1. Estimator (Airport Facilities O&M Contracts) (Hopkinsville, KY)
The Estimator is responsible for Basis of Estimate development, Staffing and Organizational structure, Technical Writing Support, Review Team Participation, Special projects, and Professional Development. THIS POSITION IS CONTINGENT UPON CONTRACT AWARD
DUTIES AND RESPONSIBILITIES
• Basis of Estimate Development. Develop quantifiable, verifiable and auditable Basis of Estimates (BOE) that is fully compliant with RFP requirements. Perform detailed analysis of the PWS and SOW and formulate a comprehensive Work Breakdown Structure (WBS) to capture all tasks and activities, both specified and implied. Research and determine required labor and ODCs including: staffing mix and quantities, labor categories/ nationalities, training, certifications; vehicles, equipment, materials, and all other criteria. Determine optimal staffing/ shift schedules. Research and recommend sources of supply/ services for consideration by contracting and procurement. Thoroughly and precisely document rationale and justification for BOE elements to ensure traceability to cost and technical narratives. Use Microsoft Excel and other automated programs to document BOE rationale and justifications.
• Staffing & Organizational Structure. Analyze and recommend optimal labor compositions designed to present a competitive and competent staffing solution that meets all RFP requirements. Provide recommendations for organizational structures and project management.
• Technical Research & Documentation. Develop and maintain a current, relevant and accessible electronic technical library. Technical library data may include: military service component and other Customer technical publications and regulations; commercial guides (e.g. RS Means, Mitchell, etc.); trade catalogs.
• Technical Writing Support. On occasion provide written technical text and/or support to technical writers on selected functional areas. Activities will include: development of task and subtask processes, work procedures, methods of operation, project schedules and implementation, and story board/ mock-up development for components of proposal Technical Volumes. Verify and coordinate with technical writers to ensure version control (e.g. BOEs, staffing and ODCs) and match technical narratives.
• Review Team Participation. As directed, participate in management review and analysis of proposals.
• Team Leader, as directed, assumes team leadership for a selected proposal effort. Plan, direct and quality control the analysis and output provided by other proposal technicians. Coordinate with the Pricing Manager, Capture and Proposal Manager to assure technical products are completed in accordance with proposal schedule and RFP requirements.
• Special Projects. As directed, contribute to special projects in business development. Selected projects will generally focus on improvements to the proposal development process and may include efforts to produce Standardized Modules of Excellence for rapid development of BOEs under time constrained ID/IQ and/or Task Order opportunities.
• Professional Development. Attend selected professional development courses to improve technical expertise. Take initiative to develop, expand and improve expertise across various functional areas and increase knowledge of supported Customers across the military service components. Improve and Maintain proficiency in automated tools (e.g. Excel) and computerized estimating programs.
MINIMUM QUALIFICATIONS

WORKING ENVIRONMENT:
Work will primarily be in an office environment. On occasion may be required to travel for short periods to participate in proposal planning activities including site visits, Industry Days and conferences.

Use computers with primarily Microsoft software products (e.g. Excel, Word, Power Point and Project) as well as other estimating software.

Job Description
Summary:
The Project Manager (PM) is the senior on-site corporate official responsible for the overall success of the TADDS Support. The PM takes direction from, reports to and advises the TSSI General Manager (GM). The PM will be responsible for providing personnel, management, and all other supplies necessary to provide training Aids, Devices, Simulators, and Simulations support services to the Training Support Center located at Ft Hood. These support services include operating warehouses, prioritizing work orders, issuing, tracking, receiving, and shipping TSC Lending Property; providing technical assistance to using organizations, design and fabrication of TADDSS, performing operational and organizational maintenance and repairs on TSC Lending and/or Using property; and developing and maintaining statistical and financial reports.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Regularly consults with and reports to GM concerning project performance; takes direction from GM to establish, implement and enforce policies and procedures in compliance with corporate standards and relevant laws and regulations; identify the need for and implement corrective action; and ensure overall contractual compliance.
• Thoroughly understands the contract and ensures accurate execution of Statements of Work, Performance Work Statements, Task Orders, Safety Plans, and all other project-related plans and procedures.
• Establishes facilitates and fosters teamwork among project management team and subordinate staff; motivates management/staff teams to plan and execute functions necessary for successful contract compliance; provides direction and supervision as necessary.
• Establishes and maintains liaison with COR/ACOR, G-3, and other on-site client agencies and representatives; consults regularly to evaluate and ensure client satisfaction with TSSI performance.
• Evaluates subordinate management and staff and develops their potential; encourages, recognizes and rewards top performers, and corrects or replaces non-performers.
• Uses proactive fiscal controls to ensure that contract and corporate ROI objectives are met.

