Collection and Analysis Subject Matter Expert (SME)
Background:
Contractor Team shall provide strategic direction, develop, train, and advise the Ministry of Defense MoD Intelligence and GSG2 Staff, the Department for Intelligence Policy, the Intelligence Training Center (ITC), and the Defense Security Service (DSS) in the following functional areas: Staff Development, All Source Intelligence, HUMINT, CI, SIGINT, Information Management and Intelligence Requirements, DSS, and GEOINT.
Responsibilities and Deliverables:
Ensure and assist in the development of MoD Intelligence and GSG2 analytical capabilities and collection management functions.
Assist in the development of MoD Intelligence and ANA intelligence analysts to produce all source intelligence products to support the strategic, operational, and tactical requirements of MoD Intelligence and the GSG2.
Assist the development of MoD Intelligence and ANA Collection Managers to:
o Receive, analyze, and prioritize requirements for collection.
o Determine resource availability and capability.
o Task resources.
o Evaluate reporting.
o Update collection planning.
o Establish or standardize a requirement system and serial format.
o Establish or standardize requirement formats.
Advise and mentor ANA personnel serving in Collection and Requirement Management positions.
Coordinate with Communications Architecture Specialist to develop a requirements and analytical products database and user interface to distribute requirements and analytical products across ANSF.
Minimum Qualifications:
This is a mid to senior level mentoring / advising position. The ideal candidate will have a strong background in HUMINT collection and analysis. We are looking for a former military Major; CW3/4; E8 / E9 or government civilian equivalent.
Candidate must meet all physical, medical and other requirements for overseas deployment in accordance with current DoD regulations. Must possess a fitness level appropriate to performing work in a field environment and current medical exam completed within the past 12 months. Must have been tested and present proof of a negative HIV test result performed within six months of deployment. Dental and medical readiness must be up to date and candidate must maintain a current US Passport.
Must have current SECRET Level Security Clearance (Previously granted and never revoked or suspended).

Description
Job Summary
The Mechanic, Fixed Wing B1900 services, repairs and overhauls fixed wing aircraft and aircraft subsystems to ensure airworthiness. Uses technical data to troubleshoot malfunctioning systems and repairs or replaces faulty components. Operationally checks repaired or modified systems for proper operation. Performs quality maintenance on fixed wing aircraft in accordance with (IAW) Federal Aviation Regulations (FAR’s), Original Equipment Manufacturers or military technical orders as specified in the Statement of Work Instructions. Able to work alone at remote locations to keep aircraft flyable.
Principal Accountabilities
• Services and repairs aircraft and aircraft engines to ensure airworthiness
• Repairs and replaces aircraft structures, such as wings and fuselage, and functional components including rigging, surface controls, and plumbing and hydraulic units, using hand tools, power tools, machines, and associated equipment
• Reads and interprets manufacturers' and maintenance manuals, service bulletins, and other specifications to determine feasibility and method of repairing or replacing malfunctioning or damaged components
• Examines engines for oil leaks, and listens to operating engine to detect and diagnose malfunctions. Inspects turbine blades to detect cracks or breaks
• Tests engine operation, using troubleshooting procedures and diagnostic test equipment, to identify source of malfunction
• Replaces or repairs worn or damaged components using hand tools, gauges, and test equipment
• Removes and installs engine from aircraft
• Disassembles and inspects parts for wear, warping, or other defects
• Repairs or replaces defective engine parts and reassembles and installs engine in aircraft
• Adjusts, repairs, or replaces electrical wiring system and aircraft accessories
• Performs miscellaneous duties to service aircraft, including flushing crankcase, cleaning screens, greasing moving parts, and checking brakes
• May service engines and airframe components at line station making repairs, short of overhaul, required to keep aircraft in safe operating condition
• May specialize in work, repair and modification of structural, precision, functional spare parts, assemblies or engine repair
• Other duties as may be required
Knowledge & Skills
• Must have a valid FAA Airframe and Power Plant (A&P) Mechanics License
• Must be familiar with The Army Maintenance Management System and the Air Wing Information System (and willing to learn to become proficient in all aspects of same)
• Completion of formal maintenance training on assigned aircraft is desired
• The ability to read, write, and interpret technical duties is required
• Possess a current US Passport or the ability to obtain one before assignment
• Possess, or ability to obtain DoS Moderate Risk Public Trust (MRPT) is a condition of continued employment; full Background Investigation through Host Nation US Embassy if FN/TCN
Experience & Education
• Minimum of five (5) years aircraft mechanic experience on Beech 1900 fixed wing or equivalent aircraft
• Must have worked full-time in aviation maintenance for the past twelve (12) months and have at least six (6) months of flight line and overhaul & inspection experience

