Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-09 level you must possess at least one of the following:
One full year of specialized experience. Specialized experience is described as experience assisting and supporting with the financial management of Federal grants programs to include assisting with the development, delivery and maintenance of a variety of policy and other support activities related to the award, administration and monitoring of federal grant and cooperative agreements.
OR
Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., that has equipped you with the knowledge, skills, and abilities necessary to do the work being advertised.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-07 level for the GS-09.

Organization: This position is located in the Floodplain Management and Insurance Branch of the Mitigation Division, FEMA, Region X, in Bothell, WA. The Mitigation Division is responsible for administering the National Flood Insurance Program in FEMA Region X.
Primary Purpose: The employee schedules and conducts a variety of meetings throughout the Region and presents NFIP information at local public meetings and provides technical assistance to local government officials for the preparation and implementation of the floodplain management regulations required for participation in the NFIP.

QUALIFICATIONS REQUIRED:
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

The incumbent manages the Public Assistance Program to provide supplemental Federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly owned facilities and the facilities of certain Private Non-Profit organizations at the same time encouraging the protection of these damaged facilities from future events by providing assistance for hazard mitigation measures during the recovery process. The Director also oversees the implementation of Public Assistance programs including the following, but not limited to: the Community Disaster Loan Program and Special Community Disaster Loan Program.
The incumbent develops and maintains relationships with State, Tribal and local governments as well as certain Private Non-Profit organizations to ensure the success of the Public Assistance Programs so that communities can quickly respond to and recover from disasters declared by the President.
The Director also provides support to FEMA’s regional offices and joint field office to enable them to succeed in carrying out the Public Assistance mission.
The incumbent is responsible for the oversight, policy and procedural development, and coordination of the many provisions of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 44 Code of Federal Regulations Emergency Management and Assistance, the Post Katrina Emergency Management Reform Act and related authorities.
Develops program management plans to support multiple simultaneous events of catastrophic size to include any necessary overhaul of the surge staffing system to permit faster and significantly more extensive organizational expansion. Assist in the coordination of disaster recovery efforts for long-term community and economic recovery for localities and States in which such events occur.

QUALIFICATIONS REQUIRED:
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Each applicant is required to submit a comprehensive narrative statement on bond paper, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. Primary Purpose: The incumbent performs duties involving planning, coordinating, and monitoring complete projects or studies and carries out these with a minimal amount of assistance or guidance.

The Technical Writer will create a variety of technical documentation, to include policy and procedure documents. The candidate will work with subject matter experts to gather data for required documentation. The Technical Writer will coordinate data collection, create documents, format and lightly edit document deliverables, and will be required to create and apply templates that will be used for document deliverables. The candidate will edit and QC formal documentation and adhere to document CM processes.

Education and experience requirements include:
5 years experience in technical writing, technical editing, desk top publishing, or related field.
2 years experience with NSA/DOD document standards.
Clear and concise verbal communication skills, advanced MS Word skills, including style guide and cross-reference features and document linking functions.

TS/SCI with Poly is required
Location is Baltimore/Washington area

• Interact with Government Contract Officers (Procurement Contract Officer and Administrative Contract Officer), Subcontractors, and other company representatives.
• Present a professional image of the Company to U.S. agencies and foreign governments.
• Principle point of contact for all contract management related matters on assigned programs.
• Represent the Company at key contract performance review and customer briefings.

BASIC QUALIFICATIONS
• Bachelor's degree in Business Administration or related field
• 6+ years of related experience

PREFERRED QUALIFICATIONS

• Review deliverables for compliance and achievement of program objectives;
• Establish tracking procedures for the contract administration cycle of awarded contracts, including processing of awards and modifications, invoices, deliverables, performance incentive documentation, and close-out documents;
• Provide quality assurance support to the Contracts department;
• Provide meeting summaries and notes when applicable;
• Assist with contract filing, document retention, extraction, and review in support of contract audits as necessary;
• Assist in performing market research for developmental acquisitions, and performing due diligence on prime and subcontractor proposals.


Requirements

• Bachelor’s degree
• 2 - 4 years business or related experience
• DAWIA certified highly desirable
• Ability to draft moderate to complex, non-routine contractual instruments. Working to expert knowledge of contracting concepts and applicable public contract acquisition law and regulations
• Excellent analytical and communication skills
• Strong presentation, leadership and team building skills. Excellent internal and external negotiation skills
• Government experience desired

We have an excellent opportunity for a Communications Systems Engineer at Maxwell AFB-Gunter Annex in Montgomery, AL.

Position Summary:
This position will be responsible for installation, configuration, maintenance and troubleshooting of multi-tiered applications residing on the Global Combat Support System Air Force (GCSS-AF) in a test and development environment.

Experience and Skill Requirements:

Required:
• At least 4 years experience with IT systems application software, systems development life cycles and data relational tools or tool sets with the ability to analyze, troubleshoot, and make recommendations relating to multi-tiered application server software.
• Working experience with some if not all of the following software and expertise in at least one: WebSphere Application Server (5.0, 6.0, 6.1), WebSphere MQ, IBM HTTP Server, Oracle Application Server (9iAS, 10gAS, 11i), Oracle Database, SQL Server, Tivoli Access Manager, Tivoli Identity Manager, LDAP, IDM DB2, Microsoft BizTalk, Microsoft IIS, Unix and/or Windows Server 2003.
• Excellent oral and written communication skills.
• Ability to work well in a team environment.
• Willingness to meticulously follow standardized software installation and configuration instructions, and carefully document required deviations.
• Bachelor's degree in technical, business or other related discipline

Desired:
• Experience working with systems migrating to or residing on the Global Combat Support System Air Force, and Integration Framework.
