I just finished a meeting a Mr. Hussein Al Hamani, who is the Chairman of EAI here in Abu Dhabi. He is getting ready to start a project that involves Military training, maintenance and operations. Organization: This position is located in the Department of Homeland Security, Federal Emergency Management Agency, Mission Support Bureau, Office of the Chief Procurement Officer.
Primary Purpose: At the full performance level of this position, you will serve as a Contracting Officer with Level II signatory authority for all contract actions in support of multi-year major program. You must maintain eligibility for a DHS contracting officer warrant to remain qualified for this position.
Specific Duties:
• Exercises complete authority for all contractual actions and phases of the program including planning, requirements definition, acquisition strategy, pre-solicitation conferences, source selection plan, evaluation plan, negotiations, competitive range determination, and ultimate selection coordinating with the customer.
• Responsibilities include the whole range of contracting duties using a variety of contract types and acquisition strategies during both the pre and post award environment including utilizing new procurement initiatives such as performance-based contracting, partnering concepts, and past performance evaluation methods.
• Works in full partnership with the program offices to plan and develop the contractual strategy necessary to meet their requirements. This includes development of pre-negotiation positions, types of contracts, citation of appropriate regulatory and statutory authorities to justify the acquisition strategy, and preparing necessary documentation.
• At the GS-12 and GS-13 levels incumbent acts a mentor to junior procurement staff (GS-12s and below). Mentors other employees in the acquisition and contracting process. Prepares and provides monthly reports to management as to in process actions as well as actions in various phases of contract administration and closeout.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

Specialized experience for this position is described as the following:
For GS-13: Experience equivalent to the GS-12 level, that involves: the application of contracting principles, laws, regulations and procedures in planning, developing, implementing, and maintaining all aspects of the administration of one or more major systems contracts; applying knowledge of a procurement functional area sufficient to provide expert technical leadership, staff coordination, and consultation; formulating guidelines, implementing new developments, and providing policy interpretation; performing in-depth evaluations of the financial and technical capabilities, or the performance, of the contractor.
For GS-12: Experience equivalent to the GS-11 level that has involved the application of contracting principles, laws, regulations and procedures in planning, developing, implementing, and maintaining all aspects of the administration of contracts for acquisition of supplies and services, some of which may have special or unique requirements; applying knowledge of a procurement functional area sufficient to provide expert technical leadership, staff coordination, and consultation; formulating guidelines, implementing new developments, and providing policy interpretation; performing in-depth evaluations of the financial and technical capabilities, or the performance, of the contractor.
For GS-11: Experience equivalent to the GS-9 level, that involves: the application of contracting principles, laws, regulations and procedures in planning, developing, implementing, and maintaining all aspects of the administration of contracts for acquisition of items and services, some of which may have special or unique requirements; applying knowledge of a procurement functional area sufficient to provide expert technical leadership, staff coordination, and consultation; formulating guidelines, implementing new developments, and providing policy interpretation; performing in-depth evaluations of the financial and technical capabilities, or the performance, of the contractor.
For GS-9: Experience equivalent to the GS-7 level that has involved the application of contracting principles, laws, regulations and procedures to carry out recurring assignments involving planning, developing, implementing, and/or maintaining administration of contracts for procurement of a variety of supplies or services; reviewing requisitions and recommending use of formal advertising or negotiation; assisting in developing specifications and awarding contracts; monitoring financial and technical capabilities, or the performance, of the contractor.

Substitution of Education for Specialized Experience:

For GS-9: Two full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. Graduate education must be in one or a combination of the following fields is required: accounting business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

For GS-11: Three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. To qualify, graduate education must be in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics industrial management, marketing, quantitative methods or organizational management.

This position has a positive education requirement. Proof of successful completion of required course work MUST be provided to determine if you meet the basic qualification requirements for the position. a) Completed a 4-year course of study leading to a bachelor's degree with a major in any field OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. A copy of a college transcript from an appropriately accredited educational institution must be submitted to document completion of this educational requirement. b) Completed at least 3 years experience in a contracting or related position. To qualify at the GS-9 level at least 1 year of experience must have been at or equivalent to GS-7. For GS-11 at least 1 year experience must have been specialized experience at or equivalent to GS-9, and for GS-12 at least 1 year of experience must have been specialized experience at or equivalent ot GS-11, and must have provided the knowledge, skills, and abilities to perform successfully the work of this position.

c) Completed all of the following mandatory training requirements for progression (i.e., GS-13 or higher level) to a senior level contracting position with the Department of Homeland Security:

- Basics of Contracting (Defense Acquisition University (DAU) CON 101 or equivalent); - Principles of Contract Pricing (DAU CON 104 or equivalent); - Intermediate Contracting (DAU CON 202 or equivalent); - Intermediate Contracting (DAU CON 204 or equivalent); - Government Contract Law (DAU CON 210 or equivalent); - Advanced Business Solutions for Mission Support (DAU CON 353 or equivalent); - Two Targeted Electives - each should be a minimum of 16 hours of assignment or individual specific learning identified as developmentally beneficial for the individual for career progression. Electives can include formal training or education, seminars, conferences, special projects, or other developmental activities in the procurement field. Day-to-day work experience may not be used to fulfill elective requirements. Only courses offered by the Defense Acquisition University (DAU) or by a recognized equivalent provider may be used to meet the training requirements. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. EXCEPTIONS TO QUALIFICATION REQUIREMENTS: a) Applicants who have been in a GS-1102 position, at or above the GS-13 level since January 1, 2000 without a break in service meet the qualification standard for the grade held on January 1, 2000 and need to meet the requirements stated in Qualifications Requirements to receive a promotion. b) The agency may obtain a waiver for an individual that does not meet the training requirements.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-13 level you must possess the following:
One full year of specialized experience. Specialized experience is described as e xperience equivalent to the GS-12 that involves performing federal budget and financial management functions and utilizing financial systems along with the development of various types of financial reports and spreadsheets and coordinating budget/financial issues with procurement offices and federal contract management activities.

You will serve in the Office of the Chief Financial Officer, Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS). In this position, you will serve as a Financial Management Specialist (Systems) and provide professional accounting services in support of FEMA’s financial management systems and related systems agency wide.

EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. Duties

Specific Duties:
• Ensures that the financial management goals and objectives of the Office and Agency are met in an effective and efficient manner;
• Provides expert technical support, analysis, and guidance to others for complying with Treasury, GAO, and OMB requirements, for the development and implementation of interface procedures between FEMA’s financial management system and other financial systems, and for changing USSGL requirements;
• Solves accounting system problems with high visibility to senior-level managers;
• Supports and advises program managers and division directors on the use of the financial management systems and in the development of special reports;
• Develops new strategies, methods and techniques to solve system and reporting-related problems involving several integrated subsystems;
• Adapts to continual changes in financial and budgetary accounting standards, and with the Agency’s accounting and financial management system(s);

• Uses standard query language (SQL) and other database tools to research and resolve technical problems in the financial system and

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-13 level you must possess at least one full year of specialized experience. Specialized experience is described as experience at or equivalent to the GS-12 grade level in the Federal service coordinating and integrating accounting and financial management data and advising on, developing, coordinating and carrying out Federal accounting and financial management policies, procedures, and plans.
To qualify for this position at the GS-14 level you must possess at least one full year of specialized experience. Specialized experience is described as experience at or equivalent to the GS-13 grade level in the Federal service solving accounting system problems with senior-level managers and using qualitative and/or quantitative methods for the assessment and improvement of a variety of financial programs, processes, and systems to enhance an organization’s core business functions
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-12 level for the GS-13 and one (1) year is required at the GS-13 level for the GS-14.

