2. Collection and Analysis SME (Afghanistan)(S)
Collection and Analysis Subject Matter Expert (SME)
Background:
Under CJ2’s strategic guidance, the contractor team shall provide strategic direction, develop, train, and advise the MoD Intelligence and GSG2 Staff, the Department for Intelligence Policy, the Intelligence Training Center (ITC), and the Defense Security Service (DSS) in the following functional areas: Staff Development, All Source Intelligence, HUMINT, CI, SIGINT, Information Management and Intelligence Requirements, DSS, and GEOINT.
Responsibilities and Deliverables:
Ensure and assist in the development of MoD Intelligence and GSG2 analytical capabilities and collection management functions.
Assist in the development of MoD Intelligence and ANA intelligence analysts to produce all source intelligence products to support the strategic, operational, and tactical requirements of MoD Intelligence and the GSG2.
Assist the development of MoD Intelligence and ANA Collection Managers to:
o Receive, analyze, and prioritize requirements for collection.
o Determine resource availability and capability.
o Task resources.
o Evaluate reporting.
o Update collection planning.
o Establish or standardize a requirement system and serial format.
o Establish or standardize requirement formats.
Advise and mentor ANA personnel serving in Strategic and Operation Analyst and Collection Management and Requirement positions.
Coordinate with Communications Architecture Specialist to develop a requirements and analytical products database and user interface to distribute requirements and analytical products across ANSF.
Minimum Qualifications:
Candidate must meet all physical, medical and other requirements for overseas deployment in accordance with current DoD regulations. Must possess a fitness level appropriate to performing work in a field environment and current medical exam completed within the past 12 months. Must have been tested and present proof of a negative HIV test result performed within six months of deployment. Dental and medical readiness must be up to date and candidate must maintain a current US Passport.
The ideal candidate will be former military or civilian equivelant E8/9;CW2/3/4;O4 with extensive intelligence collection, analysis, and management experience at the tactical, operational, and national level.

Senior Systems Engineer (Sumter SC) (secret eligible)
L-3 STRATIS has an immediate opportunity for the right individual to join our team providing outstanding IT Support to the USAFCENT Network Operations Security Center (NOSC). This opportunity serves as the customers on-site IT support technician at Shaw Air Force Base in South Carolina. It requires a candidate with a strong technical background, but also with good communications skills to interface with the client, military, and NOSC users. You'll perform installation and administration of PC and Server in a client-server environment. Optimize LAN operations at both network and systems level. Configure Dynamic Host Control Protocol (DHCP), Windows Internet Naming Service (WINS), Dynamic and Integrated Domain Name Service (DNS), and Active Directory (AD) principles.
Apply proper security measures to safeguard government LAN as closed networks or when integrated in to an Enterprise environment. Contractor will use Public Key Infrastructure (PKI) technology for network and systems access. Contractor's knowledge of PK Enabled systems will be sufficient to be able to assist deployed users with the migration and daily use of the technology. Install, maintain, configure and optimize Microsoft PC and Network Operating Systems, to include 9.X, NT and 2000 series kernels. Integrate and apply third-party software/applications with Microsoft's OS. Understand AD principles at Forrest and domain levels, and apply these principles at various levels for of the AD tree, including containers, and leave objects. Apply and troubleshoot Group Policies Objects (GPO) in an AD environment. Apply applicable security measures to properly safeguard government systems operating Microsoft OS.
Job Duties: • Analyze a wide array of networking metrics and recognize substandard network performance. • Troubleshoot and develop solutions for network anomalies both remotely and locally. • Develop reports and trend analysis documentation on bandwidth and network security incidents. • Utilize data at hand to make expert decisions and recommendations on how to resolve, improve, or prevent network problems/issues. • Provide for crisis management techniques during outages, virus outbreaks, and in high-pressure environments. • Create and manage network intrusion devices specific to the Department of Defense as well as many commercial information assurance tools to include Certification Authority (CA) and a variety of virtual private network (VPNs) both software and hardware . • Use advanced technical writing skills to develop and update IT systems concept of operations and engineering plans.
• Must have an active DoD Secret Security Clearance or higher or the ability to obtain a secret clearance.
• 5 years of relevant experience in the field
• Certifications in CISSP (or min A+), current MCSE or current MCITP, CCNA
• Deployable to the Southwest Asian theater (1-2 month out of the year)

Background:

