1. Position: CBRN Instructor/Subject Matter Expert (Worldwide)
Background: DOS seeks to develop and implement a Chemical/Biological/Radiological/Nuclear (C/B/R/N) Countermeasure Program to counter threats against U.S. Embassies and Domestic personnel, and facilities worldwide. The intent of the program is to create a CBRN response capability internal to the Embassy or Consulate in order to assist DOS management and security personnel in a life safety response to a CBRN attack. To accomplish this mission, the WMD program provides comprehensive CBRN awareness and operational response training to all overseas Embassies and Consulates on a biannual rotation and manages the selection, procurement and deployment of protection, detection and decontamination equipment for these facilities. The contract personnel provided will operate in both overseas and domestic venues providing equipment and training to personnel at their respective locations.
Job Description:
Must have experience in performing perform the following services:
• Conducting assessments of overseas and domestic facilities for CBRN vulnerabilities and can provide detail findings in a stipulated report format.
• Developing response capability to assist missions/facilities for both pre-and-post attack activities.
• Inspection of equipment for serviceability and coordination of the subsequent repair or replacement if necessary.
• Coordinate with host country emergency response assets to identify core capabilities/ competencies and enhance coordination of future emergency response actions.
• Provide CBRN information and response reach back capability to overseas posts.
• Develop/revise training courses to meet program needs, to include the development of course outlines, lesson plans, training/instructor guides, training schedules, trainee reference manuals and pamphlets and other training material.
• Create and deliver diversified CBRN briefings and training courses ranging from general awareness and preparedness briefings for new employees, and new ambassadors/deputy chiefs of mission to in depth, hands-on instruction for security professionals and mission personnel dealing with specific CBRN countermeasures, equipment and procedures.
• Train Volunteer First Responders, Local Guard force personnel, Marine Security Guards, CBRN Incident Management, Mail Screening Operations, CBRN Escape Respirator Usage and other training appropriate to the overall mission.
• Travel, as required, to conduct DOS directed work, both domestically and overseas.
• Assist, as necessary, in the selection and evaluation of new CBRN equipment, technologies and operational procedures for potential implementation at overseas facilities.
• Assist in the continuing evaluation of the training program and provide recommendations for improvement, as appropriate.
• Maintain technical competency related to CBRN countermeasures for Instructors, Senior Instructors, Regional Training Coordinators and staff as specified by program management.
Qualifications:
Must have documented training and relevant experience in CBRN related military or civilian law enforcement or homeland security programs.

Minimum Qualifications:
This is a senior position. We are looking for retired 04-06;CW3/4/5;CSM. The candidate must have extensive knowledge of HUMINT and practical expertise running HUMINT operations at the tactical to strategic level.
Candidate must meet all physical, medical and other requirements for overseas deployment in accordance with current DoD regulations. Must possess a fitness level appropriate to performing work in a field environment and current medical exam completed within the past 12 months. Must have been tested and present proof of a negative HIV test result performed within six months of deployment. In this position you will facilitate various residential and student services activities. Typical work assignments include:
• Assists in managing over 400 dormitory rooms in five buildings at NETC which includes maintaining the housing inventory, coordinating housing availability with housing demand, and assigning housing for all students, contractors, guests, and special groups.
• Assists with the check-in process for housing which includes taking pictures and issuing photo identification badges, issuing parking permits for guests utilizing motor vehicles, collecting money from individuals required to pay for lodging, issuing room keys and campus maps, and collecting student stipend reimbursement information including making copies of airline tickets or collecting mileage statement. Collects stipend packages making sure they are complete and, if not, initiates requests for additional documentation.
• Initiates work orders to correct maintenance problems in dormitory such as heat, water, or electricity. Coordinates requests for special transportation with other staff.

The Health Care Service Support – Iraq Program Manager establishes a clinically safe and professionally managed healthcare environment and provides primary health care as well as resuscitative surgical care in accordance with U.S. or equivalent medical standards on a 24-hour basis, 365 days of the year to Chief of Mission (COM) personnel U.S. Embassy Baghdad, serving a population of approximately 14,000 adults.
OTHER DUTIES:
•All Health Care Providers (HCPs) will document care delivered and follow up care required.
•Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
OTHER REQUIREMENTS:
A Physician (General Medical Officer) will require a favorably adjudicated Moderate Risk Public Trust (MRPT) investigation conducted by the Department of State, Bureau of Diplomatic Security.
Each Physician (General Medical Officer) will sign a CHS HCSS-I Foreign Service Agreement (FSA) and is bound to the terms and conditions of the FSA.
Maintain the highest regard for patient dignity and observe the precepts of the American Hospital Associations Bill of Rights for patients.
Normal work week is established by the DoS Chief of Mission.
Non-U.S. citizen assignments under this contract in Iraq must undergo, and favorably pass, an Investigation conducted by the Iraq Embassy Regional Security Office (RSO). This background investigation will be conducted by the RSO’s FSNI (Foreign Service National Investigator).

