Stafford Act, the National Incident Management System (NIMS) and the National Response Framework (NRF). This position provides coordination during and following disaster to support the activation of the Region X Regional Response Coordination Center (RRCC), mobilization and deployment of the regional Incident Management Assistance Team (IMAT), and operations conducted from Initial Operating Facilities (IOF) and Joint Field Offices (JFOs).
PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
This position is being announced under FEMA's CORE Program (Cadre of on-call Response/Recovery employees). These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund. Appointments are excepted service, temporary appointments. This is a 2 year temporary appointment in the Excepted Service.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Additional Duty Location Info:

Specific Duties: The incumbent will work on open disasters in Region X. Position functions will support the limited Permanent Full Time (PFT) planning staff available for initial activation and deployment during disaster response. Specific functions to be performed are:
1. Determine size and skill set of Region staff required to establish disaster RRCC and IMAT/IOF/JFO operations, and generate deployment requests to support correct staffing levels.
2. Develop situational awareness for the RRCC and IMAT team in the opening hours of a disaster and subsequently at IOF an JFO facilities, by collecting , analyzing and processing information about the incident.
3. Prepare and maintain the incident Information Collection Plan, and produce disaster Situation Reports.
4. Develop and implement disaster-specific Incident Action Plans (IAPs) and Regional Support Plans (RSPs) during disasters, using FEMA and Regional deliberate plans and SOPs.
5. Perform duties of Resource Unit Leader, Situation Unit Leader, Documentation Unit Leader, Planning Support Unit Leader and Demoblilzation Unit Leader as required to support RRCC, IMAT or JFO operations.
6. Develop JFO Close-Out and disaster demobilization plans that facilitate the timely conclusion of Region X disaster operations.

QUALIFICATIONS REQUIRED:

7. Field Service Representative (FSR) (Afghanistan)

Position Description:
Field Service Representative’s (FSR) require both management and technical skill sets. The FSR is the primary point of technical support for all deployed personnel in the unit that they are embedded with. They also serve as primary technical support for all Imagery Analysts in the exploitation cell they are assigned to, as well as other people within their supported unit. Exceptional customer skills are an absolute requirement. Individual must be comfortable working in a high stress environment, within Warfighter planning cells, and be able to interface with in-theater command elements. Must have the ability to perform installation, training, maintenance, help-desk service, monitoring and operation on imagery exploitation and other IT systems deployed in the theater of operations. Will support the customer in all technical aspects of the intelligence reporting system and provide guidance and advice on utility options. Performs preventative maintenance and upkeep of systems. Conducts DOD system training and tracks spare parts utilization. Imagery experience with both national imagery and full motion video is helpful. The FSR will write technical reports and keep problem logs as required by the Program Manager and/or Country Lead. The majority of duties are performed in a field environment under difficult conditions. Will provide 24/7 support to operations as required by the mission. Primary location will require individual to work and live in a field environment with minimum medical facilities. Must possess the ability to work extended work hours in difficult surroundings. Position Description:
• Member of a unique professional team responsible for the integration of Intelligence, Surveillance and Reconnaissance (ISR) assets.
• Maintains close coordination with the CENTCOM Liaison Officer (LNO) and USFOR-A J2/ J6 staff to oversee ISR Task Force initiatives and ensure they are fully integrated with current theater architecture.
• Coordinates and works with various deployed multi-service units to ensure all ISR requirements are met.
• Responsible for the installation, troubleshooting and maintenance of IP based video broadcast for various FMV and UAV projects.
• Reviews and assesses current communications infrastructure short comings and makes recommendations for equipment and infrastructure upgrades.
• Responsible for various network engineering projects. Provides engineering solutions for multiple disparate communications projects either as individual solutions or integrated in the Tech Control Facility.
• Responsible for satellite integration to include integration, installation, troubleshooting and maintenance of various satellite communication systems.
• Provides communications troubleshooting on Network (Data and Voice Communications), Crypto, and Relay Nodes.

Basic Qualifications:
• Active TS/SCI security clearance. (Required)
• Minimum 5 years relevant experience. (Required)

Avanti Placements is seeking a Studio Engineer for a Radio Project on Kandahar Airfield, Afghanistan. The radio station on Kandahar Airfield, Afghanistan consists of two studios, a newsroom and an office with a staff of three Americans and eight to fifteen Afghans.

Programming consists of locally-oriented newscasts (four at night, four in the morning) and special information segments, periodic sponsor messaging, and regional music and poetry. The station broadcasts 24/7 but is staffed from 0800-2000. The broadcast area is all of Pashto-speaking Afghanistan plus parts of Pakistan and Iran.


Duties for the Studio engineer include:
• Operating and maintaining a UNIX FTP server
• Monitoring and maintaining studio equipment and facilities
• Managing the expansion, upgrade and acquisition of studio equipment and facilities
• Digital editing of radio news and other broadcast content
• Loading news content and sponsor messages into a playlist for playback at specified times
• Supervising digital archiving of broadcast content
• Basic laptop and IT support
• Supervising and mentoring station technicians regarding radio production methods
• Monitoring and troubleshooting connectivity with remote broadcast towers
• Working to ensure customer satisfaction with and confidence in the station and its staff


Desired skills and abilities:
• Audio editing with Adobe Audition or similar software
• Working knowledge of a basic LAN

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-11 level you must possess the following:
One full year of specialized experience. Specialized experience is described as experience in collecting, retrieving, converting, managing, verifying and integrating GIS and remote sensing data from various sources; creating and editing digital GIS data; collecting and processing Global Positioning Systems field data; developing digital cartographic and informational products including maps, tables, graphics, and reports; utilizing GIS databases; implementing geospatial analysis techniques, ability to automate tasks and customize tools; and ability to train others on GIS concepts and techniques.

Basic Requirements:
A. Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
You qualify for this position at the GS-13 (starting salary $89,033) level if you possess the following:

One full year of specialized experience is the implementation of applicable federal environmental/historic preservation laws, including the National Environmental Policy Act (NEPA), the Endangered Species Act, the National Historic Preservation Act as they pertain to Grant assistance programs, including full range of Preparedness programs.

Time-in-Grade Requirements for Federal employees: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

Primary Purpose:

• Develops plans and procedures to ensure the operational readiness of mission equipment and personnel.

To qualify for this position at the GS-13 level you must possess at least one of the following:
One full year of specialized experience. Specialized experience is demonstrated managerial level experience in the planning, managing, deployment, maintenance, and operations of various telecommunications and IT systems, to include interfacing and integrating said systems with back haul communications systems such as satellite, microwave, and land line circuits.

White Cell Project Lead

The White Cell Project Lead is responsible for the overall conduct and management of designated vulnerability assessment programs. The Deputy Program Manager (DPM) assists the Program Manager and will lead a dynamic team of subject matter experts focused on conducting program vulnerability assessments. The DPM provides direct daily supervision of all analysts' efforts in executing functions to fully explore alternatives in plans, operations, concepts, organizations, and capabilities in the context of the operational environment and from the perspective of adversaries and other related groups. The DPM assists the PM in developing, editing, and producing all deliverables created by the assessment team and works in support of the Branch Chief to ensure level of effort and distribution of labor meets the demand for support. The DPM is responsible for format and oversight of product development.

The DPM shall evaluate prospective courses of action identified by the assessment team to ensure program objectives are met. The DPM shall review fundamental concepts, practices and procedures of the assessment team. The DPM shall ensure customer concerns and priorities are considered, analyzed and evaluated for applicability to assessment initiatives.

Responsibilities/Tasks
The contractor Red Team Deputy Program Manager shall:
• Perform all tasks assigned to the Program Manager in his/her absence
• Be responsible for day-to-day management of DoD Red Team operations to meet specific program objectives
• Represent the Program manager as required at selected meetings in the absence or at the direction of the Program Manager. Meetings will include contractual issues.
• Develop and maintains the Red Fusion Cell structure
• Manage Red Team tasking and suspense actions
• Perform liaison functions for DoD Red Team partner agencies and customers
• Support development of program deliverables
• Manage activity of White Cell Project Leads and Program Coordinators
• Implement legal, security, and safety procedures

• TS/SCI Required
• Special Operations community experience trained in the execution of operations conducted in hostile, denied, or politically sensitive environments to achieve military, diplomatic, informational, and/or economic objectives employing military capabilities for which there is no broad conventional force requirements.
• Experience in a management role commensurate with the position description and responsibilities
• Proficiency in understanding, analyzing and summarizing comprehensive and complex technical, contractual, and research information/data
• Excellent analytical, communications-both oral and written, and project management experience

Red Team Partner Liaison

The Red Team Partner Liaison serves as an on-site Liaison Officer to Red Team Partners for ONAR. As such, the individual provides support in all aspects of assessments operations and training. The Red Team Partner Liaison serves as the corporate memory for assessment methodology and is responsible for developing and coordinating collection priorities and strategies, evaluating collection effectiveness, and recommending realignment of resources when appropriate. The Red Team Partner Liaison coordinates, validates and manages standing, ad hoc, and crisis-related collection requirements. Red Team Partner Liaison is responsible for allocating collection efforts against the requirements and regularly solicits Project Leaders to ensure collection against prioritized requirements. The Red Team Partner Liaison is responsible for maintaining and accounting for all DTRA provided equipment and supplies provided to the partner organization.

There are three (3) locations: Ft Bragg, NC, Ft Carson, CO and Tyndall AFB, FL
