1. HUMINT Targeting SME/Instructors (CONUS)
Background:
Atlantean is currently seeking qualified HUMINT Subject Matter Experts/Instructor candidates for a variety of billets requiring Targeting, Military Source Operations (CAT 1 and 2), Overt Source Operations, Strategic Debriefing, Joint HUMINT & CI Ops, CI & HUMINT All Source Analysis, Collection Management, Interrogation, Analysis, and General HUMINT expertise. The work is intended to be performed across a variety of CONUS government facilities.
Responsibilities and Deliverables:
Ability to communicate effectively orally and in writing
Candidates should be competent in using the MS Office Suite
Shall be able to speak clearly enough to instruct, evaluate, and counsel students in the subtle and difficult concepts of the subject matter
Familiarity with Instructional System Design (ISD) process to assist in the analysis, objective writing, evaluation, design, development, facilitation techniques, and maintenance of course materials, lesson plans, and practical exercises
Engage in research and analysis to maintain subject matter currency and relevancy to contribute to the updating of course materials and documentation
Familiarity with the functions of the Learning Management System to learn how distance learning programs are utilized, and efficiently utilize the functions of the LMS to support student learning
Evaluate student performance using verbal and written formats in accordance with established standards and procedures
Serve as a course manager or lead instructor for one or more assigned courses
A variety of other tasks as specified in forthcoming Task Orders
Minimum Qualifications:
Targeting
o Possess broad experience with best practices in commercial exploitation and demonstrated expertise in relevant commercial, academic, and government best practices, particularly in social network analysis, Bayesian Networks, Dynamic Network Analysis, and Multi-Agent (agent based) simulations
o Demonstrate a deep understanding and application experience of the Hoffstede Dimensions of Culture Framework, Behavioral or Cognitive Decision Making Process, and Decision Tree Analysis methodological tools
o Capable of performing outreach for expertise in the fields of computational analysis of social and organizational systems, behavioral psychology, human terrain analysis and other current and potential targeting skills
o Experience with Analyst Notebook, OSIS, WISE, ArcGIS, and Palantir
o Demonstrate expertise in relevant analytical capabilities, such as deep web mining, entity and relationship extraction, network visualization, and HUMINT-related IT systems, tools, and databases
o Must have knowledge of HUMINT collection requirements and collection platforms, HUMINT operations support, operational processes, and HUMINT collection methodologies, policy, and doctrine
o Must have a minimum of 2 (mid-level) or 3 (senior) years’ experience of targeting or equivalent analytic support to operations experience
o Must have a minimum of 4 (mid-level) or 6 (senior) years’ experience in the field of HUMINT and/or Analytical work directly related to HUMINT

These positions provide Integrated Project Management (IPM) analysis products and support to Naval Aviation acquisition programs. Duties and Responsibilities
Provide recurring independent analysis, assessment and risk id of contractor and/or government projects.

Minimum Qualifications:

Five (5) additional years of relevant experience will be considered equivalent to/in place of a Bachelor's degree.
Proficiency with tools such as Microsoft Project (or similar scheduling tool) is preferred, with advanced MS Excel (formulas, macros, charts) and MS PowerPoint capabilities a big plus;
Any experience with "wInsight" is a huge plus;
Demonstrated experience in collecting various forms of information and producing reports, summaries, and presentations to support conclusions and/or recommendations.
Ability to establish rapport, gain an understanding of a client’s/end user’s needs, and to help influence decision makers via strong data analysis and reporting.
Experience in statistical process control techniques is required.
Experience in the achievement of publicly recognized world-class quality, delivery, and cost performance levels for R&D, design, production or sustainment activities across multiple industry groups is desirable.
An active Secret clearance is required.

