JOB SUMMARY: This is a lateral entry public safety dispatcher position requiring at least one year of progressively responsible experience as a dispatcher in a public safety or an emergency communication center, which includes emergency medical dispatching. Public Safety Dispatchers (dispatchers) receive calls for service on the computer, radio, or telephone and dispatch a variety of emergency equipment. They serve as a communication link in emergency situations until the situation is resolved; answer 911 emergency and administrative non-emergency calls; provide pre-arrival instructions and self-help; and make notification calls to police and fire staff, City departments, and other agencies on incidents as needed. Dispatchers provide on-the-job training for new communications personnel on radio dispatching; notify local hospitals of the divert status of other area hospitals; notify ambulances and dual fire responders where they are needed; determine code conditions on police channels for the call and the need to dispatch back-up; and follow-up on the safety status of police and fire personnel. Dispatchers process requests for wants/warrants through the National Crime Information Computer (NCIC) and the Colorado Bureau of Investigations (CBI) Network; monitor robbery alarm controls in areas with crime patterns; perform duties of an Emergency Response Technician as deemed necessary by the Communications Supervisor; notify fire stations of street closures and sprinkler systems that are out-of-service; monitor the weather screen; and handle paging requests for administrative units. This position may perform supervisory duties during the absence of the Public Safety Communications Supervisor.
Public Safety Dispatchers are expected to be dependable, efficient, dedicated, conscientious, cooperative, and to possess high memory retention and quick recall. They must maintain a professional demeanor and use good judgment, especially during periods of extreme stress and time constraints. Dispatchers must also be able to type while talking on both the radio and telephone and make decisions under pressure.
This is a shift position that requires the ability to work varied hours and days in a closed, secure environment. As a part of the selection process, you’ll be required to spend four hours observing the work of communications personnel in the Communications Center and pass a typing proficiency test. The job offer will be also be contingent upon your successful completion of a polygraph examination, drug test, an extensive background check, and other pre-employment assessments.
MINIMUM QUALIFICATIONS: To be considered, your application must demonstrate that you possess at least one year of progressively responsible experience as a dispatcher in a public safety or an emergency communication center, which included emergency medical dispatching. Equivalent to the completion of the twelfth grade supplemented by specialized training in dispatch communications or a related field. Must possess or obtain within the first six months of employment the CPR certification and Emergency Medical Priorities Inc. certification in Emergency Medical Dispatch. Must demonstrate the ability to type 40 words per minute.
DESIRABLE QUALIFICATIONS: Bilingual in Spanish. Current CPR certification and/or EPD, EFD, and EMD certifications from the National Academies of Emergency Dispatch. Experience with CJIS, CAD, NCIC, and CCIC computer systems.

THE COMMUNITY
The City of Calistoga is located at the northern end of the Napa Valley, 75 miles away from San Francisco. Nestled among the mountains and with a heritage spanning more than a hundred years, Calistoga strives to maintain the charm of a small town and the sophistication of a world-class tourist destination. His resort—originally located where Indian Springs Resort is today—opened to California’s rich and famous in 1862. With the completion of the railroad in 1868, Calistoga became not only a destination but the transportation hub for the upper Napa Valley. Legend has it that the town’s name comes from Brannan’s tipsy malapropism that he would make this the Saratoga of California, which came out as the “Calistoga of Sarafornia.”
Calistoga’s walkable downtown remains much as it was when visitors to the resorts arrive by train: visitors stroll down tree-lined streets, relax in restorative mud baths, shop in local boutiques, and dine in locally owned restaurants. Boasting the best nightlife in the Napa Valley, Calistoga offers live music every weekend at several local establishments, and numerous wine and music events held throughout the year keep the area humming with activity. For leisure, internationally-known wineries, hiking and cycling trails, golf courses, and museums are all located nearby. Calistoga is blessed by distinct seasons with a high proportion of sunny, smog-free days, and nights range from crisp and cool to pleasantly warm in the summer. Annual temperatures range from an average summer high of 92 to an average winter low of 36, making outdoor recreation possible year-round.
Citizens of Calistoga are mainly employed in office and service jobs, and the population is composed mostly of working families. THE ORGANIZATION
The City of Calistoga operates under a City Council/City Manager form of government. The City Council consists of five Council Members; four Council Members are elected to staggered four-year terms, and the Mayor is elected to a two-year term. The City Manager is appointed by the City Council and serves at the pleasure of the City Council. The City Manager provides day-to-day leadership and manages all City departments under the direction of the City Council. The City Manager is responsible for carrying out the City’s policies, rules, regulations, and laws, coordinating all municipal programs and services, and making recommendations to the Mayor and City Council as appropriate concerning the operation, affairs, and future needs of the City. In addition, the City Manager attends City Council meetings and keeps the City Council advised on the operation, finances, and needs of the City.

ISSUES, CHALLENGES, AND OPPORTUNITIES
The City is very committed to retaining its small-town ambience, architectural integrity, and historical roots. To this end, growth in the city is expected to contribute to these facets of Calistoga life, and development must be sensitive both in nature and in appearance to the aesthetics of the community. Calistoga’s history as a resort community is being carried through to the new millennium with the recent construction of the Solage resort, and other developers have expressed interest in bringing equally sophisticated resorts to the City; Calistoga needs a City Manager that can work closely with developers to attract and maintain their business. Such development is important to increasing the overall financial well-being of Calistoga, and the associated revenues from Transient Occupancy Taxes would be expected to help finance needed community facilities and infrastructure improvements, such as a Teen/Art Center and a Community Center.
THE IDEAL CANDIDATE
The City Council is looking for a candidate who shares its vision regarding the maintenance of Calistoga’s historical character and its present economic development. The ideal candidate will be visible in the community both on- and off-duty and will be comfortable with interacting with an involved citizenry; cooperative communication with the community, press, local businesses, and nearby counties and cities is necessary. A demonstrated ability to listen to and understand a variety of viewpoints, facilitate discussions and address complex issues pragmatically and with respect is essential to this position.
A candidate who can lead with a global perspective and yet not miss the details, who can provide balanced recommendations to the City Council, and who can focus on both immediate and future needs will be well-suited for this position. An ability to effectively and transparently communicate with the Council, staff, and citizens is essential for Calistoga’s City Manager, as is the ability to take problems head-on and suggest innovative solutions. The City Council desires to have a City Manager that communicates with and motivates staff members while showing trust in the performance of their duties. The ability to negotiate with developers, vendors, and local labor organizations will suit the candidate well.
The ideal candidate will have a background in planning, attracting development, and negotiating contracts for city improvements, infrastructure, and remedies for the community. Calistoga needs a City Manager that has strong financial experience with a tight operating budget and who can bring growth and development while promoting small-town values. The City Council desires a candidate who thinks strategically for the future, acts locally, and will use all available resources to bring the City’s vision to fruition. A well-qualified candidate will have knowledge of modern municipal administrative methods and procedures, organizations, and functions; current social, political, and economic trends and operating problems of municipal government; and applicable federal and state laws, rules, and regulations regarding local government operations.
Typically, candidates applying for this position will possess a bachelor’s degree; education equivalent to a master’s degree with major course work in public or business administration or a closely related field is preferred.
THE COMPENSATION
The salary for the City Manager is open depending on qualifications and experience. The city also offers an attractive benefits package including:

24. Operations Analyst (Baltimore, Md)
Our client is supporting a client the launch of an End Stage Renal Disease (ESRD) Quality Incentive Program (QIP) as legislated by the Medicare Improvements for Patients and Providers Act of 2008, Section 153(c). The ESRD QIP is the prototype for Value Based Purchasing (VBP) which will require our client to alter the way it pays healthcare providers. Historically our client has paid for services rendered. In the future the amount of the payment will hinge on whether the provider meets clinical and quality standards. Because this project could be the hallmark of a sea change in our clients payment policy it is receiving the attention of high-ranking officials, the U.S Congress, and other stakeholders, including ESRD patient advocacy organizations, dialysis providers and facilities, and most importantly, patients and their families. The QIP is a nationwide program designed to (1) identify specified quality measures for renal (kidney) dialysis facilities; (2) set performance standards for each provider of services and renal dialysis facility; and (3) establish procedures for making this information available to the public. While clinical performance measures for dialysis patients have been measured and reported for a number of years, this legislation calls for payment reductions to dialysis providers and facilities for clinical outcomes that do not meet minimum standards of care. This is an innovative and exciting project that promises to improve the clinical care of over 340,000 Americans of all ages currently receiving dialysis therapy for ESRD. The team is supporting the development and implementation of the program operations for the first year of the ESRD QIP. The operational components of the program include: rulemaking, data collection, data validation, performance score inquiry, public reporting and program monitoring and evaluation. Our client needs to operationalize the business process models for each of these components and implement with supporting contractors. Responsibilities: This individual will be responsible for working with the team to lead the efforts to develop implementation plans and then oversee the implementation of the program operations. Other tasks include: - Provide leadership for the ESRD QIP Business Operations and Data Sub-Group and others charged with developing and implementing operations - Provide expertise and support to Sponsor on operations - Provide guidance and direct support on the development and delivery of implementation plans, including identifying the key risks and issues - Develop a timeline and milestones for implementation - Develop and deliver executive briefing(s) to present strategy and recommendations

Our Client is conducting a number of highly visible transformation programs. This position is to support the Client in the design, standup and operationalization of a Program Management Office. will be deploying to support the standup of each of the major offices within the PMO. This will start by developing the roles and responsibilities, tools, and methodologies for each of the offices while the client recruits and assimilates managers for each of the offices. Once a government resource is hired for the lead position, will transition into a coaching role, until both the individual and the office is up and running. General Job Description:
SPECTRE is seeking a retired Air Force Lieutenant Colonel or senior Major with a Security Police background for a near term opening to manage a small team of specialist instructors on a number of facilities located throughout the UAE. The successful candidate will work directly for the SPECTRE COO although maintaining autonomy of command. The job will focus on Air Force facilities security and security/military training. Therefore recent experience in these fields is required.
Responsibility will include; daily management of a multi skilled training team, close liaison with local Air Force personnel across a broad management spectrum, supervise the provision of formal instruction in all aspects of security personnel training in accordance with the Systems Approach to Training (SAT). Qualifications:
The candidate must be a fully trained and qualified Air Force Lieutenant Colonel or senior Major in the field of security. He should have a minimum of 10-12 years service in a unit such as USAir Force Security Police or the Royal Air Force Regiment. He must hold, at a minimum, a bachelor degree, preferably in the field of Security. A vocational security qualification such as the American Society for Industrial Security (ASIS) CPP or PSP (or equivalent) qualification is desirable but not necessary and the ability to communicate in Arabic would be beneficial.
Location and Compensation. The position is Abu Dhabi based in the United Arab Emirates with the UAE Air Force. The work environment will vary between modern office/teaching facilities to local ranges or field exercises in a hot environment. The majority of time will be spent in or around Abu Dhabi however, some short periods are spent in other parts of the country visiting out stations. Compensation is very generous with a large base salary and supplementary (car, utilities etc) allowance. Housing is paid for with an adequate housing allowance and a one time allowance is provided for the purchase of furniture/appliances. Vacation is 38 days annually with round trip Business Class airfare from Abu Dhabi to home of record, twice a year for employee, spouse and up to three children under the age of 19 accompanying the employee. 38. WTI SME - Senior Technical Intelligence Analyst – Material Exploitation (VA)
Duties:
Oversees and manages the development, implementation, and assessment of complex DoD Weapons Technical Intelligence (WTI) and exploitation policies, directives, and procedural manuals. Reviews and conducts in-depth policy analysis, identifying issues with potential impact on DIA. Applies knowledge and experience with military operations, specifically explosives, Improvised Explosive Devices and exploitation principles, develops and analyzes innovative solutions to gaps in WTI processes, to include exploitation. Uses expert knowledge to gather facts, research and analyze collected data and develop conclusions and recommendations and reviews/develops applicable Analysis of Alternatives (AOA) for conceptual and material approaches. Prepares and briefs reports based on conclusions. Leads efforts to identify, develop and update documents and products utilized in support of WTI and exploitation. Provides expert advice, assistance, or guidance in support of technical programs, projects, and architecture development. Responsible for collecting, processing, analyzing, summarizing and presenting WTI data and concepts in written reports and briefings. Attends and provides analytical advice and guidance supporting DIA positions and participation in WTI and exploitation conferences, working groups, and planning sessions, with functional or multi-disciplinary emphasis in planning, proposing, defending, and coordinating intelligence policies. Supports DIA efforts in the institutionalization of WTI concepts, organization, doctrine, training, and capability development support.
