The candidate will be responsible for proficiency of performance and strict adherence to policies and procedures. The CBRN Logistics Analyst will be part of a larger team responsible for asset management of equipment fielded within the United States Marine Corps. He/She will perform a variety of duties associated with the logistics team’s responsibility for intermediate level maintenance and repair of and training on CNRN, first responder, and hazardous material (HazMat) related equipment and supplies to include but not limited to; HazMat and CBRN detection equipment, decontamination equipment, and personal protective equipment to include respiratory protection/breathing apparatus. •Responsible for preventive and corrective maintenance and calibration; shipping and receiving equipment; and inventory control and maintenance Teach New Equipment Training (NET), provide sustainment training, develop and implement scenarios to reinforce training, and support Marine instructors as they provide sustainment training on-site

Support the JMA Development Network supports the continuous software development to include testing and refinement of SCRAAM and SOFAMS. The network is comprised of Linux and Windows-based platforms. The equipment includes the use of 2 Catalyst 1 Gigabit switches, Sun servers, Sun fiber optic mass storage arrays, Dell workstations, HP-Compaq thin client terminals, and an Aztec Lunchbox mobile computing platform. Operating systems include CentOS Linux, Microsoft Windows Server 2008R, and Windows 7. Software consists of Visual Studio 2013, Oracle 11g and 12c RDBMS, Oracle Application Server, Oracle Enterprise Manager Grid, SQL Developer, TOAD database diagnostic and monitoring tools, ESRI ArcGIS/EDN, MS SQL Server, MS IIS web server, and VMWare virtualization suite.
Modify/develop/train on the use of software to meet USSOCOM JMA modeling requirements as required. Act as the software application administrator for software residing on the JMA LAN, for software residing on J8-S desktop computers used to collect and analyze JMA data, and for any required Commercial Off-The-Shelf (COTS) software. This includes databases containing climatic, threat, environmental, and weapon system performance data (friendly and hostile); data input forms, digital mapping systems used for data input, extraction, and display; quality control tools for examining the database entries; and the software that utilizes the JMA and GSMCOP) task databases. Install, test and maintain software upgrades when provided and/or directed by the Government and shall include periodic version upgrades to correct problems, improve efficiency and usability, and/or provide greater capability.
Provide a continuously updated version of SOFAMS as the primary software model that tracks requirements the uniformed SMEs and contract analysts enter and derive from the
Analytic Agenda. Provide the J8-S the software for each functional SME/OA to enter CONOPs in all mission areas (Special Forces, Ranger, MARSOC, NSW, MISO, CAO & AFSOC).
Provide and maintain additional modules that provide the user the capability to “service” base CONOPs using the Maritime & Aviation Modules. Provide and maintain a Leveler Module compatible with the SOFAMS software to track and illustrate all requirements entered using the SOFAMS software to include the Maritime and Aviation Modules. Maintain and provide continuous upgrades to the custom-developed SCRAAM software to match time-based resources to requirements constrained by user-developed rules. Contractor will continue to base this model on the smart integration of Analytic Agenda Requirements, USSOCOM Resources and Rules provided by senior leadership or extracted from published strategic documents.
Provide Technical Expertise to provide system modification/support of current modeling and simulation capabilities. To provide this expertise:
• Develop, test, maintain, and support new software or modify existing commercial and custom software programs that support the Command’s processes.
• Develop and test of software required for allocation modeling and analysis of new requirements as determined by OSD/ Joint Staff/USSOCOM.
• Provide Technical Expertise that enables transferring data between the JMA database and other Combat Simulation and Models as well as identifying potential data incompatibilities and means of overcoming such problems.
• Provide the Government life cycle and operations support for models and simulations used by USSOCOM within DOD federations.

Job Description:
The Project Manager shall serve as the contractor lead during monitoring and assessment tasks and is responsible for drafting and submission of assessment reports. They will also finalize work plans, schedule assessments, and other monitoring needs in coordination with INL. The Project Manager must make adaptions in-country as necessary to ensure a successful program. They will ensure only vetted and approved local nationals are employed and are trained. They will also ensure appropriate performance measurement tools relevant to pre-and post- training data are accurately completed for all employees and local nationals. The Project Manager will track, monitor, and evaluate tasks on the Contract Performance Measurement Plan and toolkit. If required, the Project Manager will participate in a monitoring and evaluation team to evaluate effectiveness of local nationals. They will ensure on-time delivery of tasks, including all work products, M&E deliverables, training, etc. The Project Manager may be required to travel overseas and within countries that are considered dangerous or unhealthy or may be considered as another adverse environment. The Project Manager will be required to attend pre-deployment and other training courses as specified.
Requirements:
• Bachelor's degree
• A minimum of 4 years supervisory experience, of which 3 years program management experience is required.
• 2+ years of INL Afghanistan experience or have monitoring and assessment experience with the ability to measure outcomes.
• Experience leading teams in a multinational training environment.
• Must demonstrate experience with or ability to communicate diplomatically with high ranking members of U.S. and foreign governments.
• Excellent oral and written communication skills.
• Must be willing and capable of working in a fluid environment, under challenging circumstances.
• Demonstrated experience improvising, adapting to changing needs during in-country implementation, and independently resolving problems.
• Must demonstrate ability to conduct needs assessments of program and be capable of providing sound recommendations to client based on the assessment.
• Experience working in developing and/or post conflict countries
• Must be able to deliver police training to foreign nationals through a language assistant
• Proficient in MS Office Suite and Adobe
Preferred Requirements:
• MA preferred
• Experience in Afghanistan, Middle East or Southeast Asia preferred.
• Able to read and speak middle eastern languages preferred.

Job Description:
The DPM shall support the Program Manager and the Project Manager. They will provide administrative, logistics, and implementation support for all activities. The DPM will also coordinate travel and in-country life support for all training and other in-country activities. Additionally, the DPM must develop efficient, effective strategies for providing support to contract assessment and monitoring in-country. They will also provide “reach back” support from Kabul for deployed personnel and may be required to travel to developing country or post-conflict environments.
Requirements:
• Bachelor's degree.
• 5+ years professional experience.
• 2+ years of program experience working on a US government contract with overseas operations.
• Must demonstrate experience in general planning, evaluating, analyzing, and implementing government programs.
• Experience supporting a field based foreign assistance project.
• Ability to take initiative.
• Independently analyze and recommend solutions for challenges in a fast paced environment.
• Detail oriented.
• Experience living/working internationally.
• Experience living or working in a developing country or post-conflict setting
