1. Position: CJ8 Mentor ( Afghanistan)

Responsibilities:
Train and mentor the General Staff Budget and Finance (GS B&F) and Ministry of Defense - Finance (MoD-F) principals and staffs. Accomplish this through GS B&F and MoD-F led defense reviews and assessments, the programming of resources and materiel and the integration of these products. Mentor the GS B&F and MoD-F staffs to plan, develop and resource programs supporting the ANA by balancing Current Force requirements with Future Force capabilities. Develop standard operating procedures for GS B&F and MoD-F pay processes. Assist the GS B&F and MoD-F in establishing a workgroup to review, understand, and document the current systems, processes, and procedures within the GS B&F and MoD-F. This effort shall document the rank and qualification of finance officers. Advise GS B&F and MoD-F Finance to identify weaknesses in procedures and areas where no SOP or policies exist. Assist GS B&F in developing an initial draft of ANA pay procedures, and staff the draft within GS B&F and MoD-F. Ensure that GS B&F writes the final ANA pay procedures and coordinates within the MoD and MoF. Assist MoD-F in publishing a consolidated pay policy and entitlements manual and assist in the promulgation of the manual throughout the ANA. Train Afghan Financial Management Information System (AFMIS) within the MoD-F to include all financial managers from MoD-F down to corps level. The training shall include direct instruction as well as facilitating training provided by the Ministry of Finance (MoF) and MoD-F. Facilitate coordination from MoD-F to MoF to request AFMIS training support. Observe scheduled training and provide after action reports to GS B&F and MoD-F leadership, and NTM-A/CSTC-A CJ8 regarding the quality of execution, training numbers, and training status by unit. Establish working Program Budget Advisory Councils (PBACs) at the GS, corps, and intermediate command levels. Advise the GS B&F and MoD-F so that they document the budget authority flow throughout the ANA and develop standard operating procedures for the funding process from the MoF to the corps level. Advise the GS B&F and MoD-F to provide recommendations on funding limitations and the legal limits to funding authority at each level. Advise, assist and ensure the GS B&F and MoD-F trains the ANA and other ministerial departments on managing budgets and executing PBACs. Advise, train and assist GS B&F and MoD-F PBACs and make monthly visits at the corps-level to inspect PBACs against standards established through the training program. Advise the GS B&F and MoD-F in establishing audit teams according to the current Tashkil; advise the GS B&F and MoD-F in documenting and submitting Tashkil change documents as necessary for successful execution. Advise the GS B&F and MoD-F in developing an audit checklist for the audit teams to follow in order to reduce risk of corruption or misappropriation. Assist the GS B&F and MoD-F following up on audit results to ensure corrective actions are taken and risk mitigation has been assessed on audit results. Train the GS B&F and MoD-F audit teams using published procedures, policies, and guidance. Train the GS B&F and MoD-F Finance and GS Budget and Finance to determine Tashkil authorizations and assignments by examining the appropriate Tashkil and matching against manning rosters. Monitor the audit teams and their headquarters in developing logical inspection calendars that consider high-risk areas based on volume of manual salary payment, lack of EFT, and lack of properly trained finance officers. Advise and assist the GS B&F and MoD-F in establishing an effective mechanism by which units submit payroll information to update the database (CPS). Advise the GS B&F and MoD-F in setting timelines and procedures for units to submit the payroll rosters through the chain of command to the GS B&F and MoD-F to ensure the database is updated. Assist the GS B&F and MoD-F in ensuring the database produces the necessary outputs the MoF requires to make pay disbursements. Advise, assist and monitor GS B&F and MoD-F in establishing a mechanism to assess whether soldiers are getting their pay accurately and in a timely manner. Assist the GS B&F and MoD-F in developing the capability to manage and promulgate budget formulation guidance down to corps level with no assistance from agencies outside the government of Afghanistan. Advise and assist in drafting staff budget guidance. Advise the GS Budget and Finance to promulgate budget formulation policy, procedures and guidance down to intermediate and corps levels within the ANA. Advise the GS B&F and MoD-F to collect budget estimate submissions and critical issues to address as part of Integrated Program Budget working groups. Develop the capability of GS B&F and MoD-F to participate in Integrated Program Budget (IPB) working groups with no assistance from outside agencies. Ensure GS Budget and Finance actively collects programming data from subordinate ANA units in order to provide input into the IPB working groups. Ensure GS B&F and MoD-F and other Ministerial agencies send budget and programming participants to IPB working groups. Ensure GS B&F and MoD-F schedule regular working conferences that include participation by financial managers from the GS B&F and MoD-F down to corps level. Advise GS B&F and MoD-F financial management leaders in developing a financial management training program that follows an accepted curriculum development model to build a program of instruction. Ensure GS B&F and MoD-F leaders clearly identify the targeted training audience in order to provide direction for identifying key tasks. Ensure GS B&F and MoD-F Finance leaders develop the program of instruction and identify training resources required to define the overall flow of the course. Assist the GS B&F and MoD-F developing regular meeting schedules for both internal and external communications. Ensure GS B&F and MoD-F leaders clearly identify those occasions, both internal and external, that demand face-to-face interaction. Advise the GS B&F and MoD-F Finance in managing banking policies and programs. Advise and assist the GS B&F and MoD-F in responding to changing requirements for banking support to the ANA. Advise the GS B&F and MoD-F in working with banks to ensure soldier pay, when provided via electronic funds transfer/direct deposit, is provided accurately and on time, and soldiers have reasonable access to their pay.

Qualifications:
Former Officer O4-O6 or Command Sergeant Major with Battalion or Brigade Staff experience as either CSM, XO, S3 or other primary staff responsible for training and doctrine development or maintenance
support operations. At least 15 years direct experience in functional area. Recent operational experience in Afghanistan or Iraq training international forces is highly desired. Bachelor's degree in associated field with 8-10 years experience is required, Master's degree desired. Command experience at the O5 level (Squadron, Battalion or higher) is desired.

