Systems Integrator
Network Management Systems Integrator is responsible for providing Tier III support (sustainment, trouble shooting, capability enhancements, etc.) for the Defense Information Systems Agency’s Core Support Systems.
• Responsible for the testing, evaluation, integration, and implementation of Network Management Systems for wide area Department of Defense IP networks.
• Coordinate with Tier III team members as well as theater Tier I and II team members in support of Support Systems functionality, capabilities, security patches, IAVAs, upgrades and other related sustainment tasks.

Description:
DTRAs' Technical Support Group (TSGs) are worldwide, military led, rapidly deployable teams that train, equip, and support military and/or civilian personnel in tactical low-visibility radiological/nuclear (R/N) search operations. TSGs are comprised of military, civilian, and contractor personnel that provide on-site training, operational, and technical Subject Matter Expertise (SME). Additionally, TSGs bring a 24/7 reach back capability to the DTRA Operations Center providing linkage to numerous USG entities/laboratories (additional SMEs). Due to the unique TSG mission and associated operations, TSGs are often required to work extended hours in a field environment under austere conditions during operational responses to contingencies with domestic and international travel up to (but not limited to) 90 days per annum. Efforts often require physical exertion over long periods, such as walking and moving heavy equipment over 80 pounds. Some operational support missions may require limited exposure to Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) hazards. The TSG mission sets may occur in hostile environments

Locations:
Some TSG personnel will be permanently assigned to overseas locations. TSG contractor personnel will be located (permanently and/or temporarily) in the Washington DC area (WTSG) and within the U.S. European Command (ETSG), U.S. Pacific Command (PTSG), U.S. Central Command (CTSG), and when established, the U.S. Africa Command (ATSG) Areas of Responsibility, as well as deployed to other locations domestically and/or overseas for training, exercises, and contingency operations.

−Willing and able to accept worldwide deployments which include elements presenting reasonable risks to personal safety
−Able to meet medical requirements to wear a protective mask
−Able to submit to immunization for worldwide travel
−Able to travel on short notice, work non-standard hours and take on-call duty
−Possess personal mobility, including ability to use Jacobs ladders, step ladders ropes and perform climbing skills
−Capable of flying in utility helicopters for extended periods of time; and/or be available for expeditious foreign travel for extended periods of time
−Physically and mentally qualified for deployment and performance of duties to include tactical operations in austere, hostile environments and able to maintain Army Physical Fitness Test score of 270 or above for each individual’s specific age group

You will serve in the U.S. Department of Homeland Security (DHS), Federal Emergency management Agency (FEMA), Response Directorate, Disaster Emergency Communications Division, Mobile Emergency Response Support (MERS) Detachment. In this position, you will will determine electric power requirements for all MERS systems and subsystems at Disaster Field Offices (DFO), Disaster Recovery Centers (DRC), and other FEMA occupied facilities in the field.
This position is designated as “emergency essential”. If selected, you are required to travel at a moment’s notice to various regional locations to provide, plan, operate and maintain tactical, mobile telecommunications, operations, and logistical support to Federal, State and local disaster response personnel and to support other emergency and special event operations.

EXCEPTED SERVICE: The Federal Emergency Management Agency (FEMA) is accepting applications for a full-time position in the Mobile Emergency Response Support (MERS) Detachment. MERS positions are in the Excepted Service. Employees will not acquire civil service status, but will have standard and optional benefits.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Duties

