Standard Job Description Conducts technical analysis of product implementations, modifications and enhancements to product in accordance with specific customer specifications and implementations. Specific Job Description Applicant must have extensive knowledge and will be expected to perform troubleshooting, repair, maintenance, storage, and shipping for military tactical ground mobility vehicles to include but not limited to HMMWV, HEMET, PLS, 5 ton, 10 ton, MHE, and power generation. Individual must also be skilled in the troubleshooting, maintenance, repair, shipping, storage of an array of motorcycles, All Terrain Vehicles, and other “non-standard” ground mobility vehicle platforms. Maintains power assisted brake systems, wheel vehicle suspension systems, wheel vehicle wheel/hub assemblies, wheel vehicle mechanical (manual) steering systems, wheel vehicle hydraulic (power) steering systems, and wheel vehicle crane/ hoist /winch assemblies. supervises lesser skilled or experienced employees and provides technical guidance to the soldiers in the accomplishment of their duties. The physical requirements of this position are classified as heavy to very heavy; with the frequent or constant lifting in excess of 50 pounds and the occasional basis of a maximum of 100 pounds. The physical demands analysis and assessment of assigned and potential daily duties require extensive bending, stooping, and physical labor. Further, this position requires prolonged sitting posture during the operation of automation machinery. The physical demands classification and requirements of this position will be broken into six broad categories. Category one will be called Physical Capacity or Stamina in that the individual must possess the strength, stamina, agility, energy, muscular coordination, function and similar factors to perform the maximum efforts described over long continuous periods. Required skills Individual must have practical application knowledge on a wide spectrum of vehicle systems to include: Engine troubleshooting and repair, Transmission and Transfer Case troubleshooting and repair, Full Electrical schematic reading, application, and modification, suspension system repair and replacement, Power assisted steering repair, troubleshooting and replacement.

Desired skills Welding and other metal fabrication experience. Milling and machining experience. Auto-Cad manipulation techniques, Paint and protective coating knowledge. Required skills:

DUTIES AND RESPONSIBILITIES: Serves as the Marine and Family Programs Division (MF) Action Officer for legislative matters. Ensures timely service, oral and written response and appropriate representation to Capitol Hill on Marine Corps Quality of Life (QOL) legislative matters. Overseas legislative initiatives and proposed legislation to appropriate MF Branch points of contact for comment and drafts, Division comments or Service position on the items. When developing information, fully coordinates the issues with all stakeholders (Congressional Staffers, Sister Services and Department of Defense (DoD) Office of Legislative Affairs (OLA), as appropriate.

Identifies and analyzes MF Division legislative issues. Identifies other pertinent legislative issues and continues follow-up with MP Division and Marine Corps OLA as needed through both the Omnibus and Unified Legislation and Budgeting (ULB) processes, and National Defense Authorization Act (NDAA) processes.

Coordinates the gathering of information from all appropriate sources (internal and external to the Marine Corps) and prepares written testimony statements, drafts and coordinates witness statements for senior officials testifying before Congressional bodies. Develops MF Division testimony preparation books, Deputy Commandant, Manpower and Reserve Affairs (M&RA) preparation books, and other preparation materials for hearings dealing with QOL or other MCCS-related activities and programs. Coordinates Marine Corps Congressional testimony with that of other Service and DoD witnesses as required. Follows up and ensures that Questions For The Record (QFR) received from Congressional committees are accurately addressed in a timely manner.

Develops and conducts legislative affairs related training for MF staff and MCCS field personnel as required.

Conducts and organizes analytical studies to ensure functional needs are met for responses. Makes recommendations on corrective actions and follows up to prepare final documents and reports. Collects, verifies and adjusts data from diverse sources and performs qualitative analysis manually, and through automated systems.

Evaluates quantitative results and consults with subject matter experts to identify significant factors, relationships and trends to produce accurate and meaningful data. Conducts presentations using a variety of techniques and methods. Recommends alternative courses of action, and future strategies to support MF goals and objectives.

Serves as a subject matter expert and direct advisor to senior leaders in the organization for legislative affairs. Plans, organizes work, manages internal procedures and pursues action to ensure maximum productivity and economies. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Oversees maintenance and enforcement of the security of resources to minimize the potential for fraud, waste and abuse.

May work a fluctuating work schedule to complete work assignments outside of the typical workweek and work hours. May travel to complete work assignments, and conduct or attend conferences and meetings.

