EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. The Financial Management Specialist's primary duty is the assignment in disaster field offices as the Finance Section Chief to perform financial, administrative and accounting management. Reviews, and processes and oversees financial actions in the National Emergency Management Information System (NEMIS), and the integrated Financial Management Information System (IFMIS). S/he also prepares, processes, and oversees routine and ad hoc financial reports and analysis. Specifically, the incumbent performs the following duties:
• Manages and ensures timely Allocation, Obligation and Recovery of Disaster Relief Funds in accordance with Federal Laws and Regulations, Department and Agency Policy and Procedures.
• Ensures timely and accurate review, concurrence, approval and certification for all financial transactions proposed for the assigned disaster.
• Establishes and maintains a system of internal controls, in accordance with Agency practices and policy to minimize the occurrence of fraud, waste or abuse.
• Acts as the Senior Financial Advisor to the Federal Coordinating Officer and his staff, providing accurate financial activity reports and guidance with respect to policy and sound fiscal management.
• Designs and executes reporting formats and techniques of presentation; analysis and evaluation of financial data including the design of analysis technique or process; and provision of financial management support for Disaster Relief Fund activities.
NOTE: Travel required for assignments to disaster field office in excess of 70% of the work year is anticipated and may approach 100% depending on the needs of the Agency.

The incumbent will:
• Proactively plans and implements agency congressional affairs communications activities and events to engage members of Congress and their district staff in emergency management.
• Assists in the development and implementation of pro active long and short term strategies for congressional activities, focusing on the agency's mission and program areas as related to disaster preparedness, mitigation and response and recovery.
• Proactively build relationships with members of Congress, their staff, regional FEMA staff, and disaster field staff.
• Analyzes trends based on daily contact with congressional offices and develops short and long-term strategies to address the agency's needs as well as those of the Members of congress. Keep supervisors informed on emerging issues and trends.
• Anticipates problems/issues/opportunities and initiates strategies to diffuse issues or realize opportunities.
• Coordinate information and responses that will be passed to the Congressional district offices.
• Provide information to Congressional district offices for disaster assistance programs, FEMA recovery and mitigation activities, helpful local/state/federal government programs, and volunteer agency contacts.

At least one year of specialized experience in the federal government, other state, local or non-profit organization, or the private sector that is equivalent to at least the GS-09 level that has given me experience as a Congressional Liaison working directly with Congressional members and/or their District staffs on behalf of an agency or organization.

DEFINITION
Under supervision, the Help Desk Technician will perform a variety of duties related to computer information services including, but not limited to, responding to customer requests via telephone, email, and in person, troubleshooting to support staff including support for both hardware and software and assisting in providing technical training to on the usage of various computer related technologies. Licenses; Certificates; Special Requirements:
• Valid California Class B Driver’s License with passenger endorsement is a condition of continued employment. Acceptable Motor Vehicle Report at the time of hire and maintained throughout employment.
• NCCER Instructor Certification is required. MAAC may provide the training and arrange for testing. An applicant who is sent to training and testing must pass certification within thirty days of hire as a condition of continued employment.

HEALTH STATUS

WORKING CONDITIONS
Environment:

The Batch Plant Operator’s prime responsibility is to support ASI’s construction operations by performing the following key activities.
Key Activities:
• Operate equipment safely and efficiently;
• Monitor complete workings of batch-type concrete batch plant, including the following for proper working condition:
