Acquisition Professional Level 3
Responsibilities:Provide acquisition support on functions of program
management. Assist program managers in developing program documentation,
creating program schedules, tracking program status, evaluating operational
and technical alternatives, performing risk assessment and managing
integrated product teams. Provide expertise on the myriad of factors that
influence cost, schedule, performance, and risk. Advise in the
interpretation and tailoring of DoD/NSA acquisition regulations/memorandums,

policies, plans, methods, procedures, and systems of acquisition management

Qualifications:12 years of demonstrated combined experience in DoD

required. In lieu of the Bachelor's degree and certification, DAWIA or

Senior Configuration Management Task Lead
Responsibilities:Oversees CM process development, implementation and
improvement and be knowledgeable of Configuration Identification Processes
including establishing Functional, Allocated and Product Baselines;
Configuration Control; Configuration Status Accounting; and Physical
Configuration Audits. Provides management over change order processing for
the life of a system, equipment, hardware, documentation, and software item
from the conception phase through development, delivery, and life cycle
support.
Qualifications:Senior positions are expected to be experts in their own
fields, and knowledgeable about other related areas. This individual should
possess seven or more years experience in configuration management (CM) or
related field. In addition, the individual should possess an overall ability
to operate in multiple roles within the generation and management of CM
tasks. Should have advanced experience in developing, documenting, and
executing a configuration management and change control program, to include
writing, tracking, and documenting requirements to support government
initiatives. Depending on the TTO, personnel assigned to this category may
be expected to have experience with the IBM Rational Suite of Configuration
Management tools – ClearCase and ClearQuest. A basic knowledge of MultiSite
and the configuration management portion of Sybase PowerDesigner are
desirable.Additional Qualifications Desired: Experience or training in the

Technical Writer
Responsibilities:Assists in the preparation of reports, develops spread
sheets for tracking cost, schedule and other parameters, extracts data from
databases for inclusion in reports, and assists in preparation of contract
deliverables
Qualifications:An Associate’s Degree or higher is desired. A technical
writer should have at least five (5) years of experience preparing reports,
responses, and briefings targeted to a wide range of audiences including
senior management. Experience in document management and technical editing
for a program/project of similar complexity is desired. In-depth experience
with word processing, presentation, spreadsheet, and database software is
desired. A Bachelor’s Degree may be substituted for two years of experience

Database Specialist
Responsibilities:Database Specialist shall be required to provide database
development and maintenance support for various database applications. The
tasks to be performed by an individual assigned to this labor category shall
be technically complex.
Qualifications:Bachelors degree in Computer Science or related field is
desired. The individual should possess at least eight (8) years of
experience with in-depth technical knowledge of modern operating systems and
network architectures. System development lifecycle expertise including
security certification and accreditation; security architecture development
and design; performance of security readiness reviews and risk assessments;
and information assurance metrics is desired. A Master’s Degree may be
substituted for two years of experience

System/Network Administrator
Responsibilities:Install/load/configure operating system and application
software. Troubleshoot and provide technical assistance. Support modern
operating systems and network architectures using applicable administrative
tools. Ensure network availability to include specifying and performing
backup and restoration procedures.
Qualifications:A Bachelor’s Degree or higher in Computer Science, Computer
Engineering, Mathematics, Electrical Engineering or a related engineering
discipline is desired. Individuals in this position should have at least
five years experience administering workstations/servers/networks running
modern software applications and operating systems.

Senior Software Engineer
Responsibilities:Provides technical leadership in support of software
engineering. Ensures the execution of software processes. Provides advanced
software engineering analyses and provides technical input to decision
makers. Evaluates software engineering processes, analytically and
systematically, to address problems of workflows, organization, and
planning, and develops appropriate corrective action. Assist in the
development, maintenance of Enterprise architecture and requirements
relating to software. Provides high-level software engineering support for
establishing requirements and developing or selecting software compatible
and compliant with NSA standards needed to support contract tasks.
Additional duties in support of the Data Modeling effort include: Defines,
develops, and supports enterprise software to implement the customer’s
standard metadata model and format. Establishes software requirements and
provides software engineering support for the infrastructure needed to
support data modeling under this contract, including the selection and
evaluation of tools. Ensures that any developed or selected software
components are compatible and in compliance with applicable Enterprise
standards.
Qualifications: A Bachelor’s Degree or advanced degree in computer science,
information systems, engineering or other related discipline is desired. A
Senior Software Engineer should have at least ten years in a technical
leadership role in leading software intensive projects and programs for
Government or Industry customers. Individuals in this position should have
at least five years experience as a Software Engineer supporting software
architecture development, requirements analysis, process execution and
evaluation, selection and evaluation of COTS/GOTS tools, and integration
(with both new and legacy systems A Master’s Degree may substitute for two
years of experience.

Systems Security Engineer
Responsibilities:Executes and evaluates systems and software engineering
processes.Provides support for developing and maintaining Enterprise
security architecture and requirements products. Performs analyses in order
to provide technical input to decision makers. Design, execute and evaluate
information processes relating to information system security architecture,
security requirements, system security engineering, system development,
integration, evaluation, and certification and accreditation.
Qualifications:A Bachelors Degree in Electrical, Systems, or Computer
Engineering or related discipline is desired. Individuals in this position
should have at least six (6) years experience as a Systems Security Engineer
in programs that encompass system architecture, network architecture, modern
operating systems, requirements analysis, and process development and
evaluation with an emphasis on information system security. System

operation and shift work is required.

Qualifications:A Bachelor’s Degree or higher in a technical field is
desired. At least three years of experience in conducting quality assurance
of systems and software processes is desired. Six years of experience in
quality assurance can substitute for the degree requirement. Experience in
government systems and software engineering evaluation, including formal and
informal audits and technical reviews, is desired.

Business Analyst
Responsibilities:Provides support to the Business/Financial Manager.
Provides technical support for real-time program assessment, efficient PMO
structures, formal program tracking procedures, accurate system life cycle
cost, independent cost estimates, risk analysis, forecasting, financial
accountability, return-on-investment analysis, commercial best practices,
and communication.
Qualifications:A Bachelor’s Degree or higher in a technical or business
field is desired. A minimum of eight years experience in business analysis
for programs of similar scope is desired. A Master’s Degree will substitute
for two years of experience.

Training Specialist
Responsibilities:Develop and support a training program targeted to a wide
range of audiences from practitioner to senior management promoting
workforce awareness of systems and software engineering, architecture,
standards, and process improvement. Work with target area experts to develop
and present appropriate training courses and associated materials necessary
to support process deployment and implementation. Provide support to the
Engineering Process Specialist with group facilitation, interviewing, and
training.
Qualifications:A Bachelor’s Degree or higher is desirable. Three years of
specialized experience in training to include developing computer-based
courseware, training plans, courses, and materials of a technical nature, is
desired. Two additional years of specialized experience can substitute for
degree requirements. For the Data Modeling Task, a Training Specialist
should have experience in developing training for technical SIGINT
system/software initiatives and a working knowledge in the filed of Data
Modeling and or Data Architecture Design (UML, ERD, XML, HTML, etc.)

Process Engineer
Responsibilities:Applies process improvement and engineering methodologies
and principles to Enterprise, and lower level processes. Responsible for
assisting project teams to effectively improve their existing processes,
aligning them with Enterprise-level processes and adopted standards, and
facilitating project teams in accomplishing their project activities and
objectives. Coordinates the transfer of new processes and practices to the
project teams by providing group facilitation, interviewing, training, and
additional forms of knowledge transfer, as necessary. Key coordinator
between multiple project teams to ensure enterprise-wide integration off
engineering efforts.
Qualifications:A Bachelor’s Degree in computer science, information systems,
engineering, business, or education is desired. The individual that fills
the senior Process position should possess a minimum of ten (10) years
demonstrated experience, three (3) of which should be within the last five
(5) years in facilitation, training, methodology development and evaluation,
process engineering across all phases of acquisition identifying best
practices, change management, business management techniques, organizational
development, activity and data modeling, or information system development
methods and practices. Five years (5) specialized experience in Capability
Maturity Model (CMM)/ Capability Maturity Model Integration (CMMI), ISO
9000, Six Sigma, or other Process Improvement methodologies is desired.
Should have demonstrated experience in process assessments, to include
participating on multiple assessment teams as well as leading assessments.
Experience in estimating, planning, and tracking projects and programs is
desirable. A Master’s Degree in the fields described in section above may be
substituted for three (3) years of general experience. Other members of the
Process team will need less experience than the Team Lead, but should have a
minimum of 3 – 5 years. A Bachelor’s degree or equivalent experience is
desired.

Senior Process Engineer
Responsibilities:Serves as the chief process engineer and expert responsible
for providing technical leadership and direction in supporting the
application of sound system and software engineering process improvement
concepts. Ensures that processes are established and documented to support
the application and institutionalization of sound systems and software
engineering discipline and continuous process improvement. Evaluates system
and software engineering processes to address problems of workflows,
organization, and planning, and develops appropriate corrective action. This
individual will directly support the planning and implementation of the
overall NSA/CSS Systems and Software Engineering Process Improvement
initiative. Duties require a broad range of knowledge including Systems
Engineering, Software Engineering, Continuous Process Improvement,
Organizational Change Management, Risk Management, and Systems and Software
Engineering models and standards such as CMMI, ISO/IEC 15288, ISO/IEC 15504,
and IEEE/EIA 12207. Knowledge of additional models and standards, such as
ISO 9000 or Six Sigma, is desirable
Qualifications:A Bachelor’s Degree in Electrical, Systems or Computer
Engineering, Computer Science, Information Systems, or related discipline is
desired. Ten (10) years general experience in technical leadership roles for
Government or Industry customers is desired. The individual proposed for
this position should possess at least five (5) years specialized experience
as a Systems or Software Engineer in programs that encompassed requirements
definition and analysis, design, production, integration, test and
transition into operations. In addition, the individual should have
specialized experience in: leading a process improvement effort using the
CMM/CMMI or other similar process model; success in achieving Systems
Engineering and/or Software Engineering process improvements; assessing
systems or software processes using an industry-accepted model; extensive
experience in or knowledge of the systems and software process; and
experience in advocating improved quality and productivity through systems
and software development processes, methods, and tools. Authorization as a
SCAMPI (Standard CMMI Appraisal Method for Process Improvement) lead
appraiser is highly desired. Some experience in an Intelligence Community
environment is desirable. It is highly desirable for this individual to have
participated in projects/programs that involved multiple activities and
multiple vendors, large systems engineering efforts, and management and
evaluation of business processes and implementation strategies. A Master’s
Degree in the fields described in section above may be substituted for three

Test and Integration Enginee
rResponsibilities:Develops systems and software testing and integration
processes in support of new systems or new baseline deployments and aligned
with enterprise systems engineering and integration processes. Provides
systems test and integration support in the implementation of new systems or
new baseline deployments. Evaluates risks, impacts of proposed systems
testing and integration processes. Supports configuration control of systems
testing and integration requirements. Supports evaluation and documentation
of testing and integration activities, to include evaluation of requirements
satisfaction. Executes test and integration activity.
Qualifications:A Bachelor's Degree or higher in Electrical, Systems, or
Computer Engineering or related discipline is desired. Individuals in this

JOB DESCRIPTION:

• Assist and advise the staff sections of these commands responsible to implement the specific biometric responsibilities assigned in DoDD 85201.01E, “Department of Defense Biometrics,” issued by the DoD Biometrics Task Force (BTF): to identify joint warfighting requirements, to support the development of theater-specific operational policy and concepts of operations, and to support the development and integration of theater strategic, campaign, and operational plans.
• Provide strategic, operational and tactical lessons learned with respect to the acquisition, installation, and employment of biometric programs, systems, and devices.
• Synchronize biometric enabled intelligence and operations activities to meet the commander’s tactical, operational and strategic goals.
• Support governmental meetings, discussions, and provide recommendations to reach and resolve issues and concerns in support of this task. Provide reports, papers, briefings, and other documents as required to support this task.
• Provide general support to the above listed commands as related to Working Groups, Integrated Process Teams (IPTs), Requirement Groups, Inter-Agency Meetings and Groups.

Project overview:

Valdez holds a current task order with USAFA/DFEC to support the development of two cooperative systems as they relate to UAV’s/UAS’s: Intelligent sensor networks for persistent tactical intelligence, surveillance, and reconnaissance, and multiple cooperative unmanned aerial systems (UAS) for persistent tactical intelligence, surveillance, and reconnaissance.

Position focus:

The Valdez team at DFEC requires a software engineer to assist in performance of software updates and software development for UAV ground stations, UAV onboard computers, ground sensor modules, unmanned service vehicles’ onboard computers, and the UAV ground database system. Position will also cooperate with senior Valdez engineers to perform UAV demonstrations and establish SOP for UAS Center as required.