QUALIFICATIONS :
Required Education, Experience, and Skills:
• Bachelor’s Degree in Management or related field.
• 5 Years project/program management or related experience.
• A combination of relevant education and/or experience may be substituted for the above requirements.
Preferred Education, Experience, and Skills:
• Three years of successful mid to upper level management experience (military/security operations a plus).
• Military experience as an E-9, 0-4/5/6 deployed to the Middle East (Army experience preferred).
• Masters Degree in Business Management, Public Administration, or other project and personnel management discipline.
• Five years successful experience managing Military Training or Training support operations.
• Previous experience working on, serving at Ft Hood, Texas. Additionally, previous hands-on experience with the following equipment and simulations: MILES, TVSA3, JAVELIN, PGSA3, AGES, UCOFT, IMTS, OFT, GUARDFIST IIA, CFFT, EST and HEAT.
• Continuing education in project management, working knowledge of project planning.
Skills, Knowledge and Abilities Required:
• Excellent leadership, judgment, and interpersonal relationship skills, must be able to teach, coach and train subordinates
• Excellent business writing skills and oral communications skills
• DLI level 5/5/5/5 skills to read, write, speak, and understand American English
• Delegation skills to task and hold subordinates accountable for task accomplishment
• Organization skills to prioritize and perform multiple tasks with little or no supervision
• Intuitive, interpretive, and analytical comprehension to rapidly identify and resolve problems
• Must have or be able to obtain and maintain an active SECRET security clearance throughout the entire duration of the project.
• Must have knowledge of how the United States Army is organized from Battalion to Corp level, to include rank structure.
• Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services and evaluation of customer satisfaction.
• Must have the ability to problem solve
Candidate should know, and/or be willing and able to learn:
• MS Office software and information management and communications technology
• Human resources management
• Federal OSHA regulations, and environmental laws, regulations, and requirements
WORK ENVIRONMENT
Majority of this work will be conducted indoors, however at times there may be requirements to train or issue equipment outdoor. Field conditions prevail: Temperate climate with summer highs in the 90s, and winter lows below zero. May be exposed to wind, rain, snow, and hail. Routinely work 10(+) hours per day, 10-11 consecutive days.
Physical Requirements
Essential and marginal functions require maintaining physical condition necessary for: bending, stooping, sitting, walking, or standing for prolonged periods of time, moving or lifting items weighing up to 50 pounds; operating through extended periods of high stress. Must possess: visual acuity to review written documentation; ability to hear and understand speech at normal room levels and on the telephone; and the manual dexterity to operate a cell phone, handheld radio, telephone and keyboard.
Additional Qualifying Factors:
Must be US citizen; must possess or be eligible for grant of SECRET Security Clearance; must possess valid driver’s license (any state), and must prove clean driving record and current vehicle insurance coverage.

Background:
Atlantean seeks a qualified 18 Delta to serve OCONUS for a single short term assignment of 5-10 days.
Responsibilities and Deliverables:
Train guard force personnel in emergency medical preparation and maintenance of emergency medical equipment and supplies
Train guard force in emergency medical treatment/trauma
Train guard force in basic diagnoses and treats various medical dermatological, pediatric, infectious and obstetric conditions using appropriate medications, intravenous fluid support and physical measures
Minimum Qualifications:
Must be a former 18D, and has served in that role
Proficiency in French preferred, with additional preference for Bambara and/or Arabic proficiency

Job Description
The Associate Manager of the Customer Service team is responsible for

