An AA degree or equivalent technician experience or military training is required. Must be able to work with written and verbal instructions and lift up to 50 pounds. Qualifications

The Marine Corps works to ensure that Marines are optimally trained, organized, and equipped to conduct Irregular Warfare (IW) missions in the complex operating environments. These positions support the Marine Corps with coordination of USMC-IW activities across the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities (DOTMLPF) spectrum. IW activities fall in one (or several) categories: 1) Stability Operations; 2) Counterinsurgency; 3) Foreign Internal Defense; 4) Counterterrorism; and 5) Unconventional Warfare. The work focuses on the irregular operational challenges by researching best practices, supporting doctrinal development, providing subject matter expertise to leaders and organizations, and by coordinating and supporting improvement and integration of IW tenets into training and education programs and curricula. The Wexford Group International is seeking a Geographic Combatant Command (GCC) Liaison Officer (LNO) to join our team of experts based out of Fort Meade, MD - with assignment at PACOM. This individual will be responsible for preparing and assisting the Commander and staff - to oversee and manage capabilities, plans, operations, policies, exercises, and strategies. They will serve as the Asymmetric Warfare Group (AWG) subject matter expert (SME) to the GCC to which they are assigned, other major commands, theater combatant commands, and National Agencies. They will be responsible for facilitating planning in support of course of action development and subsequent operations within specific areas of operations. Duties include, but are not limited to, the following areas of responsibility:
Conduct liaison with assigned GCC and component commands to meet plans, policy, operational, and exercise objectives, formulate budget and resource objectives, inform commanders, and enhance interoperability
Work as a team builder to integrate AWG into GCC, component command, and interagency planning, training, exercises, and operations. Serve as the AWG expert on the GCC AOR to which assigned, including plans, programs, policies, operations, and training. Review GCC OPLANS and CONPLANS for potential missions for AWG.
Conduct analysis and provide advice and recommendations in the formulation of scenarios, concepts, and force lists for operations and exercises
Review and evaluate assigned projects with operations officer to ensure understanding of requirements and intent. Recommend overall goals and objectives. Assist in establishing priorities and assignments. Review work in progress, completed work, and accomplishments for completeness, correctness, effectiveness, timeliness, and policy compliance
Conduct research and analysis, and prepare issue papers and recommendations concerning the integration of general purpose and special mission unit requirements into GCC future concept initiatives. Attend appropriate meetings, working groups, conferences, and symposiums within the command.
Must possess the ability and willingness to deploy and travel independently worldwide.
As needed contractor personnel may be permanently based in OCONUS locations in support of the assigned GCC, other major commands, theater combatant commands, and National Agencies.
Experience and Education:
At a minimum should have sufficient relevant experience with the U.S. military that demonstrates the ability to meet the duties described above. Demonstrated relevant experience shall encompass the following spheres of practice, skills, understanding and knowledge:
Over twenty (20) years of relevant experience in land warfare with combat arms organizations. Experience should demonstrate thorough knowledge in terrorist, guerrilla, insurgent, and other asymmetric operations in order to advise on planning, training and equipping. Experience in red force planning and special operations forces is desirable
Ability to analyze current combat operations in order to identify causes of pre-deployment training gaps, possession of interpersonal skills and tactical expertise to communicate with U.S. Army and Joint Forces ACOM and unit level senior leaders preparing their organizations for deployment. Able to change and adapt established methods in order to meet new unit requirements
Ability to work independently and in small groups while possessing excellent oral and written skills, interpersonal skills, and communication skills to engage audiences ranging from junior enlisted Soldiers to General/Flag Officers
Comprehensive knowledge of Army and Joint Forces doctrine, tactics, techniques, and procedures required to develop, coordinate, and implement strategy, plans, policy, and exercises related to general purpose and special mission units
Expert knowledge of mission, organization and interrelationships of Department of Defense, joint staff, and interagency working groups