Job Summary
The Technical Advisor, GEOINT Manager provides oversight and supervision of the Reconnaissance and Analysis (R&A) Department. Ensures accurate, timely calculation and delivery of eradication reports and internal illicit crop estimates. Conducts or coordinates briefings on R&A capabilities, technology, program status and accomplishments. Determines collection activities and priorities for GEOINT platforms and other imagery sources. Conducts occasional operational reviews of down range sites. Performs other duties as assigned by the Director of Operations.
Principal Accountabilities
• Assists INL, NAS, PNC, COLAR, and Operations personnel in Bogota as required with available imagery, maps, and planning data
• Supervises the Operations planners and Camera operators by assigning resources to tasks within the GEOINT section
• Coordinates and directs GEOINT assignments with mission planners at the Forward Operating Location (FOL)
• Ensures that all DEL NORTE data from the FOL’s is correctly managed and stored and transferred to PSD weekly
• Prepares eradication reports as requested by the USG
• Ensures that all-necessary data and up-to-date geo-spatial records are maintained and provided to the mission planners for planning aerial eradication missions
• Maintains maintain property accountability of all equipment owned by the Department of State and DynCorp that are assigned to his / her department
• The responsibility level includes accountability of sensitive items, oversight, communicates discrepancies, 100% accountability of property assigned and ensures subordinates are properly trained
• Utilizes GIS software programs to render queries concerning aerial eradication missions and spatial data modeling
• Provides softcopy and hardcopy, maps presentations and briefings as required
• Conducts geo-spatial data analysis, which might include but not limited to vegetation and infrastructure analysis and historical research

Knowledge & Skills
• Must have thorough knowledge Arcview, ArcGis, ArcSERVER, and other GIS software applications
• Spanish language level II is required
• Occasional travel and continued education/training will be required
• Possess, or ability to obtain and maintain a DoD Secret Security Clearance is a condition of continued employment

You qualify for this position at the GS-13 level if you possess one of the following:
One full year of specialized experience at or equivalent to the GS-12 level. Specialized experience is described as experience as a trainer/teacher for an organization that is responsible for providing occupational and professional training to adults. The Regional Administrator provides executive leadership of the Regional Office and serves as the focal point through which all programs and activities of the Office receive effective coordination and decision. He/She implements and administers FEMA policies and programs in support of Agency and Administration goals and objectives, and to ensure customer satisfaction. Conducts strategic planning, coordination, analysis and evaluation of the Regional programs. Incumbent serves as the advocate of Administration policy for all FEMA programs based on headquarters guidance and is the Regional point of contact to appropriate members of Congress, State Governors, Federal, State and local officials and tribal governments on matters concerning FEMA’s regional policy, programs and operations.
Specific programs administered by the Regional Administrator include:
a. Regional comprehensive emergency preparedness programs in an all-hazards approach to emergency management.
b. Disaster preparedness, response and recovery activities and disaster assistance in accordance with the provisions of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (the Stafford Act), when an emergency or a major disaster is declared by the President, including damage assessment, mitigation assistance, and overall coordination of Federal, State. Local, tribal, private and volunteer response efforts.
c. Regional Floodplain Management and Hazard Mitigation Programs, in accordance with the National Flood Insurance Act of 1968, as amended; Hazard Mitigation teams under the Interagency Agreement; Floodplain Management and Protection of Wetlands under EO 11988 and 11990, respectively; and Hazard Mitigation under Section 404 of the Stafford Act.
d. The National Flood Insurance Program (NFIP) that encourages State and local participation in the NFIP, in accordance with the national Flood Insurance Act of 1968, as amended.
e. The Hazardous Materials program that supports State and local governments in the development and exercise of emergency response plans involving hazardous materials.
f. Regional Radiological Emergency Preparedness (REP) programs that provide assistance to States in the development and exercise of emergency response plans for radiological incidents at commercial nuclear power plants, and for transportation accidents involving radioactive materials.
g. Chemical Stockpile Emergency Preparedness (CSEPP) that assists the State and local governments to improve emergency planning and preparedness in communities near military chemical stockpile storage sites.
Provides oversight for ensuring readiness of the Regional emergency response capabilities. This includes ensuring there are trained staff for the Regional Response Coordination Center; the regional watch and the Regional IMAT(s). Coordinates regional disaster response and recovery operation with the local Mobile Emergency Response System Detachment (MERS).
Directs Regional public affairs activities in consonance with Headquarters policies. Participates in media events as a representative of the Administrator.