Minimum Requirements:
• Fifteen years experience in Military Intelligence or Explosive Ordinance Disposal having reached the ranks of an O-4 Major or E-8 Master Sergeant or higher.
• Ten years of experience in planning and conduct of general military operations.
• Four years of experience directly related to WTI, EOD, or captured material exploitation.
• Technically proficient with WTI issues and have expert functional knowledge of the WTI process from tactical through strategic levels.
• Clearance: TS/SCI
Location: Clarendon, VA with a future move to Charlottesville, VA within 1 year.

40. The Identity Operations Manager (IOM) will serve as the biometrics and identity operations subject matter expert and will be responsible for synchronizing biometrics collection, planning, tasking, and operational issues for the following commands:

Duties/Responsibilities:
• Ensure identity management capabilities are leveraged appropriately and effectively to support the COCOM and TSOC mission and operations in addition to appropriate coordination and de-confliction with related facets of identity operations, including associated or integrated sensitive site exploitation, forensics operations and forensics intelligence, document and media exploitation, and biometrics enabled intelligence.
• Provide biometric and identity operations management level expertise and interact with the DoD biometric enterprise in support of command missions and operations in addition to strategic, operational and tactical lessons-learned with respect to the acquisition, installation and employment of biometric programs, systems and devices.
• Implement identity operations systems and technical solutions as well as tactics, techniques and procedures in addition to assist to deconflict activities and solutions developed and proposed by the command with enterprise, interagency and other key partners.
• Coordinate biometric programs and capabilities in accordance with DoD Directive 8521.01 E, dated 21 February 2008.
• Provide the Joint Staff and Service component commands with acquisition program resource requirements, capability needs, and technical and system specifications to achieve biometric acquisition program objectives for the respective COCOMs.
• Ensure appropriate adoption and utilization of biometric functionality within and provided by the DoD enterprise. Enhance theatre biometric operations under defined and emerging enterprise tools, devices, systems, architecture, standards, and supporting infrastructure. Ensure deviations are fully coordinated and command approved.
• Synchronize biometric enabled intelligence (BEI) systems and operations activities to meet the commander’s tactical, operational and strategic goals.
• Assist in proposing, planning, designing, and implementing identity operations and systems, and advising on technical solutions, tactics, techniques, and procedures.
• Assess existing and planned technical identity operations solutions for viability, appropriateness, and effectiveness with respect to area of operations and functional needs.
• Develop and coordinate technical identity operations solutions with command science and technical staff, DOD enterprise and interagency experts and key offices of responsibility.
• Assess and identity technical shortfalls and gaps with respect to biometrics collection and information systems infrastructure.
• Advise command staff on overall identity and biometrics operations systems and technical architecture in support of special, regional security, and contingency operations.
• Assist in the development and operation of COCOM specific biometrically-enabled watchlist databases.
• Provide Training, Testing, and Experimentation support with respect to determining and coordinating technical details, systems, equipment, devices in support of scenarios, trials, and objectives.
• Provide support to the COCOMs and TSOCs as related to Working Groups, Integrated Process Teams (IPTs), Requirements groups, and Inter-Agency and Partner Coalition/Nation/International meetings and groups.
Minimum Requirements:
• Clearance Level: TS/SCI
• Education and Experience: Master's degree in a related field and 3 years of specialized experience; OR Bachelor's degree in a related field and 6 years of specialized experience; OR 10 years of specialized experience.
• Relocation: Must be willing to relocate and also be available and willing to attend training at locations other than designated work station.
