1. Canine Handler (OCONUS)
Subject: FEUO: Canine Handler (OCONUS)
Canine Handler
Location: OCONUS
K2 Solutions is seeking a Canine Handler to fulfill an OCONUS position contingent upon contract award.
Responsibilities
- Maintain the canine's proficiency in explosive detection through routine training.
- Maintain the physical condition, health and hygiene of the canine.
- Protect life and property on DoS facility through utilization of the canine.
- Summon professional assistance in rendering first responder first aid to any personnel becoming injured.
- Provide emergency response as a member of the Emergency Response Team (ERT) in situations such as security alerts, civil disturbances, suspected or actual criminal violations and or other life threatening situations.
- Other duties as assigned.
Required Education/Experience:
- Must be a U.S. Citizen.
- Level 3 English proficiency.
- Must currently have, or be able to obtain, and maintain a Secret security clearance.
- Successfully train to and complete training in accordance with North American Police Work Dog Association (NAPWDA) and the National Odor Recognition Test (NORT) as well as certify under the Department of State Odor Recognition Test (DSORT) and the Department of State Operational Testing.
- Must have two years of service as a detection dog handler.
- One year of security related experience preferably in a high threat environment. Experience can be gained in the employ of any national, State/Provincial, Local or commercial entities providing high threat protective services.
- Must be able to recognize K-9 diseases, be familiar with hygiene requirements and know the physical condition of the dog.
- Physical fitness level that will project the appearance of professionalism and that allows for protective security assignments (height and weight in proportion).
- Proven and documented experience with maintaining canine training records, handling, utilization and storage of explosive training aids.
- Ability to qualify on required weapons systems.

- Completed or served three years in the military, law enforcement or protective security from private sector, with honorable discharge.
- Effective oral and written communication skills with all levels of the organization including management, peers, team members and customer-base.
- Strong organizational skills with the ability to manage time and multiple priorities to completion.

Responsibilities
The Operations SME will work with training team members that will assist / lead training in Explosive Ordnance Disposal (EOD) training, IED / Counter-IED (C-IED) Intelligence, Weapons Technical Intelligence (WTI) and Law Enforcement Professional (LEP) Programs and Scenario Development. The contractor will possess significant experience in military command, control, and communications. Must have extensive background in requirements analysis, the Military Decision Making Process, advanced warfighting concepts and doctrine, and Counter-Improved Explosive Device (C-IED) tactics, techniques, and procedures (TTP). Interacts directly with unit commanders during the development of training in preparation for deployment and sustainment activities. Actively coordinates the support packages provided to meet unit and subordinate element training requirements. Assists units in applying the JIEDDO-COIC's products, including target and network analysis packages. Applies emerging doctrine and tactics to improve unit application of C-IED methodologies. Assesses the impact of programmatic and technical options on stated user requirements and doctrine.
Provides expert support, analysis and research into exceptionally complex problems, and processes relating to the C-IED subject matter. Serves as technical expert on executive-level project teams providing technical direction, interpretation and alternatives. Thinks independently and demonstrates exceptional written and oral communications skills. Applies advanced technical principles, theories, and concepts, and contributes to the development of new principles and operational concepts. Works on unusually complex technical problems and provides solutions which are highly adaptive and innovative. Works under consultative direction toward predetermined long-range goals and objectives. Assignments are often self-initiated. Determines and pursues courses of action necessary to obtain desired results. Develops advanced technological ideas and guides their development into effective solutions.
Specific tasks as the Operations SME/ Training Advisor include:
- Participate in JIEDDO "First Contacts" with supported units.
- Gather and document C-IED lessons learned.
- Perform a variety of complex analytical tasks in support of one or more contract task orders.

We are seeking an Intelligence Integrator/SME familiar with Network Analysis, SIGINT Analysis, HUMINT Analysis, and OSINT/Social Media Analysis. The contractor will possess solid experience in military organization and must have background in C-IED Intelligence, warfighting concepts and doctrine, and C-IED tactics, techniques, and procedures (TTP). The contractor will be the focal point for Attack the Network intelligence for the Team.

- Maintain knowledge of all applicable regulations and doctrine regarding military training.
- Analyze Government provided training curriculum.

- Assist in the identification of synchronizing tasks, conditions, standards, and performance measures for the required training.