Position competencies, details:

We do require someone who is a US citizen because of the restrictions on our software. In addition, we seek a candidate with a strong background in object-oriented design, preferably with C++ (or Java) programming experience. 16. TRAVEL TRAINERS (6 positions)(Northern VA; MD)
The D.C. Center for Independent Living (DCCIL), ENDependence Center of
Northern Virginia (ECNV) and Independence Now (IN) of Maryland are seeking
to hire a total of six (6) full-time travel trainers to provide
comprehensive, individualized travel training to teach people with
significant disabilities how to travel safely and independently on
accessible public transportation throughout the Washington, DC metropolitan
region. Each of the three Centers for Independent Living will hire two (2)
full-time travel trainers.



MAJOR DUTIES



These positions are responsible for conducting screenings and assessments to
determine the travel skills and goals of people with disabilities; planning
and evaluating travel routes; teaching trip planning skills and strategies;
implementing individualized travel training; teaching self-advocacy, safety
and orientation skills related to traveling independently on public
transportation; evaluating the individual's ability to travel safely and
independently at the conclusion of travel training; establishing
collaborative relationships with disability organization service providers,
school systems and social service agencies throughout the service area.
Occasional evening and weekend hours may be required.



MINIMUM QUALIFICATIONS:



Graduation from an accredited college or university with a Bachelor's Degree
in Special Education, Rehabilitation Counseling, Human Services, Orientation
and Mobility, Therapeutic Recreation, or a related field.
Experience working with people with disabilities, preferably in providing
travel training or orientation and mobility training, or an equivalent
combination of post high school education and more than six
(6) years of progressively responsible experience in travel training or
orientation and mobility training, preferably in the transportation industry
or with disability service or advocacy organizations. Must have the ability
to interact and communicate effectively with people who have a wide range of
disabilities.

The Port of San Diego (“District”) is currently accepting applications and resumes for the position of Grants Coordinator. This position is exempt (not eligible for overtime).

DISTINGUISHING CHARACTERISTICS: A Grants Coordinator is responsible for providing Port-wide grant research, application, and coordination services to Port departments to secure grant-funded support for a wide variety of projects, programs and activities. The incumbent seeks out potential sources of grant funding and proposes approaches to leverage financing of Port projects through the use of such funds.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The following statements are intended to describe the general nature and level of work performed by people assigned to this classification. They are not intended to be an exhaustive list of all responsibilities, duties and skills required of personnel so classified.

1. Conducts research, monitors federal and state funding source notices and publications and maintains contact with local agencies to identify potential sources of funding relevant to the Port’s strategic and long-range business and capital/economic development plans; consults with and advises other Port managers and staff on the uses of grant funding; assists staff in the development of grant applications or oversees the work of consultant and staff teams assigned to prepare applications; reviews applications, including project descriptions and budgets, prior to submission to ensure grant requirements and funding source regulations have been met and the Port has planned for any required administrative, program delivery and/or operational matching funds.

2. Serves as project manager to assist in constructing complex funding packages from multiple grant sources; determines sources and uses of funds for project implementation; tracks project progress and reports on status of all grant applications.

3. Serves as liaison to funding agencies; acts as the key contact to resolve problems and discrepancies that could interfere with approval; negotiates grant awards and drafts grant contract agreements on behalf of the Port; prepares or reviews and approves Board memos, agreements and other documents related to securing grant approvals; makes presentations and responds to inquiries from the Board of Port Commissioners, officials of other governmental agencies, Port managers and staff and representatives of funding agencies on grant matters.

4. Coordinates the Port’s grant program which includes follow-up with appropriate departments, as required, to ensure that grant funds are fully utilized and expended in compliance with rules, regulations and requirements of granting agencies; works with Financial Services to ensure accurate accounting for the receipt and disbursement of grant funds; identifies and works with Port managers and staff to resolve utilization and/or compliance issues and problems; prepares periodic reports on the status of grant funding requests and other grant management issues.

5. Develops and recommends to senior management Port-wide policies and procedures governing the application for and administration of grant funding agreements.

6. Coordinates audits and compliance reviews by funding agency auditors; responds to questions and works with staff to resolve areas of concern; coordinates review of legal and/or financial issues with Port staff, as appropriate.

MINIMUM REQUIREMENTS*

Education, Training and Experience:

Graduation from a four-year college or university with a major in business or public administration or a closely related field; and five years of progressively responsible experience in the development, administration and financial tracking of grants. Experience in a public agency is preferred. May substitute equivalent combination of education and prior experience in a fundraising and/or intergovernmental relations environment or professional experience of a similar nature at a rate of 18 months experience for each year of education required.

Qualifications:
