SharePoint Web Developer Program of Instruction Manager

JSEAS Software Developer

The JSEAS effort is a joint venture among the US Navy, US Air Force, and UK Ministry of Defense to develop safe escape and mission planning products for the JSF aircraft.

The JSEAS Software Developer will perform a variety of software development and maintenance activities for the Joint Safe Escape Analysis Solution (JSEAS) program. The focus for this position will be the design, development, unit test, and documentation of object oriented software sub-systems. The Developer will apply documented project processes and tools to ensure that quality standards for development and configuration management are applied to the JSEAS software development effort. Documentation of the intermediate steps and products will be critical and the Developer will fully participate in preparation of support documentation including design specs, change request notes, action items, defect analysis, alternative analysis, unit level tests, and others.

The Software Developer will likely be assigned to support the development of a major JSEAS system and a specific JSEAS Team Lead, but may occasionally be assigned to work on tasks for other JSEAS software systems. The Developer will normally take direction from a Team Lead, and occasionally take direction from the Lead Architect, Project Manager, or Deputy Project Manager.

Given the nature of software development and the IT industry in general, there is an expectation that this person shall be willing to research new IT technologies, trends, and issues at the request of project managers.

The Developer must be prepared to accept tasking and work effectively with a culturally and geographically diverse team and to support regular team meetings. Good communication skills are important. Occasional travel will be required.

This position can be filled by an entry-level individual with formal CS education or by an experienced professional with a mix of formal CS education/training and on-the-job experience.

THIS POSITION WILL BE RELOCATING TO FT MEADE MARYLAND IN ACCORDANCE WITH THE BASE REALIGNMENT AND CLOSURE ACT. ANTICIPATED DATE OF RELOCATION IS late 2010 or early 2011.

This position is located within the Defense Information Systems Agency Headquarters building in Arlington, VA. The purpose of this position is to provide NETOPS (GIG Enterprise Management, Network Assurance and Content Management) for the DISA Command Center (DCC). Such support facilitates the planning, analysis, design; development, testing, configuration, implementation, integration, operation, maintenance, and restoration of IT networked systems used for the transmission of information in voice, data, and/or video formats.

This is a Watch Officer position supporting the Current Operations Branch within the DCC. This position will be charged with monitoring the DISA portion of the GIG; specifically the NIPRnet and SIPRnet. Duties will include 24/7 monitoring, collaboration with the Global NetOps Security Center (GNSC) and Theater NetOps Centers (TNC) and reporting to US Cyber Command. Candidates should have a strong background & experience in IP network technologies. Leads and assist in the performance of all activities related to fuels support on this contract. Accomplishes all requirements for ordering FP products

ESSENTIAL JOB FUNCTIONS (duties and responsibilities and percentage of time spent performing functions).
Manages nine (9) contracted USAF Academy aviation and ground fuel handlers in the performance of the Statement of Work. Order, receive, store, issue, and handles fuel in a manner that is safe, secure, and in compliance with directives. Forward DD Form 250 (Material Inspection and Receiving Report) to the Government Accountable Officer. Record all applicable fuel transactions in the Fuels Automated System (FAS). Ensures the FAS and Fuels Enterprise Server (FES) are recorded daily, weekly, monthly, and at the end of the fiscal year. Determines operational fuel gains and losses. Establish physical controls that ensure JP-8 and 100LL aviation fuels are issued to the proper aircraft. Encode Vehicle Identification Links (VIL) for OLVIMS and non-OLVIMS vehicles are other ground fuel requirements. Provide fuel consumption data to Government agencies as directed by the ACO or the FD. Provide accounting and finance Office with research capability to resolve billing problems. Maintain auditable document control files for the base fuels accountable record. Develops, revises, and submits Fuel Operating Instructions (FOIs) and checklists to the FD/Chief QAE. Performs quarterly control sampling of Ground Fuels products. Collects and submits fuel samples to the Peterson AFB Fuels Laboratory in accordance with host tenant agreement. Manages the danger tag program. Performs and documents internal quality control inspections. Receives and records requests for Ground Fuel Service from authorized users. Performs and documents operator maintenance and inspections of all equipment.

The National Organization on Disability seeks the services of a clinical mental health professional with grounding in issues related to Combat Stress, particularly Post Traumatic Stress Disorder (PTSD) within the context of military service. This professional will serve as an advisor to a research project, detailed below, over the course of a 19 month implementation.


Return to Careers


The federally funded Institute for Economic Empowerment at AbilityOne has awarded the Return to Careers (RtC) Research Project grant to the National Organization on Disability (NOD). The project will be supported by a team to include the Economic Mobility Corporation, the Institute for Community Inclusion, and a host of other disability, military, social services and workforce development experts. RtC is interested in discovering both the career goals and what supports and environments will best ensure the success of our returning veterans who have PTSD and/or TBI in the reentry and re-employment process.