Specific Duties:
• Develop and implement plans, procedures and checklists to ensure proper operation and maintenance of power generation and distribution equipment at deployed sites; instructs and oversees the performance of other MERS personnel who assist in operating power generation and distribution systems.
• Plan the placement of generation equipment and the routing of distribution systems to meet operational requirements and optimize efficiency.
• Maintain a specified number of generators with proper distribution outlets for each MERS system and sub-system; uses a wide range of complex troubleshooting, testing, and repairing equipment for mechanical/electrical systems.
• Monitor and control power generation and distribution during operations to ensure electric power demands are met; if malfunction occur, determine where fault(s) resides and take action to isolate or bypass the problem or to reduce loads if full service cannot be maintained.
• Study and analyze potential operating facilities and proposed new equipment systems to determine electrical power requirements and recommend changes, if needed, to increase current power capability,
• Maintain maintenance data records on all equipment, a library of technical manuals, and a spare parts inventory and source list.
• Assist in the operation and maintenance of all logistics systems to include water purification, environmental control units, and motor vehicles as required.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C. Although a specific length of time and experience is not required for most trade and labor occupations, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. You will serve in the Federal Emergency Management Agency (FEMA), Response Directorate, Operations Division, National Incident Management Assistance Team (IMAT), Operations Section. You will serve in a trainee capacity progressing through various Operations Section incident management and support positions within their career path while deployed performing associated duties in each position that will prepare then to progress to the full performance level of a Staging Area Group Supervisor. The incumbent of this position serves as a Logistics Management Specialist when not deployed.
The National IMATs rapidly deploy to assist State and local officials in managing large-scale, all-hazards (natural and man-made including Chemical, BiologicaL Radiological, Nuclear and Explosive [CBRNE]) incidents. The teams operate within the Incident Command System (ICS) framework of the National Incident Management System (NIMS) when deployed in response to incidents. The National Response Coordination Center (NRCC) deploys the National IMATs in coordination with the respective FEMA Region. The National IMAT supports FEMA's regional and national response operations by achieving unified coordination and provides requested Federal resources and teams to support Federal, State, and local incident response activities. The IMAT will oversee the integration of required Federal assistance, to include providing life saving and life sustaining capabilities.
(1) Frequent travel is required (up to 75%); (2) IMAT employees are subject to 24-hour on-call work schedules in the event of an emergency and be willing to relocate to emergency sites with little notice. The teams deploy as soon as notified to respond and are on the scene within 12 hours. Once on-scene, the teams operate and function under intense physical and mental stress until the response mission is accomplished. This service will require irregular working hours which may be under austere environments that include: living and working in temporary facilities such as tents, warehouses, or other expediently established facilities, significant damage to critical infrastructure that prevents ready access to potable water (other than for drinking), other than basic medical care, and other routinely available services. Selective Placement Factor:

The teams operate within the Incident Command System (ICS) framework of the National Incident Management System (NIMS) when deployed in response to incidents. The National Response Coordination Center (NRCC) deploys the National IMATs in coordination with the respective FEMA Region. The National IMAT supports FEMA's regional and national response operations by achieving unified coordination and provides requested Federal resources and teams to support Federal, State, and local incident response activities. The IMAT will oversee the integration of required Federal assistance, to include providing life saving and life sustaining capabilities.
(1) Frequent travel is required (up to 75%); (2) IMAT employees are subject to 24-hour on-call work schedules in the event of an emergency and be willing to relocate to emergency sites with little notice. Selective Placement Factor:

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-09 level you must possess at least one of the following:
Applicant must have one full year of specialized experience equivalent to the GS-7 in the Federal Service developing maintenance and fabrication plans, identifying specific requirements for designing and fabricating a variety of items and providing timely and efficient product delivery. Applicant will have coordinated training for welding and fabrication, conducted product design and fabrication planning and will be experienced in conducting routine inspections of machinery.
OR
Possess a master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., that has equipped you with required knowledge, skills and abilities required for this position.

Possess a combination of education and experience as described above that when added together they equal 100 percent of the total requirement
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-07 level for the GS-09.

The Information Operations/Open Source Analysts must have a thorough understanding of research methodologies to include foreign broadcasts, daily media, and professional journals. Basic knowledge of communication networks such as emerging GSM and digital networks is desired.

Duty Hours:
Duty hours will be in facility operated 24 hours per day, seven (7) days per week. All positions are required to work seven (7) days per week, 12 hours per day for a total of 84 hours per week.
Positions will be on call during 24/7 for emergency operational support as required.
Leave/R&R
Each employee shall be allotted a total of four (4) weeks absence to cover his/her leave and R&R. R&R is to be coordinated to ensure that minimal or no adverse effects result from the individual’s absence from the AOR. It has historically been the case that leave is taken in one (1) two-week segment and the other two weeks divided into two (2) one-week R&R passes. Historically, all 28 days have been taken at once should the individual so desire.