As a minimum qualifications requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.
Each applicant is required to submit a comprehensive narrative statement on bond paper, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The incumbent is primarily responsible for planning, developing, and implementing a comprehensive multi-modal transportation coordination solution for the movement of critical national response and recovery resources, commodities and response teams in support of incidents. The position provides program guidance for the Movement Coordination Center (MCC) at the national inter-agency level to ensure processes, procedures and systems are in place for the effective coordination of tactical Air resources. Additionally, the incumbent exercises responsibility as a Contracting Officer’s Representative (COR) (DHS COR Level III) for specific national-level evacuation support contracts.
Specific Duties:

This position is ideal for an Inventory Management Specialist-(Accountable Property Manager) looking for an opportunity to demonstrate their knowledge of the duties needed to ensure the effective accountability, utilization, maintenance, protection, transfer a, and the ultimate disposition of disaster supported personal property is adhered to according to FEMA’s Property Management Program). EMERGENCY ASSIGNMENT: For all nonbargaining unit positions, the following applies: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position is located in the U. S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) Region IX, Response Division, located in Oakland, CA. The incumbent assists in ensuring effective and efficient coordination with the regional and/or incident Accountable Property Manager’s (APM), the designated Property Management Officer’s (PMO) and various Custodial Officer’s (CO). Responsibilities typically consist of assisting in the management of several complex projects at the same time while meeting prescribed time limits and projects deadlines. Assignments will be made by the Branch Chief, in order to support regional disaster program objectives and priorities.
Typical work assignments include:
• Assist in managing various Disaster Assistance components of the organization required for rapid Federal response to Presidentially declared major disasters and emergencies under the provisions of Public Law 93-288 to provide assistance to the affected people , States and local governments.
• Monitors the acquisition, storage, utilization, transfer and disposal of personal property through close coordination with Custodial Officer’s and maintaining a record of all such transactions.
• Provides input into the oversight of the technical aspects associated with property management and accountability within the Logistics information Management System.
• Verify that the current status of all regional disaster supported equipment and supplies are accurate and complete.
• Coordinate the proper closeout of field office facilities and the incident property site codes.

You qualify for this position at the GS-XX level if you possess one of the following:
A. One year of specialized experience in the federal government, other state, local or non-profit organization, or the private sector that is equivalent to at least the GS-09 level that has given you extensive knowledge of the Federal Government Property management regulations and directives governing the supply, procurement, utilization, and disposal of personal property.
B. A PhD or equivalent.
C. A combination of experience and education.
The qualification requirements listed above must be met within 30 calendar days of the closing date of this announcement.

The Education Section exists to develop, design, guide, manage and implement comprehensive programs in hunter education, hunter outreach, angler outreach, educator outreach, partnership outreach and outreach events. The unit has primary responsibility for the following areas:

Description of Job:
This position will serve as the agency's expert in outdoor and wildlife recreation outreach efforts with partner organizations to expand the agency's outreach efforts in the State of Colorado, specifically to help recruit and retain hunters, anglers, park visitors and other recreationists and expand awareness of and interest in outdoor recreation statewide. As the expert, the position is responsible to plan, direct, oversee and evaluate the overall function and operation of a statewide partnership program.
The position helps to develop strategies, policies, and procedures to take advantage of opportunities for cooperative ventures with the public sector, nonprofits, the private sector, and other public agencies. The incumbent coordinates efforts to match potential partners with CPW programs and parks and avoid potential conflicts.
This position will develop communication tools that support existing partnerships between agency staff and non-profits, businesses, other governments, and national outreach efforts.
Specific duties:
* To analyze, formulate and recommend to supervisor and the
Director's staff statewide programmatic strategies that attract partner organizations to expand the agency's outreach efforts in the State of Colorado. This position is the staff authority for understanding the complexities of various traditional and non-traditional partnerships needed to implement programs in rural and urban areas. Develops consistant statewide partnership criteria, documented procedures and guidelines, training, and communication tools for partners and agency staff. Plans, formulates, implements and defends statewide program goals and objectives.
Conducts annual evaluations to ensure consistency statewide and that program goals are being met. Directs and oversees program compliance with Colorado Parks and Wildlife's (CPW) strategic plan and goals.
* Develops and implements programs that recruit partner organizations
at various levels of participation. Establishes relationships with appropriate traditional and non-traditional partner organizations to leverage CPW resources and work with partners with similar goals for mutual benefit.
Negotiates consistent statewide agreements on behalf of CPW with partner organizations.
* Pursuant to new legislation, state fiscal rules and the availablity
of funds, create and establish a grant program for partners who do outreach to encourage hunting, angling, and other outdoor recreational activities along with getting youth and families outdoors, whereby applicable partners can apply for available grant funding provided they include matching funds as part of their grant contribution. This will be accomplished by announcing the grant cycle publically, collecting applications, awarding the grant funds, tracking compliance and evaluating the measurable results following the grant cycle.
* Provides statewide communication tools and methods, including a
statewide database of partners, for agency and partner personnel.
Coordinates partnership Advisory Committee meetings and annual conferences on CPW and partner outreach. Supports regional and local relationships with partners, and provides infrastructure and the mechanisms for enhanced communications between partners. Develops statewide guidelines and messaging for CPW partnerships.
* Develops and defends annual operations budget request to Education
Section Manager; administers the operations budget for the statewide partnership program, including expenditure and monitoring of funds as necessary to accomplish goals. Prepares contracts, memorandums of understanding, and purchasing documents according to state fiscal rules and availability of funds.

