Position Summary
The Process Safety Engineer supports Praxair's operations and engineering teams with direct responsibility for coordinating process safety efforts at Praxair facilities. Through close interaction with safety and environmental groups, plant operations, process engineering, project engineering, reliability engineering, maintenance and inspection, and regional administrative and business teams, this position provides technical expertise and leadership in all aspects of process safety.
The overall objective of the Process Safety Engineer is to promote a strong process safety culture by providing process safety expertise and ensuring that management systems are established and effectively used to maintain compliance.
Essential Functions
• Is acutely aware of the highest risk issues and relentlessly drives resolution with a strong sense of urgency and integrity. Champions and promotes a strong process safety culture.
• Excellent written and verbal communication skills. Prepares and organizes written presentations, documentation and reports pertaining to process safety activities.
• Identifies process safety improvement opportunities through interaction with all process safety stakeholders. Makes recommendations and justifies new tools and work process improvements.
• Ensures that process safety-related Standard Maintenance Procedures (SMPs), Standard Operating Procedures (SOPs), engineering standards and guidelines are developed, reviewed, and updated as needed.
• Participates in Process Hazard Analyses (PHAs) when necessary and maintains the qualifications of a PHA facilitator. Reviews PHAs to ensure consistency with company policy and tracks recommendations.
• Participates in key incident investigations and maintains the qualifications of a Root Cause Analysis (RCA) facilitator. Stewards RCA action items to closure.
• Participates in key Pre-Startup Safety Reviews (PSSR)
• Participates in process safety audits / assessments.
• Assists in the development and delivery of process safety training.
• Supports the Management of Change (MOC) process by ensuring that management systems are in place and effective. Provides technical review and approval of specific MOCs in accordance with company policy.
• Routinely reviews Process Safety Event (PSE) reports and interprets event tier levels in accordance with CCPS and API recommended practices. Follows up to ensure that investigations and action plans are complete and that key lessons are shared throughout the organization. Reports process safety metrics accordingly.
• Assists with the compilation, organization and updating of Process Safety Information (PSI) as needed to support compliance with all process safety elements
Qualification Requirements
• An M.S. or B.S. degree in Chemical Engineering, Petroleum Engineering, Mechanical Engineering, Safety Engineering or Process Safety Related Field.
• Five (5) years experience in a process safety engineering or leadership role. An additional five (5) years experience in an operating facility working in an operations and or engineering support role of an OSHA PSM covered process in the industrial gas, refining or chemical industry.
• Knowledge of various Recognized and Generally Accepted Good Engineering Practices (RAGAGEP) related to process safety.
• Desirable Qualifications, Key Skills and Attributes
• Five (5) years of experience as a Process Engineer supporting an operating facility in the process industry.
• Qualified Process Hazard Analysis (PHA) Facilitator with three (3) years of experience conducting a minimum of 3 PHA's per year. Familiar with Facility Siting and Human Factors requirements.
• Familiar with the many forms of Process Safety Information (PSI), how PSI is used in operating facilities, and how it should be maintained.
• Familiar with Critical Safety Systems (CSS), Safety Instrumented Systems (SIS), Safety Integrity Levels (SIL), and Layers of Protection Analysis (LOPA).
• Able and willing to analyze and understand process safety incidents within industry to identify opportunities for improvement within Praxair.
• An understanding of relief systems, and how their entire life cycle is critical to process safety. Experience with design of relief systems is preferred.
• An understanding of Management of Change (MOC) and its potential impact on process safety.

You qualify for this position at the GS-13 level if you possess the following:
One full year of specialized experience at or equivalent to the GS-12 federal grade level. Specialized experience is described as experience in developing and implementing communication plans and tactics designed to enhance relationships with external stakeholders, with primary emphasis on private sector stakeholders.

The technician will be responsible for inspecting, maintaining, troubleshooting, and modifying packs and adjusting aircrew life sustaining equipment not limited to but includes: flight helmets, oxygen masks, parachutes, flotation devices, survival kits, aircrew night-vision goggles, anti-G garments, high altitude full pressure suits, explosives, ejection seats, canopies, hatches and oxygen systems.
The Life support Technician will repair malfunctions as a result of troubleshooting, and adjust the aircraft egress systems to conform to specifications, or modification in accordance with technical orders and modification instructions. They will isolate malfunctions on life support systems using various types of test equipment, and repair or replace components as required using the latest technical data. They will then make operational and functional checks and adjusts to the effected systems as required.
Qualifications & Requirements:
Five (5) years experience as Aircrew Life Support Technician required
Must provide documentation of successful completion of formal Egress school
Must have Parachute rigger license
Must have Fabricator experience
Ejection seat skills required
Experience on F-15, F-18 desired

