• Utilize the following manuals and automated systems for entitlement determination/data input:
a) Department Of Defense Military Pay & Allowances Entitlements Manual (DODPM)

• Determine, process, and follow-up on a wide variety of active duty pay entitlement actions that require carrying out numerous different and unrelated procedures.
• Review pay accounts and service records to discover and correct irregularities. Reviews and completes a variety update pay entitlement documents/actions necessary to update a service member’s pay account.
• Verify eligibility, determine/authorize entitlements, and make adjustments to pay accounts based on standardized military pay rules, regulations, laws, procedures, or operations governing each pay entitlement.

• Verify pay changes and pay transactions to basic pay, basic allowance for housing, basic allowance for subsistence, special pays, incentive pays, leave, allotments, bonuses and deductions.
• Prepare the separation worksheet, compute money due at separation/ retirement including, if entitled, lump sum and severance pay and remaining portion of bonuses.
• Compute recoupment of unearned bonuses.
• Ensure allotments are carried forward into retired pay.
• Ensure required documents are mailed to Defense Finance Accounting Service – Cleveland (DFAS-CL) to establish the retired/retainer pay account and final separation payments are made in a timely manner.
• Resolve pay record and personnel record problems to include providing substantial reconstruction and performing post-audit reconciliation.
• Review for correctness all disbursing affected documents of pay information.
• Provide information on complex pay problems and/or explanation for over/underpayments.
• Assist in performing auditing work on various pay actions (e.g. settling back pay claims, resolving recent pay problems, etc.) ensuring the pay files are correctly updated and in balance.
• Research pay entitlement laws/regulations and current procedures.
• Review substantiating and supporting pay authorization documents for propriety, authentication, accuracy, and compliance with applicable regulations, policies, and precedents.
• Review files and computerized listings for information and currency including personnel actions and to determine the nature and cause of errors.
• Initiate corrective action and updates records in appropriate automated system(s).
• Receive and process indebtedness actions against military members.
• Initiate debt collection actions for overpayments and prepares initial correspondence.
• Determine repayment schedules and notifies member of proposed action and member’s right to rebut or request change in terms of repayment.
• Counsel members on rights, procedures, and information required concerning rebuttal, remission, and waiver procedures.
• Forward documentation to the appropriate Team Lead for a determination.
• Independently process all paperwork and standard actions necessary to process members for assignment, enlistment, reenlistment, promotion, awards, performance evaluation, routine boards, separation, or similar matters and performs a substantive review of records to determine eligibility for actions.
• Examine information contained in applications, statements of service, correspondence, official military personnel folders, and official publications to extract and list periods of active and inactive service, time lost, etc., by type of service and category and computes total creditable service for different types of voluntary and involuntary retirements and separations (incentive, normal programs, reduction-in-force (RIF), and selective early retirement boards (SERB).
• Inquire in NSIPS and verify all data collected to prepare necessary paperwork.
• Review output pay and personnel documents and reports to identify and correct mismatched data in system and to ensure projections and confirmations have been processed and required actions have been taken.
• Retrieve data from various information sources for use in answering questions, responding to correspondence, or preparing reports or briefings.
• Serve as the primary source of information for individuals, commanders, and other personnel on and off base regarding separation and retirement policies, procedures, and requirements.
• Conduct records review with members.
• Advise members concerning eligibility requirements for retirements and separations in accordance with Pay/Personnel Administrative Support System (PASS) Management Manual (PASSMAN).
• Explain reasons for non-eligibility using agency regulations and individual’s records in accordance with procedures in PASSMAN.
• Make detailed regulatory and procedural review and recommends appropriate disposition of special action cases, such as requests for early release from active duty, involuntary separations, and similar actions.
• Explain completed documents to member and ensures that forms effecting separation are signed.
• Counsel member on entitlement to veteran’s benefits, travel pay, personal property storage/shipment, government life insurance, identification card entitlements, etc.
• Screen and check all correspondence and forms pertaining to member’s separation for completeness and accuracy prior to mailing.
• Screen personnel records for completeness.
• Close out and mail records to appropriate records center.
• Review reports, forms, documentation, and other related information concerning Navy members and constructs/maintains military personnel records or portion pertinent to assigned area.
• Recognize errors, gaps, or inconsistencies.
• Obtain specific data needed for the completion, verification, and/or updating of personnel forms/records.
• Make additions, revisions, or deletions to service records or files to keep them current, complete, and accurate in accordance with regulations, policies, and procedures.
• Research and/or provides factual information regarding directly applicable rules, regulations, procedures, and requirements and/or to provide explanations of actions taken or recommended.
• May be required to assist in the training of newly assigned personnel by demonstrating work procedures/methods and answering questions, as well as assisting other technicians.
• Provide customer service in person or by telephone, and completes correspondence (e.g., answers written inquiries, prepares letters to obtain missing information, etc.) related to military pay. Interprets customer’s inquiries and provides information on military pay/personnel to authorized personnel and agencies.
• Establish good working relationships with customers and employees within the organization. Demonstrates mutual support and respect for co-workers.
• Provide timely, efficient and courteous service to customers.
• Use a variety of office automation hardware, software, and peripherals in the performance of military personnel functions and maintains files. Specific processing functions involved require a varying number and sequence of steps and use of different functions from one assignment to another.
• Use word-processing software to create, copy, edit, store, retrieve, and print forms, memos, and letters; use existing database or spreadsheet software to create, enter, revise, sort, calculate, or retrieve data for reports; and use graphics software to provide graphs and charts for reports and presentations.
• Independently carry out familiar assignments in accordance with previous instructions, standard procedures for creating documents, or entering or retrieving data, and established use of software packages.
• Recognize differences in existing procedures and applications and makes choices from among established alternatives. Job Summary:
The NW Regional Program Manager (RPM) acts as the account manager in the North West region reporting to the Regional Program Director. The position is located in the United States Computer Emergency Readiness Team (US-CERT), National Cyber Security Division (NCSD) of the Office of Cybersecurity and Communications (CS&C), National Protection and Programs Directorate (NPPD), Department of Homeland Security (DHS).
Within NCSD, US-CERT is the operational branch which monitors the full realm of cyberspace; coordinates responses to cyber attacks; and works directory with federal, state, local, tribal, and public and private organizations both nationally and internationally to ensure a secure cyberspace.
The primary purpose of the position is to direct a segment of a professional, highly technical staff within the context of a complex, scientific field of cyber security. Work impacts DHS NCSD operations and, more broadly, cyber security across Federal, State, Local, and Tribal entities.

