This position is located in the FEMA National Preparedness Directorate, Technological Hazards Division (THD), Chemical Stockpile Emergency Preparedness Branch.

This position is responsible for supporting the Department of Defense, Department of Army, tribal, state and local governments in the development, implementation and management of the nationwide Chemical Stockpile Emergency Preparedness Program (CSEPP).

• Coordinate updates to the program's life-cycle cost estimate to reflect long-term financial requirements and provides oversight through the WebCA software of the cooperative agreements between FEMA and program grantees and sub-grantees that fund state and local activities.

Additionally, this position will assist the President/COO in the development and implementation of long and short-range strategic objectives, budgets and programs for optimum return on shareholder investment and in planning business objectives and developing organizational procedures. This person is also responsible for oversight and compliance with all contract terms and conditions.

The Operations Manager represents the organization to project personnel and customers and also reviews activity reports and financial statements to determine progress and status in attaining objectives and works with the President/COO to revise objectives and plans in accordance with current conditions.


This position also evaluates performance of Project Managers for compliance with established policies and objectives of AFSS and supports the President/COO in evaluating Project Manager contributions in attaining corporate objectives and goals.


ESSENTIAL JOB FUNCTIONS (duties and responsibilities and percentage of time spent performing functions).
The Operations Manager conducts, but is not limited to, the following job duties:
• Maintains proactive communication with Project Manager and all contract customers to develop and maintain and in-depth understanding of customer requirements and needs
• Assists in providing most cost-effective approach to contract accomplishment while ensuring a profit to the Aleut shareholders
• Provides leadership and guidance to Project Managers
• Assures a safe work place and environmental requirement compliance as well as compliance with all Corporate policies
• Assists in contract negotiation and provides technical oversight for subcontracting requirements
• Assists in developing and implementing Business Plans and Marketing Plans for core business competencies

• Prepares operational reports and analyses for review with President/COO

• Resolves contractual issues with or between client and/or subcontractors in conjunction with President/COO and Corporate staff
• Provides leadership, recognition and development of project staff to retain staff within the organization as the LLC grows and expands its core business area
• Assists in developing budgets for company and project sites