2. Position: Religious and Cultural Affairs Mentors-Family Support Director Mentor (Afghanistan)

Responsibilities:
Family Support Mentors must be female. Have knowledge of Family Support issues including Casualty Assistance, an understanding of Hospital Chaplaincy and Afghan Culture. Develop the Family Support Director and her staff, and the Morale Welfare and Recreation Director of the directorate of Religious and Cultural Affairs and support the individuals in the execution of their duties. Develop an enduring relationship with the individuals based on candor and trust. Communicate key issues and programs to the NTM-A/CSTC-A military mentor through the preparations of talking points and the coordination of issue papers. Act for the NTM-A/CSTC-A military mentor as needed. Develop standard office practices for the staff in areas such as diary management, meeting preparation, travel planning, and correspondence handling for the Family Support Director. Prepare and keep current terms of reference for all members of the office staff. Determine measures of office effectiveness and develop a measurement program for the Family Support Director. Prepare and deliver development training programs for all members of the office staff. Deliver orally and in writing a monthly evaluation of office effectiveness to the office of the Chaplain, NTM-A/CSTC-A and the director of Family Support. Deliver orally and in writing a monthly evaluation of the effectiveness of the sub-directorate to NTM-A/CSTC-A Chaplin's Office and director of Family Services. Lead and participate in working groups aimed at ensuring standardization of similar practices in MoD. Develop a Family Affairs system within the ANA. Conduct training assistance visits and assessments at the Corps and Brigade level. Evaluate RCA Family Support development. Advise and Train Family Affairs Sub-Director. Establish leadership training for Family Affairs Officers. Develop, prepare and execute military briefings for the Sub-Director. Develop and prepare Family Support directives and regulations to include Casualty Assistance, Family Support and Hospital visitation. Prepare other instructions and directives. Coordinate with the Ministry of Defense Kindergarten for development and construction.

REQUIREMENTS
Basic Requirements

In-Country Program Manager (ICPM):

General. ICPM serves as the main interface with the Government and will be responsible for program planning and project execution and are the contractor's central point of contact with the Government. ICPM is authorized to direct performance of all work under the contract and must have knowledge of all regulatory and contractual policies, procedures, and documentation relative to or required by the PWS. He/She is responsible for enforcement of all contractual obligations as directed by the contract, the PWS, and ACO. ICPM is the contractor's in-house supervisor in all respects. For example, only the ICPM, not Government personnel, will have the authority to change an individual contract employee's work hours, to act upon contract employee's leave requests, to assign work or to change the nature of a contract employee's duties. Attempts by government employees to exercise these functions, other than from the ACO through the ICPM, as indicated in this paragraph, shall be null and void. The ICPM must be located at or near USF-I headquarters in Iraq.


Education and/or Experience Requirements: ICPM must possess at least 10 years of program management experience with a program comparable in size and complexity to this type of contract. In addition, must possess both professional knowledge of and demonstrated experience in several of the following fields: military operations, conflict stabilization, counterinsurgency (COIN) techniques, foreign internal defense (FID), intelligence, and/or low level source operations (LLSO).

The purpose of this position is to serve as Career Specialist for the professional development and career management of Sea Air and Land (SEAL) and Special Warfare (NSW) officer and Warrant Officer Career Path strategies and programs which support CENSEALSWCC's mission to optimize SEAL/SWCC professional development and career management. Incumbent makes recommendations to add, delete or modify existing career management, professional development or professional military education policies, programs, systems or tools. Incumbent analyzes
statistical data to acquire an overview of trends in the successful progression of the professional development and career history, promotion statistics, qualifications, job milestones, retention, manning, manpower requirements, and other factors relevant to assessment, selection, community management modeling and career path management. Plans, schedules, coordinates, and facilitates SEAL and SWCC officer Subject Matter Expert (SME) participation from various NSW commands to capture competencies and
job skills, including developing and administering skills validation surveys and in facilitating focus groups. The incumbent will possess knowledge and work experience of Naval Special Warfare, Program Management/developing program(s), system evaluation, and Project Management-planning.

Incumbent coordinates closely with the NSW Officer Community Manager (OCM)
requiring travel to their location.

This is a critical/sensitive position. The incumbent must be eligible for and maintain eligibility for a Top Secret clearance based on a special background investigation. This is a Testing Designated Position (TDP) and is subject to random drug testing.

Under the direction of the Producer, the Graphic Designer will design and produce images, layouts and mockups to support Scantron's online and print versions of Achievement Series and Performance Series applications in a deadline driven production environment.

Create original pixel-based and/or vector-based graphics and illustrations from graphic request forms, sketches and reference files.

Manipulate existing graphics and illustrations.

Rework graphics and illustrations based on feedback from reviews and edits.

Participate in design meetings when requested by Manager or other departments.

Review peer work.

Collaborates with producer, team leads and item writers to ensure that final products meet and exceed departmental standards for quality and timelines.

Maintains quality control for assigned projects; works closely with creative team to stay aware of project updates and changes; proactively troubleshoots technical and stylistic aspects on assigned projects; identifies potential problems or opportunities related to assigned projects.

Maintains files to ensure creative files are current; conducts file searches as needed; maintains proper paperwork and workflow for assigned projects.

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Education & Knowledge Required

A two-year degree in graphic arts or design, fine arts or a related field. A bachelor's degree in one of these fields is preferred or equivalent work experience.

2 years of professional experience in graphic design, related software programs to include Adobe Illustrator, Adobe Photoshop, and Corel Paint Shop Pro. Experience in graphic art production environment is preferred.
