1. Fleet Vehicle Management Specialist (Ft. Smith, AR) (S)
K2 Solutions is seeking a Fleet Vehicle Management Specialist to support the U.S. Department of Energy for various areas of Logistics, Property Management, Equipment Operators, Munitions Support, Armorer Support, Mission Related Work (Work for Others), and Fleet/Vehicle Management with federal oversight by OST’s Logistics and Property Management Branch (LPMB) and Vehicle Systems Branch (VSB).
Primary Duties and Responsibilities:
All positions require but are not limited to the following for Fleet Vehicle Management Support
• Provide support in the management and execution of GSA leased vehicles that includes maintaining records of utilization, management of fleet orders in accordance with GSA’s vehicle replacement cycle, maintaining yearly balance sheet, overseeing the scheduling of vehicle repairs and maintenance performed by GSA approved vendors, preparing annual report on GSA vehicle fuel and lease costs, and serving as liaison
• Provide support in the management of the OST motor pool vehicle program that includes scheduling and dispatch of vehicles in the GSA motor-pool, performing scheduling for maintenance and repairs of government-owned, non-operational vehicles, and maintaining monthly vehicle utilization records and fleet inventory records;
• Coordinate disposal of excess government owned vehicles;
• Manage issuance of government license plates and maintaining license plate records;
• Prepare quarterly and annual report on vehicle utilization
• Extensively coordinate and establish communications with other support service contractors and federal representatives when preparing and participating in training event;
• Provide support in the management and execution of motor vehicle program that includes scheduling and dispatch, providing for maintenance and repairs of both government-owned vehicles at the TRACOM VMF and GSA leased vehicles at off-site vendors, maintaining monthly vehicle utilization records, and fleet inventory records;
• Verify all GSA required maintenance is completed within schedule;
• Provide fleet support for training events that include planning for required vehicles to support training, staging necessary vehicles and equipment (trailers) to and from training events, making arrangements for vehicle moves, and coordinating vehicle support with training specialists;
• Ensure vehicles issued by Fleet Management are clean (vehicles are free of debris, windshields clear, and exteriors are washed as locations permit), and prepped (required safety equipment is in vehicle and in working order) for scheduled activities;
• Coordinate with the Vehicle Maintenance Facility (VMF)-Mobile Electronic Maintenance Facility (MEMF) for vehicle and Logistics Support Trailer (LST)-Mobile Training Trailer (MTT) requirements to assure vehicles are prepped for required maintenance and communication needs to fully meet all Fleet Management reservations;
• Process vehicles for disposal per Fleet Manager;
• Provide written communication on fleet movement schedules, fleet projections and requirements per training event to Fleet Manager;
• Support and report in real-time all real-world vehicle incidents to the LPMB Chief and Fleet Manager (reporting shall be through phone-call and email after action report); appropriate security measures need to be taken;
• Ensure all contractor fleet personnel possess and maintain a Class A Commercial Driver’s License (CDL) with HAZMAT and Tanker Endorsements;
• Ensure purchase requests for supplies, services, and equipment purchased
• Issuing vehicles and required training equipment prior to departure of training exercise and ensuring 100% recovery of equipment upon return (i.e. credit cards, keys, books, etc.); and
• Maintaining receipts and mileage log for GSA vehicles
Requirements
• Demonstrated knowledge of the concepts, principles, techniques, and practices of the disciplines of in their respective areas.
• Minimum of 5 years’ experience in their respective areas.

We are looking for an Instrument Technician to install and/or maintain pneumatic and electronic instruments to enable continuous, efficient factory operation.
Responsibilities

L3 National Security Solutions has an excellent opportunity for an experienced, self-directed, Voice Engineer (VE). This position is in support of a Department of Defense (DoD) organization OCONUS in Afghanistan. This position is required to travel OCONUS for a minimum of one year.

