INTRODUCTION: This position is located in the Family Readiness Division, Fleet and Family Support section (FFSP) of Commander, Navy Installations Command (CNIC). CNIC is an Echelon II activity directly reporting to the Chief of Naval Operations (CNO).

DUTIES AND RESPONSIBILITIES: This position performs analysis, evaluation and advisory assignments related to the effectiveness of line programs and/or the efficiency of the management of operating programs associated with the Navy’s Sexual Assault Victim Intervention Program.
Conducts detailed analyses of complex functions and work processes of technical line
programs and makes recommendations for improvement in the effectiveness and
efficiency of work operations. Develops new methods, organizational structures, and
management processes. Counsels and advises program managers on methods and
procedures, management surveys, management reports, and control techniques.

QUALIFICATION REQUIREMENTS: Knowledge of Federal and agency regulations; knowledge of the specific organization's programs and missions, as well as knowledge of pertinent laws, regulations, and policies related to sexual assault program/operations area to consider their impact on programs. Knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs. Skill in applying analytical and evaluative methods and techniques in the development of new procedures and approaches to identify and resolve significant issues and problems of a unique nature.
Ability to effectively communicate and to prepare and deliver recommendations at
management briefings.

Description:


Operation Homefront Southern California (OHSC) is a not-for-profit 501(c)(3) organization, with the mission of providing emergency financial and other assistance to the families of our service members and wounded warriors. OHSC is headquartered in San Diego with a satellite office in Santa Ana , and serves military communities and families from Fresno to the southern U.S. border including 19 military installations, two hospitals and approximately 148,000 active duty service members along with their family members. This position is located in San Diego , California . Under the supervision of the Vice President Fundraising and Development (VP F&D) and the general direction of the Chapter President, the Development Manager is responsible for developing and managing corporate and foundation grants, direct mail programs, and special events. H/she will manage fundraising activity, including but not limited to individual donations and public/ private grants, and will supervise fundraising volunteers.


Accountability:


Participate with members of the fundraising and development team to create long and short term strategies for ongoing fundraising initiatives and campaign planning.


-Responsible to identify, solicit and cultivate prospects, build networks and create environments that enhance communication and collaboration in support of the fundraising and development team and organization mission.


Participate in all fundraising efforts including, but not limited to:


- donor acquisition, cultivation and solicitation, direct mail, grant writing, grant reporting, outreach, donor stewardship, events and third party partnerships

Under the supervision of the Vice President of Fundraising and Development and the general direction of the Chapter President, the Director of Development will plan, organize, and manage funding programs. The Director of Development creates ties with community organizations, individuals, corporations and foundations, conducts fundraising campaigns and identifies opportunities to link organization programs and services with development efforts. S/he will enhance the funding base of the organization, create community connections, build new corporate relationships, liaison with media and public personalities, plan fundraising events, and solicit donations and contributions in order to increase the viability of the Operation Homefront Southern California programs that serve military families. As Secretary performs duties such as screening callers who wish to see Department Manager, answering telephone inquiries utilizing knowledge of office functions relaying messages or referring calls to superior or to other appropriate personnel. Screens, sorts and distributes all incoming correspondence to appropriate services departments. May handle ship messages; logs and distributes accordingly; prepares invoices for billing. Maintains a number of records, logs, control sheets, department files. Instructions, Notices, Manuals, Bulletins, etc. May maintain short term concessionaire contracts. Prepares monthly reports. Prepares a variety of correspondence from rough or handwritten draft. Work is performed independently and in conformance with established policies, procedures and regulations. Refers unusual problems to supervisor for resolution. Review is made for accuracy, adequacy and adherence to regulatory material.


Qualifications: 1 year progressively responsible experience performing clerical or administrative support duties or experience in a related area which demonstrates the ability to perform the work of the position, Supervisory skills and technical knowledge preferred. 1 year progressively responsible clerical or office work of any kind in which the applicant has demonstrated the ability to perform satisfactorily at the grade level of the position Excellent customer/co-worker communication skills. Knowledge of time cards and scheduling, mark down and transfers necessary. Should be able to make simple mathematical calculations. Strong communication and customer service skills necessary. Must be willing to work flexible hours.
