The incumbent serves as a civil engineer in the RISK Analysis Branch, Mitigation Division, of the Federal Emergency Management Agency Region V Chicago, IL. The incumbent functions as the technically responsible specialist for a broad range of engineering studies and revisions necessary to determine the risk and probable extent of flood and other natural hazards.

Specific Duties:
The incumbent reviews proposed complex contracts between FEMA and public and private contractors. Reviews proposed contract amendments by contractors to assure justification for such amendments. Assures compliance with FEMA and Federal Insurance Administration procedures and requirements. Reviews, evaluates, and monitors highly technical work performed by private engineering consultants and other Federal Agencies conducting hazard analyses. Review activity as concentrated upon structural and hydraulic engineering study elements. Evaluation and review of these procedures require breadth of knowledge, depth and experience and sound engineering judgments.
The incumbent maintains knowledge of computer programs and procedures available for accomplishing hydrology studies and hydraulic engineering problems. Coordinates response to map revision petitions in consultation with the Floodplain Management and Insurance Branch, determining whether data submitted to represent development will demonstrate compliance with NFIP mapping standards and minimum federal and state standards for floodplain management (model building codes and code compliance), and assisting in the development and communication of remediation options where necessary. The incumbent coordinates with Federal agencies, State agencies, and private engineering firms to ensure uniformity of hydraulic, hydrologic and structural data between adjacent flood-prone areas for which flood insurance studies are being conducted. Seeks input from study contractors on the utilization of appropriate technical procedures, and oversees resolution where usually difficult conditions exist of precedent procedures and guidelines are unavailable.

OR
• Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2)include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

• Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
o Professional registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. • Provides executive leadership over the formulation, presentation, and execution of the FEMA budget.

As a minimum qualifications requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.
Each applicant is required to submit a comprehensive narrative statement on bond paper, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. QUALIFICATIONS:
Education and Certifications:
- CISSP or CAP
- Certificate of training in relevant Computing Environment
- Certified Ethical Hacker certification not required but would be a strong plus
Background Needed and Years of Experience:
- 2 years or more in Information Assurance / Information Security
Technical Skills (Must have):
- Broad experience with Information Assurance / Information Security principles
Technical Skills (Preferred, but not required):
- Understanding of boundary protection (Firewall / Proxy / IDS) and layered defense approach
- Familiarity with non-Windows operating systems (Solaris, BSD, Linux platforms)
- Host Based security and Anti-Virus knowledge
- Experience with vulnerability scanning software (Nessus) and configuration validation
- System hardening strategies for Windows Servers (2003 and 2008) and Windows 7
Non-Technical Skills:
- Ability to read and write critically
