The Marketing Manager is responsible for external outreach and customer contact with government and adjacent business customers to promote Aleut Management Services in Logistics, O&M, and Information Technology with a focus on pursuits related to Energy (including renewable energy) and Utilities (including Green IT) industries. This individual is responsible for execution of Phase One of a five-phased business development process which deals with Market Positioning and early Opportunity Assessments. This individual oversees a geographically separated Marketing Team and supports adjacent teams in Business Intelligence and Capture to achieve organizational business objectives.

The Marketing Manager conducts, but is not limited to, the following job duties:
• Meet with organizations/businesses identified by Business Intelligence and the Director of Marketing as prospects and qualify them as potential customers
• Research and qualify data and individuals leading up to a Gate 1 (Interest/No-Interest) Review with Senior Management
• Research and develop strategic and tactical marketing plans that support the AMS Organizational Vision
• Work with the Senior Business Intelligence Analyst to support the Company Business Development Opportunity Pipeline
• Develop and refine marketing and promotional materials, videos and collateral
• Know and understand past performance qualifications of both Aleut management Services and also all companies within the Aleut Corporation
• Establish meaningful rapport with identified customers to fully understand and influence their wants, needs and be able to later translate them into operational requirements
• Develop compelling artifacts that help influence customer requirements as part of an effective Positioning Process
• Leverage existing and establish new high level customer contacts into qualified business opportunities

The Senior Business Intelligence Analyst is responsible for developing and communicating insightful Federal and State Government market intelligence to support strategic business decisions and strategy formulation across senior management and day-to-day marketing, capture and proposal staff of the company. Builds and maintains a network of internal and external intelligence sources. Researches and interprets quantitative and qualitative information, weaving together disparate data points to build and present concise and relative competitive intelligence. Responsible for capturing and validating customer requirements through gathering, designing, coordinating and testing of both current and anticipated future customer procurements. This individual collaborates with process owners, business managers, technical staff and project managers to leverage the use of data and data strategy across a full spectrum of business needs.

The Senior Business Intelligence Analyst provides professional level technical support in analysis and evaluations throughout the formal Business Development Process. Responsibilities include research on organizational structure, command and support relationships, manning levels, equipment allocations, readiness and disposition. Identifies, analyzes, and evaluates complex and/or highly sensitive issues. Performs or directs all-source business and competitive intelligence analysis to determine potential new business opportunities based on qualified past performance of the company as well as areas of logical diversification of same. Standard Job Description (this should be a very general overview of what the position entails)

A Senior Capture Manager is responsible for closing new business contract opportunities and for supporting Operations on extending or expanding organic business with existing customers. This individual is responsible for execution of Phase 2 (Win Strategy) and Phase 3 (Solution Refinement) of a defined Business Development process. This individual works closely with Solution Development Engineers to capture customer operational requirements and help translate them into winning technical solutions. Responsible for closing major Federal or State Government contract opportunities in excess of $50M as well as planning, directing and controlling all activities related to the capture effort for assigned business opportunities. Works closely with business partners to ensure a team approach to winning new business.

Capture Managers are an integral part of a capture team of professionals who will take bonafide leads developed from a geographically positioned marketing team and help develop win-win service solutions for both current and prospective new customer clients. Primary business capture areas include Operations and Maintenance, Information Technology and Communications as well as Engineering Services. Market areas include major Federal and State agencies with need for driving down total operational costs. A Capture Manager is engaged following a Gate 1 (Interest) Decision and will be responsible for developing a close customer relationship, developing a winning joint solution with the customer and leading the effort to address the customer’s concerns through proposal development and into operational account management.

Activities include transitioning to and establishing meaningful customer relationships to fully understand and help shape final customer requirements, competitive intelligence analysis, developing winning capture strategies to include teaming and solution (technical, management, price) development, capture and proposal staffing management, etc. Leads the development, implementation and successful execution of capture plans and win strategies (to include Price to Win). Under general direction, participates as a member of the Development Team to achieve department and project objectives. The “Solutioneer” conducts engineering, process, or financial tasks during both preliminary and detailed development.
The Solutioneer is responsible for identifying, analyzing, defining and coordinating user, customer and stakeholder needs, translating them into technical requirements, and developing solutions to fulfill the requirements. This position assists the customer in expressing their needs in terms that can be used to generate valid requirements.
The Process Improvement Solutions Developer applies engineering and process management principles to investigate, analyze, design, evaluate, or improve a variety of both internal and external customer processes; review and prepare data, engineering and technical analyses, reports, change proposals, process management documents, and other documentation. The Process Improvement Developer will also assist the customer’s acquisition, production, integration, engineering, configuration management, and logistics functions.
The Solutions Developer conducts, but is not limited to, the following job duties:
• Assesses business objectives and conducts gap analysis of existing versus needed capability
• Supports engineering, process or financial tasks during preliminary solutions design or during detailed development. Participates in gateway reviews and records lessons learned, processes and procedures, and other pertinent topics in appropriate formats

Duties & Responsibilities:
Inspect, repair and adjust diesel power units, hydraulic systems, injection valves and systems, mold boards, and scarifies on road graders, diesel tractors, and hydraulic and cable operated attachments on tractors. The candidate will also repair and maintain trenching machines and sets to proper grade. Performs incidental welding operations on equipment. Communicates any unsafe conditions or accidents/injuries in a timely manner to the supervisor in order to facilitate prompt correction or reporting. Education:

Experience:

Ten years of maintenance experience as a heavy equipment mechanic including some experience in the repair and maintenance of heavy duty construction or completion of a recognized heavy duty equipment mechanic apprenticeship.
Specialized Skills:
The operation of hand/power tools employed in all phases of heavy equipment mechanical maintenance and repair work is a plus.

GENERAL DESCRIPTION OF DUTIES
Under supervision, the purpose of this position is provide information management support to manage Civil Information Management team in support of the Combined Joint Task Forces’ (CJTF’s) civil military operations (CMO) and activities at Bagram Air Field and other Forward Operating Bases (FOBs). Employees in this position will be responsible for the day-to-day management of administering CJTF CIM Policy.

SPECIFIC DUTIES AND RESPONSIBILITIES EXAMPLES OF ESSENTIAL FUNCTIONS:

Prepare and conduct briefings.
Attend and participate in working groups and conferences with U.S. and Afghan Government Officials.
Manage workflows of data management processes of units subordinate to the CJTF and Regional Command East.
Track and update all applicable Civil Information Management database and Geospatial Information systems.
Conduct data entry, data maintenance and information dissemination for Regional Command East.
Identify procedural shortcoming that impact the quality of civil information available to the CJTF and the U.S. Government and recommend changes.
Liaison with the interagency, GIRoA and international community to integrate those agencies information pertaining to CMO with civil information collected by the assigned unit.
Create data queries and maps using ArcGis in order to provide overlays of civil information including infrastructure, projects, engagements, and personalities for comparison with military operational information, intelligence and information derived from the interagency and international community and inspects all civil information products produced for dissemination by command to ensure accuracy of data.

SUPERVISORY RESPONSIBILITIES: Not applicable

MINIMUM TRAINING AND EXPERIENCE
High school diploma or GED; supplemented by college-level course work or vocational /specialize training with a minimum of three years experience in Information Technology, Information Management, or Geographic Information Systems. Candidate must possess a minimum of six (6) years of directly related work experience with the U.S. military. Army or Marine Corps combat or combat support MOS desired. A college degree (4 year or higher) in Information Technology, Information Management, or related field strongly preferred.
Prior deployment to Afghanistan or Iraq (U.S. military or contractor) required
Must be familiar with operational concepts for Stability, Security, Transition and Reconstruction operations.
Experience with Civil Affairs or Provincial Reconstruction Team.

