Performance Work Statement (PWS) – Sanctions Enforcement Support
1.0 BACKGROUND
This is a Task Order under the TFI Sanctions Support Contracts. The OFAC Sanctions program is described in the Federal Register under 31 CFR Part 501. Further information on the sanctions program is available on the Department of the Treasury website at www.treasury.gov/resource-center.
2.0 TASK ORDER REQUIREMENTS
2.1 The contractor will provide a team to support sanctions enforcement efforts of the Treasury Department’s Office of Foreign Asset Control. This work will assist in the investigation of sanctions violations and enhance enforcement in accordance with the work area description titled “Sanctions Enforcement Support” in the base contract.
2.2 One member of the team will serve as the team chief, and will serve as the primary point of contact between the team and Treasury. This individual will be at the “Senior-level” and should be an expert in this work area. This individual should be able to anticipate new requirements, make recommendations for action, and provide support and advice to less experienced contractor personnel. This individual will advise the Treasury on methods and strategies to improve the team’s efforts and to enhance the Sanctions Enforcement program.
2.3 Another member of the team (mid- level) must have specific relevant education and experience. This individual should be able to perform the job duties specified in the task order with only limited direction or guidance from more senior team members or Treasury personnel.
2.4 Another member of the team (junior-level) must have relevant education or experience sufficient to accept and implement task specific direction from more senior team members or Treasury personnel.
2.5 Treasury may elect to increase the level of effort of this task by up to 100% without further competition.
3.0 LIFECYCLE AND DELIVERABLES
3.1 Contractors must be available to commence work within 15 days of the award of this task.
3.2 The contractor will provide the following deliverables within the one year term of this order:
a. Manage 80 new Enforcement Investigation matters
b. Provide support, documentation, and recommendations required to conclude 40 Enforcement matters.
e. Complete 60 License History Checks to determine if a specified trade transaction has been conducted under a previously approved license.
Note that the above numbers are approximate and represent a historical norm of activity and case resolution.
3.3 This level of effort in similar work would typically be assigned to team of 3 Treasury employees.
4.0 PLACE OF PERFORMANCE
4.1 The contractor will provide all necessary office space, unclassified internet access, classified network access (Secret level/Secure Internet Protocol Router Network (SIPRNet) and logistical support required within the Washington DC Metropolitan area to support this effort. Office space shall be within sufficient proximity to the headquarters of the US Department of the Treasury to allow for twice weekly meetings between the team and the program manager and/or Office of Enforcement personnel at Treasury without travel reimbursement.
4.2 Treasury does not anticipate any TDY travel will be performed under this task order. However, should TDY be required, it will be conducted according to relevant regulations and direct billed in accordance with relevant clauses contained in the base contract.
5.0 PERIOD OF PERFORMANCE
The period of performance for this Task Order will be one year from the date of award.
6.0 ORDER TYPE

7.0 QUALITY CONTROL PLAN (QCP)
The Contractor shall establish a complete QCP within 60 days of task order award. The QCP will be developed in consultation with Treasury. Specific Duties:
• Under the supervision of the Branch Chief, the incumbent manages various public assistance components of the organization required for rapid Federal response to Presidentially declared major disasters and emergencies under the provisions of Public Law 93-288, to provide assistance to the affected States, local governments, Indian Tribes and certain private non-profit organizations. These components include, but are not limited to regional incident management teams, disaster damage assessment teams, technical assistance, public assistance field offices, and other operational elements as directed.

QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-12 level you must possess at least one of the following:
One full year of specialized experience. Specialized experience is described as experience in providing support on disaster incidents for the public assistance components to respond to Presidentially declared major disasters and emergencies under Public Law 93-288, Robert T. Stafford Act. Experience in coordinating emergency management program activities, and providing follow-up with Federal, State, local and Tribal technical personnel during disaster field operations. QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-343-14 level you must possess at least one of the following:
Applicant must have one full year of specialized experience. This position is located in FEMA’s Region IX, Pacific Area office, located in Honolulu, Hawaii. The position requires extensive travel to assist the State of Hawaii, the Territories of Guam and American Samoa and the Commonwealth of the Northern Mariana Islands to prepare for, respond to, and recovery from emergencies and disasters.
Non-foreign area cost -of-living allowance (COLA) of 16.07% will be included in compensation.
You will serve in the Recovery Program area specializing in Individual Assistance work at the Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS). In this position, you will support or provide assistance to individuals, households, businesses or communities who have sustained losses in Presidentially declared disasters or emergencies and/or preparedness in advance of a disaster. In addition, the incumbent must be knowledgeable about other federal and voluntary agencies such as the US Small Business Administration, US Department of Labor and the American Red Cross. The incumbent must be familiar with the National Response Framework, the Incident Command System and the National Incident Management System. The incumbent is expected to support disaster operations throughout the Agency.
PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
This position is being announced under FEMA's CORE Program (Cadre of on-call Response/Recovery employees). These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund. Appointments are excepted service, temporary appointments. This is a 2 year temporary appointment in the Excepted Service.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.

Specific Duties: Assists more senior emergency managers in support of various disaster assistance components of the organization required for rapid Federal response to Presidentially declared major disasters and emergencies under the provisions of Public Law 93-288.

Ensures appropriate dissemination of guidance to ensure consistent interpretation and application across programs and partners; Assists in the analysis of various programs and disaster recovery operations and the development of subsequent policy recommendations to management.
Researches, develops, and writes various forms of professional documentation(operating instructions, job aids, directives, policies, position papers memoranda, etc.) that are accurate both in terms of content and grammar.
Assists in the development and coordination of SOPs, Concepts of Operation (CONOPS), Continuity of Operation Plans, (COOPs) and all-hazard planning to support the delivery of disaster assistance under the National Response Framework and the Stafford Act.
Assists in delivering briefings, speeches, papers and reports to explain the response, recovery, mitigation and/or preparedness programs to the media, groups and individuals. Participates in conferences, briefings, seminars and meetings.

QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-12 level you must possess at least one of the following:
One full year of specialized experience. Specialized experience is described as one year of specialized experience in the federal government, other state, local or non-profit organization,or the private sector that is equivalent to at least the GS-11 level that has given me experience to applying knowledge of agency goals and objectives with regard to Recovery programs in development of effective disaster relief programs.
All qualifications and grade equivalency requirements must be met within 30 calendar days of the closing date of this announcement.

KRDO NewsChannel 13, an award-winning television and radio station in Southern Colorado, is looking for an Account Executive dedicated to radio sales who will prospect, sell, and service advertising to current and new customers on KRDO News Radio 105.5 FM and 1240 AM and krdo.com.
Duties and Responsibilities:
Prospect local and local agency business; meet and exceed individual budget; increase budget and share of existing clients; daily management of account list; accounts receivable and collection; attend station events; prepare proposals; supervise sample client commercial production; research client business trends; 360 degree project management with accounting, production, traffic, peers in sales department and Director of Sales.
Requirements:
The successful candidate will have a college degree or related experience; sales experience preferred; must be computer literate, programs used include Microsoft Word, Excel, PowerPoint, Outlook, Wide Orbit; must have strong interpersonal skills and be customer oriented; have good organizational project management, problem solving and prioritizing skills; and a willingness and ability to work flexible hours, as needed.

50. Supervisor Wastewater Treatment West Sunbury, PA (50 miles north of Pittsburgh, PA/100 miles east of Akron, OH)

• Supervises employees and operations of oilfield water treatment equipment.
• Direct supervision of 8-10 full-time employees including technicians and operators.
• Manages personnel and daily operations of plant to maintain optimum treatment flow.
• Organizes and schedules all necessary resources required to accomplish activities.
• Reviews and evaluates work to ensure quality, timeliness and ensures quality control in adherence to policies and procedures.
• Assembles and analyzes data. Tests and monitors results and creates appropriate reports.
• Serves as a liaison between treatment operations and customers’ field representatives, vendors, contractors, management, security, and others.
• Executes necessary precautions to ensure safety and compliance with Company, OSHA, and other standards and regulations.
• Oversees personnel needs of the department including coaching, training, and evaluating employee performance. Provides input into termination, compensation, and promotion decisions.
• Normal setting for this job is a natural gas drilling pad.
