2. Rappelling Instructors (Memphis, TN). We need about 8 to 10 LE officers certified in teaching basic tactical rappelling.
The course needs to include Knots, Anchors, Belays, Assault Rappel techniques, Instructor’s Teaching techniques, etc.

Requirements and Desired:
• GS-12/O-4 to GS-13/O-5 level SME with recent (within 5 years) operational ground experience in either OIF/OEF (mandatory).

3.3 Develop a baseline for desired airpower support within IW scenarios
• Match current AF close-air-support (CAS), Intelligence/Surveillance/ Reconnaissance (ISR) and mobility operational data with current Army COIN ground operations data from theater
• Build joint ground and air COIN planning baselines and corresponding planning factors for use in planning scenarios and wargames
3.4 Conduct mission-level IW table-top wargame linked to a Defense Planning Scenario (DPS) in IW
• Lead development of the framework for a mission-level IW table-top wargame linked to a Defense Planning Scenario (DPS) in IW
• Lead the coordination, execution and reporting phases for an IW table-top wargame linked to a Defense Planning Scenario (DPS) in IW
• Determine the differences in ground schemes of maneuver when different airpower inputs are played
• Lead the writing of a fully annotated briefing on said table-top wargame, its outcomes and findings

Position Description
The individual will provide all subject matter expertise, management, tools, supplies, equipment, and labor necessary to brainstorm, write and provide a technical scenario for Special Operation Forces (SOF) training based and current threats and real world data. The individual will be able to deploy and support 1st BN, 1st SFG (A) personnel in the development of a realistic scenario which will rehearse specific classified Tactics, Techniques and Procedures (TTPs).
Candidate will provide a technical input training in support of Special Operations Threat Reduction Force to provide training to SOF.
Individual will have recent, within one year, experience running multi-national (combined) exercises within the Pacific Command's (PACOM) Area of Responsibility (AOR).
SCENARIO WRITING / GOALS:
• individual will provide subject matter expertise as related to exercise planning support in the areas of SOF intelligence, SOF ground and air operations, joint/combined staff operations, and joint, and inter-agency / multinational coordination
• provide expertise to script writing efforts, with the support of 1st Battalion, 1st Special Forces Group staff, before during and after all Final Planning Conferences
• realistically script and represent message traffic from U.S. Government agencies, higher / adjacent / and subordinate military commands to include Special Operations Command Pacific (SOCPAC) and the Joint Chiefs of Staff (JCS), and regional governments following the specific exercise storyline, as would be the case in a real-world scenario

• develop detailed message traffic from higher/adjacent/subordinate headquarters, US Embassies, Other US Agencies, and participating or affected National governments within the Area of Interest that will ensure a realistic, challenging and fluid exercise
• work with the S3 and S2 action officers to create data from the crisis area that is realistic and supports the scenario script and event matrix
• data accurately reflects current events in the region during the intelligence buildup preceding the exercise and during the execution of the exercise
• data derived from national intelligence and theater intelligence sources (CIA, DOS, etc.) shall accurately reflect products which are actually available for that region while supporting and adhering to the script and storyline
• Current JCS, PACOM and SOCPAC governing documents will guide 1st Battalion, 1st Special Forces Group plans and actions

