• Assist the integration of AFGSC-wide activities for the AF Lessons Learned Program.
• Assist policy development to be implemented throughout AFGSC.
• Assist development of goals and objectives to align Headquarters AF, AFGSC, 8AF, 20AF, and AFGSC Wing level lessons learned activities in accordance with AFI 90-1601, the Air Force Lessons Learned Program.
• Identify and maintain lessons learned submissions and issues to be incorporated into key AF processes that influence improvements to DOTMLPF (Doctrine, Organization, Training, Material, Leadership, Personnel, and Facilities) and resource investment decisions.
• Draft summaries of lessons learned activities that are presented to senior leadership, pushed to key functional offices, and posted to knowledge management databases.
• Plan and host General Officer level meetings to present and discuss operational and strategic level lessons learned.
• Assist development of solutions to eliminate work problems or barriers to mission accomplishment, balance workload and assist in providing overall direction and vision to other offices regarding the AF Lessons Learned Program and perform as an action officer at HQ AFGSC.
• Assist AFGSC/A9 to collect, identify, track, integrate, and disseminate lessons learned and related issues from AEF operations, contingencies, and exercises.
• Coordinate with OPRs and monitor status of related projects, lead working groups in the assessment of lessons learned and facilitate the incorporation of solutions.
• Provide the expertise to conduct research as necessary to support briefings and papers, answer requests for information, and produce analytical summaries for publication.
• Prepare senior level staff briefings; prepare regular staff packages and respond to short notice tasks for papers and/or briefings.
• Assist with development of media and content for conferences. Provide the expertise to support the organization at various meetings.
• Coordinate with HAF, NAF, and other representatives to discuss/resolve lessons learned processes and other issues of common interest, provide results of studies, analyses, and evaluations to counterpart agencies to share experiences and resolve controversial matters, promote interchange of information on requirements, capabilities, deficiencies, and technology applications in the area of specialization, provide the expertise to support the planning and scheduling of work for accomplishment by augmentees, recommend and review short term priorities and prepare schedules based on consideration of difficulty of requirement.
Specific Requirements • Experience in Air Force Aircraft Maintenance, Missile Maintenance, Civil Engineering or Communications career-field.
• Knowledge of a wide range of global strike concepts, principles, and practices relating to area of specialization.
• Knowledge of common budgetary practices, procedures, regulations, precedents, and guidelines.
• Knowledge of safety and security regulations, practices, and procedures.

Position Description
The contractor must possess a clear understanding of the U.S. Army Cadet Command's mission, functions and operations. The candidate will be accessible for unscheduled meetings with Cadet Command Leadership with same day notice. The candidate shall maintain sufficient supporting staff to evaluate candidate personnel, provide quality control, assist in managing the operation of the Army ROTC functional support program and ensure that the program is accessible and responsive to the U.S. Army Cadet Command at the Headquarters, Region, Brigade and Battalion levels.

Duties
The candidate shall provide command, control and communications. The primary point of contact between the Government and the candidate shall be the COR. Provide Monthly In Progress Reviews (IPRs). The candidate shall provide documentation and information on program status on a monthly basis and shall schedule and conduct quarterly IPR meetings. IPRs shall take place once each quarter or as often as necessary at a location coordinated by the candidate. A copy of all candidate prepared minutes shall be provided to the COR within three days of each meeting. The minutes shall be on candidate letterhead, may be in candidate format and signed by the PM. Attend and Participate in Conferences and Meetings. When identified in the task orders, the candidate shall attend, participate in and disseminate information provided during conferences and meetings at or above the battalion level. Such events include: Brigade Commander’s Conferences, Cadet Command Commander’s Conferences, Region Commander’s Conferences, Recruiting Operations Officer Conferences and occasional meetings called by Brigade, Region and Headquarters Commanders to address command issues that may impact manner or method of the candidate’s provision of functional support.

Desired Skills
Serve as the Commandant of Cadets for the battalion and advise cadets in leadership positions. Serve as a role model for cadets and provide counseling and assistance as necessary. Counsel cadets on academic progress to include completion of requisite forms such as CC Form 104-R. Coordinate with the local U.S. Military Academy Liaison Officer on cadet and cadre issues. Coordinate with the Brigade Recruiting Team when assistance is required for various recruiting events. Review the unit/cadet database for accuracy. Administer the Army Physical Fitness Test IAW Army standards.
Staff Specialist. Functions at a headquarters location (Brigade, Region or HQCC) are: Provide technical guidance and assistance to staff sections and subordinate units of the command, in accordance with the terms of the contract, Army regulations, and Cadet Command regulations, directives, and standard operating procedures (SOPs). Independently plan and organize processes involved in completing assigned projects within command policies and objectives, in support of the command and its mission. Prepare correspondence required for general office operations following established Department of the Army formats (Army Regulation (AR) 25-50 Preparing and Managing Correspondence). Prepare oral and written presentations using prescribed formats. Government will provide sample formats upon
start of services. These formats are supported by standard commercial software, primarily Microsoft Word, Power Point, and Excel.

Specific Requirements
Track and process OERs, NCOERs and both cadre and cadet awards. Provide systems administrator services. Control test materials. Assist cadets with pre-commissioning tasks, such as preparing commissioning packets. Assist in preparing prospects for LTC and ensure all documentation/requirements are prepared and completed for cadets attending LDA Use the 7 Army Values when dealing with cadets to support cadet retention in the program. Perform administrative work in support of the command and its designated missions. Perform administrative duties in support of LTC, LDAC, STXs and FTXs as required.
Logistics Technician. Functions at a battalion location are: Manage the accountability, inventory and records maintenance of all organization and installation property. Assist with the procurement and turn-in of all classes of materials. Schedule and monitor that all required maintenance is performed on assigned vehicles. Assist the property book officer in administering budget requirements. Assist cadets with pre-commissioning tasks, such as preparing commissioning packets and procurement of proper uniforms.
