Responsibilities
• Develop and brief presentations for joint staff, and leaders to provide a strategy to task relationship, provide sample models to illustrate analysis techniques

The Language Instructors must meet the following requirements prior to instructing students on this contract.

Experience: Contractor must have 7 years’ experience to include at least 2 years post-graduate experience. Contractor must be familiar with preparation of chemical solutions and biological sample collection and processing. Contractor must be capable of learning the additional skills needed as necessary for the execution of the research project(s). The Contractor should also have demonstrated knowledge of basic computer programs (i.e., word processing, spreadsheets, and reference management programs) and have the capacity to learn specialized computer programs for collection of behavioral data.
The Contractor shall have experience with rodent surgical techniques and be capable of learning to use various software packages that are designed for various laboratory instruments and data analysis. The Contractor must be certified, or capable of obtaining certification, to work with nerve agents and radioactive materials. Experience in high throughput screening, molecular and cellular biology techniques (laser capture micro dissection, qRT-PCR, RNA/DNA isolation and analysis, microarrays, ELISAs, Western blots, etc.), animal techniques (handling, restraint, injections, anesthesia, and surgery), light and fluorescence microscopy, autoradiography, and/or histological techniques to carry out this project is preferred. Experience with data analysis software (such as Graph Pad Prism or SPSS), is required. Experience with Ingenuity Pathway Analysis is preferred. Experience in supply and equipment ordering, coordination of lab equipment maintenance, and maintenance of inventories is required. Experience with reference management software (i.e., Endnotes).
Education: Bachelor’s degree and a master’s degree in biotechnology, cellular biology, molecular biology, neuroscience, physiological psychology or related fields.
Support Services Required: The Contractor shall participate in research projects and provide data for the evaluation of the effects of CWA exposure using endpoints of physiology, behavior, biochemistry, molecular biology, and/or neuroanatomy in small and large animal models. The Contractor shall perform all techniques listed above (laser capture micro dissection, qRT-PCR, autoradiography, small animal surgery, histology, etc.) and collect and analyze data. The Contractor shall troubleshoot assays as required. Design assays, schedule and coordinate laboratory work, and execute research tasks. JOB SUMMARY: Reports to Programming & Planning Manager. Direct, plan and coordinate the development of and maintenance of the myriad of USAFA community plans. Provide advice and feedback to commanders on the established USAFA plans; ensure projects comply with planning objectives and cultural resources protection, or brief commanders on the impacts of incompatible development.
PRIMARY DUTY: Direct and administer the day-to-day community planning agenda, including providing technical assistance to commanders, the Engineering Service Division Staff, Planning and Programming Branch, local governments, planning commissions in areas regarding planning, zoning, environmental concerns and other miscellaneous matters related to overall planning, growth, and development within the Academy and the regions surrounding the Academy.
Maintain all planning documents required by Air Force Instructions (AFIs) and Unified Facilities Criteria (UFCs), including, but not limited to the Installation Development Plan (IDP), Area Development Plans (ADPs), Air Installation Compatibility Use Zone (AICUZ) plans, Joint Land Use Study (JLUS), and Integrated Cultural Resources Management Plans (ICRMP).
Update Civil Engineering Databases to include Automated Civil Engineering Systems (ACES).
Review on-base projects for conformance with USAFA plans and design standards. Prepare siting packages for all projects affecting the Real Property Inventory.
Coordinate with airfield staff to ensure airfield mission conforms to UFC requirements, including preparation, maintenance, and staffing of required airfield waivers, assisting with plans to mitigate and eliminate waivers and receiving input into the airfield master plan and the Air Installation Compatibility Use Zone (AICUZ) program.