Background:
The positions will be as contractors in Afghanistan, including possible temporary requirements at Forward Operating Bases (FOB) and other locations throughout the CJOA. This requirement is to provide the customer with Intelligence, Surveillance and Reconnaissance (ISR) collection management, open source and imagery analysis support. The candidate will produce current and long-term assessments in support of the Commander for theater engagement activities as well as contingency and deliberate planning. The contractor will support J2 Intelligence Directorate, and its components in performing intelligence analysis as well as aiding in the coordination and planning of intelligence collection operations with other US agencies and entities in the CJOA (Combine Joint Operational Area). The CJOA countries include Afghanistan, Pakistan, as well as transnational issues.
Location: Afghanistan and locations throughout the Afghanistan Theater of Operations including forward operating bases, camps and selected main bases.
Hours: 7 days a week, 12 hours per day
Position Description:
Collection Manager (CM)
The CM will collect analyze, produce and disseminate intelligence products for countries in the CJOA as well as focus collection requirements across the spectrum of the Intelligence Community categories (INTS) including human intelligence (HUMINT), imagery intelligence (IMINT), measurement and signature (MASINT) intelligence. Signals intelligence (SIGINT) and ground moving target indicator (GMTI), operations & project management analysis, order of battle (OOB) analysis, geospatial information systems analysis. High value individual (HVI) all-source analysis. Improvised explosive device (IED) asymmetric weapons defeat team analysis, targeting analysis, open source intelligence (OSINT) analysis, intelligence process improvement analysis, presentation and graphics analytical support and joint intelligence operations center (JIOC) analysis.
The CM will support by providing and/or participating in the Commander's Daily Update-Situation Analysis. (CDU): Notes in Brief (NIB)-Power Point Slides:; Summary Intelligence Report (SI R); DESK NOTES (usually one-two page document to answer questions for senior government leaders), Information Papers: individual Biographical Information Reports (BIO); Senior National Representative (SNR) Briefings; Daily Intelligence Summary (DISUM) outgoing message/situational awareness; Items of Interest (IOI) notation; Smart Sheets; Daily Intelligence Summaries (INSUM); video teleconference (VTC) presentations and briefings; attend briefings/updates:; attend conferences; provide responses to official taskings; preparation of intelligence Standard Operating Procedures (SOP). Target Packages (TP). Bomb Damage Assessment (BDA) reports and Time Sensitive Targeting (TST) operational products/storyboards; participate in TST Exercises; Modernized Intelligence Database (MIDB)
Entries: review and respond to message traffic: prepare input far "READ ROOKS" for senior level decision makers; create daily posture slides.
The CM will be proficient in all office automation tools including Microsoft. Word, Power Point, Excel as well as various data search engines. The CM will be proficient in conducting oral presentations and briefings. Upon receipt of requirements the CM coordinates with intelligence fusion analysts to determine intelligence gaps; submits collection/production requests to JIOC-A, other theater intelligence fusion cells, or USCENTCOM and monitors the requests to ensure they are satisfied within requested timeframes: coordinates with JCC staff and USFOR-A components to ensure responses to requirements are appropriately focused and tailored; responsible to COM JCC to execute Collection Requirement Management (CRM) of JCC collection nominations and monitors intelligence surveillance and reconnaissance (ISR) collection across the designated area; maintains close coordination with JIOC-A to ensure requirements are being quickly and accurately processed; monitors the Requirements portion of the JCC homepage to ensure information is being posted quickly and accurately.
• knowledgeable of military service/joint intelligence procedures doctrine and practices; and data processing systems such as Chimes or its replacement system and SIPRNET search engines.
• familiar with OPSEC and multiple-intelligence (multi-int) collection principles, procedures and practices as defined by the military services and joint publications.
• review the data collected and cross-reference intelligence collection priorities and plans in order to ensure proper identification and categorization with screening SOPs and plan when necessary.
• conduct other intelligence supporting activities related to intelligence support operations as needed.
• protect classified information and material in accordance with established theater policy and AR 640-S and AR 380-5, ensuring that foreign disclosure guidance as contained in NDP-l is followed.
• input data into SharePoint or a similar software solution as established by the senior analyst and COM JCC guidance.
• maintain information system security by following established USFOR-A and US government IT INFOCON procedures and policies.
• provide collection assistance to government intelligence and operational personnel as directed to support the overall collection and data fusion process, based elements, organizations and units within the supported base, installation or activity. Ensure such advice and assistance is in consonance with established theater, DOD and base policy and consistent with current threat conditions; as defined in USFOR-A or ISAF J2 threat summaries.
• coordinate with the supported Commander, his intelligence office and/or Senior government collection manager or supervisor on a daily basis for mission requirements, guidance and objectives.
• determine extraordinary circumstances requiring additional security measures.
• conduct directed research in support of intelligence collection operations as directed other US or ISAF elements within Afghanistan.
• familiar with Full-Motion Video (FMV) intelligence processing, exploitation and dissemination (PED) capabilities and FMV asset allocation planning.

