Skills: Provide analytical, technical, and training analysis services as subject matter experts (SMEs) to the U.S. Army Intelligence Center of Excellence (USAICoE) efforts to enhance the survivability, reduce the vulnerability and improve the mission effectiveness of units in Army and Joint forces.

Technical Experience Required:

- Subject matter expertise in CIED strategies/military intelligence.
- Subject matter expertise related to the development of CIED Capability Gap Analysis.

Position Description

TRABUS is seeking a Program Administrator who will provide professional support services for the Naval Postgraduate School (NPS) Graduate School of Business and Public Policy (GSBPP) distance
learning (DL) graduate education degree and resident/DL certificate programs. Required services include application/registration, student information services, orientation programs, faculty coordination, and maintaining financial and accounting databases. The candidate will require a rapid start-up and must quickly learn tasks to be effective immediately upon assignment. Prior experience and familiarity with Distance Learning and DoD related instructions relating to responsibilities listed below are essential to a timely ramp up.

Responsibilities

• A strong working knowledge of office automation equipment (PC, facsimile, CD/DVD production equipment, etc.) and business software programs such as Microsoft Office software products, online shipping software such as USPS, FedEx, UPS and DHL, and web page design and maintenance software.
• A strong working knowledge of automated student support systems for student application for acceptance into degree programs, overall program administration and academic records, web-based teaching
resources (such as Sakai), and distance learning delivery systems such as Video Tele-Education (VTE) and web-based virtual classrooms (such as Elluminate).
• A strong working knowledge of distance learning (DL) support activities for a graduate education institution including academic planning, faculty and course scheduling, student administrative support, and academic operations and reporting using typical automated administration and financial management systems.
• Ability to work with the Defense Travel System (DTS); and a working knowledge of the Joint Travel Regulations.
• Excellent communications skills, including an ability to communicate both orally and in writing, particularly via Government email, in a professional manner with a variety of individuals or officials, to include informal and formal meetings.
• A strong working knowledge of web site design and development as support tools for graduate education distance learning degree and certificate programs.
• Ability to work independently and apply sound judgment to analyzing and resolving problems.

Qualifications

• Bachelor's degree in Education or related field desired, but not required.
• A minimum of two years of professional work experience in direct support of graduate-level education programs either at NPS or another graduate school offering similar distance learning (DL) degree
programs.
• U.S. Citizenship desired with some experience working on Federal Government programs (Department of Defense) desired. Limited travel may be required in support of DL/Certificate programs.

The selected candidate will serve as the primary point of contact for respective state and local communities for planning, coordination, implementation and to provide technical assistance in the review, preparation and identification of priority mitigation projects.

In this position, you will become a key member of a team of Mitigation professionals. You will contribute significantly to the development of concepts, plans, policies and procedures for use by the agency in providing advice and assistance to designated customers.Typical work assignments include:
• providing technical assistance to local and regional government officials in the preparation and implementation of Flood Plain Management Regulations required for participation in the NFIP.
• administering the Community Assistance Program which includes training and monitoring state development and implementation of flood plain management and hazard mitigation programs.

QUALIFICATIONS REQUIRED:
You qualify for the GS-11 level (starting salary $61,245) if you possess:

A. One year of specialized experience at the GS-09 level that demonstrates experience assisting with negotiating and monitoring grant agreements with State and local governments; developing and/or reviewing local floodplain management ordinances; participating in or conducting public meetings and community assistance visits; and writing correspondence to senior officials.

AND

Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the GS-11 position:

SCOPE:
Point One has been tasked to provide assistance in developing processes and procedures designed to facilitate all-source intelligence analysis of the foreign threat picture in support of USCYBERCOM, its components, the USCYBERCOM staff and Commander. Point One maintains visibility of events occurring both within the U.S. government systems and internationally as directed to identify possible relationships to current and databased intelligence. Point One also provides assistance in developing the processes and procedures to facilitate all-source intelligence analysis support to United States Cyber Command (USCC) Commander, the USCC J2 staff and the USCC Components. Point One assists with long range planning and coordinate intelligence efforts within USCC, with STRATCOM Headquarters and with other Combatant Commands, with Defense Industrial Base partners, and with the Intelligence Community.