- Maintain close coordination with JIEDDO COIC and other Intelligence centers to ensure complete awareness of the current, world-wide, IED threat.

- Liaise with appropriate Intelligence units and school houses to ensure the latest in capabilities is utilized in the course of instruction.
- Assist in reviewing and evaluating the overall C-IED reporting from Intelligence assets to help determine future training requirements.
- Ensure that current information on enemy TTPs is continuously acquired and analyzed.
- Recommend curriculum changes to the Government to keep the Program of instruction at the leading edge of the C-IED problem as it pertains to Intelligence. Summarize acquired information as required in written reports.
- Monitor resource utilization to correct deficient situations, and provides balanced Program recommendations.
- Plan and prepare task scenarios in concert with CTC instructor and unit leadership guidance.
- Construct and maintain - in complete and up-to date form - all lesson plans and other associated materials to facilitate training.
- Present military training when required.
- Maintain accountability of any Intelligence training aid inventory.
- Monitor and distribute training aids and associated training materials to units. Prepare and set-up EOD/IED scenarios at training areas during rotations.
- Provide material solution recommendations to Intelligence / EOD TTPs.
- In concert with CTC leadership, maintain the material condition and realism of ranges and facilities to make them ready for training.
- Prepare appropriate staffing memorandums as required
- Prepare and deliver various high quality communications and briefings, up to and routinely including, O6 level decision-makers.
- Assist Exercise Control (EXCON) with scenario development, exercise design and story line development, developing scenario threat/neutral/friendly networks, developing associated Master Events Scenario Lists (MESL) and drafting exercise injects, intelligence and operational reports.
- Support Team Training by providing Intel/AtN/Network Engagement instruction as required.

• Review and monitor G-3/5/7 priorities and provide recommendations in support of resourcing capabilities in support of Overseas Contingency Operations (OCO) and the homeland; develop and monitor non-theater distribution plans; and maintain close coordination with ASA (ALT), PM, G-3/5/7, G-4, G-8 LNOs, and Army Commands (ACOMs)/Joint staffs and agencies.

The contractor will assist DOM division leadership in resolving AAO issues with G8-FDR.
• Conduct analyses and assist in the development of findings, conclusions and recommendations relative to changes in doctrine; tactics, techniques, and procedures; training; sustainment; and threat capabilities and work to ensure such findings are reflected in approved program requirements documents.
• Participate and provide input into the Total Army Analysis (TAA) and Force Feasibility Review (FFR) processes, determine the impact of TAA and FFR results on assigned programs.
• Assess the impacts of changing resource levels (e.g., Resource Management Decision (RMD) memoranda or Congressional marks) on assigned programs and within coordination rules in effect at the time of the tasking, provide the division chief a written assessment within four hours.
• Review and resolve equipment shortfalls with stakeholders during semi-annual Army Equipping and Reuse Working Group (AERWG) and in support of Unit Equipment Resourcing Conferences (UERCs). Prepare necessary briefing products during and after these events and brief results in selected venues such as the AERWG hotwash outbriefs.
• Update allocation plans during monthly EQUIPFOR updates with PM identified monthly production and depot delivery quantities in support of unit level distribution and redistribution planning by ASC (LMI).
• Coordinate with ASC (LMI) material integrators to ensure distribution and redistribution plans are adjusted based on Army Senior Leader guidance, DARPL changes, or changes to the quantity of available equipment. .
• Develop draft program and system briefings for presentation to senior leaders. Attend meetings which address the resolution of critical system related issues and provide meeting minutes, EXSUMs, and information papers that keep leadership apprised of issues and concerns and report/track all assigned action items.
• Maintain situational awareness regarding assigned programs, systems, and duties. Be prepared to provide an information paper within four hours that includes data elements pertaining to: system funding (current through end of POM period), quantities of available equipment (new production, depot production, cascade or redistribution, retrograde, or sustainment reset) current through end of POM period; approved fielding plan (and any known Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA ALT) or Army Command (ACOM) concerns), acceleration possibilities or challenges, ability to support future force concepts, ability to support un-forecasted increases in demand (e.g., “surge”), known ACOM concerns regarding fielding plans, issues regarding the program to include knowledge of: manufacturers and states within which the manufacturing takes place, impact of committee actions or marks for assigned system, or other known concerns.

General Experience:
