HT Assessment SME
Description:The Human Terrain Assessment Subject Matter Expert (SME) in the National Geospatial Intelligence College (NGC) is a team member with specialized skills and in-depth knowledge in the HTA discipline. The SME supports design, development, implementation and evaluation of training and education using this specialized expertise; contributes to the execution of project task plans; and assesses the implications of trends, policies and methodologies on future HTA training. GENERAL TASKS
Specific duties may include:

Site Surveyor
NEK is seeking Site Surveyors for a contract in Northern Virginia. Capable of providing accurate and timely staff products; Must be willing to travel or deploy in conjunction with training and duties. Analyst provides a strategic approach that shall provoke thought and offer alternative viewpoints on a full range of operational and analytical issues for a high op-tempo Red Team focused on defeating the improvised explosive device (IED) threat by continually performing near and long term (6 to 24 months) analysis and counter analysis that assesses likely adversary innovations in their operational Tactic, Techniques, and Procedures (TTP's), develops countermeasures, and war games and assesses the effectiveness of those countermeasures. The analyst performs duties as a Red Team analyst studying topics of interest to the Combatant Commanders, Operational Commanders, Director, Joint IED Defeat Organization, the Joint Staff and other DOD organizations. The analysts selected to fill these positions will possess and utilize and demonstrate proficiency in a wide cross-section of languages in support of current operations and the global mission assigned to the Red Team (see Minimum Education). If requested, two (2) contractors shall be forward deployed in support of the operational commanders providing one on-site red team support to current theaters of operation on a rotational basis and for period not to exceed 6 months. In addition, the analyst shall: Conduct All-Source Research and Analysis; Conduct Emulative Analysis; Conduct Concept Analysis.

Must possess a current Top Secret/SCI Clearance and be able to travel up to 50% of the year. This is a full time position located in Northern Virginia.


Budget Analyst:
NEK is seeking a highly qualified Budget Analyst to support an extensive contract requirement for a potential JIDDO CSS contract. Qualified individuals will have at least three (3) years of experience as a budget analyst supporting a DOD component. Contractor must possess a high degree of skill in analytical reasoning, and an ability to apply that skill to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions involving the resolution of conflicting goals and objectives. Research Analyst:
NEK is seeking a highly qualified Research Analyst to support an extensive contract requirement for a potential JIDDO CSS contract. Qualified individuals will have at least 5 years of military or IED experience. Must have experience with basic IED construction and employment methodologies. Must have experience with red team and blue team concepts. A Master's Degree Electrical Engineering or Mechanical Engineering or related technical field required. The research analyst shall coordinate and archive DOD, Joint, Service, Federally Funded Research Facilities, Industry and Academic studies and assessments conducted in support of JIEDDO efforts. Tasks shall include the cataloging of studies and assessments; maintenance of an interactive database to cross reference tactics, techniques and procedures against known technology capabilities; and dissemination of results to appropriate individuals and agencies. DUTIES:

This position is in the U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Region VII, Disaster Assistance Division. Major Duties:

When directed, represents the Branch as a recognized Public Assistance technical authority in a variety of meetings with state, local, tribal, and private organizations, groups, providing interpretation of agency, programs, policies, and regulations.

Responds to request for information and delivers briefings, speeches, papers and reports concerning Public Assistance operation and programs.

Assists the Regional Environmental Officer and the Historical Preservation Officer on all PA programmatic activities having environmental and/or historical assessments or clearance requirements.

CONDITIONS OF EMPLOYMENT AT FEMA

EMERGENCY ASSIGNMENT: FEMA employees may be subject to 24-hour on-call in the event of an emergency. This service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the employee`s official position description. 31. STX Role Player (Ft. Irwin, CA)
NEK requires casualty role players during STX portions of rotation training at NTC. STX training may vary from 3-8 days per rotation, depending on the scenario. The casualty effects role players shall be capable of portraying simulated combat wounds. Artificial wound effects shall be applied using moulage kits and other special effects type makeup and appliances. Wound effects will be applied by specially trained government personnel on site. Role players shall wear a mix of traditional Thobe for males and Abaya/Jibab for the females and will be provided at no cost.

