Position Description MOSS 2007 Designer/Developer to support the IT organization on the JRDC program at Schriever AFB, CO. The MOSS 2007 Designer/Developer will assist in program control of a DoD client enterprise web portal design, development, deployment and maintenance utilizing SharePoint and associated applications. Candidate will implement rigorous data analysis, project schedules and the creation of report formats in an online collaborative environment to support customer and contract requirements. The candidate will work directly with program management, technical and customer personnel requiring excellent interpersonal skills and time management abilities. Candidate will work with software developers, network engineers, testers, and helpdesk personnel to facilitate the implementation of software development lifecycle (SDLC) and deployment of custom-built applications. Candidate will be required to provide Tier Level II and III helpdesk support utilizing Remedy requiring effective customer relation support. Conduct in-progress reviews with internal service delivery teams, contractor senior management and government executives to meet strict production/delivery timelines. Candidate may be required to travel up to 25% of the time.
Specific Requirements • Experience with Remedy, SharePoint, Captivate and Microsoft Office and Outlook 2007 required.

Duties and Responsibilities: Supervise employees and contractors that mark the location of land features and the proposed or existing location of electric and gas facilities by planning, organizing, and coordinating in order to support the construction and operation of the company's transmission and distribution system. The Regional Administrator provides executive leadership of the Regional Office and serves as the focal point through which all programs and activities of the Office receive effective coordination and decision. He/She implements and administers FEMA policies and programs in support of Agency and Administration goals and objectives, and to ensure customer satisfaction. Conducts strategic planning, coordination, analysis and evaluation of the Regional programs. Incumbent serves as the advocate of Administration policy for all FEMA programs based on headquarters guidance and is the Regional point of contact to appropriate members of Congress, State Governors, Federal, State and local officials and tribal governments on matters concerning FEMA's regional policy, programs and operations.
Specific programs administered by the Regional Administrator include:
a. Regional comprehensive emergency preparedness programs in an all-hazards approach to emergency management.
b. Disaster preparedness, response and recovery activities and disaster assistance in accordance with the provisions of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (the Stafford Act), when an emergency or a major disaster is declared by the President, including damage assessment, mitigation assistance, and overall coordination of Federal, State. Regional Floodplain Management and Hazard Mitigation Programs, in accordance with the National Flood Insurance Act of 1968, as amended; Hazard Mitigation teams under the Interagency Agreement; Floodplain Management and Protection of Wetlands under EO 11988 and 11990, respectively; and Hazard Mitigation under Section 404 of the Stafford Act.
d. The National Flood Insurance Program (NFIP) that encourages State and local participation in the NFIP, in accordance with the national Flood Insurance Act of 1968, as amended.
e. The Hazardous Materials program that supports State and local governments in the development and exercise of emergency response plans involving hazardous materials.
f. Regional Radiological Emergency Preparedness (REP) programs that provide assistance to States in the development and exercise of emergency response plans for radiological incidents at commercial nuclear power plants, and for transportation accidents involving radioactive materials.
g. Chemical Stockpile Emergency Preparedness (CSEPP) that assists the State and local governments to improve emergency planning and preparedness in communities near military chemical stockpile storage sites.

Provides oversight for ensuring readiness of the Regional Emergency Response Team (ERT). Coordinates regional disaster response and recovery operation with the local Mobile Emergency Response System Detachment (MERS).
Directs Regional public affairs activities in consonance with Headquarters policies. Participates in media events as a representative of the Administrator.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.
Each applicant is required to submit a comprehensive narrative statement on bond paper, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit two separate supplemental narrative statement that addresses these factors will be ineligible for further consideration. CONDITIONS OF EMPLOYMENT:

Persons selected for an initial appointment to a career SES position must have their executive core qualifications approved by a Qualifications Review Board of the Office of Personnel Management prior to appointment to the position.
