The U.S. Government (USG) policy in Liberia is to help the civilian security agencies assume full responsibility for security in Liberia (as the United Nations Mission in Liberia (UNMIL) gradually withdraws) and to create conditions that will lead to lasting stability, peace, and prosperity in the country. The UN Police (UNPOL) component of UNMIL has been providing many critical support functions while working alongside the Liberia National Police (LNP). However, as UNMIL reconfigures its forces, an unprepared LNP will be forced to assume many of these functions. One of the critical areas in which the LNP must focus its efforts is managing and maintaining its vehicle fleet in order to continue to support its operational requirements. In coordination with UNPOL and the Government of Liberia (GOL), the USG has agreed to provide technical assistance to the LNP to help them develop a sustainable vehicle fleet management system.

* Include SWOT (strengths, weaknesses, opportunities, threats)
* Identify three different potential Courses of Action that could achieve the goal: the LNP themselves develop and institutionalize a functional and sustainable system for maintaining, deploying, and tracking their vehicular assets in order to support operational requirements
* Recommend one of the Courses of Action and provide a justification for why it is the best option

* Measurable: there is only one change in the indicator and it is feasible to collect data on this factor in a reasonable time and cost- effective manner
* Accurate: it is a direct signal of the change
* Reliable: different people would all draw a similar conclusion through the data collection or through the interpretation of the language. Note: no jargon without definitions
* Time-bound: it includes a timeframe
* Mentor counterparts to enable the LNP to make sustainable, institutional changes, instead of trying to personally develop and implement new processes and procedures. INL will provide task specific training and guidance on mentoring once the Police Vehicle Fleet Management Advisor is in country (Alternatively this may be provided in DC prior to deployment).