Position Description:
K2 Solutions Inc. is currently seeking Special Operations Intelligence Integrators to serve on a unique, multi-discipline team assisting Special Operations Forces' (SOF) operational and tactical staff and their subordinate units with fusing operations and intelligence information in an effective, seamless process to enhance their effectiveness against threat networks that facilitate or employ Improvised Explosive Devices (IEDs).
We will be filling a mix of deployable and non-deployable positions in support of this team.
Detailed Responsibilities:
The Special Operations Intelligence Integrator will assist in developing processes that focus on developing SOF Situational Understanding of threat networks and the friendly communities of action focused on dismantling, disrupting, and defeating them. The Intelligence Integrator will prioritize and categorize requests for information, conduct near and long term analyses of device and network-centric problem sets, as well as fuse and prioritize multiple intelligence disciplines and operational capabilities to facilitate disruption and defeat of threat networks that employ or facilitate IEDs.
The Special Operations Intelligence Integrator will focus problem sets at the tactical through operational levels while applying a thorough understanding of ISR integration as well as the ops/intelligence fusion process to compile, collate, analyze and evaluate all sources of intelligence (to include unevaluated intelligence) associated with IEDs and their employment/facilitation by terrorist, insurgent, or criminal networks.
The Special Operations Intelligence Integrator will work closely with other members of a multi-discipline team to identify capabilities and vulnerabilities of targeted enemy organizations and decipher and identify trends, patterns and key nodes highlighting their relationships to the targeted enemy networks. The Intelligence Integrator must possess a thorough understanding of the intelligence process to compile, collate, analyze, produce, and evaluate all-source intelligence and provide subject matter expertise. The Integrator must be able to provide guidance and mentorship to junior analysts and should be able to provide daily feedback to the team lead on product development. The Intelligence Integrator must also possess the ability to effectively communicate both orally and in writing.
The Special Operations Intelligence Integrator must have a strong operational background and experience in shaping intelligence products that support tactical or strategic goals set forth by the supported unit commander in order to create actionable target support packages. The Intelligence Integrator should also possess an understanding of IEDs as well as the local, regional, and global networks that facilitate its construction, design, and usage.
Successful applicants will have documented experience working with multidiscipline operations/intelligence teams and familiarity with other elements of the DoD, the interagency and coalition partners.
The Special Operations Intelligence Integrator must have the ability to participate in and lead meetings, conferences, and engagements to exchange information, assist in making decisions, and/or provide updates. The Intelligence Integrator must have the ability to identify and analyze problems and generate recommended solutions based upon experience working with elements of the DoD, interagency and international elements.
Experience and Education:
The Special Operations Intelligence Integrator should have the ability to perform tasks and provide training to support the client in the uses and capabilities of the following web-based intelligence tools, software, and databases: Multimedia Message Manager (M3), Tripwire Analytic Capability (TAC), NCTC Online, Terrorism Identities Datamart Environment (TIDE), ICReach SIGINT database, Cultweave SIGINT database, PROTON SIGINT database, Skope SIGINT analytical toolkit, Analyst Notebook /Palantir link analysis software, ArcGIS spatial analysis software, Google Earth spatial analysis software, and Microsoft productivity software and applications as needed.
The Special Operations Intelligence Integrator should have familiarity with the following methodologies: F3EAD, CALEB/IWA, Social Network Analysis and CARVER.
This position may require recurring domestic and international travel to include deploying to combat zones.
The applicant may be called upon to support 24-hour watch operations.
Experience, Education, and Other Requirements:
Required:
This position requires the ability to obtain and hold a TOP SECRET clearance with SCI eligibility. (Resume must show that proposed employee currently holds a TS clearance with previous access to SCI level of information.)
Bachelors Degree from an accredited college or university with a minimum of 5 years of relevant intelligence experience. This experience should demonstrate the ability to meet the duties described above and to develop intelligence products based upon command guidance, mission analysis, an operational perspective, and/or thorough threat analysis.
Applicants must have documented experience providing direct analytical support to SOF elements.
Applicants must be fully deployable to the required theater of operations, wear uniforms as prescribed by the supported unit commander, and bear arms as prescribed by the supported unit commander.
Highly Desired:
Post 9/11 experience conducting deployed intelligence analysis.
Recent in-theater experience.
Prior experience with providing direct deployed support to National SOF elements.
Preferred:
Recent in-theater experience with SOF.
Documented experience developing or maintaining a Common Intelligence Picture (CIP).

The candidate will support operations in support of the Last Tactical Mile program for Communications-Electronics Research, Development and Engineering Center (CERDEC), Intelligence and Information Warfare Directorate (I2WD). The candidate will have Subject Matter Expertise (SME) in the areas of biometrics and software engineering. The candidate will be responsible for performing all phases of software design--development, documentation, and implementation. Additionally, the individual will support the documentation, design, and development of software across multiple operating environments and hardware platforms and operating systems including Android, Apple iOS, Linux and Windows Method. Supervise technicians and personnel supporting multiple test cell phone networks at Yuma Proving Ground and other locations. The Lead will schedule personnel and equipment to facilitate round-the-clock test support operations and necessary maintenance in a highly dynamic, customer-focused environment incorporating multiple communication technologies and Radio Frequency (RF) equipment. The Lead will ensure all personnel within the section follow TRAX policies, applicable Desktop Procedures, and applicable Standard Operating Procedures (SOPs). The Lead will attend range scheduling meetings to gather test support requirements and to communicate staffing and equipment support availability. The Lead will liaison with Quality Assurance Evaluators (QAEs), test directors, instrumentation network support personnel, teaming partners, test support personnel, vendors, senior management, developmental support personnel, and government leads to provide coordinated scheduling and support. The Lead will coordinate and schedule training in support of the test networks. Lead will coordinate vendor support or maintenance schedules with test support schedules. Responsibilities of the Lead will include, but not be limited to, maintaining up-to-date vehicle fleet maintenance records, requirements gathering, creation of implementation plans and acceptance plans, tracking hand receipt items, tracking and utilization of Test, Measurement, and Diagnostic Equipment (TMDE) items, approval of personnel time-keeping, approval of personnel leave requests, conducting candidate interviews via phone or in person, tracking and developing personnel progression-plans, personnel counseling and disciplinary actions, coordinating visit requests, intra-section and inter-section conflict resolution, accident reporting, and personnel training requests. Lead will use written and verbal communication to produce personnel and scheduling reports describing test support and other reports as needed. The Lead will also be responsible for overall shop safety, security, and mission preparedness. Other duties as assigned.