Overseeing the development of nationwide cyber security technology to secure, strengthen, and maintain cyber security in a rapidly changing and complex environment with time-sensitive requirements.

QUALIFICATIONS REQUIRED:
Specialized Experience:
Applicants must have one year of specialized experience in private industry, public service, non-profit or volunteer work that is equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Experience is typically in or related to the work of the position as described in the Major Duties above.
For this position at the grade GS-15, specialized experience is at least 1 full year of experience (comparable in scope and responsibility to at least the GS-14 level in the Federal service) serving as an organization’s information technology (information security) technical expert for planning, designing, implementing, integrating, maintaining and modifying cyber security systems and policy. 1) Analyzing organizational structure and identifying or recommending new or existing information security hardware and software for purchase and use, as is or with modification, within the organization;

4) Developing short or long range capability assessment and development of technologies and procedures for response and mitigating future risks; and
5) Establishing and/or maintaining working relationships with Federal, State, Local, and Tribal organizations involved in cyber security technology.

14. Traveling Boiler Technician / Plant Operator
Traveling Boiler Technician Needed
We are currently looking for a traveling boiler technician who can travel up to 70% to various plants across the country. Candidate might have to travel internationally but it would be minimal. A passport will be required for this position.
The candidate responsibilities will be to complete projects that will be start-ups at their coal clients. Jobs could be 1 day to 3 weeks long and they will have full coverage with travel.
Candidates would be in charge of making their travel arrangements (flights, car rental, etc) but using a company credit card. Nothing is on their dime.
When they are not onsite at a plant they will be setting up projects with clients and/or working in the shop out of Melrose Park, IL.
We are looking for candidates with a lot of boiler experience as they will be doing troubleshooting, repairs, inspections, installations, etc. This is a dirty environment and they want go getters to be a part of their team.

Plant Operator Needed
We are looking for a plant operator to be working in the plant that generates power from tires. This environment is tough…dirty, loud, messy, and even dangerous. Equipment sometimes breaks down and tends to slow down operations for they must be great with the hands and be able to jump in where needed.
Candidates must have hands on experience with any boiler operation, but must be a true boiler guy. Most of the employees at the plant worked in the Navy, so they love to see Navy applicants.
They don’t want to spend a lot of time training people, we are looking for people with experience working on some sort of electrical steam generation plant operating the units.
Candidates must also be open to all shifts. This includes being on first shift and switching to third shift every so often.

QUALIFICATIONS REQUIRED:
Knowledge of the basic functions of the Federal Government, its principal agencies, and how they interrelate to carry out foreign policy programs.
Knowledge of IPOG/ASG mission, programs, and relationships to provide analytical support and assistance that is responsive to the needs of the organization.

SECURITY
