Position Overview -
Under the supervision of the Manager, this position is responsible for maintaining the property through professional maintenance practices, preventative maintenance and quality control while following all policies and procedures. You will be responsible for apartment turnovers, including painting, common area site repairs consisting of plumbing, electrical, emergency back up systems, hot water systems, carpentry and drywall repairs directly addressing all physical site needs including building interior, exterior and grounds. Knowledge of appliance repair (dishwasher, stove/oven, refrigerator, PTAC and HVAC) is helpful.
The Maintenance Technician is expected to operate effectively with a level of general supervision that enables him/her to participate in determining objectives and assist the Manager in budget adherence through cost and time saving suggestions regarding service operations, inventory control and ordering of supplies with proper authorization.

Job Duties -
►Under general supervision, performs all required general apartment and facilities maintenance and repairs at the property as assigned.

►Complete work orders promptly, efficiently, courteously and in accordance with established procedures.
►Perform all maintenance requests, including A/C and appliance within 3 days.
►Daily monitor of grounds and common areas of the building including laundry areas, hallways, activity room, trash rooms and building exterior.
►Preparation of vacant apartments for move-in, may include painting.
►Maintain curb appeal, keeping grounds & common areas free of trash/debris.
►Respond in a timely manner and perform on-call emergency service as required.
►Assist in monitoring maintenance inventory and supplies and related expenses and staying within budget.
►Provide recommendation to Manager as to any major capital improvements and outside contractual work needed.
►Make timely, relevant choices and judgments while delivering professional services to the staff and residents.
►Operate and maintain the property in a safe and superior condition by creating and maintaining a positive, stimulating and safe environment.
►Accomplish all tasks appropriately as assigned or requested.
►Conform to all safety rules and environmental issues and use all appropriate safety and personal protection equipment as required.
►Identify and communicate safety hazards to the Manager and comply with hazardous materials regulations.
►Proper use and storage of hand tools, power tools and equipment.
►Performing and maintaining a log of preventive maintenance program, as well as unit maintenance files (changing filters, checking smoke detectors, cleaning A/C coils, etc.)
►Maintain a professional appearance and demeanor
►Perform inspection in apartments with the manager on an annual basis.
►Report to Manager all tenants inquires and complaints, verify problems and take the necessary corrective action.
►Maintain the shop and storage areas in a clean, orderly, safe and secure fashion.
►Maintain an inventory control of all maintenance supplies and parts including appliances, equipment, furniture and blinds.
►Assist Manager in obtaining bids for contract work.
►Other duties as assigned.

Requirements for Maintenance Technician-
►A minimum of 2 years experience in multifamily maintenance or construction as a technician is preferred.
►High School Diploma or General Education Degree (GED)
►Ability to respond in a timely manner to after hour emergency services
►Ability to read & interpret technical (engineering, mechanical, electrical) drawings, blueprints and diagrams.
►Good organizational skills.
►Proven knowledge and application of code, laws and regulations pertaining to public buildings and fire including ADA.
►Ability to communicate effectively with residents, supervisor, and coworkers.
►Must be detail oriented, able to handle multiple projects simultaneously, extremely professional, and customer service oriented.
►Must be able to define problems, collect data, establish facts and draw valid conclusions.

The incumbent of this position reports to the Chief Information Officer (CIO), Mission Support Bureau, Federal Emergency Management Agency (FEMA). The Deputy Chief Information Officer in conjunction with the Chief Information Officer is responsible for the design, development, operation, maintenance and integration of a complete range of information systems for supporting FEMA programs in day-to-day and emergency operations. FEMA operates extensive information technology (IT) capabilities (day-to-day, emergency, fixed and mobile) including its own switched telecommunications and data networks, satellite systems, wireless systems and complex automated applications integral to FEMA program missions. Major Duties:

The incumbent serves as the Agency’s Deputy Chief Information Officer for FEMA. In conjunction with the CIO, has oversight responsibilities for all FEMA information systems from planning, budgeting, development, and operations in order to ensure compliance with the requirements of the Clinger-Cohen Act of 1996, Federal Information Security Management Act of 2002, President’s Management Agenda, Department of Homeland Security (DHS) Management Directives, and other regulatory requirements. The incumbent works closely with the Chief Financial Officer (CFO) and Chief Procurement Officer, and is responsible for participating in the coordination and integration of policies, guidelines, procedures and activities to ensure effective, efficient and economical information management planning, acquisition and management in support of FEMA mission and objectives.

Assists the CIO in the oversight of FEMA IT investments and system development activities. Leads development of FEMA agency-wide (enterprise) systems. Provides technical oversight and support to individual program office (program-centric) system development efforts. Responsible for the development and implementation of agency-wide IT project management procedures, tools, templates, activities, and infrastructure to align agency internal business practices with DHS regulations and policies. Negotiates with senior level officials to create buy-in for agency positions on key DHS policy initiatives. The Office of the Chief Information Officer has responsibility for design, operation, maintenance, and integration of information systems, which enables the FEMA Administrator/Deputy Administrator to carry out the Agency’s mission. The incumbent assists and acts for the CIO helping to ensure systems are operational and capable of providing the full range of information systems services to support FEMA programs for emergency operations, damage assessment, resource analysis, economic analysis, and population protection in natural and man-made disasters.

Assists the CIO, in centrally managing and guiding the development of new and improved systems from concept development through acquisition, test and implementation.

Fully assists the CIO in reviewing program goals, policy plans, resource needs, and in the allocation and effectiveness of resources. Recommends policies and activities to assure maximum information systems capabilities and application of state-of-the-art technology to satisfy FEMA operating system mission requirements.

Assists and, as necessary, acts for the CIO in developing his/her position on major issues arising within the Office of the CIO area of responsibility. Keeps abreast of FEMA/DHS programs, proposed policies, and planning issues, and keeps current on all program areas within the Office of the Chief Information Officer (OCIO)

Discusses products and/or services with customers to define project scope, skill-sets, requirements, and deliverables; develops, and provides input to project plans; implements project plans to meet objectives; manages project resources; implements and maintains quality assurance processes; takes corrective action when problems arise; gives presentations or briefings on all aspects of the project; participates in phased milestone reviews, and final project reviews; and manages the development and implementation of product release plans.

As a representative of the CIO and as directed, speaks authoritatively in meetings with the FEMA senior leadership, representatives of other government agencies, State and local officials, and other outside groups.

Provides direct executive leadership for major enterprise-wide development projects.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:

Qualifications:

As a minimum qualifications requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Each applicant is required to submit a comprehensive narrative statement on bond paper, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The narrative portion for the Technical Qualifications MUST NOT EXCEED 4 PAGES TOTAL.

The supplemental narrative statement for the Executive Core Qualifications should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. This evidence must include clear and concise examples that emphasize the applicant’s level of responsibilities, scope, and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts. QUALIFICATIONS REQUIRED:
You qualify for this position at the GS-14 level if you possess the following:
One full year of specialized experience. Specialized experience is described as experience serving as an advisor and subject matter expert on matters pertaining to the environment and its impact on operations; providing coordination and development on policy and strategic plans in the area of envoronmental protection; and leading and managing a diverse workforce.
Time-in-Grade Requirements for Federal employees: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

Position Description
The UAV mechanic's role is to service, repair, and overhaul aircraft and aircraft engines to ensure airworthiness: Repairs, replaces, and rebuilds aircraft structures, such as wings and fuselage, and functional components including surface controls, using hand tools and power tools.