Minimum Qualifications:
• Must be a U.S. Citizen.
• BS degree in an electronic or engineering field.
• Must have a minimum of 3-5 year supervisory or lead experience in a technical field.
• Must have 3-5 years experience working in either cellular or wireless field with RF experience.
• Must possess an active DoD Secret Security Clearance.
• Must possess a valid driver's license.

Supervise and oversee daily operations of Telemetry Instrumentation section, including personnel assignments, workload scheduling and budget management. Act as liaison with other sections and Government personnel to ensure successful completion of assignments. Attend planning meetings for newly assigned projects, identify support requirements, and provide telemetry solutions. Prepares estimates for upcoming projects. Perform customer interface during all phases of the project. Track and coordinate all aspects of tests to include budget and technical requirements with internal (U.S. Army) and external (contractors) customers. Identify future requirements, equipment upgrades and personnel required. Perform administrative tasks associated with the Telemetry section to include time cards, required reports, etc. Maintain section Standing Operating Procedures (SOPs) including updates as required. Perform Quality Assurance functions on assigned projects, to include data products generated by the section. Continually evaluates new equipment and proposals. Act as host for vendor demonstrations. Prepares and maintains budgets for Telemetry section. Serve as YPG Telemetry Group representative on the Range Commander's Council.

*Provide financial planning workshops and individual financial

Reserve Components.
*Provide information on banking, debt management, health care, college

*Be able to Conduct 6-hour financial planning workshops using existing
curriculum to groups of approximately 50 Soldiers and Family Members

provision of training material, audio/visual equipment, etc., with
designated ACAP and Army Community Service (ACS) points of contact.

You qualify for this position at the GS-13 level if you possess the following:
One full year of specialized experience. Specialized experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience include: Responsibility for a variety of contracts requiring special handling provisions or other specialized terms and conditions; Development of the statement of work and data requirements, develops special clauses and terms and conditions applicable to the solicitation; Negotiates settlements for such changes; approves payments; and prepares replies to other involved agencies, appeal boards, or congressional inquires.
In addition to the above qualifications you must meet both A and B:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting, positions, including at least 4-years experience in contracting or related position. This position is ideal for a candidate who has civil engineering expertise in hydrological and hydraulic engineering flood plain information related to the Risk MAP Program. This position starts at a salary of $72,733.00 (GS-12 step 1). The full performance level of this position is at the GS-12 federal grade level. In this position, you will serve as a Civil Engineer in the regional office. This position requires an advanced level of technical competency. The primary purpose is to manage Flood Insurance studies in the Region and be a source of engineering expertise for all producers and users of hydrological and hydraulic engineering flood plain information related to the Risk MAP Program. Typical work assignments include:
• Review and monitor technical work performed by private engineering consultants and other Federal agencies conducting flood hazard studies under contract to FEMA. Review activities are concentrated on hydrologic and hydraulic engineering modeling, geospatial analysis (LiDAR, IFSAR) and procedures for the development of flood insurance studies.
• Conduct technical coordination meetings to resolve differences in study findings for adjacent areas. Recommend resolution of technical differences to Sr. Engineer when agreement cannot be achieved.
• Serve on task forces and in a liaison capacity with Federal, State, and Regional agencies engaged in technical work having a bearing on the National Flood Insurance Program (NFIP) and the Risk MAP Program.
• Monitor technical aspects of community enforcement of construction and development standards of the NFIP.
• Provide engineering technical assistance to community officials, developers, builders, building officials, engineers and others through correspondence, telephone, conversations, and site visits, as needed.

You qualify for this position at the GS-12 level if you possess the following:
One full year of specialized experience at or equivalent to the GS-11 federal grade level. Specialized experience is described as experience in the contracting, procurement and project management of civil engineering, hydrologic and hydraulic professional services. 3. 4. Ability to serve as a field manager at disaster operations to develop, initiate, prioritize, and accomplish key program objectives.
5. Ability to negotiate with natural and cultural resources agencies on program alternatives or project specific conditions to advance disaster and non-disaster procedures.
6. Ability to communicate orally with senior level officials of other Federal agencies, senior representative of state and local governments, private organizations and the public.

This position is ideal for a professional with experience supporting short and long-term disaster recovery operational planning. This position starts at a salary of $62,467.00 at the (GS-11) level, and at $74,872.00 at the GS-12 level.