Duties at the Engineer-in-Training I level are planned to train and provide continuing experience in, and develop practical application of professional engineering processes, theories, laws, principles, and techniques related to highway engineering. Projects are assigned and supervised through a combination of formal instructions and on-the-job training. Located in the Region 4 Boulder Residency, this position is trained in design project management for highway construction projects in accordance with plans, specifications, and special provisions. This position will also assist with construction inspection and management as needed. The responsibilities include, but are not limited to the following:
* Participate in project design using engineering practices and calculation methods that meet CDOT and AASHTO guidelines;

DUTIES: The position as an Accountant III provides a full range of accounting functions and assists division staff, as the accounting liaison, for assigned programs. This position will serve as the department authority on the department's financial cash management in accordance with the Cash Management Improvement Act of 1990 (CMIA). MINIMUM QUALIFICATIONS:
Qualified applicants must have a bachelor's degree from an accredited college or university in accounting and four years of professional accounting experience. The experience must include a minimum of two years experience in the cash management of federal grants and direct experience with the Cash Management Improvement Act of 1990. This includes a knowledge of OMB Circulars, grant accounting (including indirect costs), fund accounting, and financial statement/exhibit preparation.

DUTIES:
This position is located in the Office of Information Technology (OIT), Office of Strategy and Innovation, Enterprise Architecture Division, Enterprise Architecture Governance Branch (EAGB), Transportation Security Administration (TSA), Department of Homeland Security (DHS). You will report directly to the Branch Chief of the EAGB. As an Enterprise Architect, you will be responsible for providing guidance and recommendations in the application of architectural elements in the analysis, planning, design, implementation, documentation, assessment, and management of the enterprise architecture to align IT strategy, plans, and systems with TSA's mission, goals, structure, and processes. You will provide EA support in the establishment and management of TSA's decision-making framework and governance boards. As a member of the EA core team, you will be involved in all activities involving: the development, implementation, maintenance, and management of TSA architectures including guiding systems/application development and acquisition efforts; developing EA processes, procedures, and standards; and defining EA performance measures. Additionally, you will provide technical advice to the TSA Chief Architect and EAD management on matters pertaining to the application of EA principles, policies, concepts, methodologies, and practices across TSA's enterprise. Typical duties include:
•Implementing EAGB plans while ensuring alignment with the division and OIT plan.
•Preparing and submitting status reports and responses to organizational performance measures and ensuring alignment of EAD projects and programs with tactical (short term) objectives.
•Conducting complex analyses in support of architectural activities and developing architectural products (e.g., conceptual, solution, and segment architectures) including architectural reviews.
•Ensuring the rigorous application of information security/information assurance policies, principles, and practices to all components of the enterprise security architecture.
•Implementing plans and strategies to modify the IT infrastructure based on EA principles, policies, concepts, and practices to support TSA’s short and long range goals, objectives, and plans.
•Determining gaps between the current and the target architecture and developing plans for transitioning to target architecture to identify opportunities to improve enterprise-level systems to support business processes and utilize emerging technologies
•Serving as an EAD representative and technical point of contact within the TSA, DHS, and external organizations on EAD projects, programs, and other work activities.
•Serving as the Contracting Officer Technical Representative (COTR) and leading the preparation and submittal of IT and EAD acquisition packages.
•Promoting and educating customers and stakeholders on the use and value of the enterprise architecture.
