 Inventory all materials quarterly no later than the last working day of the last month of the quarter. Report any loss or damage to the A&FRC management the next duty day.

4.29.8 Ensure the DRC is properly closed at the end of the official duty day. All lights and equipment shall be turned off. When other A&FRC staff members are not present, be responsible for turning off lights in restrooms and hallways, as well as securing outside doors to the building.

4.29.9 Check in/out A&FRC/DRC resources during contractor's work hours. Military/family member/civilian ID cards will be presented as proof of identity when checking out materials and annotated into A&FRC database. Make telephone follow-up calls for materials not returned within the time frame established by A&FRC management.

4.29.10 Maintain computer security at all times, to include the following:

a. DRC clients will be limited to those software programs accessible through the main menu. Usage of all other programs, including the operating system will not be allowed.

b. All personal disks will be scanned for viruses prior to usage. If a virus is detected, the computer and disk will be secured and the WGM notified immediately.

c. Access to any on-line program will be under the direct supervision of the contractor.

d. Any and all computer software/hardware malfunctions or abuse will be documented and reported immediately to the WGM.


5.0 SECURITY REQUIREMENTS

5.1 Physical Security. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

5.2 Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained. The contract employee shall be able to successfully complete a background check (NAC or NACI) resulting in he/she obtaining a government CAC card.

5.3 Retrieving Identification Media. The contractor shall return all identification media; including vehicle passes prior to contract expiration or termination of service.

5.4 Traffic Laws. The contractor shall comply with base traffic regulations.

5.5 Weapons Firearms and Ammunition. Contract employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor-owned vehicle or privately owned vehicle while on Ellsworth AFB, SD.

5.6 Key Control. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government.

5.6.1 The contractor shall immediately report to the Quality Assurance Evaluator (QAE) or Program Manager any occurrences of lost or duplicated keys.

5.6.2 In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor.

6.0 OTHER SIGNIFICANT FACTORS/QUALIFICATIONS

Contractor must have a background in, and working knowledge of:

6.1 Competence in operating an IBM compatible personal computer. Must also have a working knowledge of Microsoft Office products. Contractor will become competent with the Air Force Family Integrated Results and Statistical Tracking System (AFFIRST), the database of the A&FRC.

6.2 Basic communication skills appropriate in the professional environment of the A&FRC. Therefore, a minimum of thirty (30) college credit hours of college classes with a preference in social work, psychology, or a human sciences related field of study. A minimum of one-year experience working in an Air Force A&FRC or a similar helping service agency environment is desired.

6.3 Basic understanding of military protocol, support group organizations, understanding of family systems in a military setting, ability to communicate, and work effectively with diverse groups. Basic understanding of community and state agencies referencing work group programs relating to the enhancement of the customers serviced.

6.4 Speak, write and understand the English language fluently.

6.5 Gain competency of duties within 30 calendar days.

***Senior Research Analyst

***Research Analyst

Minimum / General Experience: Preferred 5 years of military or IED experience. Must have experience with basic IED construction and employment methodologies. Must have experience with red team and blue team concepts.

Minimum Education: Master’s Degree Electrical Engineering or Mechanical Engineering or related technical field required.

Functional Responsibility: The research analyst shall coordinate and archive DOD, Joint, Service, Federally Funded Research Facilities, Industry and Academic studies and assessments conducted in support of JIEDDO efforts. Tasks shall include the cataloging of studies and assessments; maintenance of an interactive database to cross reference tactics, techniques and procedures against known technology capabilities; and dissemination of results to appropriate individuals and agencies. The research analyst shall be responsible for scheduling conferences, meetings and briefings, and tracking and reporting on action items. The research analyst shall develop and maintain a database to track red and blue teaming system progress and coordinate with the JIEDDO Technical and Requirements Integration Division (TRID), for initiatives in the Joint IED Defeat Capability Approval and Acquisition Management Process (JCAAMP); ensure all proposed JIEDDO countermeasure systems are scheduled for Technical Red/Blue Team analysis; directs the reverse engineering, building and validation of electronic and mechanical devices to be used in the counter-IED fight; and is responsible for meeting the varying technical specifications required for the construction and delivery of such devices and systems. The research analyst shall be responsible for managing the overall development of prototyping of possible future IED arming and triggering devices based on adaptations of commercial-off-the-shelf (COTS) technology.

***Research Assistant

Minimum /General Experience. Three (3) years experience in office administrative or operations position. Prior experience should highlight the research assistant’s ability to translate and transcribe basic technical reports into coherent summaries.

Functional Responsibilities: The research assistant supports division personnel by providing support for research items for various initiatives. Supports the CSG in providing a variety of services essential to the operation and direction of the TGT and performs work to assure day-to-day transactions and operations are carried out in a business-like manner consistent with policy, rules, regulations and procedures. The research assistant will serve as the TGT Action Officer for Internal Management Controls and provide requested information to management on the application of the Internal Management Control regulation, reporting to higher headquarters on TGT’s compliance. The research assistant shall organize special events and tasks for the CSG, prepare itineraries, and make all necessary arrangements and coordinate with supervisors as to the scope of the visit and their involvement. The research assistant will monitor and manage incoming tasks associated with JIEDDO’s Collaborative Tool, determines the area of responsibility, informs appropriate team members, and develops and oversees the operation of TGT suspense system, and coordinates with higher headquarters to obtain additional or clarifying information as required. The contractor shall provide a variety of services to support the CSG. ***Red Team Analyst- Research Local Area Network (RLAN)


Minimum/General Experience: Advanced level foreign language reading and comprehension skills associated with each position; previous experience should demonstrate critical thinking/analytic skills, and well-developed Internet searching skills; foreign media expertise required.


Functional Responsibility: Analyst uses foreign language and area knowledge to review and assess foreign open media sources, including Internet sites, newspapers, press agencies, television, radio and specialized publications, collecting information from these media to deliver high-impact products to the Joint IED Defeat Organization, and other Department of Defense (DOD) organizations. RLAN analysts develop and apply in-depth knowledge of a broad range of foreign media to identify trends and patterns, and to write analytical products. They may also translate text, audio and video information and select materials from the media for translation by independent contract translators. RLAN analyst research and analyze the media environment in a particular country or region and prepare media analyses that inform customers of subtle relationships and trends in the media. The RLAN analysts shall use similar skill sets to accomplish required tasks; however, the global focus for each analyst differs and expertise and language requirements for each are specified.

• RLAN 1: RLAN Analysts shall focus on the Middle East region to include Iraq and Afghanistan. Language proficiency: Arabic.
• RLAN 2: Analyst shall focus on the area between longitude 0 degrees (Prime Meridian) to 180 degrees west (Western Hemisphere and Pacific Rim); Language proficiency: Spanish required, Pacific Rim / Asian language desired;

***Red Team Analyst (10)

Minimum/General Experience: University of Foreign Military and Cultural Studies (Red Team University) graduate with current experience. Prior experience should highlight written and oral English skills; ability to work as part of a team on critical projects.
Capable of providing accurate and timely staff products; Must be willing to travel or deploy in conjunction with training and duties. Language proficiency required at Professional Working Proficiency level 3 or higher.


Functional Responsibility: Analyst provides a strategic approach that shall provoke thought and offer alternative viewpoints on a full range of operational and analytical issues for a high op-tempo Red Team focused on defeating the improvised explosive device (IED) threat by continually performing near and long term (6 to 24 months) analysis and counter analysis that assesses likely adversary innovations in their operational Tactic, Techniques, and Procedures (TTP’s), develops countermeasures, and war games and assesses the effectiveness of those countermeasures. The analyst performs duties as a Red Team analyst studying topics of interest to the Combatant Commanders, Operational Commanders, Director, Joint IED Defeat Organization, the Joint Staff and other DOD organizations. The analysts selected to fill these positions will possess and utilize and demonstrate proficiency in a wide cross-section of languages in support of current operations and the global mission assigned to the Red Team (see Minimum Education). If requested, two (2) contractors shall be forward deployed in support of the operational commanders providing one on-site red team support to current theaters of operation on a rotational basis and for period not to exceed 6 months. In addition, the analyst shall:

• Conduct All-Source Research and Analysis: Analyst performs research and analysis of all-source data derived from, but not limited to, multiple and specialized databases and prepares issue papers and recommendations based on analysis. Analyst conducts research and analysis of insurgency, terrorism, counter-terrorism, conventional and unconventional warfare operations, information operations, and asymmetric warfare trends to support all-source threat characterizations and vulnerability assessments. By extrapolating and fusing data from multiple sources, the analyst shall provide original analysis from an enemy, or ”Red” perspective which characterizes all aspects of an enemy's diplomatic, information, military and economic factors. Analyst prepares input for inclusion in scheduled or on demand Red Team products supporting emulative analysis and task/concept analysis. The analyst shall brief research and findings. Findings will inform military decision-makers with regard to counter-IED initiatives. Analyst may be required to represent the Red Team at appropriate meetings, working groups, conferences, and symposiums.

• Conduct Emulative Analysis: Analysts participate in teams dedicated to accomplishing emulative analysis of potential IED threats and adversaries. Finished products shall be presented to JIEDDO staff and flag officers. While employing this emerging analytical technique, the analyst uses initiative and resourcefulness in deviating from traditional analysis methods and established policies or criteria to develop new analytic methods to ensure satisfaction of JIEDDO’s unique mission requirements. The analyst stays informed of military, political, economical, technical and other developments in order to perform directed analysis and related research by correlating data from multiple sources. The emulative analysis technique will be applied to adversarial groups operating under state and non-state sponsorships and includes military, political, economic, conventional operations, information operations, asymmetric warfare and cultural factors. Analyst shall be prepared to act as a project leader for these groups as directed by the Red Team Chief, Red Team Deputy or Senior Red Team Analyst.

• Conduct Concept Analysis: Analyst participates in teams dedicated to accomplishing concept analysis of selected material and non-material initiatives. These teams identify faulty assumptions, dependencies, centers of gravity and potential second and third order effects resident in these initiatives. Finished products shall be presented to JIEDDO staff and flag officers.

• Offerors should plan for two of these positions to be forward deployed into either Afghanistan or Iraq.

Minimum Education: Master’s Degree in international affairs, national security studies or related subjects, preferably with a strong Middle East or South Asia focus or other regional expertise. • The candidate will analyze real-world event and simulation data and recommend software design and implementation changes.
• Main responsibilities include supporting MDST verification and validation analysis, providing constructive simulation design recommendations, planning MDST verification and validation activities, writing analysis reports, interfacing with MDST customers and warfighters, presenting technical briefings to MDST stakeholders.


Minimum Requirements:

General Requirements: A person in this position does the following; maintains repairs and modifies aircraft structures, structural components and engines of complex to extreme difficulty, maintains and repairs aircraft components including but not limited to flight controls, engines, hydraulics, pneumatics, fuel systems and mechanical components, and applies technical knowledge of airframe and power plant systems in determining equipment malfunctions and applies technical expertise in restoring equipment condition and operation.
This worker also applies professional technical expertise and guidance to solve complex problems by interpreting technical data such as blueprints or manufactures' manuals. Work typically requires a thoroughly comprehensive knowledge of aircraft mechanical component troubleshooting/repair procedures and replacement of components, a thorough knowledge of aircraft sheet metal/structural modification and repair and the ability to determine functionality of non-complex electrical systems. A detailed knowledge of aircraft unique tools such as test equipment, torque wrenches, dial indicators, micrometers, cable tensiometers, sheet metal brakes and sheers, etc. is required. The incumbent must possess the experience and ability to provide technical support to structural/mechanical engineers and customers alike must possess excellent organizational skills in prioritizing workload to meet aircraft delivery schedule. This worker will be required to make entries in aircraft logs and records, and is responsible for providing guidance and technical expertise to lower level technicians throughout all aircraft modifications and/or maintenance efforts

Special Requirements: Sheet metal. Complete working knowledge (7 to 9 Skill level 12 + years) of Sheet metal requirements on one or more of the following aircraft F-15C/D/E, F-16, A-10, or F-22 is required. More than one is a definite plus. This worker will also provide guidance to other mechanics being cross utilized from other functions to level workload peaks when they occur initially in Low Observable/Composite Repair which will require a “Special Access Requirement” in addition to their Secret Clearance. Further cross utilization into other specialties will occur as time and training permits.