As a Supervisory Program Specialist (Ops) in the Incident Management Assistance Team located in the Operations Division of the Response Directorate you will provide emergency management expertise at all levels of incidents and planned events, and will serve as the Operations Section Chief.
Frequent travel is required (up to 75%); IMAT employees are subject to 24-hour on-call work schedules in the event of an emergency and be willing to relocate to emergency sites with little notice. The teams deploy as soon as notified to respond and are on the scene within 12 hours. Once on-scene, the teams operate and function under intense physical and mental stress until the response mission is accomplished. This service will require irregular working hours which may be under austere environments that include: living and working in temporary facilities such as tents, warehouses, or other expediently established facilities, significant damage to critical infrastructure that prevents ready access to potable water (other than for drinking), other than basic medical care, and other routinely available services. Work may include duties other than those specified in the employee’s official position description to include the performance of manual labor to support the establishment of team facilities, subsistence of team members, and distribution of commodities to incident survivors;.
PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-14 level you must possess at least one of the following:
Specialized Experience: Candidates must have at least one year of specialized experience, equivalent to the GS-13 utilizing the principles of the National Incident Management System (NIMS) and the Incident Command System (ICS) to manage operations of a disaster field environment, and provide input in and execute the Incident Action Planning process for assigned geographical and/or functional areas
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-13 level for the GS-14.

17. POSITIONS: Transition Inventory Lead (Kuwait)
REPORT TO: Project Manager
PLACE OF PERFORMANCE: Multiple U.S. operating location in Kuwait
SCOPE: These positions will lead inventory teams conducting the wall-to-wall turnover inventory between an incoming and outgoing contractors at multiple U.S. operating locations in Kuwait. The work will involve the location, identification, counting, recording and verification of Government Furnished Equipment (GFE). The effort may also involve recounting and re-verification procedures for items in question.
DUTIES AND RESPONSIBILITIES: Includes both supervision and execution of the following:
Compiles and maintains records of quantity, type, and value of material, equipment, merchandise, or supplies stocked in establishment: Counts material, equipment, merchandise, or supplies in stock and posts totals to inventory records, manually or using computer. Compares inventories to existing records or computes figures from records, such as sales orders, production records, or purchase invoices to obtain current inventory. Verifies clerical computations against physical count of stock and adjusts errors in computation or count, or investigates and reports reasons for discrepancies. Compiles information on receipt or disbursement of material, equipment, merchandise, or supplies, and computes inventory balance. . Prepares reports, such as inventory balance, price lists, and shortages. Prepares list of depleted items and recommends survey of defective or unusable items. May stock and issue materials or merchandise.
SKILLS REQUIRED:
Attention to detail.
Ability to assimilate large amounts of information quickly.
Prior demonstrated experience with Army STAMIS and PBUSE.
Ability to work independently.
Ability to work under pressure and deadlines.
Ability to lead, deconflict, and coordinate task accomplishment with other project team
members and all organizational levels.

QUALIFICATIONS REQUIRED:
• Minimum of three years general experience in a general supply or inventory management work in providing services to support a specified supply mission.
• Understanding of US Army inventory processes, techniques, and count/recount procedures for transition inventories between government contractors.
• General knowledge of the organization and functions of a variety of supply functions such as storage, inventory, ammunition control, troop issue subsistence, petroleum, oil and lubricants, provision of a wide variety of supplies and equipment, clothing and organizational issue, military equipment, automated supply systems, prescribed load lists, and basic loads.
• Knowledge and experience with the following STAMIS: SAAS-MOD, SARSS, and PBUSE.
QUALIFICATIONS DESIRED:
PASSPORT: MUST HAVE Valid passport that will be active well beyond February 2011
SECRET security clearance.
SPECIAL PHYSICAL OR WORK CONDITIONS REQUIRED FOR THE JOB:
Availability and medical qualification for assignment to Kuwait for the period of 12 Dec 2010
– 12 Feb 2011; this is a part time position that will be executed during that timeframe.
Desire and ability to work a 72 hour work week – 7 days with at least 10 hours per day – in an expeditionary and desert environment.
Duties may involve the conduct of work in the out-of-doors area with potential exposure to extreme climatic conditions.
During the usual work period, the worker may be exposed to sounds and noise levels that are distracting and uncomfortable.
Work may require stooping; climbing; prolonged standing; walking distances up to half mile, and sitting for long periods of uninterrupted time.