Individuals will be required to work outside in all types of weather (heat, cold, rain, snow, etc.). Participants must be in good physical condition and able to withstand the rigors of the environment and shall be in the vicinity of the detonation of training pyrotechnics and must be able to be withstand noise and dust debris. All applicable safety precautions will be taken at the site. The work will require some periods of standing and walking and participants will be self-sustaining while on site (such as wearing appropriate clothing for cold, hot or inclement weather). Participants will provide all personal comfort/food needed for the training period which will consist normally of a 12-hour time period, day or night).

Participants should expect some verbal and non-violent physical interaction such as shouting and hand and arm gestures between members of the training units and the casualty players as scripted by the government. Casualty players may be searched for weapons, contraband and items of intelligence value as part of the training scenario. Female role players will only be searched by female soldiers. There are no, "safe pockets", or safe areas that cannot be searched by the training unit. Casualty players may be detained and restrained by training units using hand cuffs, flex cuffs, tape, rope or other devices or materials. Role players may have to lie down on the ground as part of this process. Role players will be given an emerge ncy signal to cease exercise play while restrained.

Duties :

Contractor personnel shall provide classroom and field training instruction utilizing approved lesson plans in accordance with training course control documents.
Field training instruction consists of practical application in a field environment and shall cover course(s) learning objectives, evaluation of students and performance of Range Coach functions during "Live Fire" training evolutions required for weapons employment Courses of Instruction (COI).
Contractor should be prepared to administer and evaluate all subject tests and quizzes, ensuring they meet program guidelines and effectively measure the student progress on all mandated objectives.
Additionally the contractor shall provide extra instruction daily to any students who may need individualized assistance, maintain and submit accurate reports on attendance, behavior, and academic progress, and work harmoniously with peers and other groups both internal and external to the program, using military knowledge and skills to enhance and accomplish the goals of the program.
The contractor shall provide support during units FEX's.
The contactor's role will be to perform the evaluator functions in a field environment.
The contractor shall assist with development of the subject curriculum, with research and development of course materials and with the preparation of materials for presentation to students.
Completed curriculum-related project assignments shall clearly demonstrate the project's relevance to the curriculum, methods, and practices of military tactics.
The contractor shall conduct classroom instruction at the assigned academic level, demonstrating clear understanding of the subject matter while following the approved curriculum.
The contractor shall establish regular office hours and classroom policies for students seeking academic assistance or counseling outside scheduled classroom hours.
Provide personalized instruction, tailored to individuals or small groups, and give students the opportunity to have individual questions answered.

NEK is currently hiring for the following position

38. NEK requires Medical Instructors for Tactical Combat Casualty Care of US Department of Defense customers. Applicants must have the following certifications or past job experience: Special Forces Medical Sergeant (18D), SEAL IDC/corpsman, Recon IDC/corpsman, or USAF Pararescueman. Instruction will include both classroom lecture and outdoor practical lane training. The first iteration of training will be located in the Ft. Hood, TX area. Numerous training iterations will follow; these will be conducted at several CONUS based military installations. Travel for the provision of training for each separate iteration will be from one to four weeks in length. Applicants must be in good physical condition and be capable of working in all environmental conditions (heat, cold, rain, and snow). Contractors will be required to maintain a neat and professional personal appearance. All applicable safety precautions will be taken during the conduct of training. The instruction work will require periods of standing and walking, and contractors are required to be self-sustaining while on site (such as wearing appropriate clothing for cold, hot or inclement weather). The training day will normally consist of approx 10-12 hrs. Travel, per diem and lodging will be provided.

All applicants must be US citizens or otherwise authorized to legally work in the United States. Criminal, credit checks or immigration documentation must be provided to be considered for a position. If requested by the customer, personnel may have to submit to additional background checks and/or counter-intelligence (CI) background screening to be administered by The Army Criminal Investigation Division (CID), Army INSCOM, the Federal Bureau of Investigation (FBI) or State law enforcement officials.