CLEARANCE REQUIREMENT:
Top Secret based on SSBI within past 5 yrs; current CI or FS poly strongly preferred

REQUIRED EXPERIENCE:
• Strong Intelligence Analytical Skills
• Strong experience in the cyber domain and defense of the Global Information Grid
• More specifically:
1. Network topologies such as WANs, LANs, and CANs—and the Internet (must understand these networks, what they consist of, and how they operate)
2. Must understand critical Infrastructures such as electrical power grids, telecommunications networks, POL, Lines of Communication (road, rail, etc), and the control systems (e.g., SCADA) that keep these infrastructures operating.
3. Experience working in military-related C4I such as Integrated Air Defense Systems (IADS).

SPECIFIC TASKS TO BE PERFORMED:
• Provide all-source analytical support to computer network operations (CNO) to include production of cyber related Intelligence Estimates, bulletins, and alerts.
• Produce special reports and assessments related to specific incidents and trends concerning threats to the GIG as required.
• Conduct strategic Indications and Warning (I&W) analysis to assist in predicting potential threats against the DoD GIG, USG networks, and US allies’ networks.
• Respond to the USCC J2 for threat identification of activity directed against DoD systems.
• Evaluate international events, all-source and open-source intelligence, and operational information to assist in the assessment of potential impacts to the DoD GIG and alert the USCC and parent command structure to potential network exploitation or attacks. Using these techniques and taking advantage of web-based research tools, will match potential threat candidates with the USCC J3 identified activity, produce reports and/or briefs, and make intelligence-derived recommendations to the J2/J3 for the defense of the affected network.
• Edit all reports and report formats for content and clarity as needed in support of USCC J2, USCC Phase I and II intelligence reporting.
• Develop and present in-depth intelligence briefings and presentations concerning nation-state and non-state actor capabilities and activities, specific actor profiles, and incidents affecting DoD communications networks.
• Assist in the management of daily intelligence reports and bulletins and web sites on the classified networks.
• Maintain communications as directed with intelligence representatives at USCC’s component commands, other Combatant Commands, parent command, Department of Homeland Security, National Infrastructure Protection Center (NIPC), NSA, CIA, DIA, Joint Staff J2/JCS, and other organizations as designated.


SPECIFIC REQUIREMENTS FOR JOURNEYMAN POSITION:
• Minimum 5-10 year’s experience with Collections Management in the area of HUMINT, GEOINT, CI, SIGINT, TechINT, MASINT, IMINT and OSINT.
• Demonstrated ability to research, review, edit, plan, prepare, integrate and publish extremely complex all-source computer network operations and national military intelligence studies, plans and/or products.
• Knowledge of and proficient in the use of Collections tools such as Coliseum and HOT-R.
• Experience with languages of the Middle East, Asia, South Asia, Eastern Europe or South America.
• Contractor must be able to analyze, prepare and coordinate intelligence assessments with a short suspense and with high-level attention and accuracy.
• Experience utilizing targeting tools such as modernized integrated data base (MIDB) and its interfaces Gemini, Morpheus and the Joint Targeting Toolbox (JIT).
• Experience utilizing search vehicles to include Intelink, M3, TAC, Anchory, WISE, CTKB and CT-AVRS.
• Ability to manage and coordinate responses to staff packages.
• Perform project management functions including developing timelines and deliverables and providing oral and written updates to Division Leadership.
• Desirable candidates must be able to identify significant trends within Cyber Network Operations and propose new or revised projects to alert decision makers to new developments as well as meet customer requirements.