Responsibilities and Deliverables:
•Assist in the development of the Afghan National Army Assistant Ministry of Defense Counterintelligence Directorate.
•SME will support in counterintelligence operations analysis and security operations in order to provide the Defense Minister and the national leadership with information needed to achieve national level counterintelligence objectives and implement counterintelligence policy consistent to the national military strategy.
•SME will assist with development, management, and tasking to sustain a strategic counterintelligence capability in order to protect the Islamic Republic of Afghanistan against subversion, sabotage, espionage, and threats to the Ministry of Defense.
•SME will focus on improving Assistant Ministry of Defense counterintelligence management and synchronization of personnel to collect and analyze hostile threats, sabotage, and counterespionage information.
•SME will facilitate developmental round-tables with the Counterintelligence Deputy and his staff to focus on identification and implementation of policy and doctrinal solutions to remedy counterintelligence problems identified in the collection and analysis of hostile threats, sabotage, and espionage.]
•SME will provide counterintelligence expertise on: counterespionage investigations, intelligence support to counter-propaganda operations, counterintelligence technical and analysis support to operations.
Assist Afghan National Army Assistant Ministry of Defense-Intelligence Counterintelligence Directorate in establishing a capability to conduct counterintelligence operations to include
•reporting of collection information using secure communications or the approved communications means available, and submission of required reports through established channels and approved formats.
•Assist Assistant Ministry of Defense-Intelligence Counterintelligence Directorate in developing sustainable methods for assigning investigations to include personnel security investigations procedures based upon counterintelligence review of personnel security questionnaires.
•Assist and provide training on military counterintelligence operations with emphasis on source operations to include source placement, access and collection strategies based upon analysis requirements.
•Maintain close coordination with the ANA G2 Intelligence Collection Directorate and Counterintelligence Directorate to de-conflict counterintelligence and Human Intelligence requirements, sources and collection strategies.
•Monitor counterintelligence mission management of subordinate counterintelligence elements, analysis and quality control of counterintelligence reporting.

8. Associate Financial Representative (Colorado Springs, CO)
The Associate Financial Representative (AFR) specializes in client service to ensure the maintenance of an efficient, organized office that allows the Financial Representative to focus his/her energy building client relationships. The AFR is a liaison between the home office, financial representative, and clients. Specific responsibilities should include but not be limited to:
Administrative Support
• Transcribe dictation, type correspondence, and maintain client case file. File new statements, account forms and other insurance/investment related materials.
• Maintain financial representative’s calendar, schedule follow-up appointments. Direct phone calls to appropriate personnel.

• Pre-check insurance applications, conversions and policy changes for completeness and accuracy. Arrange medical, paramedical and any exams necessary for underwriting.
• Monitor Daily Status Report (DSR); expedite any additional underwriting requirements.
• Handle phone calls providing current status and account values for non-securities related accounts.
• Contact and advise clients on late payments and other non-securities sales and service related issues.
• Handle incoming non-securities related insurance service requests from clients to include: processing address changes, bank change information, loan requests and ISA service inquiries.

The Fixed Technical Internet - FTI Telecommunications Network Systems Engineer (NSE) position operates, programs, maintains and monitors the Northern Telecommunications System SL-1 Option 81 Digital ESS at Fort Hunter Liggett (FHL). Performs daily monitoring and maintenance of switch operations to ensure successful call connectivity and integrity of voice and data circuitry. Duties include testing, troubleshooting, modifying, analyzing and restoring electronic equipment used in voice and data circuits, the detection, location and repair of malfunctions in the Northern SL-1 Option 81 switch and outside plant network, including locating, replacing and shipment for repair of various digital printed circuit boards utilized in the switch and programming of the switch to add, delete and modify voice and data circuits. Performs system manager responsibilities for the minicomputer based post telephone switching system and ACOM Telecommunications Management System which provides for monitoring, analysis, control and administration of the switch and data collection for billing and traffic management. Examines the operating characteristics of the equipment, and relates their function to other parts of the system. Interprets the indications by known standards and knowledge of the involved electronic circuitry. Installs, modifies, programs and maintains modems, Electronic Telephone Instruments (ETI), data adapters and their associated electronic equipment integral to the ESS to provide digital voice/data transmission and modem pooling operations at FHL. Performs cable installation and splicing to include copper and fiber optics. Serves as quality control inspector for FHL and the Contracting Division to insure that craftsmanship and materials used meet government requirements and specifications. Reviews work orders, blueprints, schematics, and specifications.
