4. Field Service Specialist - Portland, OR
Description: Handles installations, emergency repairs, and preventative maintenance of diagnostic instruments. Will closely communicate with users, including the operators of the equipment (primarily Medical Technologists), direct supervisors, and directors of the institution before and upon complete of the service call. Description: A “turn-around” is essentially a plant shut down that occurs several times a year to conduct large scale maintenance and plant upgrade projects. This is an excepted service position located on a Type I, National Incident Management Assistance Team (IMAT), Response Directorate, Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS). This position starts at a salary of $75,621 to $87,829. The starting salary within the pay band will be set based on the level of responsibility and experience. EMERGENCY ASSIGNMENT: IMAT employees are subject to a 24-hour on call work schedules in the event of an emergency and be willing to relocated to emergency sites with little notice. The teams deploy as soon as notified to respond and are on the scene within 12 hours. Once on scene, the teams operate and function under intense physical and mental stress until the response mission is accomplished. This service will require irregular and/or long working hours which may be under austere environments that include living and working in temporary facilities such as tents, warehouse, or other expediently established facilities, significant damage to critical infrastructure that prevents ready access to potable water (other than for drinking), other than basic medical care, and other routinely available services. When deployed, the incumbent reports to the Operations Section Chief and is responsible for the implementation and management of Individual Assistance (IA) programs and the delivery of FEMA programs to individuals and families that have been affected by disasters, as well as the coordination of services and resources under Emergency Support Function #6 of the National Response Framework in the areas of mass care/emergency assistance, housing, human services and voluntary agency coordination. Incumbent will coordinate federal support in response to natural or man-made incidents, including terrorism, that result in extraordinary levels of mass casualties, damage, or disruption severely affecting the population, infrastructure, environment, economy, national morale, or government functions.
• Manages the IA Branch to ensure a safe, secure, and efficient operation. Determines if the organizational structure is appropriate based on supervisor’s direction and ensures that the structure and staffing are Incident Command System (ICS) compliant. Ensures that subordinates are qualified to perform assigned positions. Makes organizational adjustments based on the complexity of the incident and requests additional personnel, supplies, services, and equipment as needed. Establishes work assignments and sets priorities. Writes task descriptions providing clear, concise direction and performance expectations. Ensures subordinates are briefed on information relevant to their assignments and discusses any special security and safety considerations or hazardous situations. Monitors performance to assess the need for possible rest or rotation. Ensures that subordinates receive needed training and coaching. Evaluates performance, communicates any deficiencies and takes corrective action. Prepares and discusses formal performance evaluations. Ensures continuity of operations and a complete and effective closeout and/or transition at the termination of activities.

Typical assignments when not deployed include:
• Participate in exercises at the national, regional, and state levels.
• Participate in all training as required by the position with states and other Federal agencies, professional development as required for team member development and FQS certification, and emergency management training and workshops.
• Provide input for the development of and participate in the execution and documentation of function and plans that affect critical aspects of FEMA's mission, operational responses and programs.
• Participate in the development of regional catastrophic planning for all-hazard responses.

When deployed the incumbent reports to the Planning Section Chief and is responsible for the application and coordination of incident-specific geospatial activities-including the production of spatial products, the collection and dissemination of spatial data and analysis, Global Positioning System (GPS) support, and the acquisition, exploitation, and dissemination of remote sensing data. Incumbent will coordinate federal support in response to natural or man-made incidents, including terrorism, that result in extraordinary levels of mass causalities, damage, or disruption severely affecting the population, infrastructure, environment, economy, national morale, or government functions. Typical assignments include:
• Determines requirements and acquires resources to establish the unit.
• Provides spatially referenced information, products, and services to enhance decision making. Provides geospatial coordination and customer service. Determines and manage customer expectations for products.
• Coordinates with appropriate geospatial stakeholders to prevent duplication with the Regional and National Remote Sensing Coordinators.
• Manages geospatial resources, including geographically dispersed staff. Briefs customers on geospatial capabilities and activities. Sets geospatial priorities based on incident requirements.