25. Mission Systems Equipment Field Service Engineer (CONUS and OCONUS)
Background:
Atlantean is currently accepting applications for a Mission Systems Equipment (MSE) Field Service Engineer (FSE) for OCONUS & CONUS work. The MSE FSE must be able to solve on-site technical issues, have experience and in-depth knowledge of maintaining EOP, computers, IT, avionics, radios, and datalink systems. The MSE FSE will provide customer support including incident reporting, fault reporting, operator-level maintenance, repair assessments, and vendor technical reach-back for support, spares, or repairs. The position may also require instructing and supervising the customer’s technicians and/or operators.
Responsibilities and Deliverables:
Development Phase
o Support mission aircraft setup and installation
o Perform operator-level maintenance, tests, and operational support on EOP, computers, IT, avionics, radios, and datalink systems, both airborne and ground based
o Attend datalink, EOP, mission systems and mission software training courses with OEMS
o Support facilities setup at Client location
o Must be willing to deploy OCONUS
Operational Phase
o Perform O Level maintenance, test and operational support on EOP, computers, IT, avionics, radios, and datalink systems, both airborne and ground based
o To perform maintenance and setup of VMWare systems, computers and networking equipment
o Provide instruction and supervision to customer’s technicians
o Provide and coordinate repair schemes with the OEMs and customers
o Write and deliver a weekly technical service level report on system availability, incidents, and faults
o Assist in the procurement and delivery any spares or repairs to the customer within agreed timeframes
o Develop risk management strategies and manage policies
o Ensure value-added reporting and KPI’s to enable performance tracking and improvement
o Must be willing to deploy to Germany and the UAE
o FLIR and/or L3 WESCAM EOP Operator Experience
o Familiarity with basic troubleshooting of FLIR and/or L3 WESCAM EOP
Qualifications:

Must have a cultural sensitivity to working in Middle East; Arabic language skills are desirable.
Desired 7-10+ years’ experience maintaining EOP, computers, IT, avionics, radios, and datalink systems
Strong knowledge of working with military aviation organizations and customers
Ability to negotiate skillfully in challenging situations with both internal and external stakeholders
Experience presenting and producing customer technical reports
Knowledge of systems vendors and international repair and equipment procurement channels
Understanding of technical drawings, technical manuals, maintenance manuals, illustrated parts catalogues, wiring diagrams, and operational publications
Extensive experience with VMWare, Mission Computer system and network setup, fault isolation, and maintenance
CCNA, Network+, A+ and/or intermediate IP-based and other communications networking experience is preferred

The Operational Psychologist will function within an operational unit, as a Behavioral Health Care Provider. Attend and participate in meetings during normal duty hours, professional staff conferences and other appropriate professional activities such as, but not limited to quality improvement meetings professional staff meetings, commander’s staff meetings, and other meetings required by applicable regulations or as directed by the unit Commander of his/her designee. Conduct applied research and clinical investigations in clinical/behavioral health/organizational social work. The Operational Psychologist is responsible for the application of social work procedures and techniques, including interviewing, behavioral assessment, and evidenced-based therapies, in the evaluation, diagnosis, and treatment of psychological and neuropsychological disorders using the following skills: individual, family and group psychotherapy, couples therapy, alcohol and drug treatment evaluations. Consult with medical personnel, legal authorities, military commanders and school districts as required. Maintain accurate and current notes in the paper medical records (if created) and electronic medical records of all patients seen, as appropriate, and produces reports of evaluation and /or treatment as required. Participate in military specific training/activities (e.g., security clearances, use of the DoD or service specific clinical practice guidelines, pre-post deployment screening, PTSD, and combat stress) and others as directed by the unit Commander or his/her designee. The position may include clinical supervision of unlicensed providers or trainees. Participate in and successfully completes required DoD or service required training. Contact referred patients to assess treatment adherence. Use validated symptom inventories to assess current symptom severity. Assess barriers to treatment adherence and help patient problem-solve solutions to barriers. Provide patients with education regarding their mental health condition and treatment regimen. Maintain patient information in a patient registry. Maintain accurate and current notes in the electronic medical records of all patients contacted for review by the managing physician. Routinely staffs difficult cases with the referring provider, behavioral health consultant and/or psychiatry consultant. Perform case management functions.
REQUIREMENTS:
• Ph.D. OR Doctor of Psychology (Psy.D.) degree in clinical Psychology.
• Experience and training in assessment and selection with some experience and understanding of SOF personnel selection process desired.
• Possess or obtain SERE certification through the Joint Personnel Recovery Agency (JPRA) with level-C SERE training desired.
• Post-doctoral training and/or experience qualifying as Aerospace Psychologist as demonstrated by completion of USAF and/or USA aviation psychology training (UAFSAM’s Air Force’s Aviation Mishap Intervention and Prevention course and USASAM’s Aeromedical Psychology Training Course) desired.

