JOB DESCRIPITION

6. POSITION TITLE: Field Service Representative (Ft. Polk, LA)
JOB SUMMARY: Serves as the Movement Tracking System (MTS) Technical Expert. Responsible for the day-to-day operational support and training of the MTS system. This position is in Ft. Polk, LA.
JOB DESCRIPTION:
Performs technical task work in fault isolation and troubleshooting of all relevant MTS equipment and components in a Field environment; Performs technical support in hardware installations and upgrades to current software applications of various fielded units; Coordinates, directs and provides training at the unit level on all aspects of MTS as requested by customer units; provide operational support; Provides direct technical and training support to the US Military; Facilitates the Return Material Authorization (RMA) process to ensure expedient return of warranted MTS components and end items; Prepares and provides weekly/monthly service reports, RMA and training status reports to management as required; Interacts with Military units on a regular basis to determine customer requirements and workload; Interacts on a limited basis with the MTS Program Office to support MTS initiatives; Maintains current knowledge of relevant hardware and software applications and technologies; Participates in special projects as required.
JOB REQUIREMENTS/QUALIFICATIONS:
• Education: Associates degree in a related field or industry experience dealing with like system architecture.
• Desired Requirements: Detailed knowledge of Movement Tracking System hardware, software and customer issues. Detailed knowledge of hardware fault isolation and various test equipment relative to these procedures.
• Training & Experience: Experience installing, using and maintaining MTS hardware and software, a detailed knowledge of Windows NT 4.0 and a solid working knowledge of the Army’s Precision Lightweight GPS Receiver (PLGR). Familiar with all types of Army logistical vehicles and their characteristics.
• Technical: Knowledge of MTS Messenger and Tracerlink software, ability to read technical drawings and schematics and apply them to troubleshooting MTS hardware through the use associated diagnostic test equipment
• Physical: Ability to lift bulky objects not to exceed 50 lbs. Ability to climb in and out of large military tactical vehicles. Ability to work an extended workday (not to exceed a 14 hour period of time).
• Interpersonal: Strong interpersonal skills. Ability to deal with a wide range of customers, junior enlisted through senior military leaders. Must be comfortable living in a military environment.
• Other: Prior Military Service a plus. Must be a US Citizen capable of obtaining a Security Clearance.

The JIEDDO Counter-IED Operations Integration Center (COIC) is focused on neutralizing the ability of IED networks and their threat against Coalition Forces throughout the CENTCOM AOR. The analyst must work as a team member and be able to both lead the team and play a role as a subordinate team member.

QUALIFICATIONS:
Native or extensive exposure living, working, and/or studying in the target region
Experience providing support to Combatant Commands in the target region
Functional knowledge of/experience with current counter-IED operations
Experience in war gaming

All candidates will provide Open Source research and analytical support to JIEDDO-COIC Directed Studies Team (CDST) through identifying and assessing trends which impact Counter-IED efforts, develop findings and recommendations, and organizing these conclusions in briefing slides, video productions, and other written products.

The Asymmetric Warfare Analyst will serve as a subject matter-expert (SME) on general asymmetric warfare issues including (but not limited to) unconventional/irregular warfare, counter terrorism, and improvised explosive device tactics. The Analyst will conduct both target and English language oral and written product development (including hardcopy, electronic, and multimedia material). The Analyst will apply his/her in-depth knowledge of general asymmetric warfare functions to identify emerging substantive issues within the focus AOR and succinctly communicate findings to senior contract and government personnel as part of a team. This will be done by generating Open-Source assessments, special studies, and threat role playing/war gaming which provide unique insights and actionable responses to tactical, cultural, political, economic, and social trends potentially affecting Counter-IED operations in the AOR.

Other: Able to participate in various inter-agency and DoD training. Ability to deploy for short periods to CENTCOM AOR

The MCSC COC Program Office Sponsor is responsible for executing the prescribed Acquisition process in accordance with the latest version of DoD 5000; as such it is essential that a detailed IV&V be completed and a thorough Requirements Traceability Matrix for the COC CAPSET (I) Variant be produced in support of the fielding strategy outlined in the FY-1010 Program Management Plan.

The Contractor is responsible for conducting an Independent Verification and Validation to assess the current development effort of COC CAPSETs against Program Documentation and required War fighter capabilities on a Cost benefit baseline analysis. In addition they will be required to develop, validate and deliver a production quality Requirements Traceability Matrix and Performance Specification in support of the CAPSET (I) variant and implementing a framework to identify and analyze C2 initiatives based on such factors as JCIDS documentation, acquisition schedules, and technical maturity. This framework must establish the analytical baseline for performing objective and repeatable comparative analyses of C2 initiatives, identify potential acquisition, capability, and schedule risks and issues, and recommend pro-active courses of action for mitigating those risks and issues.

Ancillary actions include providing technical and program information for the updating, and coordinating of plans, reports, and briefings (e.g. Business Plans, Strategic Plans, Program Status Briefings, Metrics Reports, and Resource Allocation Plans (e.g. effectiveness versus investment)). Principal to this activity is analyzing impacts that contemplated budget revisions, technology changes, proposed adjustments, legislative changes, economic trends or directives from higher echelons may have upon on-going JCIDS projects and recommending COAs to minimize the adverse effects. Methodologies for data collection, coordination of activities, and presentation of findings is discretionary.

The incumbent advises supervisors and managers on employee discipline, adverse actions, performance issues, complaints/grievances, appeals, denials of within-grade increases, attendance and leave issues, employee conduct issues, and other concerns about employee-supervisor relations. The incumbent coordinates with Employee and Labor Relations (ELR) staff to ensure that guidance is appropriate and consistent across DHS/FEMA and receives technical guidance, where appropriate, from ELR staff.

The incumbent advises employees of their rights and provides referral services for individual employee cases involving sensitive or serious problems. The incumbent assists managers with development of disciplinary/adverse action notices and reviews/amends actions prior to issuance to employees to ensure procedural sufficiency and to provide guidance with respect to the substantive merits of the action. Coordinates notices with the ELR staff prior to issuance to employees, and the Office of General Counsel, as appropriate. Maintains case files on all disciplinary/adverse actions, appeals, complaints, grevances, etc.

The incumbent develops management responses to requests from unemployment offices for information concerning appeals, and assists DHS/FEMA's legal staff, as requested.

Incumbent will work with appropriate personnel in developing Employee Relations training and procedures appropriate for the serviced organizations, and reviews and recommends changes to regulations, directives and other guidelines, taking into account the effects of any proposed and changes to employee relations policies. CONDITIONS OF EMPLOYMENT AT FEMA

EMERGENCY ASSIGNMENT: FEMA employees may be subject to 24-hour on-call in the event of an emergency.
