About the Job:

The primary purpose of this position is to provide direct support of the Safety Director (SF) and Safety Program Manager (SPM) while indirectly supporting the efforts of NAVFAC's community of safety and occupational health specialists. The incumbent serves as primary point of contact for safety and occupational health policy interpretation, development and the development of Command specific initiatives that help the Command achieve the goals set forth in its strategic plan. The incumbent is also responsible for contributing to or leading teams that will document the Command's safety related business processes, contributing technical expertise to mishap and fatality investigations, reports, and corrective action development, compiling and/or analyzing risk related data; leading mishap reduction initiatives, and managing elements of a Safety and Occupational Health program that are aligned with NAVFAC's business.

NAVFAC is now recruiting for a Supervisory Utilities and Energy Product Line Leader in the Headquarters Navy Public Works Directorate. The Naval Facilities Engineering Command is the Echelon 2 Command responsible for managing and executing the Navy shore energy and utilities program. The Product Line Leader manages all aspects of the NAVFAC utilities program. As the Product Line Leader, the incumbent is responsible to the Commander, NAVFACENGCOM to achieve the most cost efficient operation and management of the utilities and energy products and services product line across the Command and to lead the transformation of the energy and utilities product line. Working with the FECs, the NFESC, CNIC, DASN(I&F), and the Office of the Secretary of Defense’s Energy office the incumbent sets mulit-year program execution goals and objectives and establishes execution policies related to utilities systems. The Product Line Leader serves as the Headquarters’ point contact on matters related to the program’s execution. The incumbent works within the matrix organization as Energy and Utilities Product Line Leader using influence and program knowledge to accomplish execution goals and objectives. The incumbent works with the echelon 3 commands to ensure that adequate resources are allotted to execute the programs. The incumbent is responsible for energy and utilities programs that support the operational goals of the Navy and Marine Corps. The incumbent may participate on source selection and technical evaluation boards make policy decisions involving utilities, energy and facilities management and operations. The Product Line Leader is the technical expert for this area of responsibility and will be expected to respond to inquiries from Congress, the Secretariat, and CNIC and CMC levels.

The incumbent exercises delegated authority to oversee day-to-day management of the NAVFAC HQs Public Works UEM Staff. Supervises the work of a staff of nine employees. Job Responsibilities:

(1) Prepare required documentation to include technical reports, in-depth analysis, or specialized graphics.
(2) Assist in and present demonstrations, facilitate workshops and partner meetings.

(4) Live and work in harsh, desert, mountain, and other environments to include living in dire conditions and temporary facilities. Primary responsibilities/Job summary:

20. KeyPoint Government Solutions is currently seeking investigators in various locations throughout the United States. Applicants must reside within the geographic location stated on the specific job posting. Relocation assistance is not available for these positions. Candidates willing to relocate themselves to the area should include a cover letter stating that fact.


Investigators will conduct background investigations on a full-time basis in support of national security, focusing on casework for the Office of Personnel Management (OPM). Investigators work from their own homes with remote supervision. The investigation territory will include work within a 50-mile radius of the investigator's home. Additionally, candidates for employee investigator positions must be willing to travel for 3-4 weeks to complete work in other areas as needed.


Primary duties include, but are not limited to, conducting background investigations for the purpose of determining employment suitability of persons who require access to sensitive or classified U.S. Government information. Investigators will conduct fact-to-face interview with the subject and his/her neighbors, employers, friends, and family. Investigators will also perform record searches at police agencies, courthouses, educational institutions, financial institutions, and medical/mental health facilities. Information obtained will be reported in a clear and concise report on a KeyPoint-facilitated, government-mandated computer system (provided).


Investigators without current or recent OPM experience must be willing to attend a 3-week paid training class (travel expenses are reimbursed). The first week of training is remote through internet and phone conference from the investigator's home. Weeks 2 and 3 take place at our Loveland, CO office.