The U.S. Army Institute of Surgical Research (USAISR) is part of the U.S. Army Medical Research and
Materiel Command (USAMRMC). The USAISR is dedicated to both laboratory and clinical trauma
research. Its mission is to provide requirements-driven combat casualty care medical solutions and
products for injured soldiers from self-aid through definitive care across the full spectrum of military
operations; provide state-of-the-art trauma, burn, and critical care to Department of Defense (DoD)
beneficiaries around the world; and provide Burn Special Medical Augmentation Response Teams
(BSMART). Within the USAISR, the Joint Trauma System (JTS) was established in order to improve
combat casualty care across the continuum of care and to maintain the Department of Defense Trauma
Registry (DoDTR) and the Military Orthopaedic Trauma Registry (MOTR).
The Biostatistician/Epidemiologist will have a strong statistical background and experience analyzing the
resulting data. The Biostatistician/Epidemiologist will be responsible for delivering collaborative study
design and execution, in concert with the data retrieval staff, while analyzing available data from a
variety of sources, in order to provide subject matter expertise, opinions and recommendations and
producing individual and collaborative study submissions for presentation, publication and testimony
before military, professional governmental and legislative committees and public forums. In order to
provide the required deliverables, the Biostatistician/Epidemiologist is responsible for providing:
1. Statistical Analysis:
o Participate in the data acquisition process, and assist investigators with the acquisition and
manipulation of data to reduce acquired data to the corresponding statistical information as
planned in the designed protocols.
o Assist investigators with the data portrayal of various charts, graphs, tables, and
corresponding slides in order to develop the appropriate quantitative description of data
that describes the subject under study it also requires the ability to manipulate graphs,
charts, tables and imaging software.
o Training investigator(s) in the use of appropriate statistical software tools and the
manipulation of appropriate files and file types with those tools in order to yield appropriate
charts and graphs that can be used to support given studies under discussion. Complexity
will vary by type of study and multiplicity of variables.
o Collaborate with the data retrieval team to obtain and manipulate data using such as but
not limited to tools as Oracle Discoverer ®, Microsoft Excel®, Microsoft Access®, Microsoft

Wound Mapping, and other analytical packages to acquire, analyze and portray data.
2. Statistical Design:

Table Curve 3D, StatXact, LogXact or any new and relevant approved statistical packages.
o Use multivariate statistical techniques, e.g. logistic regression and artificial neural networks.
o Raise awareness of statistical knowledge among scientists and management, identify
opportunities to apply techniques to support research goals, and provide statistical training.
o Collaborate with investigators in the conduct of statistical studies involving data from the
DoDTR that are either intramural or extramural to the Institute (defined by Institute CRADA
and MOU).
o Act as liaison for other laboratories with the DoDTR that have specific statistical focus.
Incumbent will serve to establish requirements for data sharing and collaboration with
those laboratories as defined by Institute policy and protocol.
o Serve as an independent investigator to develop internal and/or external research questions
in order to develop and execute study design for analysis in collaboration with a team of
data and statistical resources that will produce reports and presentations from the DoDTR
and other available data sources. Research questions received from external sources
become valid taskings once approved by the Command to be resourced.
4. Core Hours of Operation: Core hours are those designated times and days during the pay period
when non-shift employees must be present for work, other than a lunch period or approved leave.
USAISR core hours are between 0800 and 1500. All personnel must be on duty during this period of
time. The Biostatistician will perform their work during normal duty hours, Monday-Friday,
excluding federal holidays, with a lunch break ranging from 30 to 60 minutes between the hours of
1100 and 1300.
Job Requirements
Fully qualified candidates for the Biostatistician/Epidemiologist position will have:
o Master’s degree/PhD in biostatistics, epidemiology, demography, or social science from an
accredited program.
o Demonstrate at least 5-8 years of experience working in a work group setting of teams of 2 or
more individuals with successful work products.
o Communicate effectively with military and civilian research physicians (M.D.) and PhD -level
staff in order to coordinate and execute actions.

Position Overview:
The SME Computer Network Operations (CNO) provides expertise or guidance in subject matter area of specialized knowledge, as called out in a task order or statement in order to support a contract conducting Research, Development, and Acquisition of materiel and life cycle sustainment for USSOCOM. The SME CNO must have experience in operations designed to disrupt, disable, degrade or deceive an enemy’s network based command and control capabilities while simultaneously protecting and preserving friendly command and control. The position requires a Top Secret with SCI eligibility clearance. The position is primarily located at Fort Belvoir, VA, with expected, frequent travel to SOCOM CONUS support locations. TDY travel, if required, is rare. Normal work hours are M-F, 8-5, not to exceed 40 hours/week.
Responsibilities:
• Subject Matter Expertise
• Provide expertise or guidance in subject matter area of specialized knowledge, as called out in a task order or statement of work.
• Subject areas include but are not be limited to C4ISR, visual augmentation systems (weapon scopes and sights, lasers, night vision goggles, and thermal imaging systems), tactical vehicles, ammunition, ballistics, personnel and vehicle armor systems, computer networks, GPS, cellular telephone networks, Cyber Security operations including offensive and defensive techniques