Responsibilities and Deliverables:
Subject Matter Expert (SME) will assist in the development of the Assistant Ministry of Defense, Strategic Analysis Directorate.
SME will provide expertise on analysis and fusion of information in order to provide the Defense Minister and national leadership with strategic national level intelligence needed to achieve national level objectives and implement the national military strategy.
SME will focus on improved analysis and production management and skills for all Strategic Analysis Directorate sections; human Intelligence, signals intelligence, opens source, extremism, terrorism, narcotics, corruption and technology.
SME will assist the Strategic Analysis Directorate with training, development of key management concepts, analysis management, leadership, and intelligence sharing practices.
SME will assist the Strategic Analysis Directorate to conduct analysis of intelligence information, produce intelligence reports and disseminate intelligence products.
o Advise and assist the Strategic Analysis Directorate on the development, production and dissemination of strategic level intelligence for the Defense Minister and national leadership.
o Advise and assist the Strategic Analysis Directorate on the preparation and briefing of strategic intelligence products, to focus on predictive analysis, intelligence estimates and reports.
o Assist in the coordination, planning and execution of semi-annual predictive analysis seminars focusing on national level strategic topics.
o Assist in the research, development, and collection management of strategic level intelligence.
o Identify systemic problems within the Directorate and resolve problems through the use of training seminars and briefings.
o Assist in the development and implementation of a Strategic Intelligence Requirement format to collection information of importance to the Strategic Analysis Directorate. Assist in the establishment of national level priority intelligence requirements.
Assist in the coordination and synchronization of intelligence liaisons with MOI, NDS, Coalition and the NSC.
Minimum Qualifications:
This is a mid-level position. We are seeking former O3/O4, CW2/3/4, E7/8/9 with extensive intelligence analysis background preferably at the Strategic / National level.

Duties and Responsibilities: Under general supervision, in company garage or in the field, this position performs minor preventive maintenance services on automotive and other power driven equipment. Principal duties and responsibilities:
1. Instructs and plans the instructional efforts for all assigned flight related subjects for the applicable aircraft in accordance with the Commander’s Aircrew Training Program.
2. Yesterday President Barack Obama announced several new initiatives to help Veterans translate their military skills for the civilian workforce and provide Veterans with new tools to aid their search for jobs.
• The new Veterans Job Bank connects unemployed Veterans to job openings with companies that want to hire them. The Obama Administration partnered with leading job search companies to create a new, easy to use online service that enables employers to “tag” job postings for Veterans. It launched with more than 500,000 job listings, a number that will continue growing as more companies tag the job postings on their own websites and add them to the Veterans Job Bank.
• My Next Move for Veterans is an easy-to-use online tool created by the Department of Labor that allows Veterans to enter information about their experience and skills in the field, and match it with civilian careers that put that experience to use. The site also includes information about salaries, apprenticeships, and other related education and training programs.
• The Veteran Gold Card provides post-9/11 Veterans with extra support as they transition out of the military. Once a Veteran has downloaded the Veteran Gold Card, he or she can access six months of personalized case management, assessments and counseling at the roughly 3,000 One-Stop Career Centers located across the country.
Leading veterans’ organizations also joined President Obama at the White House to announce their support for the Returning Heroes and Wounded Warrior Tax Credits, two provisions in the American Jobs Act Congress is scheduled to consider that will help create jobs and strengthen the economy. The Returning Heroes Tax Credit provides firms that hire unemployed Veterans with a maximum credit of $5,600 per Veteran, while the Wounded Warriors Tax Credit offers firms that hire Veterans with service-connected disabilities with a maximum credit of $9,600 per Veteran.

TekPartners Government Solutions is looking for a Lead Signal Analyst to support an IC program in the Chantilly, VA area.
POSITION SUMMARY:
To support critical analysis of audio, video, and imagery, TekPartners GS seeks an engineer/scientist with a proven track record of researching, developing, and deploying the latest digital signal processing technologies.
PRIMARY RESPONSIBILITIES:
Works on complex problems to support advanced Audio, Video, and Image exploitation techniques. Researches, designs and develops novel audio, video, and image processing algorithms. Develops requirements and system architectures and integrates audio and image processing systems. Designs, develops and analyzes systems for the extraction of information from audio, video, and image sensors with emphasis on DSP. Regularly interacts with senior management and customers on matters concerning audio, video, and image processing efforts and transition planning.
MINIMUM REQUIRED QUALIFICATIONS:
•Bachelor's degree in Computer Science, Mathematics, Physics, Computer Engineering, or related field and 4+ years of related experience.
•Over three years of experience in all of the following is required: developing parsers and software scripts for detecting and extracting signatures from signals; performing processing on audio, video, and imagery; and technical forensic analysis of audio, video, and imagery.
•A demonstrated ability to learn and operate a variety of data analysis and forensic analysis software tools is required.
•Most importantly, an entrepreneurial, motivated, self-starter attitude is required.
•Must possess a TS/SCI Clearance and be able to obtain a TS/SCI with Lifestyle Polygraph clearance.
ADDITIONAL DESIRED QUALIFICATIONS:
•Experience in advanced statistical signal processing.
•Experience with implementation of signal processing algorithms on advanced computer architectures using MATLAB, XMIDAS and/or C/C++.
•Strong analytical skills in the areas of adaptive filter theory, spectral estimation, detection and estimation theory, linear algebra, and/or stochastic processes.