Sr. Test Engineer
Collect, analyze and publish DLS metrics. Collect, analyze, disseminate, publish, and brief DLS metrics on a monthly basis. Standardized charts and graphics shall be developed to present the metrics. Provide background and analysis of any metric that is below standard or is demonstrating a negative trend. Recommendations for correcting or improving performance to meet the standards shall be provided.
Provide services to implement Quality Assurance Inspection of PM DLS contracts. Develop Quality Assurance Surveillance Plans (QASP) for all PM DLS service contracts. Develop quality surveillance inspection monthly schedules to implement established QASPs and submit the proposed schedules to the COR for approval prior to the first day of each month. Complete all QASP inspections IAW the approved inspection schedule and submit the completed inspections to the COR for evaluation and rating. When necessary, request inspection by other Government agencies (i.e. on-site DL POCs for DTF manager services), monitor the completion of the inspection, and receive/document the results of the inspection. Develop and maintain an electronic and hard copy file of all QASP inspections. Develop and submit a monthly summary, by contract, of the results of all inspections to the COR for use in developing the overall quality assessment of the services received. The report shall be submitted not later than the third working day of each month
BPR Lead/Six Sigma
Must be Green Belt certified. Implement a continuous process to introduce new business processes to reduce costs and increase efficiencies. Develop a formal program to evaluate the current support processes. The review program shall incorporate a continuous evaluation of business practices and solutions such as business process reengineering and value-engineering change proposals. The employee shall, at a minimum, provide an annual report summarizing the process review and identifying all proposed changes to processes. The Employee shall include a business case analysis to substantiate recommended changes. Experience and Education:

- Demonstrated experience should illustrate the ability to analyze current combat operations in order to identify causes of pre-deployment training gaps possession of interpersonal skills and tactical expertise to communicate with U.S. Army and U.S. Marine Corps MACOM and unit level senior leaders preparing their organizations for deployment and the ability to change and adapt established methods in order to meet new unit requirements.
- Demonstrated experience should illustrate ability to work independently (versus merely following established processes) and in small groups while possessing excellent oral and written skills, interpersonal skills, and communication skills to engage audiences ranging from junior enlisted Soldiers to General/Flag Officers.

Quantum is currently seeking an experienced candidate to support our Government customer as an Operations Officer.
Responsibilities:
Monitor and synchronize PM FCS (BCT) events on the FCS Advanced Collaborative Environment (ACE) Integrated Program Calendars (IPC) (30, 60, 90 days and long term). The events consist of demonstrations, experiments, testing, and VIP visits. Coordinate, prepare and disseminate the Commanders Critical Information Requirements (CCIR) daily.
Collect, maintain, and distribute the FCS Leadership contacts roster for PM FCS (BCT) and their counterparts within the PM FCS SDD prime contract, The Boeing Company. Distribution will be made to the PM FCS (BCT) staff as roster updates are completed.
Track PM FCS (BCT) and PM/Director action items and tasks. The Contractor shall collect these items from program personnel, DA, OSD memos, and during program meetings. These items shall be entered into appropriate databases and spreadsheets. The contractor shall notify the Action Item POC personnel of taskings, collect products, report and record item progress and completion. Where appropriate, the Contractor shall collect products that prove task closure and provide to the appropriate Government office.
Using information provided by the Government, the Contractor shall prepare briefing charts (A001) and materials for the PM FCS (BCT) acquisition program processes using the issues raised by DA/OSD. Briefings shall support budget, test, logistics, and program management and acquisition decisions. Copies of all presentation materials shall be maintained in one of the PM FCS (BCT) knowledge management systems.
Facilitate assigned Integrated Product Team (IPT), In Process Reviews (IPR) and FCS (BCT) meetings/reviews. Attend IPT working groups convened for developing acquisition programmatic management and milestone decisions. Prepare briefings, read-ahead packages, agendas, data books, briefing slides/books, program schedules and timelines (A001). Schedule, operate and maintain the facilities and the equipment used for these meetings. Prepare minutes and track action item status and resolution outcomes (A005); draft meeting minutes are due within 24 hours.
Organize, maintain and monitor the reviews/briefings for PM FCS (BCT) milestone decisions established in DoD 5000 series and AR 70-1 regulations. The PM FCS (BCT) knowledge management systems shall be used to control document preparation, author assignments, action item completion, and provide an updated status summary. Summary and detailed information shall be maintained and updated continuously to reflect analysis and rationale of current programmatic decisions and attendant risk consideration of alternative strategies.
Requirements:
Bachelor’s Degree is desired. Equivalent experience may be accepted in lieu of degree. 5-8 years experience with 2 years of that experience in an authority role. Project Management experience is required. Military related or Government related work experience is highly desired in accordance with the responsibilities of this task.

