QUALIFICATION REQUIREMENTS: Bachelor's degree approved from an accredited U.S. College or University based on a 4-year course of study from an accredited institution of higher education in any of the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods and organization and management is preferred (a waiver may be requested for the degree requirement) AND/OR at least 6 years of qualifying experience and demonstrated job performance in a contracting position. The 24 semester hours may be included in, or in addition to, coursework taken to complete the degree program. Must have completed or be able to complete all contracting courses required of a contracting officer. Demonstrated expertise in general and/or construction contracting in either APF or NAF procurement environments; knowledge of contract administration policies and practices and demonstrated experience in contract negotiations. Knowledge of the rules and regulations governing APF and/or NAF acquisition. Essential to the incumbent’s success in this position is knowledge and understanding of the rules governing appropriated and nonappropriated fund acquisition, including laws, regulations, policies, including precedent setting legal decisions. These include the Federal Acquisition Regulation and a wide variety of both DOD and DON appropriated and nonappropriated fund laws and guidance.
