Program Manager, (Middle East, AFSB-IZ)
Position Description:
Responsible for managing all activities, including the technical performance (Staff Augmentation & OPCOM O&M), financial profit/loss, and management of human resources, of a relatively large and complex set of programs, under the term and conditions of the AFSB-IZ contract to effect optimum profit and customer satisfaction.
Sole responsible position identified for the daily conduct of AFSB-IZ contract operations.
Will be responsible for managing multiple programs or projects located throughout Iraq by subordinate team leaders.
May be responsible for more complex programs and/or projects of lesser value that are within the scope of the contract.
Is directly accountable for profit and loss, obtaining add-on business (on-contract growth) and identifying and pursuing new opportunities for contract revenue growth.
Manages/directs proposal efforts in conjunction with stateside capture manager(s) as it relates to program growth or new opportunities.
Oversees the completion of all projects by organizational elements assigned to the contract located within Iraq and Kuwait.
Serves as the primary interface with the customer (Army Sustainment Command - Contract Officer Technical Representative (COTR) in Iraq & the Contracting Officer Representative (COR) in Rock Island Arsenal, Illinois.
Ensures contractual and corporate compliance of all work performed.
Plans, directs and monitors program budget. Oversees budget and schedules prepared by subordinate staff.
Responsible for the management, integration and coordination of work groups and/or units of similar or diverse functions.
Establishes and maintains systems to ensure quality of services.
Acts as an advisor to subordinate staff members to help meet established schedules or resolve technical or operational problems.
Integrates overall goals and objectives across multiple functions.
Implements and maintains corporate initiatives, establishes and maintains quality systems and instills Honeywell's values and ethics.
Supervises direct reports. Establishes individual performance goals and reviews performance against goals. Plans, approves and implements actions for the timely development and progress of individuals. Plans and grants salary increases as appropriate. Manages discipline and documentation steps in problem employee situations. Manages dismissals.
Performs other duties as assigned.
Total value of program exceeds $240M and manages over 200 EXPATs on contract.
Basic Qualifications:
Bachelors degree in Business Management, Administration, Engineering, or related field, and at least 8 years of program related experience and prior management experience, or 16 years related experience of progressively increasing responsibility.
Must have a solid understanding of government procurement, DOD contracts, regulations and procedures, and DOD operations and services.
Ideal candidate will be a retired military 0-5 or above with a Defense Logistics background.

Primary Responsibilities/Job Summary:
KeyPoint Government Solutions is currently seeking candidates for a Deputy Program Manager (DPM). This position will be based in our office in Northern Virginia. This position will be the backup/alternate point of contact from KeyPoint to the government for this contract in the absence of the Program Manager. When required, the DPM shall participate in program management meetings and other project related meetings with the Government on an as needed basis.
Essential Functions:
The DPM is responsible for the overall management of all aspects of contract performance in the absence of the PM. This includes the performance and execution of all other contractor personnel on the contract.
Qualifications:

Experience
Minimum of 3 years of investigative experience within the last 10 years or equivalent experience
