Thank you,
Here is a position description:
The Department of Veterans Affairs, Office of Construction & Facilities Management, Office of Financial Management (003C3A) is seeking two experts to draft and refine a Statement of Work (SOW)/Performance Work Statement (PWS). The expertise sought is one technical writer familiar with drafting complex statements of work for support services on computer systems and one computer analyst to refine information technology related tasks required. Both individuals should have extensive experience in drafting government Statements of Work (SOW), Performance Work Statements (PWS), and Independent Government Cost Estimates (IGCE). The final document, heretofore referred to as ‘the SOW’, will be used in support of the Corporate and Regional Matrix Budget System (CRMBS). The SOW will include detailed costs and task for administrative support such as the identification, compilation and entry of financial data required managing CFM General Administration, Advanced Planning, other line items, Major Construction and Veterans Health Administration funds through CRMBS.
Construction and Facilities Management:
CFM manages millions of dollars and multiple funding streams. It covers construction, real property actions, general operating and simplified acquisitions. There are separate processes to be researched and documented for each category and multiple cross functional categories to include and are not limited to approval hierarchies throughout CFM, credit card services, and Economy Act agreements. Recently CFM has implemented the CRMBS system to assist in these responsibilities. CFM has made strides in data entry and configuration, yet requires additional support to continue the process in a timely manner. The volume of data collection, entry, verification, and clean up have created a backlog. CFM seeks a comprehensive approach to the federal business development process that extends to the final product of a SOW and IGE. CFM is seeking two experts that will be expected to conduct market research, planning, opportunity analysis, and draft a detailed, market-ready, SOW and IGE. CFM requires the SOW and IGE to provide flexibility in the services that directly align with CFM goals and objectives. The data upload, monitoring, reporting and management requires a specific set of skills. The Technical Writer must work with CFM Subject Matter Experts (SMEs) to refine the needs and deliverable required to complete the SOW and IGE for CRMBS support. The computer program analyst will supply the IT expertise to include fair-market-value pricing data to refine deliverables and other requirements. The Writer will be tasked with analyzing the various technical skills required, identifying the skills and pay levels of each, calculating estimated hours required to bring CFM up to full operational capacity, developing independent government estimate, documenting the overall duties and responsibilities of the CRMBS support envisioned. Once sufficient evidence is collected, the Technical Writer with significant input from the computer analyst will document the results of the research and draft a formal, detailed, SOW. The SOW will include the Independent Government Estimate, sources recommended, a table of deliverables, cost calculations, anticipated expertise and task to be covered in the final SOW. The Technical writer is expected to have significant expertise in drafting technological systems support IGE’s and knowledge of GSA labor categories. The Technical writers should have strong familiarity with government budgeting and budget execution. Experience in federal accounting and program management are highly recommended. The writers must be familiar with GSA Federal Schedules including labor categories, various schedules and general processes. The final product is expected to be clear, outline all requirements, include all documentation and be immediately actionable. The company selected for this award will be ineligible to submit a bid for the CRMBS Support Services award.
Entities Within and Outside the Office of Construction & Facilities Management, Office of Resource Management
CFM anticipates that the drafting of the SOW to support CFM related business practices will require interaction with various SMEs within CFM. It is expected the writer will have sufficient experience to compile data and generate estimates. Most interaction will be within CFM and no travel is anticipated.
Please call or email if you are interested in this position.
