This position is responsible for the administration, leadership and management of all Department of Community

housing construction and rehabilitation, Community Development Block Grant and HOME programs, Capital
Improvement Programming, property maintenance, building inspection and code enforcement. The Director works

REQUIREMENTS
Training and Experience:
• Bachelor's degree in planning, public administration, engineering or related field from an accredited college
or university.
• Master's degree is desirable.
• Ten (10) years of progressively responsible experience, of which five (5) years are supervisory, or
a combination of education and experience that provides equivalent knowledge, skills and abilities.
• Possession of a valid driver's license and a good driving record.
• May be required to provide vehicle for use on the job.
Required Knowledge, Skills and Abilities:
• Knowledge of the principles and practices of planning, zoning, development, redevelopment, housing,
construction and maintenance; familiarity with land economics, urban design, municipal finance and other
related subjects as applied to community development.

• Applies in-depth understanding of both the supported units operational requirements as well as JIEDDO capabilities in order to identify exploitable vulnerabilities of targeted enemy organizations.
• Ensures all SOF requests for JIEDDO support are fully coordinated with other JIEDDO deployed assets and the JIEDDO.
• Ensures SOF assets are kept abreast of all current and emerging JIEDDO processes, methodologies, and Tactics, Techniques & Procedures (TTP) for attacking networks that utilize IEDs.
• Provides advice to SOF Commanders and their staff on how to best integrate JIEDDO capabilities into their ongoing operations and analytical efforts.
Education –

• The primary purpose of this position is to provide technical expertise to maintain and certify Air Traffic Control and Landing Systems (ATCALS).
• Certifies all assigned systems and sub-systems to ensure compliance with USAF and Federal Aviation Administration (FAA) established standards and safety requirements.
• Determines when equipment malfunctions warrant shutdown of various systems.
• Provides technical guidance, training, and assistance to other technicians and conducts on-the-job (OJT) training to apprentices in all phases of work.
• Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.

Specialized experience must include knowledge of a wide range of electronic principles and practices, operating parameters, capabilities, and limitations of electronic systems associated with air traffic control and weather radar equipment; and of systems and component design, capabilities, configurations, limitations, and functional operation; and of various types of electronics logic.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Digital Airport Surveillance (DASR, AN/GPN-30); Standard Terminal Automated Replacement System (STARS, AN/FSQ-204); Next Generation Weather Radar System (NEXRAD, WSR-88D) with Principle User Processor (PUP); Air Traffic Control remoting capabilities to outlying FAA facilities; Flight Service Automation System (FSAS) or Flight Data Systems (FDS); Mono-pulse Secondary Surveillance Radar, (MSSR); and other various associated equipment.
2. Knowledge of a wide range of electrical principles and practices, operating parameters, capabilities, and limitations of electronic systems associated with air traffic control and weather radar equipment; and of systems and component design, capabilities, configurations, limitations, and functional operation; and of various types of electronics logic.
3. Knowledge of safety regulations, procedures, and practices.
4. Skill in the interpretation of technical data such as drawings, schematics, blueprints, and specifications of complete electronic systems; in analyzing problems in integrated/interfacing systems involving numerous complex circuits; and in using complex electronic and electromechanical test and measuring equipment using integrated test functions for different purposes.
5. Ability to modify standard procedures, adapt equipment or techniques, and make departures from previous approaches to solve technical problems or improve system performance for highly complex electronic systems; to trace electronics logic from one system to another; and to establish and maintain effective working relationships to represent the organization in a professional manner.
6. Ability to use computer terminals to enter and extract data to maintain records and document actions. Knowledge of computer operating systems programs, e.g. Unix, Linux, Sun Solaris; network types; network topologies; transport devices e.g. hubs, routers, switches; and data communications equipment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

2. Work may require travel away from normal duty station on military or commercial aircraft.
3. Shift work and/or overtime may be required.
4. May be required to work an uncommon tour of duty.
5. Employee must be certified through the ATCALS Maintenance Standards Evaluation Program (MSEP) and maintain certification on an annual basis.
6. May be required CPR certification and may need eye examination for color blindness.