Responsibilities:

The Candidate:

• Flag or General Officer (07/08) experience or 06 experience with major commands and demonstrated excellence or its equivalent work experience with a dynamic defense contractor

This position will report to the Program Manager and will be responsible for directing the activities of a maintenance division supporting the Directorate of Logistics (DOL), US Army Garrison - Hawaii. How You Can Lead the Way


This executive level position is located in the Department of Homeland Security, Federal Emergency Management Agency, Protection and National Preparedness, National Preparedness Directorate (NPD), National Training and Education, Emergency Management Institute (EMI). The position reports directly to the Assistant Administrator of National Training and Education.

This position serves as the Superintendent of the EMI, a preeminent FEMA training institution that provides training in the field of disaster and emergency management, and other training in support of the agency mission. The training programs developed and implemented by EMI cover all organizational components, policies, authorities, and guidelines in the Agency, including mitigation, preparedness, response and recovery programs, all regional and field operational elements, national disaster cadres, disaster field training offices, customer service, as well as the National Emergency Management Information System, Integrated Financial Management Information System (IFMIS), and other Agency data systems. A key responsibility is the design and implementation of a comprehensive Emergency Management Academy curriculum for State and local emergency management officials. The Superintendent directs the development and administration of a comprehensive, all hazards program of emergency management training courses for the Federal, State, local, and tribal officials, as well as private citizens. The Superintendent is also responsible for the development and administration of the Emergency Management Higher Education Program, the Integrated Emergency Management Exercise Based Training Program, and the Disaster Field Training Program. In addition, the Superintendent is responsible for training delivery and exchange of courses with international emergency management components in partnership with Department of State and Department of Defense, as well as operation of two distinct learning management systems (LMS) and database systems that comprise one of the largest distance learning management programs in the nation. FEMA Human Capital utilizes the LMS systems for Learning and Development hosted training, as well as that by other Federal partners and the Department of Homeland Security to host such training programs as Transition Training and mandatory training. Provides national leadership in the development and delivery of training necessary to ensure that individuals and groups with key emergency management responsibilities, including FEMA disaster employees, have the requisite skills to perform their jobs effectively. Incorporates emergency management core competencies into the national training agenda as appropriate.

Works closely with the Deputy Assistant Administrator of National Training and Education Division, Superintendent of the Center for Domestic Preparedness, and Superintendent of the National Fire Academy.

Oversees the development and delivery of a broad range of courses and training programs in support of all organizational and strategic components outlined above.

Leads the implementation and growth of a National Emergency Management Academy designed to professionalize the field of emergency management for key stakeholders.

Plans and carries out an annual Emergency Management in Higher Education conference for the national and international community, as well as the National Training and Exercise Conference for emergency management partners at all levels of the integrated emergency management system.

Takes a leadership role in seeking and implementing innovative and effective training delivery options and training technologies. The Superintendent is instrumental in bringing training technologies research into practice.

Ensures that new and emerging threats are addressed in courses and programs, as appropriate.

Directs and manages a close partnership with Federal, State, local and tribal emergency managers in the identification of training needs and the development of courses to meet these needs.

Directs the review, evaluation and effectiveness of training programs and staff and oversees the implementation of training programs through Regional Offices and Joint Field Offices.

Represents the Assistant Administrator at meetings, conferences, and symposia with key officials within and outside FEMA on major considerations within the training program, and exercises authority to speak for and commit to specific actions within the bounds of Agency policy and the views of the Assistant Administrator.

Represents the Assistant Administrator in Congressional meetings to outline the Agency's training programs.

Directs and oversees the management of data tracking systems for monitoring evaluations of courses by students, determining the applicability and effectiveness of courses, and student training histories.

Directs and oversees multi-million dollar training programs and technical assistance contracts. Assures that adequate internal controls are in place to prevent waste, fraud, mismanagement, and abuse.

Directs and manages a professional and clerical staff assigned to the Institute and provides oversight and direction of technical assistance contractors. Carries out EEO policies and communicates support to subordinates.