Job Summary:
The Program Manager (PM) will support the Asymmetric Warfare Group (AWG) to provide services for observation, analysis, training and advisory support to the Army and Joint Forces Units in order to enhance their capabilities to predict, mitigate, counter and defeat asymmetric threats and methods. Responsibilities:
The PM is responsible for the overall management of their assigned program and/or projects including organic growth, service delivery planning and execution, customer care, personnel and financial management. The PM will plan, execute, and finalize program objectives in accordance with identified deadlines and budgets. This includes acquiring resources and coordinating the efforts of team members and sub-contractors or consultants in order to deliver results according to the Program Management Plan (PMP). The PM is responsible for the overall contract performance and shall not serve in any other capacity under this contract. The PM will manage contractor support team across all elements of the mission programs and provide monthly contract status reports to responsible government personnel, to include Government Program Manager and/or Government COR.

Qualifications/Experience:
• Must have a minimum of ten (10) years relevant experience in a U.S. Special Operations environment.
• Ten (10) years of relevant senior leadership and program manager experience with either the U.S. military or other federal government agency. Experience to include at least six (6) years of experience in the management and control of budgets, personnel, and material resources in complex organizational environments as a Government contractor in the DoD environment, for large, complex ID/IQ contracts.
• Demonstrated experience should include capability to lead project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, and demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity.
• Must maintain physical fitness and pass the APFT on a semiannual basis.

• ThePM must have excellent written and verbal communications skills and must possess the ability to communicate effectively with customers, executive management, support staff leadership, Program / Project managers down to their lowest level employee. Job Description:
• Analyzes GEOINT imagery data from airborne, commercial and national collectors
• Analyzes and integrates data into GEOINT imagery databases
• Develops and executes imagery source collection strategies to acquire GEOINT imagery from various commercial and DoD sources in support of assigned missions

Requirements:
• Master’s degree in a related field and a minimum of 3 years of specialized image processing/remote sensing experience; or a Bachelor's degree and 6 years of specialized experience, with advanced training or degree in terrain analysis/military analysis or intelligence; or 10 years of specialized experience, at least five of which spent using image processing/remote sensing photogrammetric tools
• Should have working experience in the use of commercial and DoD standard geospatial imagery data formats to include NGA-defined Vector Product Format (VPF), Raster Product Format (RPF), National Imagery Transaction Format (NITF) and specific products such as Compressed Arc Digitized Raster Graphics (CADRG), Controlled Image Base (CIB), Foundation Feature Data (FFD), Country Database (CDB), Digital Terrain Elevation Data (DTED), and Digital Point Positioning Database (DPPDB)
• Should have knowledge of GIS data base structures and the organization of enterprise GIS and image processing solutions

• Generates geospatial information for tailored intelligence products from various commercial panchromatic and multi-spectral imagery and mapping sources using Geographic Information Systems (GIS)
• Creates geospatial information by extracting operationally relevant feature data from various imagery and data sources into a standardized enterprise GIS database
• Analyzes, reviews, and integrates Theater and National levels of imagery with Ground Order of Battle databases and other topographic databases to produce a wide range of time sensitive detailed tactical decision aids
• Retrieve and fuse geospatial data from disparate sources and visualization of information and products, and developing and modifying computer programs using GI&S knowledge and experience
