Required skills:

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-13 grade level you must posses the following:
One full year of specialized experience, equivalent to the GS-12 level in the Federal service senior level managing an IT portfolio with varied types of investments in products, services, and future plans and developing agreements to improve the level of service in the IT arena.
To qualify for this position at the GS-14 grade level you must posses the following:
One full year of specialized experience, equivalent to the GS-13 level in the Federal service senior level advising customers on the Capital Planning and Investment Control process and developing and implementing agency-wide project management procedures, tools, templates, and activities.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-12 level for the GS-13; and one (1) year is required at the GS-13 level for the GS-14.

Position Description
Job Summary
Monitors and evaluates maintenance personnel and maintenance actions performed on UH-60 and Huey II helicopters. Inspects aircraft and related support equipment condition for functionality, safety, and compliance with technical directives. Ensures maintenance manuals and technical directives are posted with current information. Ensures maintenance procedures and documentation is performed in accordance with the INL/A Maintenance standard operating procedures. Monitors the work area and performance of all maintenance actions to ensure compliance with appropriate OSHA and Department of State regulations.
Principal Accountabilities
JOB DUTIES & RESPONSIBILITIES
1. Conduct Personnel Evaluations (completed maintenance actions, completed maintenance inspections, and completed task evaluations) to assess maintenance technician's job proficiency degree of training, and compliance with technical data.
2. Conducts audits/surveillance of maintenance programs to ensure compliance with the Quality Control and Maintenance Plans.
3. Conducts maintenance inspections, special inspections and reviews new installation and Modification Work Orders as required.
4. Documents inspection results on AWIS (Air Wing Information System) and audit/surveillance forms as required.
5. Performs final QC inspections of all maintenance actions, which are Red �X� or Circle Red �X� conditions on aircraft as well as engine build up procedures.
6. Prepares or reviews maintenance instructions to ensure QC objectives are defined.
7. Reviews incoming technical publications and directives for applicability.
8. Assists maintenance as necessary in technical matters. Provides on-the-spot instructional assistance as conditions permit.
9. Assists with investigation of safety incidents and prepares unsatisfactory reports, quality trend charts, quality evaluation records, and other QC records as required.
10. Reviews records to determine discrepancy trends and specific problem areas.
11. Monitors calibration of equipment and tools.
12. Develops discrepancy trend charts/graphs as required to depict quality performance.
13. Is constantly aware of potential Foreign Object Damage (FOD) hazards.
14. Continuously reviews pertinent technical publications and related directives in order to remain current on changes to subject material.
15. Assists in the review of pertinent technical manuals and preparation of data contained in subject material.
16. Assists in the checking of Technical Order Compliance kits to ensure completeness and correctness of items contained therein.
17. Is responsible for timely and accurate completion of all required forms, records, and reports relative to the quality control function of the specific maintenance, modification, or repair program. Provides assistance to host nation personnel as required.
18. Participates in Functional Check Flights as required.

A minimum of five years experience in rotary wing quality control with experience in both the UH-1H II (Huey II/Super Huey) and UH-60 helicopters. Original equipment manufacturer work experience desired. Documented prior military maintenance training experience or civilian aviation maintenance training. Original Equipment Manufacturer (OEM) training or equivalent in UH-1H and UH-60 airframes desired. Federal Aviation Administration Airframe and Power Plant certification is required.
High school diploma or equivalent is required.
