• The contractor shall provide all-source analytical support to computer network operations (CNO) to include production of cyber related Intelligence Estimates.

• The contractor may develop and present in-depth intelligence briefings and presentations concerning nation-state and non-state actor capabilities and activities, specific actor profiles, and incidents affecting DoD communications networks.
• The contractor shall assist in the management of daily intelligence reports and bulletins and web sites on the classified networks.

Primary Purpose: The incumbent serves as Chief, Production Control Branch, and is responsible for the administrative management of O&M maintenance activities and programs.
Specific Duties:
This is a developmental position with promotion potential to the GS-13. At the full performance level, the incumbent will:
• Supervise a group of employees performing work up to and including the GS-11 level in the Federal service.
• Provide administrative and technical supervision necessary for accomplishing the work of the unit.
• Direct the work in the Branch to administer the O&M Division's work management system, using computer software programs and paper documents.
• Develop short and long-range work schedules and coordinate with the Facility Management Branch to ensure proper scheduling of work.
• Manage and coordinate the O&M division excavation permit program by receiving excavation requests from tenants, contractors, and MWEOC divisions.

DUTIES & RESPONSIBILITIES
The Capacity Development Officer shall report to the Director of Training to implement the Capacity Development Program as outlined by the Statement of Work. As such, the CDO will implement training programs to accompany the class materials and equipment to develop technical capacity for the Operations and Maintenance (O&M) of facilities and utility systems within the ANSF. Monitors capacity development and reports after each student is trained. Reports include items such how the employee is employed (Contract or ANSF), progression of the employees, and key aspects to evaluate development, such as relevance, ownership and sustainability. Defines goals for the maximum involvement of Afghan personnel in the management, supervision, professional and technical fields, as well as at the worker personnel levels in the performance of this contract. Compiles data and provides reports pertaining to Afghan involvement over the life of the project.
Monitors the programs to ensure that they meet intended outcome (capacity development of the ANSF O&M ability), so that relevant learning can feed back into the program management and future program design. Collects the views of clients and end users of the relevant services, and utilizes them as proxies to measure capacity enhancement. Monitors training impacts should include both the immediate benefits to the individual trainee as well as the effects on organizational capacity.

The Director of Training will be responsible for overall program planning, program management, scheduling, and supervision or team leader responsibilities for all OJT Trainers and OJT Site Leaders. The DT shall be the OJT responsible employee and lead for all AED personnel involved in contract administration as well as the lead point of contact for other cooperating stakeholders on this contract. DUTIES & RESPONSIBILITIES

DUTIES & RESPONSIBILITIES
The District Manager directly reports to the Director of Training and will be responsible for overall program planning, program management, scheduling, and supervision or team leader responsibilities for all OJT Trainers and OJT Site Leaders at their respective sites. The DM shall be the OJT responsible employee and lead for all AED personnel involved in contract administration in his/her respective districts. This position is responsible for regional implementation and corresponding evaluation of the overall execution of OJT training as required by the Statement of Work to ensure the program is successfully fulfilling the performance factors required therein.
Responsible for daily or as required interface with Trainers, QAQC personnel, US and Afghan Government personnel, as well as daily or as required interface with the Director of Training and Capacity Development Officer. Prepares reports as required by the SOW using PowerPoint, Excel, or any other Office Suite programs required. Also responsible for some QA/QC work.
Implements internal and external SOP's for each management and function area IAW the SOW. Primary Purpose: The primary purpose of this position is to provide a range of administrative and human resources functions to ensure the efficient operations and effective coordination with other DHS/FEMA components.
Specific Duties:
• The incumbent is responsible for processing new hires and tracking of personnel, documenting and processing claims for accidents and injuries occurring during recovery activities.
• Implements training policies and procedures for the development of IRC employees' skills and provides coordination for training programs.
• Serves as Lead Timekeeper.
• Develops, prepares and disseminates information and reports used by management to monitor operations and guide decision-making on disaster recovery operations and staffing.
• Assists the Branch Director in managing the Compensation/Claims Unit to ensure that: 1) all documentation related to workmen's compensation is correctly completed and that files of injuries/illnesses associated with the incident are maintained, and that 2) the investigation of all claims involving damaged property associated with the incident are handled properly.
• Supervises administrative employees in a variety of functions.
• Provides advice and counsel to employees on work and administrative matters and may effect disciplinary measures as appropriate to the authority delegated in this area.

Specific Duties:
This position is a developmental position with promotion potential to the GS-07. At the full performance level, the incumbent:
• Enforce Federal laws and regulations for the protection of persons and property while carrying firearms.
• Make arrests without a warrant for any offense against the United States committed in the presence of the officer or agent or for any felony cognizable under the laws of the United States if the officer or agent has reasonable grounds to believe that the person to be arrested has committed or is committing a felony.
• Serve warrants and subpoenas issued under authority of the United States.
• Conduct investigations, on and off Mount Weather Emergency Operations Center, of offenses that may have been committed against property owned or occupied by the Federal Government or persons on the property; and carry out such other activities for the promotion of homeland security.
• Prepare incident reports and other appropriate documentation relevant to breaches of the peace, acts of violence, theft of Federal or personal property, and other violations committed on Federally owned or controlled property at the facility.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.
Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is described as experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.
This position is covered by the Lautenberg Amendment to the Gun Control Act of 1968. This position authorizes the incumbent to carry a firearm. This position is being announced under FEMA's CORE Program (Cadre of on-call Response/Recovery employees). These postiions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund. Appointments are excepted service, temporary appointments.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency.