This position is a hands-on technical position and provides technical expertise and leadership for enterprise integrated and converged voice and video network systems at customer site. The VE will be required to work in dynamic fast paced environments that require team interaction and coordination of efforts. The candidate must be experienced in interfacing with both internal and external executive leadership.
The ideal candidate should have extensive experience and technical knowledge of Cisco Unified Communications Manager, Cisco Unity Connection/ Unity in enterprise deployments, including bulk administration, provisioning and management of endpoints and user accounts in large-scale systems. The VE is responsible for voice systems equipment and operations. These systems include but are not limited to: Legacy Cisco Call Manager, IPCC, Voicemail, E911, Emergency Notification, Call Accounting, Cisco Real Time Monitoring Tool (RTMT) and several more. Furthermore, the VE will need to be able to work directly with outside service providers and other DoD organizations to troubleshoot outages both off-site and on-site. Must also, coordinate with Cisco TAC for escalated issue and performing troubleshooting with TAC Engineers.
The candidate will perform and build configurations, troubleshooting, and support for Cisco Call Manager, Unified Command, Control & Communications (UC3), Tandberg CODIAN MCU, Wide Area Voice Environment (WAVE), Spyder Video Processor, and Cisco Meeting Place. The VE will be responsible for providing Tier 3 support to customer with a specific focus on Voice over IP (VoIP) support and Unified Messaging. Detailed Responsibilities:
The SOF Intelligence Integrator will assist in developing processes
that focus on developing SOF Situational Understanding of threat
networks and enabling DOD, IA, and IC communities of action focused on
dismantling, disrupting, and defeating those networks. The
Intelligence Integrator will prioritize and categorize requests for
support, conduct near- and long-term analyses of device and
network-centric problem sets, fusing multiple intelligence disciplines
to support the application of operational capabilities in order to
facilitate disruption and defeat of threat networks that employ or
facilitate IEDs.
The SOF Intelligence Integrator will focus on problem sets at the
tactical through operational levels while applying a thorough
understanding of ISR integration and the ops/intelligence fusion
process to compile, collate, analyze and evaluate all sources of
information (to include unevaluated intelligence and open source data)
associated with IEDs and their employment/facilitation by terrorist,
insurgent, or criminal networks.
The SOF Intelligence Integrator will work closely with other members
of a multi-discipline team to identify capabilities and
vulnerabilities of targeted enemy organizations, identify trends,
patterns and key nodes and highlighting their relationships to the
targeted enemy networks. The Intelligence Integrator must possess a
thorough understanding of the intelligence process to compile,
collate, analyze, produce, and evaluate all-source intelligence and
provide subject matter expertise. The Integrator must be able to
provide guidance and mentorship to junior analysts and should be able
to provide daily feedback to the team lead on product development. The
Intelligence Integrator must also possess the ability to effectively
communicate both orally and in writing.
The SOF Intelligence Integrator must have a strong operational
background and experience in shaping intelligence products that
support tactical or strategic goals set forth by the supported unit
commander in order to create actionable target support packages. The
Intelligence Integrator should also possess an understanding of IEDs
as well as the local, regional, and global networks that facilitate
IED construction, design, and usage.
Successful applicants will have documented experience working with
multidiscipline operations/intelligence teams and familiarity with
other elements of the DoD, the interagency and coalition partners.
The SOF Intelligence Integrator must have the ability to participate
in and lead meetings, conferences, and engagements to exchange

Provide technical assistance/expertise to field staff during site visits, Navy IG Quality of Life, and CNIC FFSC Accreditation visits/reviews. Conduct telephonic oversight of program compliance with counterparts by assessing staffing levels, customer contacts, counseling sessions, Central Registry information and other data that can support/explain a variety of program delivery methods consistent with policy. Provide information on treatment, intervention, and monitoring strategies for assigned