Looking for the following position to be filled, This is a short fuse, the job location is in Quito, Ecuador and in the northern areas. Here is a brief description, need one candidate for each opening:
Position #1:
14. Small Boat Weapons and Advanced Tactics and Operations Training Instructor:
3.4.1 The Contractor shall provide small boat weapons and advanced tactics and operations training to ECUMIL riverine units stationed along Ecuador’s northern border with Colombia. Each training class shall be for a four week period with a minimum of eight and a maximum of 12 participants.
3.4.2 The Contractor shall provide supplies and training aids. All teaching aids will be the property of the Contractors, and as such will be inventoried and secured at the end of each training day. The Contractors will under no circumstances lend any equipment to operational units. Weapons and ammunition will be provided by the host nation.
3.4.3 Notional Weapons & Advanced Tactics and Operations Instructional Framework: The Weapons and Advanced Tactics - Riverine course is designed to be a four-week class that builds on the lessons taught in the Basic Riverine Course currently being taught to the ECUMIL. Weapons training shall be on all infantry and crew-served weapons. The tactics that will be taught during the four week course will include but not limited to: defense of the main body (formation of boats on the river), defense of fixed sites, landing troops and advanced patrol and maneuver tactics. Week one of the class will focus on weapons safety and the inherent added risks of handling and using weapons on a small boat in a riverine environment. The course will start with a basic weapons safety on land refresher training, and then transition to safety with weapons on a small boat (both individual and crew served). As with other aspects of small boat training, this course will emphasize that the boat coxswain is in charge of all weapons safety and discharge from the boat. Week two of the course will focus on weapons qualification in the riverine environment for all types of applicable weapons. Weeks three and four will introduce continued weapons training culminating in proficiency on the selected types of weapons. Additionally, tactics for operating in the riverine environment will be covered. This will teach proper boat positioning and formations to ensure adequate defense and base of fire, covering fire for boats or troops in contact and pursuing and shooting at hostile boats. Additionally, communications procedures and methods with other boats and troops on the riverbank will be covered. Ancillary items to be covered will be launching, recovering, trailering and towing boats safely, navigation planning, underway refueling, load distribution and weather considerations. Additionally, basic first aid and
casualty transport and evacuation will be covered.
Position #2
15. Small Boat Propulsion and Maintenance Training Instructor
3.2.1 The Contractor shall provide riverine patrol craft training to ECUMIL riverine units stationed along Ecuador’s northern border with Colombia. Training shall include but is not limited to riverine craft maintenance, hull repair, engine repair, logistics and boat operations. Each training class shall be for a four week period with a minimum of eight and a maximum of 12 participants.
3.2.2 The Contractor shall provide supply training aids including but not limited to static props and displays, engine cutaways, teaching aids, tools and hand outs. All tools, props and teaching aids will be the property of the Contractor, and as such will be inventoried and secured at the end of each training day. The Contractor will under no circumstances lend any equipment to operational units.
3.2.3 Notional maintenance Instructional Framework: The Ecuadorian Military has over 40 small riverine patrol boats that have been donated by the United States to combat illicit trafficking on their rivers on the northern border. However, there exists very little capability among host nation forces to maintain these boats. To enhance operational readiness and availability of the Riverine boats, a boat repair instructor that offers a continuum of classes that covers Level I thru Level IV maintenance of outboard and inboard motors, to include aluminum/fiberglass hull repair is required. The instructor shall have experience with water-jet propulsion in addition to outboard engines. Any experience with Mercury engines is an added benefit. The instructor shall be prepared to provide complete mechanical instruction in all aspects of the boat’s propulsion system. Accomplishing preventative as well as corrective maintenance in accordance with (IAW) manufacturer’s guidelines is a required. The instruction shall emphasize to the students the importance of pre and post operations inspections IAW established standard operating procedures (SOPs). The first week of the class shall focus on the basic fundamentals
of basic maintenance and inspections. The curriculum shall stress the necessity of teamwork and communication between boat operators and maintainers. The course shall stress working together to identify problems and fixing minor problems before they get worse. The boats donated to Ecuador by the United States use Mercury 250 horse power inboard engines in conjunction with a water-jet drive. The entirety of the Mercury 250HP jet-drive operation, maintenance and warranty manual must be covered in the course, and the Contractor must have knowledge of Mercury engines. Boat maintenance record and log keeping, boat custody forms, boat trailer repair and maintenance safety will be stressed to both operators and maintainers. Week two will cover hull (aluminum and fiberglass) repair, both damage control and field repairs as well as aluminum welding and depot level hull repair. Weeks three and four will cover the procedures contained in the maintenance and technical manual (level III and IV repairs) for the Mercury engines, turbines, and jet drives as well as auxiliary mechanical and electrical systems.
Position #3:
16. Tactical Vehicle Maintenance and Training Instructor
3.1.1 The Contractor shall provide tactical vehicle logistics, maintenance and operations training to the Ecuadorian Military units stationed along Ecuador’s northern border with Colombia. Training shall be conducted monthly for a three week period with a minimum of eight and a maximum of 12 participants.
3.1.2 Training shall include a tailored version of the United States Army Master Driver’s Training Program to be taught to students from the ECUMIL. The class will be a “train the trainer” course and train ECUMIL personnel to become tactical vehicle operators and instructors. The US Army Master Driver’s Training Program will be provided to the contractor by the U.S. MILGP – Ecuador for use during the development of the training curriculum.
3.1.3 In addition to training ECUMIL personnel at various sites, the Contractor trainer shall serve as a maintenance manager for the tactical vehicle fleet donated by the US Military. As a maintenance manager, the Contractor shall track the location of the tactical vehicles and the vehicle status and manage repair parts request from the ECUMIL for trend analysis. Limited maintenance and repair logistics training shall also be provided to the ECUMIL.
The Primary work location is in Quito, Ecuador but they can also be deployed to other location in Northern part of Ecuador. Cut off for interested candidates is 16 April, Candidates must be Bi-Lingual English/Spanish Military Language Proficiency Test Scores: 2/2/2

POSITION SUMMARY: Develop and/or supervise Defense Vehicle Variants logistic support subcontractor development of all ILS contract deliverables for: provisioning, IETMs, associated support documentation, ILS plans, computer programs, and spare parts listings.
JOB RESPONSIBILITIES:
1. Manage in-house and offsite subcontractor technical writing teams. Assist ILS Manager with project mandates include customer satisfaction, cost control, maintaining delivery schedules, MIL spec formant and content, configuration control and quality control.
2. Learn to interpret US military specifications, ILS contract language requirements and associated computer programs.
3. Learn to develop and update ISPs and supervise and coordinate the development of technical manuals/IETMs.
4. Work with the R&M Manager, Training Manager, LSA Manager and the LCC Manager.
5. Assist PM with ILS development efforts once contracts are awarded.
6. Work with Contracting Officer to understand and implement all contract variations to the basic provisioning, spare parts and parts catalog specifications and associated computer programs.
7. Learn to coordinate Logistics Program development and develop new ILS contract proposal requirements for any new vehicle systems and/or variants to include quotations, ECP analysis and presentations.
8. Work with Procurement Officer to obtain a complex set of source materials required for the development of all ILS deliverables from all vendors, OTC engineering and OTC purchasing to include supplier cost information.
9. Learn to computer load/process all materials developed; maintain OTC based ILS computer programs and meeting with the customer to resolve problems. Analyze and resolve problems reported to ILS via verbal or written communication, i.e. date problem reports, engineering technical reports, and change requests.
10. Review data against repair and overhaul manuals, drawing packages and hardware to assure consistency of all ILS contract deliverables.
11. Help to identify and cost ILS impact for all changes affecting provisioning, computer program outputs, IETMs, & any Contract Logistics Support (CLS) functions and/or spare parts listings.
12. Be the Company representative when ILS Manager is unavailable to meet with the customer during the development, as well as the presentation of all contract deliverables.
14. Work with PM to interface with company, vendor, subcontractors, and customer supervisory and staff personnel.
15. Some travel required.
BASIC EDUCATIONAL REQUIREMENTS/EXPERIENCE
Bachelor's degree plus a minimum of 3 years related experience.
PREFERRED SKILLS
Good written and oral communications skills.

Education required: BA/BS degree in another discipline with experience in relevant subjects. Four years of additional experience (of which at least two years must be specialized experience) may be substituted for the degree requirement.
Responsibilities: The Security Guard must possess a working knowledge of the Security Program Operating Manual. Advise senior management and Security Officer concerning the development, implementation and monitoring of the day-to-day security practices. The individual makes recommendations regarding security based on risk criteria and assessment. Ensures policies are implemented without interruption of normal operations. Perform oversight review to monitor program implementation and practices in those areas by lower echelons and other supported organizations.
The Security Guard will be required to provide professional level administrative support related to the corporate mission. Multiple administrative duties may include answering and responding to telephone inquiries. The incumbent may be required to work extended hours, weekends and some holiday work to meet deadlines.
Experience, Skills and Background required: The Security Guard must have a minimum of five years experience, with at least two years of specialized experience. Specialized experience includes proficiency in MS Word, word processing, spreadsheets, and other leading edge office automation tools. Effective oral and written communication skills required.