Minimum requirements:

* Develop and implement FAR Part 52 and DFAR Subpart 245.5 compliant Property Control, Physical Security, and Safety procedures to prevent loss and avoidable damage to Government Furnished Equipment (GFE) and company owned property, as required.
Provides guidance to Field Logistics Manager for inventory control, continuous receipting, accountability, protection, preservation, maintenance, and management of all property assigned or acquired to conduct contractual services, including claims processing, as required

As the Assistant Secretary for Veterans' Employment and Training, it gives me great pleasure to announce an exciting new training and employment opportunity for Veterans who are 20 to 24 years old!

The Veterans' Employment and Training Service and the Employment and Training Administration's (ETA) Job Corps are partnering in a demonstration project that will provide Job Corps' comprehensive array of career development services to eligible Veterans 20 to 24 years old to prepare them for successful careers.

This is a fully-funded, all-expense-paid demonstration project that is free for the Veterans. The program includes transportation to and from the Job Corps center, housing, meals, basic medical services, academic and career technical training, bi-weekly living allowance, and job placement and post-graduation support.

We have worked with Job Corps to create an accelerated, customized program developed specifically for Veterans. This program recognizes the maturity and life experience that our Veterans have gained from their military experience.

Job Corps employs a holistic career development training approach that teaches academic, vocational, employability skills and social competencies in an integrated manner through a combination of classroom, practical and based learning experiences to prepare participants for stable, long-term, and high-paying jobs. One of the important outcomes is that participants will obtain a credential or certificate certifying them in a trade.

Veterans accepted in the demonstration project will be living among non-Veterans and other Veterans who are also transitioning from the military to civilian life. One of the Job Corps program's key benefits is its post-graduate support. When Veterans are ready to begin transitioning into their career, Job Corps staff will assist them in job searching, resume drafting, and job interviewing skills.

Job Corps will provide graduates with transition services for up to 21 months after graduation, including assistance with housing, transportation and other support services. Upon completion of training, Veterans will be assigned to a career transition counselor to assist them with job placement or enrollment in higher education.

Atterbury Job Corps Center in Edinburgh, Indiana; Earle C. Clements Job Corps Center in Morganfield, Kentucky; and Excelsior Springs Job Corps Center in Excelsior Springs, Missouri.

The enrollment will be open and continuous until a center reaches 100 Veterans. It is expected that Veteran participants will be enrolling and graduating at various rates. Although Job Corps has set aside 300 slots for the demonstration project, actual participation during the year may exceed that number due to the continuous enrollment.

We will be announcing this demonstration project and providing handouts and other information in our TAP Employment Workshops all over the world. TAP facilitators will discuss this initiative in class and Job Corps personnel will visit selected sites to answer questions and initiate applications for interested Veterans. Once a participant has been identified and accepted into the program, he/she will be given the opportunity to select one of the three Job Corps training centers chosen by Job Corps for this demonstration project.

This is a one-year demonstration program and we want to demonstrate demand for the program and its effectiveness as quickly as possible so that we can look at expanding it.

Provide coordination with the state's Program Administrator for Focus on Energy and the PSCW staff to maximize energy efficiency savings in We Energies service territory. Prepare RFP's for selecting external contractors. Actively work with supply chain on the development of third party contracts and regularly monitor contract performance to insure that the company program standards are being met. Conduct pilot demonstration projects for new technologies to reduce energy usage through smart metering technologies.

Coordinate with Corporate Communications and Customer Experience regarding the design and execution of promotional campaigns to acquire new enrollments in the load control and pricing programs. Ensure the consistency and clarity of all other customer communications regarding the program in accordance with Company standards. Coordinate activities of Customer Services and Customer Operations, Information Technology and Cooper Power Systems, to ensure availability and reliability of Energy Partners AC load control infrastructure, including selection and purchase of control technologies and associated communication hardware and software.

Incorporates inspection findings into the NAVFACMW deficiency abatement program. Assigns risk assessment codes to identified hazards. Establishes priorities for abatement actions and maintains a log of deficiencies. Tracks the mitigation of hazards within NAVFAC MW's ability or resources. Recommends the development of projects for centrally managed NAVOSH funding. Evaluates work procedures, personal protective equipment, and engineering controls and evaluates compliance Navy and federal regulations and law. Coordinates monitoring of workplaces and the environment. Ensures asbestos abatement prior to commencement of work. Coordinates clearance samples to ensure worksites are properly cleared prior to release to general occupancy.