Building out the RtC Project's Mental Health Capacity
To ensure that this ambitious projects' contribution to the field is optimized, the collaborative will require insight into clinical mental health issues, with emphasis on combat stress, particularly PTSD. As such, NOD seeks a qualified professional to serve as a consultant to the team, to the process and the strategy. The consultant we seek would advise the team at most major junctures of the project, including the design of the overall research plan and interview protocols, as we hire and train the staff who will conduct the interviews, as we gather and analyze the data, and as we craft and refine a final report. The ideal professional to support NOD's RtC and its effort to identify promising practices for Veterans with TBI and/or PTSD would have a strong clinical Mental Health background with a focus on PTSD, preferably in the context of military culture. We anticipate this would require a commitment of an average of 10 hours per month.


Mission Relevant and Outcome Driven
The RtC Project aligns with the Defense Centers of Excellence for Psychological Health and Traumatic Brain Injury (DCOE) mission. Like DCOE, this research will serve veterans, their families and communities as it takes into consideration the tremendous potential these citizens have for continued contribution. This research will illuminate the multitude of ways communities, employers and government can benefit by ensuring veteran participation through employment. This work is intended to support the important work of the U.S. Departments of Defense, Labor, and Veteran's Affairs.


RtC Scope
Over the course of 19 months beginning March 1 2010, the National Organization on Disability's RtC Project will conduct between 200 and 250 interviews with veterans with disabilities, their families, their support networks and their employers and educators to answer the following questions:


1. Are there identifiable trends in the career goals of returning veterans with Traumatic Brain Injury (TBI) and/or Post-Traumatic Stress Disorder (PTSD) and, if so, what are the common characteristics of these careers and their work settings?
2. What are the short- and long- term career supports required by veterans with TBI and/or PTSD, what are their costs, and how are they best delivered?
3. What is the role of the veteran's family in their career search, and what supports will the family require to support, in turn, the veteran's career aspirations?
4. How do the veteran's goals and required supports change over time, through the process of their return?
5. Given NOD's experience in career development for veterans with TBI and/or PTSD, how do the actual outcomes of the AW2Careers project, and other similar veteran service projects, match the information suggested by the RtC Research Project?
6. What support do businesses and other employers require to recruit, retain and promote candidates with TBI and/or PTSD?


Once gathered and compiled in a final report, this information will be used, in part, to assist AbilityOne, the funder, to route Federal contracting employment opportunities to veterans with significant disabilities, particularly PTSD and TBI.

KnowledgeTech, Inc. (KTI) provides cutting-edge support to clients throughout the government including the U.S. military and several national agencies. We specialize in providing IT Operations and Maintenance (O&M), Systems Engineering, Intelligence, and Operations Research support to major commands.

KTI requires a Technical Manager to support a client site at Bagram Air Base, Afghanistan.

Key Role:

The Technical Manager will act as the KnowledgeTech, Inc (KTI) lead representative to the client and its subordinate and successor organizations. Duties include managing personnel and administrative matters (travel, leave, assigning KTI Personnel to specific projects, and purchasing supplies. Additionally, the Technical Manager will be an accomplished network engineer. Approximately 50% of his time is spent doing Technical Manager Duties and the other 50% doing network engineering duties. The Technical Manager shall ensure effective and efficient coordination of contractor work provided under this contract and performed in support of client.

The Technical Manager will schedule and prioritize workload, and provide status of tasking to client managers as is required by the Client Director or the COR. The Technical Manager will work with the Client to resolve any needs or problems the support contractors may have.

The Technical Manager shall attend all planning meetings judged appropriate by CJ6 director or COR at Bagram AB, throughout the CJOA, and other locations in the CENTCOM AOR or elsewhere as required by the client. At these planning and engineering meetings the Technical Manager will be called upon to interact with CENTCOM or DA personnel to plan OEF theater level projects and identify potential implementation issues with existing planned project that may not be readily identified from outside the theater.

BASIC Qualifications.

1. Must have a Secret Clearance.

2. The Technical Manager must possess a current Cisco Certified Network Associate (CCNA) certification.

3. The Technical Manager must have a minimum of 5 years of experience with Cisco-based Enterprise environments and Data Center Infrastructures, with a solid understanding of the OSI Model, Layer 2 Switching technologies and Layer 3 routing protocols (particularly OSPF & BGP design and configuration).

4. The Technical Manager must possess a minimum of 5 years of experience with networking equipment typical to the strategic and tactical networks in Afghanistan. This includes equipment used in support of the SIPR, NIPR and CENTRIXS-ISAF networks such as TLA stacks, switches, Cisco ASA, Juniper Firewall, BlueCoat Proxies, Virtual Private Network (VPN) technologies, Cisco Call Managers (CCM) and Call Manager Express (CME).