Develop cost estimates for the repair and minor construction of brick and mortar, conventional construction and containerized facilities. • Knowledge of customer, Department of Defense and the United States Army Corps of Engineers is preferred.

Mobile Command Vehicle Communications Technician – Alexandria VA (Lead), Denver CO, Ft Worth TX
CSMI is actively seeking a regional communications Technicians with experience in communications systems (VSAT, UHF, VHF, VOIP) and basic mechanical maintenance to support US Government Mobile Command Vehicles (MCV). This is a full time position in Alexandria VA (Lead), Denver CO, Ft Worth TX. Expected start date would be Jan/Feb 2011 Duties and responsibilities will include the following tasks:
On-site operator-level maintenance and configuration of primary automated data processing equipment, audio/video and communications

Performs preventive maintenance checks and services and unit level maintenance on all radio, IT and communications systems equipment

Perform user-level maintenance on support equipment such as the onboard generators, heating, cooling, ventilation and air conditioning system, water and plumbing system, hydraulic stabilizer system

Coordinate and assist with the day-to-day MCV activities

Setup, populate and maintain our teams Automated Online Inventory Tracking System (COLTS) to provide a detailed inventory for all Government property and all petroleum, oils, lubricants, maintenance dates, calibration dates and schedules as needed

Draft, edit, and submit communications and reports outlining the status of the MCV and other support equipment status to the UOD and other points of contact. The report format will be generated and or revised by the Lead Technician for Government approval prior to dissemination to each region for use by the Comm Techs.

Prepare, review, and consolidate technical and administrative reports and requests. Maintains files and records. Consults with local customer to prepare and update Standard Operating Procedures. Interpret written instructions and specifications; plan and lay out work; interpret and apply parts list, manufacturer's repair manuals, technical manuals, and diagrams where dimensions and symbols are shown and abbreviations are explained

Each Technician will support MCV deployment for exercise and real world operations by driving the MCV to various locations, setting up and maintaining the equipment for official use

Perform unit level maintenance on vehicle mounted telecom equipment. Operate automated message switches and strategic telecommunications centers using system command consoles, radios, computer terminals, processors, magnetic tape units, disk packs, tape readers, digital recording equipment, visual display units, facsimile, and other associated FPS devices.

Prepare maintenance and supply requests for unit level support. The COLTS system our personnel will utilize on this program will allow us to automate this process. 100% of critical pieces of inventory are maintained in a constant state of readiness.

Maintain a complete inventory (logs, checklists, records, documents, equipment, etc.) and maintenance schedule for management of the vehicle and on-board equipment. Documentation and reports shall be provided as required to the M/CO/COTR.
Inspect all equipment for faults and completeness. Test equipment to determine operational condition. Troubleshoot to determine location and extent of equipment faults. Makes minor repairs to equipment by adjusting, aligning, repairing, or replacing defective components. Test repaired items to ensure compliance with technical specifications. Advise and makes recommendations concerning equipment repair and status to GSA points of contact. Techs will perform preventive maintenance checks and services on tools, test, measurement, and diagnostic equipment, vehicles, and power generators. Prepares appropriate maintenance forms and records.
Maintenance/calibration logs will be kept for all applicable items. Any Discrepancies will be noted and steps to correct the discrepancies shall be identified. Record all regularly scheduled maintenance within 24 hours of completion.
Provide monthly reports consolidated by our Program Manager to the PM/COTR that will list inventory on-hand, including identifying physical locations within or outside the MCV storage facility and identifies expendable equipment/material shelf-life dates, including projecting expiration dates.
Additionally, each Technician
§ will provide training to designated customer operations and maintenance Personnel as required.§ will provide technical assistance and training for user owned and operated automation and communications equipment.
Technicians will ensure that security breaches, damage to government property and similar occurrences are reported to the COTR in a timely fashion, generally within two (2) hours during business hours. Emergency notifications will be made to the appropriate FPS Mega Center during non-business hours, with follow-up notification to the PM/COTR within two (2) hours of the beginning of the next business hour period.

Technicians will make 100% of MCV equipment and materials requested for emergency deployment available as soon as possible, but never greater than twenty-four (24) hours after the request.