DUTIES AND RESPONSIBILITIES:
• Contribute to the design and development of and facilitate all types of learning events either classroom or virtual as established by the FFR Training Branch curricula.
• Build strategic alliances across FFR to leverage the utilization of existing FFR Leadership, Service, Sales and N9 task specific
• Employ state-of-the-art best practices and a customer-focused systematic process to design, develop and deliver just-in-time” blended learning events from existing FFR curricula that ensures off-the-shelf product integrity.
• Analyze barriers to learning effectiveness in terms of workplace context and instructional content and offer recommendations for improvement.
• Reinforce learning through communications with class participants and supervisors of participants ensuring that objectives are met and understood throughout the entire learning process.
• Responsible for ensuring that professional delivery and integrity of FFR Training standards are upheld.
• Responsible for communicating recommendations to improve FFR Training learning processes.
• Capture and record solicited and unsolicited input from students and provide feedback to the FFR Training Workforce Development team to help modify learning events for the FFR workforce. QUALIFICATION REQUIREMENTS:
• Incumbent is required to have documented facilitation certification from a reputable training and/or educational organization. Certification as an FFR Facilitator is strongly preferred.
• Incumbent must have a minimum of 6 months documented experience in virtual synchronous, asynchronous and/or classroom facilitation.
• Incumbent must have above average computer knowledge and skill to be capable of instructing learners in the usage of the designated training platform such as Adobe Connect Pro, Moodle, Sakai, Blackboard or similar virtual learning platforms.
• Incumbent must have proficiency and knowledge, pertinent to the FFR subject matter facilitated, acquired from on-the-job performance.
• Ability to effectively communicate both orally and in writing in order to disseminate just-in-time FFR blended learning events, form strategic partnerships and coach virtual and classroom facilitators and producers.

Teaches level B Survival, Evasion, Resistance, and Escape (SERE) training for DynCorp aircrews that will enable them to survive and evade capture in the event they were isolated and improve their chances to be recovered.
Principal Accountabilities
MEDICAL
• Advise Country Manager on all Eradication Program medical-related issues
• Conducts biohazardous materials destruction
• Manage, supervise and implement Program MEDEVAC plan
• Conducts Preventive Medicine training program at Forward Operating Locations
• Procure medicines, medical equipment and supplies
• Develop, implement, disseminate, update and rehearses country MEDEVAC plan for all FOLs and MOBs
• Develop/establish/update Medical portion of Colombia SOP
• Conduct medical surveys of local hospitals to Forward Operating Locations
• Conducts basic life saving training for program contractors on FOLs
• Perform additional duties as required
SERE TRAINING
• Familiarizes AT-802 Pilots for Regional Personnel Recovery capabilities and procedures
• Conducts Aviation Life Support Equipment training
• Teaches Basic Survival and Evasion skills
• Teaches Resistance and Escape TTPs
• Teaches Water Survival
• Teaches Tactical and Field Expedient First Aid
• Helps plan Helicopter Operations for Personnel Recovery in ERAD AOs
• Plans and updates FOL specific Evasion Corridors
• Conducts Field Training Exercises and Reinforcement Training
SECURITY
• Receives tasking from program directors or operations and works closely with other elements on the deployment, operation, or program in collecting, processing and dissemination of intelligence information.
• Performs intelligence and operational duties as tasked in support of Force Protection and FOL security
• Interface on a regular basis with the local military intelligence offices and pertinent law enforcement agencies to insure we obtain the most current information as it relates to the safety of U.S. contractor personnel on the sites (Spanish speaking requirement)
• Ensure Site Manager and all American site personnel are fully aware of current threat and Threat/Force Protection Condition (THREATCON/ FPCON) on a daily basis and are kept current as to any security contingency which could affect site operations
• Ensure all site-contracted personnel follow rules and regulations set forth by Site Manager, Operations Coordinator (OPSCO) or Base Commanders (Policia Nacional Colombiana (PNC) or Colombian Army (COLAR)
• The Force Protection Specialist (FPS) is responsible to the Security Manager for ensuring that systems are in place to facilitate the protection of DynCorp personnel and equipment
• The FPS is required to complete a security surveys of the site to which assigned. This survey includes a detailed threat analysis; route surveys, hotel surveys, keyhole surveys, Emergency Action Plans, Perimeter Defense Plans and other reports deemed necessary for that location.
• Required to conduct safety familiarization and live-fire training on light weapons (M16A2, M4, 9mm pistol)
• Other duties as may be required
Knowledge & Skills
MEDICAL
• Spanish language ability with at least a 2/2 DLPT (Defense Language Proficiency Test) rating or equivalent is required
• A 3/3 rating or equivalent is desired
• Instructor/trainer skills are required
• Proficiency in small arms weapons is required
• National Registry EMT-Intermediate level medical training or higher is desired
SERE
• Knowledge of Search & Rescue procedures in a high-threat environment

• Light infantry patrolling and tactical skills are required

Job Description:
Receive, route, and move parts, assemblies, components, and other materials into and out of industrial shops. Examine items received to verify stock numbers, part numbers, identities, correct quantities, condition, and destination. When routing documents are missing or item is questionable, notifies appropriate source for correction.
Identify and initiate action for correction of discrepancies such as wrong material, shortages, overages, and documentation errors. Attempt to locate missing items, initiating requests for replacement parts, as appropriate. Locate critical items in shops and arranges with schedulers and supervisors to advance processing and production time frames.
Determine appropriate handling methods and devices needed to move items and prepares and processes any necessary paperwork. Provides absolute control and protection for pilferable and classified material. Follow-up on material within a shop or between shops to expedite movement of critical items to meet production time frames.
Perform material handling on a wide variety of supply items received from Department of Defense and Contractor activities. Makes final determinations as to the acceptability of these items either for receipt or shipment. Comprehend and apply terms of contracts, regulations, directives, policy statements and similar guides.
Determine identity by comparing physical characteristics of items with descriptions and specifications found in stock catalogs, technical orders, commercial catalogs and items description on contracts. Initiates action and participates in processing receiving reports, Report of Discrepancies, claims and surveys, when required.
Select parts and materials to be turned into Supply. Obtain necessary information and prepares documents. Stores items in a holding area until they can be routed to proper destination.