ESSENTIAL JOB FUNCTIONS (duties and responsibilities and percentage of time spent performing functions).
• Ability to provide excellent customer service and communications
• Responsible for performing and reporting of inspections and operations to ensure that all equipment, machinery and building systems are functioning normally, safely; and in compliance with all applicable safety rules and regulations, and manufacturer specifications.
• Operate, maintain and repair refrigerant compressors, condensers, chillers, cooling towers, evaporators, traps, transfer pumps, expansion valves, stop valves and float valves, together with all refrigerant lines and devices used to control temperature.
• Operate, maintain and repair pumps, handling brines, or other secondary refrigerating liquids, together with all valves, appurtenances and lines used in the system.
• Operate, maintain and repair air compressors, together with distribution lines and all valves and devices for air control.
• Operate, maintain and repair all natural and manufactured gas distribution lines, including all valves and control devices.
• Operate, maintain and repair all types of electrical motors and engines used to power pumps, compressors and fans.
• Responsible for the identification, analysis, recommendation, and replacement of all major components to the above mechanical equipment.
• Maintain, repair and ensure proper operation of all building management systems. Maintain, repair, and ensure proper operation of electrical and hydraulic systems on HVAC and mechanical equipment.
• Maintain all equipment and ensure performance and compliance requirements of the Preventive Maintenance Program..
• Maintain and ensure proper operation of all life safety and security systems.
• Prepare and maintain routine records and reports as required.
• Maintain facility keys, communication equipment, and building security access devices and alarm systems.
• Assist, coordinate, and oversee the activities of co-workers and/or subcontractor services engaged in the performance of the above listed tasks.
• Perform other duties and responsibilities, as required by management.
• Must be willing to travel within central and northern California.
QUALIFICATIONS (what is required to perform the job, i.e. education, experience,
skills, certifications, etc.)
1. Five (5) or more years of verified progressive journey level HVAC mechanical experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related equipment of commercial building(s).
2. Completion of a recognized HVAC Technician Training Program. AND
3. Possession of EPA Universal Recovery Certification and HVAC certification.
4. Possession of a current valid California Driver’s License (to be presented for verification at time of the selection process).
5. Pass and maintain clear drug screening, and background clearance.

• Possess a current Universal Refrigeration License per 40CFR part 82 subpart F.
WORK EXPERIENCE (minimum experience required to perform job satisfactorily; may include preferred/desired experience):
• Requires minimum 5 years journey level experience with commercial HVAC mechanical systems including building automation systems.
KNOWLEDGE, SKILLS, ABILITIES (requirements to perform job satisfactorily, i.e. basic computer or math skills, or specific software knowledge, 10-key/calculator skills, or ability to read and write English, or ability to reason/problem solve, etc.):
- Ability to coordinate, prioritize and schedule work assignments.
- Proven record of excellent customer service skills.
- Experienced in working with all types of power hand tools.
- Communicate effectively speaking and writing in fluent business English
- Knowledge of the use of a personal computer to include: Microsoft Outlook, Word, Excel.
- Must understand the processing of service work orders.
- Ability to work under pressure, and manage multiple tasks simultaneously.
PHYSICAL DEMANDS (demands that are representative of those that must be met by an employee to successfully perform the essential job functions of this job, i.e., percentage of time employee must lift, stand, sit, climb, stoop, reach, hear, etc.):
• Ability to lift a minimum of 75 pounds is desired.
• District travel is required; employee’s need to be physically capable of traveling to different locations on a regular basis.
• Must have ability to maintain assigned work hours.
• Must have sufficient endurance to perform tasks over long periods of time.
• Position may require responding to emergencies at night, weekends, and/or on holidays.
• Overtime, split-shifts weekends, and/or schedule changes may be required as needed.
WORK ENVIRONMENT (characteristics that are representative of those an employee encounters while performing the essential functions of this job, i.e. environmental factors such as noise levels, temperature, ventilation, lighting, safety hazards, etc.):
• Position requires prolonged standing and walking, and occasional squatting, crouching, kneeling, twisting, turning, reaching, climbing and crawling. Working under all weather conditions; physical effort in climbing ladders; working in confined space including tight crawl spaces; exposure to hazardous materials; working around raw sewage; and occasional heavy lifting.
• Working conditions may necessitate working at sites with high noise levels; may include heights, pavement, streets and roadway work; and poorly ventilated areas.
• Work duties will require the wearing of all safety gear and may require the wearing of appropriate forms of respiratory protection, personal protective equipment.
• The work environment will be interior and exterior facilities.
• May experience high noise levels in connection with equipment and general maintenance tools.
SUPERVISORY RESPONSIBILITIES:
• Oversee and coordinate activities with co-workers and sub contractors.
