Duties and Responsibilities: Provide full-time on-site support to the JCS/Joint Staff through the FORSCOM Joint Interoperability Division staff for operating and maintaining a JTIDS Network Design Library (JNDL), and providing JTIDS training materials and configuration management. Specific duties include the following:

• Develop JTIDS/MIDS network design and utilization procedures that optimize support to the Warfighter in exercise and contingency operations.
• Author point papers and issue papers for the Joint Staff, FORSCOM, and JFCOM on JTIDS/MIDS utilization issues, as required.
• Provide expertise in the development of JTIDS/MIDS networks to meet operational contingency plans and training exercise requirements.
• Act as a FORSCOM technical expert for the identification and resolution of JTIDS/MIDS connectivity issues.
• Provide JTIDS/MIDS advice to the Joint Staff to ensure compliance with national directives, instructions, and restrictions.
• Periodically serve in a 24-hour on-call status for worldwide contingency tasking, and provide in-theater C4I interface design technical support to Combatant Commanders for exercises, contingencies, and testing, if required.
• Conduct C4I system interface network design and requirements analysis; coordinate JTIDS communication system architectures for theater Combatant Commands; and support JTIDS network integration and verification initiatives.
• Preparing, organize and conduct technical review meetings to establish priorities and resolve network design deficiencies, and review and maintain Joint and Combined Network Design Guides.
• Acquiring and assemble JTIDS course references and training materials.
• Update and maintain a database consisting of all Service JTIDS network designs.
• Assist the JNDL staff with planning, developing, managing, and instructing training courseware for JTIDS courses. Assist the JMTS in instructing joint curriculum and assist military instructors with development, revision, and maintenance of JMTS course materials pertaining to JTIDS instruction.
• Assist the JNDL staff with maintaining and updating a JTIDS curriculum configuration management plan to facilitate maintenance of JTIDS materials in the JNDL and JMTS.
• Instruct JTIDS course material for the JTIDS courses. Author lesson plans, instructor plans, student workbooks, practical exercises, student guides, examinations, and other JTIDS-specific courseware materials, as directed by the government.
• Assist the JNDL staff with preparing, managing, and evaluating JTIDS courses end-of-course critiques, which support proposed changes to course conduct or materials; assist with curriculum revisions, courseware development, and multimedia enhancements for the JTIDS courses.
• Assist the JNDL/JMTS staffs with modernizing classroom techniques, to export JTIDS courses to the widest Joint service audience or student population.
• Assist the JNDL staff with maintaining an inventory of JTIDS courseware and training materials and a database of JTIDS course material providers and recipients.
• Develop networking solutions for the Joint Interoperability Division, to include connectivity with Internet, electronic classroom, and staff in a multi-platform environment.
• Update and maintain a JTIDS network design configuration management plan to facilitate operations and maintenance of JTIDS network designs.
• Act as backup System and Operational Database (Oracle, etc) Database Administrator.
• Assisting Operations Support Branch in Sub Working Groups as a technical expert and administrative assistant.


Education and Training Requirements:
• B.S. or B.A. degree or training in Joint operations at military Staff College level.
• Must have instructed service technical course on the subject of JTIDS operational networks.
• Three years of experience in a Joint assignment may be substituted for staff college training.

Experience Requirements:
• Extensive experience in JTAO data link interoperability doctrine, tactics, techniques, procedures, and training, with emphasis and experience in JTIDS network design and operations.
• Minimum of three years of experience with Service, Joint, or combined data link interoperability exercises and training, preferably as an instructor or instructor/supervisor.
• Extensive experience in curriculum development, formal classroom instruction, and use of ADP hardware and software as it relates to JTIDS network design and operations.
• Experience required in computer configuration control management procedures.
• Experience with JTIDS data link interoperability training may be with the military, Government, or Government contractor programs.

Serve as the RAVEN Mission Rehearsal Exercise (MRX) Operations Effects Planner. Perform duties as the senior consultant to the Exercise Director on matters relating to Village Stability Operations, interagency integration, tribal dynamics, human terrain mapping, and associated scenario support. Specific tasks include the following:
• Coordinate and manage the efforts of the RAVEN Effects Cell during exercise execution. Members of the Effects Cell include the Information Operations (IO) SME, Military Information Support Operations (MISO) SME, Civil Affairs (CA) SME, Public Affairs (PA) SME, Department of State (DOS) SME, U.S. Department of Agriculture (USDA) SME, U.S. Agency for International Development (USAID), Tribal Dynamics SME, District Stability Framework (DSF) SME, and the District Augmentation Team (DAT) SME.
• Advocate/represent equities in the following areas: IO, MISO, CA, PA, DOS, USDA, USAID, Tribal Dynamics, DSF, and DAT.
o Ensure SME participation in the MRX is secured.
o Learn about pertinent issues (as they apply to the MARSOC mission in Afghanistan or immerging missions) with regards to the fields/organizations shown above that should be reflected in the MRX.

o Cultivate a sense of teamwork among the members of the Effects Cell prior to and during the execution of the MRX.

Qualifications:
• Minimum of 5 years experience as a as an Operations Effects Planner, Intelligence Officer, Target Information Officer, or Target Intelligence Officer.
• Well versed in current SOF doctrine and SOF TTPs.
• Working knowledge of Combined Information Data Network Exchange (CIDNE), Joint Automated Deep Operations Coordination System. Minimum Qualifications

Review aircraft, vehicle, equipment and explosive mishap reports, and evaluate for applicability. Oversee the aircraft weight and balance program. Conduct safety inspections, training and drills. Inspect incoming material and modification kits for compliance with the purchase order or contract standard requirements, quantity and condition. (see attached sheet for further information).

Must demonstrate a thorough knowledge of general quality inspection procedures, maintenance forms, records, reporting system and management thereof. Must have knowledge of the scopes and limitations of various categories of maintenance and their application to the contract unit. Must be capable of reading, interpreting and using complex blueprints, schematic diagrams and data tables. Must be able to perform complete technical inspection of contract units and be able to determine that completed repairs comply with standards described in applicable publications. Must be able to instruct and demonstrate correct maintenance techniques and procedures to subordinates. Must have exceptional computer skills and familiarity with the Microsoft Office Suite of programs (Word, Excel, Access, Powerpoint, etc.). Excellent communications skills at all levels are a must.