Performs senior emergency management assignments, as required, and supports the implementation of Agency policies and programs.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Job Summary
Responsible for providing the primary contract deliverable: aircraft availability status and historical reference for all aircraft and their components. Required to make independent judgment regarding parts availability and time before overhaul decisions and including aircraft scheduling, current mission status, historical usage data for major aircraft components, and other maintenance activity (to include Ground Support Equipment); directly responsible for determination of aircraft availability, decisions on priority of repair, controlled exchange, recording scheduled and unscheduled maintenance and frequency of required inspections, tracks assigned aircraft in support of the International Narcotics and Law Enforcement / Air Wing INL/A drug eradication program; communicates with varied field locations in varied time zones, and programs and documents maintenance activity and actions that have occurred (including verifying needed actions that should have occurred as well), and documents production standards by aircraft and location; direct interaction between our customer and all layers of supervision down to and including the aircraft mechanic.

Principal Accountabilities
JOB DUTIES & RESPONSIBILITIES
1. Compiles and records production data for aircraft, engine and aircraft component overhaul. Updates status and records maintenance actions. Responsible for maximizing most opportunistic usage of assets; requires in-depth knowledge of aviation actions at both unit, intermediate and depot levels.
2. Generates work-orders for repair and inspection. Compiles and records production data from historical records and other documents such as logbooks and vendor work orders using personal computer and other devices. Must be fluent in Microsoft Word, and Excel.
3. Calculates aircraft availability by airframe, by hour. Generates production reports for all aspects of the aircraft status based on data compiled, tabulated and computed, following prescribed formats.
4. Transfers raw data into production priority through aircraft availability chart production, using chart, graph, or spreadsheets based on statistics compiled for reference by production and management personnel. Prepares production reports and special reports as needed to reflect contract requirements.
5. Verifies, validates and documents Time Before Overhaul (TBO) requirements for flight critical aircraft components and sub-components; ensures availability of required parts using experiential determination to enhance mission rates.
6. Monitors daily status for accuracy. Monitors Partial Mission Capable Supply (PMCS) and Not Mission Capable Supply (NMCS) for Estimated Delivery Date (EDD). Takes action for and responsible for deciding which critically needed part is assigned to which fleet, country and airframe.
7. Maintains aircraft historical files for validation of critical flight safety issues. Maintains critical component Controlled Substitution reports in accordance with contract compliance prepares and submits requests for airframe Non-Reportable Time (NRT) and Requests for Waiver/Variance for substitution of aircraft subcomponent and other information to comply with Federal Aviation and other flight regulations. Fluent in the Air Wing Information Systems and responsible to turn data into wisdom..
8. Records aircraft flight and � monthly status DA Form 1352 information according to Department of the Army Pamphlet 738-751 (TAMMS-A) instructions. Uses MEL as reference and reports daily status accordingly.
9. Uses established information systems to research aircraft and component part numbers for procurement, and then acts on information gained to maximize mission capable rates.
10. Assumes full responsibility against divulging material or information pertinent to matters of security, company or departmental policy, etc., except as specifically directed.
11. Performs other duties as assigned to include but not limited to recommending a particular course of action, ensuring sustainment of newly established locations, and other maintenance activities.
12. Responsible for validating integrity and frequency of calibration for Ground Support Equipment (GSE) and other data in support of the Air Wing Information System AWIS.

Experience & Education
Minimum 2 years experience relating to production control, data entry and clerical work. Knowledge of Microsoft Office to include word, power point, excel, outlook, and demonstrate ability to utilize Internet Explorer to research parts availability, and other data needed to improve mission capable rates. Must possess effective verbal and written communication skills; aircraft maintenance experience highly desirable. Knowledge of logistic systems desirable. Specialized vocational, technical, or other formal training may be substituted in part for experience requirements. Must demonstrate skills in administrative and clerical duties to include preparation of production efficiency reports, control memos, letters, and other communications; mathematical calculations pertaining to this classification.

Physical Requirements/Working Environment
