Job Description
Located in the Ameren Energy Resources, Edwards Power Station in Bartonville, Illinois, the job duties of a General Instrument Technician include maintenance of Instrument controls throughout the plant for steam generators and steam turbine auxiliary equipment. Also included are a variety of cleaning and associated functions. This requires the ability to work in a power plant environment (noise, dust, excessive cold/heat, etc.), climb ladders/scaffolds, and lift/carry objects (avg. weight 20 lbs.). The job also requires the ability to work in areas involving heights, enclosed spaces (including crawling in/out and kneeling in these spaces), and near or above water. The job also requires the ability to don a full face respirator.
Minimum qualifications
High school diploma or equivalent
Must pass an electrical/instrumentation aptitude test
Ability to work shift work
Ability to climb ladders, lift and carry heavy loads, perform manual labor.
Ability to adapt to varying work schedules and assignments, learning to satisfactorily complete a variety of job duties

Duties: The incumbent is the Executive Secretary to the Commanding Officer (CO) and Executive Officer (XO) for Naval Facilities Engineering Command (NAVFAC) Midwest. Under regionalization, the CO is also the Regional Engineer (RE) Navy Region Midwest. The Command provides the full range of engineering, maintenance, utilities, transportation, environmental, facility service and construction contracting support for all Navy activities and commands in a 16-state Area of Responsibility (AOR). The RE responsibilities include planning and programming for all facilities and facility related issues in the Midwest Region. For environmental concerns, the AOR includes the Environmental Protection Agency (EPA) Midwest Region. The Command functions independently under the corporate control of Naval Facilities Engineering Command (NAVFAC) Atlantic. Contractor shall provide the following warehousing operations support:

Contractor shall receive from the Warehouse Operations; copies of all receipt documents with customer signature for material received or delivered that day. Contractor shall match the receipt documents with the respective purchase requests or requisitions and verify the material, quantity and condition of the material as annotated by warehouse personnel.

Contractor shall receive material from vendors, motor carriers, USPS and other commercial carriers for further delivery to NPS Monterey supported customers. Contractor shall also receive materials from NPS Monterey supported customers for delivery to other NPS Monterey customers. Contractor shall inspect the condition and verify that the piece count agrees with the carrier’s documentation and that the nomenclature listed on the external packaging or shipping documents agrees with the requirements on the DD1155. Contractor shall document all discrepancies on the carriers shipping documents and maintain a copy for local records. Contractor shall sign for acceptance of the shipment or reject it as appropriate. On receipt of material clearly identified classified such as SECRET level, the contractor shall not open or unpack classified material but immediately contact the Security Officer and the customer to arrange for delivery of material. Contractor shall not store any classified material. Inadvertently exposure of classified material shall be reported immediately to the Customer Representative and FISC Security Manager. Turn-in all customers refused material to the issuing activity as authorized by the Customer Representative. Screen Direct Turnover (DTO) material. Verify the Units Identification Code (UIC) and activity’s name on receipt document to ensure material being processed is at correct destination. For each item received, the contractor shall verify the National Stock Number (NSN), Navy Item Control Number (NICN), Local Item Control Number (LICN) or Part Number (PN), and Unit of Issue. Correct the receipt document to reflect quantity actually received. Sign and date the receipt document. Control the issue of all material at the warehouse by requiring and obtaining signature receipt prior to releasing any material to any supported units. Contractor shall maintain historical records of material receipts and local deliveries to facilitate receipt discrepancy processing, audit, causative research, etc. Process all receipt documentation daily. Promptly process all discrepancy receipts. For material receipt that is misdirected (i.e. not for NPS Monterey customers), coordinate with the respective freight agent for pick-up and onward movement of the material. For discrepant material shipped from the Government Supply System, the contractor shall prepare a Report of Discrepancy (ROD), SF 364, in accordance with NAVSUPINST 4440 and any other relevant instructions. Contractor shall receive, store, deliver, pack and ship a variety of materials for NPS

Monterey and NPS customers. Provide storage in the warehouse facilities for a variety of items including, but not limited to, historical records, supplies, spill kit, forklift propane cylinders, International Student Loaner Furniture, material on hold awaiting shipment to Defense Reutilization and Marketing Office (DRMO), and other items requested by NPS Monterey customers. Conflicts over what items will be stored in the warehouse facilities and the duration of the storage will be resolved between the Customer Representative and the contractor site manager. Customers will box or otherwise package all records to be stored. Customers will clearly mark all records for identification purposes and with a date for disposal of the records. Upon request, contractor shall retrieve and deliver records for the requesting customer within one working day. Contractor shall dispose of retained records when they reach the date annotated by the customer in accordance with FAR 4.805 and DFARS 204.805 or as directed by the Customer Representative. Occasionally, the customer will ask the contractor to temporarily hold the material. The contractor shall accommodate such requests, to the extent they do not interfere with normal warehouse operations, and only as space permits.

Such subject may include, but are not limited to: storage, warehouse operations, invoice processing, mail processing, or any other supply support services. Attend installation meetings, conferences, and seminars for the purpose of learning and sharing knowledge of base supply operations and systems, providing advice and consultation on supply issues. Prepare and conduct briefings as requested by the Base Director and/or Customer Representative on all functional areas of the contractor responsibility. Provide metrics to the Base Director and/or Customer Representative. Such metrics may include, but are not limited to: incoming and outgoing mail volume, cost of postage, warehousing, furniture moves, DRMO turn in, line items shipped, line items received, excess 1348 item pick-ups, excess non 1348 item pick-ups, volume and value of scrap metal shipments and international student shipments pack-ups. Resolve issues between the government and the contractor employees. The Project Manager shall be available within 30 minutes during normal duty hours to meet with government personnel. After normal duty hours, to include weekends and legal public holidays, the Program Manager should be available within 2 hours. Be responsible to all customer complaints regarding Base Supply Operations and shall make every attempt to resolve complaints promptly and at the lowest possible level including when to elevate direct complaints to contractor management for assistance in resolution. It is estimated that twenty-four (24) management coordination transactions shall be processed daily.

Diagnoses sources of trouble and determines extent of repairs required for mechanical, hydraulic, pneumatic, and electrical systems. Must be able to schedule and perform repairs and service in conjunction with inspector. Performs preventative maintenance according to the technical manual -10/-20. Maintains equipment records according to AWRDS procedures as well as SOW. Must be able to look up, inventory, and order parts. Other duties may also be assigned as needed.

Education:
High School graduate or GED equivalent preferred.
Experience:
7 - 10 years experience in heavy equipment maintenance, must have driver’s license
Specialized Skills:
US Military School- training - preferred
Requirements: Pass background investigation, drug test, and medical exam. MUST HAVE HONORABLE DISCHARGE

Work Environment & Physical Demands:
Must be able to lift 25 Lbs. continuously, 50 Lbs intermittently. Must be able to work in extreme environmental conditions including dust and high temperatures. Must be able to work overhead for extended periods. Ability to perform job duties efficiently and effectively during an 84 hour work week.