QUALIFICATIONS REQUIREMENTS: Bachelor’s degree in a related field appropriate to the work of the position AND four years of experience that demonstrates the skill and ability to communicate effectively orally and in writing to address legislative affairs for a large, diverse organization, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above. Knowledge of the federal legislative and budget process. Skill to: receive and address sensitive inquiries that demand substantial response, under specific time constraints, to apply analytical techniques and interpersonal skills to determine the needs and desires of MF Division audiences and deal effectively with various groups, to develop and implement communication plans to address complex requirements of a multidisciplinary program. Skill to conduct and organize portions of analytical studies and analyses to ensure functional needs are met for programs and services, make recommendations on corrective actions and follow up to prepare final documents and reports. Skill to collect, verify and adjust data from diverse sources and perform qualitative analysis manually, and through automated systems.

Job Description

The Health Care Service Support – Iraq Program Manager establishes a clinically safe and professionally managed healthcare environment and provides primary health care as well as resuscitative surgical care in accordance with U.S. or equivalent medical standards on a 24-hour basis, 365 days of the year to Chief of Mission (COM) personnel U.S. Embassy Baghdad, serving a population of approximately 14,000 adults.

SCOPE: The Anesthesiologist reports to the HCSS-Iraq Program Manager and will be clinically supervised by the site medical director. The Anesthesiologist will be assigned to treat patients in one of two settings: (1) Small medical/trauma hospitals, (2) Large medical/trauma hospital.

The Anesthesiologist will administer anesthetics to patients undergoing medical, dental, and surgical procedures. Duties will include getting supplies and equipment ready for procedures, studying and interpreting pre-surgical tests to determine how the anesthetic will affect the patient, and assuring that an adequate blood supply is on hand in case of an emergency.

In addition to administering the prescribed anesthetic, the Anesthesiologist will monitor the patient’s vital signs and communicate the information to the physicians. SCOPE:
The Health Systems Administrator/Logistician (HSA/L) receives authority from, and reports directly to the Health Care Service Support – Iraq PM.
The HSA/L is responsible for assigned aspects of CHS service delivery objectives for the contract to provide Health Services Support to U.S. personnel, contractors, and authorized foreign nationals in Iraq. • Coordinate all ground convoy operations with ISAF and Afghan military/police organizations to successfully complete convoys while ensuring the safety of Black & Veatch assets, i.e. equipment throughout Afghanistan in general and in particular Kandahar and Helmand Provinces.
• Coordinate demining/UXO operations with ISAF, UN and Afghan military/police organizations. Oversee subcontractors to successfully demine locations critical to the B&V power projects in Afghanistan. Ensure the safety of Black & Veatch assets, i.e. property in various locations throughout Kandahar and Helmand Provinces in Afghanistan.

Principal Duties and Responsibilities

**This position is located in Kandahar, Afghanistan**

• Responsible for coordination of safe ground movement of Black & Veatch assets to include logistics movements
• Coordinate with military, police and civilian vendors to arrange for safe and secure convoy operations
• Work with procurement professionals to ensure equipment and supplies are moved by ground in safe and serviceable vehicles
• Prepare and build convoys and deploy secured convoys.
• Disseminate security bulletins, prepare convoy debrief reports and prepare secure convoy deployment records
• Maintain and file up-to-date status reports from contractors, attend meetings with contractors and attend ad hoc meetings with ISAF and Afghan military/police as required
• Develop convoy related protocols for the project and modify them as necessary
• Monitor the quality, quantity cost and efficiency of the movement of goods
• Analyze data to monitor performance and plan improvements
• Allocate and manage staff resources according to changing needs
• Coordinate with ISAF and Afghan military/police organizations to ensure safe ground movement relative to demining/UXO potential incidents
• Train professionals in determining what might be improvised explosive devices and UXO, how to react and who to contact
• Support the Country Security Manager as required
• Perform special projects as needed and other duties as required
Minimum Qualifications
• One to three years of convoy operations management in hostile environments in Afghanistan, specifically Kandahar and Helmand Provinces, or in Iraq
• Thorough knowledge of convoy security related duties, issues and tracking systems
• Able to exercise sound judgment and make decisions independently
• Superior communications skills and instant credibility as this position requires interface with individuals from different backgrounds, nationalities and religions
• Computer literacy at a high level for development and maintenance of movement related records
• Extremely flexible with the ability to cope with stressful situations
• English language speaking capability at a native speaker level

WORK ENVIRONMENT: FEMA Headquarter in Washington, D.C. is the designated duty station. However, extensive travel to Joint Field Offices (JFOs) and other field locations in support of Federal Coordinating Officers and senior staff responding to Presidential Major Disaster and Emergency Declarations will be required. Most time worked in fulfillment of this position will not be at FEMA Headquarters but deployed to field locations. The incumbent normally works in a government office and from time to time in court and hearing rooms, but may include all-hazards disaster environments and related adverse working conditions.