District Stability Framework Trainer & Developer

Background:
The Afghanistan Stabilization Initiative (ASI) seeks to engage local community and government leaders to mitigate the effects of conflict and create space for longer term development projects. The program supports stabilization within communities by improving economic and social conditions while supporting the legitimacy and capacity of the Government of the Islamic Republic of Afghanistan to plan for and implement sustained, civilian led responses.

Purpose:
ASI-East employs the District Stability Framework (DSF) as a program management tool to identify sources of instability, devise programming to target the causes, implement activities, and monitor and evaluate program effectiveness. The DSF is now being rolled out for use by USAID field and U.S. military personnel throughout Afghanistan. This requires all users to be adequately trained in the use of the framework. The DSF developer and trainer is responsible for instructional design and improvement of the methodology and tools, evaluating and providing feedback on the correct application and incorporation of the DSF tools into grant proposals, and delivering training to USG staff and stability practitioners from programs and military units around Afghanistan. The position is a six month assignment, primarily based in Kabul, but with occasional travel to regional hubs around the country.

Objectives and Duties:
In partnership with the Office of Transition Initiatives (OTI) and the COIN Training Center – Afghanistan, participate in curriculum development and instruction on the DSF course.
Participate in or lead DSF working groups to ensure DSF continues meet the needs of ASI and the Afghanistan stability effort.
Review and provide feedback to Stability Working Groups at Platform, Battalion and Company level on DSF product books and application of the framework on the ground as needed. Prepare and deliver facilitated exercises with field practitioners.
Review and provide feedback on accurately identifying SOIs, developing sound, stability-focused activities and evaluating their impact.
Collect lessons learned from delivery of DSF Training at Camp Julien and in the field, and integrate those lessons learned into the Knowledge Management Team of ASI.

Qualifications:
Previous experience with COIN, civil-military operations, or program implementation in a conflict zone.
Demonstrated ability to develop and deliver training to a mixed civilian-military audience.
Sound understanding of the principles of Counterinsurgency and population-centric operations and the ability to give sound advice and constructive feedback to field staff.
Previous experience working in Afghanistan or Iraq highly sought.
University degree in any field

numbers. Assess filing requirements for state and local taxes and estimated

for filing proper tax returns which may include leading coordination of
Operations and /or other Corporate Departments to establish, maintain and
obtain on-going information needed for accurate tax filings and payments.
Will compile information to support tax audits, will research questions
concerning sales and use tax laws and responsible for follow up actions as
appropriate. Liaison with other AMSEC Corporate and Operations personnel,
to provide tax related guidance to assist with proper treatment of expenses
for tax, reporting and government accounting purposes. Coordinate/provide
corporate tax information as required to HII Corporate and/or external
service providers for the proper reporting/filing of corporate foreign
income.



Will work as part of the Finance Team and may assist or cross-train
with other team members to ensure the timely completion of required
assignments and special projects. Over-time hours (evenings, weekends,
and/or holidays) and schedule flexibility may be required to meet audit,
month, quarter and year end requirements. Proficiency in MicroSoft Office
applications required.

40. Supply Chain Analyst with Lean Six Sigma Experience (St. Louis, MO)

Position in St. Louis supporting a Business Process Management Effort by
United States Transportation Command to improve management control over a
worldwide distribution network. This position relies on a blend of supply
chain experience with six-sigma methodology. DoD transportation experiences
a plus but not required. This individual will support a small team implement
a transportation management tool to support movement of people and materiel
transitioning from the inbound strategic transportation leg through
transshipment node into a multi-modal outbound delivery schedule.

Requirements:

Bachelor degree At least 10 years of supply chain experience.

Candidate must reside in the St. Louis area.

Preferred Skills:

Demonstrated practical application (1 or more Black Belt project(s)) using
Lean and Six Sigma methodologies, preferably a six-sigma black belt.
Familiarity with supply chain optimization concepts and TMS configuration
from transshipment node to the ultimate customer.