MINIMUM QUALIFICATIONS

PRIMARY FUNCTION(S)
Provide Project Management expertise and guidance and support services for the 850th Electronic Systems Group (ELSG)/NG’s Combatant Commanders’ Integrated Command & Control System (CCIC2S).
RESPONSIBILITIES AND DUTIES
Specific Responsibilities include but are not limited to:
Assist the project manager with the oversight of efforts, tasks, studies, and recommendations of the ISC2 contractor to meet contractual requirements.
Assist in comparing program direction and guidance in program management directives, plans, and other program documents with current in-place contracts, and identify discrepancies and recommend actions.
Assist in the preparation, review, and integration of selected milestone review documentation, periodic reports, and certifications as identified in DoDI 5000.2, NSSAP 03-01 and other DoD Directives, and recommend and prepare changes.
Assist in identifying and mitigating risks to the program.
Review contractor deliverable status and products that include technical work performance, milestone schedules, status reports, and cost performance reports.
Determine accuracy of information/situation delivered by ISC2 contractor and report inconsistencies to the Government Program Manager.
Assist in analyzing problems that arise in the performance of program tasks and recommend solutions.
Assist in preparing briefings and reports in direct support of the acquisition program management function.
Assist in presenting specific briefings to Government and ISC2 contractor.
Assist in the composition of contract letters, Point Papers, Status Reports, Position Papers and Program Management Review briefings as required.
Assist in reviewing program plans and other related documents and provide comments.
Assist in tracking progress and suggesting alternate approaches for projects behind schedule.
Assist in preparation of and quality control of correspondence, reports, briefings, and other programmatic and administrative data.
Provide travel support and planning, tracking of taskings and management of tasking systems, and general business support for meetings and other events.
Assist in conducting broad-base analysis of acquisition programs to support organizational planning.
Assist in managing administrative and human resources processes.
MINIMUM QUALIFICATIONS
Two (2) years experience in project management and administrative disciplines.
Associates degree in a related discipline.
Program/project management experience that involves budgetary, technical, and operational responsibilities.
Ability to effectively support project level activity and senior management interfaces.
Experience in assessing contractual documentation.
Proficient with Microsoft Outlook, Word and Excel.
Experience with DoD office automation and local area networks.
Experience with Air Force military and civilian personnel systems and processes.
Experience working with executive level military and DoD civilian leaders
Mature and effective written and oral communications skills.
Active Secret Clearance.
PREFERRED QUALIFICATIONS
Level I Acquisition Professional Development Program (APDP) certification (or equivalent) in program management.
Strong proficiency in Air Force/DOD acquisition/sustainment processes and regulations, particularly restrictions/rules in managing 3400/3080 (and associated EEIC) funded projects.

• Travel: CONUS may be required; travel of 25% or less is expected.

Responsibilities
This is a lead role, from writing requirements, through to vendor interface, detail design and production, including the following key elements:
Perform a broad range of design and review tasks associated with the implementation of standard aeronautical techniques, procedures and/or criteria as they apply to the technical aspects of a program
Use own knowledge and information supplied relative to the technical or administrative aspects of the program to perform technical studies and analyses, and prepare inputs to program documentation as it relates to the aeronautical and aerodynamic areas

Provides technical and administrative information to the ACERT staff involving the identification, resolution, and tracking of computer intrusions and other computer security incidents/events. Conducts triage, incident handling, and systematic analysis of computer intrusions via system logs, log collector, EnCase and other network tools. Reviews network traffic, intrusion detection system (IDS) logs, firewall/router logs, system logs, and other forensic data to determine the damage and operational impact to the Army as result of compromised Army Information Systems. Drafts and documents technical analysis reports and executive briefings, for Army leadership, on threat activities conducted against Army systems. Recommend technical and procedural mitigation strategies for global network defense. Prepares, updates and provides daily operational status briefings to the ACERT staff. Evaluates, recommends, and drafts Information Assurance (IA) policies, Incident Response procedures and operational methodologies in support of ACERT day to day operations.