Collect data, conducts analysis, provide evaluative material for comparing overall program objectives with program accomplishments, developing new programs or modifying existing programs and assessment of program success. Present assessments of effectiveness of delivery of assigned programs and assists in preparing and delivering reports and presentations. Research and compose responses to inquiries from internal/external organizations (e.g., IG Complaints, Board for Correction of Naval Records, and Congress). In developing Navy-wide policy pertaining to programs, represents Navy on relevant federal interagency committees and meetings. Prepare information, position papers, briefing statements and reports for various audiences as directed by the supervisor. The CNIC Fleet and Family Readiness Department (FFR) (N9) develops policy, provides resourcing and oversight of quality of life (QOL) programs for Sailors and their families. The position is located in the Fleet and Family Readiness (FFR) Department, Family Readiness Division of Commander, Navy Installations Command (CNIC). CNIC is an Echelon II activity directly reporting to the Chief of Naval Operations (CNO). CNIC FFR is the Navy’s Quality of Life program providing essential products and services to promote and improve the retention, capabilities, quality, productivity, reputation and morale of all Navy Personnel and their families. FFR programs are responsible for policy development, resourcing and oversight of the quality of life programs. FFR programs include Family Readiness; all Family Service programs including Deployment Readiness, Crisis Response, Career Support and Retention, and Family Emergency Response Fleet Readiness; Fitness, Sports, Recreation, Deployed Forces Support, Lodging, Food and Beverage Operations, and Child and Youth Programs; Navy Housing; government owned or operated Family and Bachelor Housing; and more.
This position serves as a Supervisory Program Analyst for Family Readiness Programs. As the lead analyst for Sexual Assault Prevention and Response (SAPR) Programs, this position provides policy/program development and implementation including resource planning and development to ensure a high quality, flexible, support program for active duty military and their families. This position is established to analyze, evaluate and advise management on the effectiveness of this line-managed program and/or the management efficiency of other related programs.
DUTIES AND RESPONSIBILITIES This position performs analysis, evaluation, and advisory services related to SAPR program components, operations and program delivery. The result creates the ability to perform SAPR program initiatives Navy-wide.
Conducts analysis of Navy/other federal agency SAPR policies and develops Navy-wide recommendations to implement compliance strategies. These strategies are often complex and require multiple managerial levels throughout the chain of command to review, approve and implement. Policies include development and use of preventive programs, victim assistance, interacting with multiple agencies that perform law enforcement, victim assistance, prevention alternatives, reporting procedures, performance metrics, and designation of responsible commands/parties. Directs, facilitates and prepares for supervisory review detailed analysis of complex information required to

conduct and understand the work, and makes recommendations for improvement in effectiveness and efficiency of work operations. Counsels, advises and prepares guidance for program managers and staff on methods and procedures associated with data collection, management surveys/reports, and control/performance management techniques.
Performs a variety of supervisory responsibilities including oversight for up to five (5) subordinates; reports to the SAPR Program Manager; assigns work based on difficulty and program initiatives, identifies developmental training needs, develops performance plans, rates employees and takes disciplinary action. Recommends performance awards and salary/bonus distribution for subordinates. Schedules and approves work hours, leave, recommends travel and personnel development requirements; ensures a safe workplace free from discrimination and forms of harassment, implementing personnel actions in accordance with various human resource policy and practices and ensures all personnel actions comply with federal regulations.
Identifies monetary requirements, plans budgets, and interacts with Region Program Directors (N91’s), Headquarters N9 Program Managers, and other enabler staff on a regular basis. Resources substantiated and obtained affect money, manpower, material and the ultimate ability to achieve directed requirements throughout the chain of command. Develops methods/processes that directly affect organizational structures, monetary distribution. The SAPR program directly integrates programs such as medical, legal, law enforcement, chaplain, ombudsman, recreation, housing, barracks, etc. This requires effective communications and an ability to explain requirements often funded by other programs. Prepares assessments of region/installation capability to deliver day-to-day and long term operations. This includes identifying and communicating manpower, facility and equipment requirements with the appropriate enabler (e.g., N1, N4, N5, N8, N9, etc.) headquarters codes.
Develops/communications strategy material used to inform Department of Defense (DoD) and other federal agency leadership, staff, Navy and general public. Such methods include developing briefings, preparing various correspondence (messages, EXORDS, etc.), electronic media, etc.
QUALIFICATIONS Must possess a Bachelor’s degree in social work, business/public administration or related fields, experience commensurate with the pay grade in public service programs delivery, policy and/or administration that provided an opportunity to be effective in carrying out duties and responsibilities of this position. A post-bachelor’s degree is preferred and would benefit the candidate’s ability to address the complexities of work.
Professional knowledge and understanding of requirements and operations of DoD, DON or other large, complex public/private sector enterprise policy making and resource management organizations.
Experience in program management and implementation related to preventing sexual assault and providing victim assistance programs.
Expert knowledge of Federal and agency regulations (or private sector equivalent); knowledge of specific organization's program and missions, as well as knowledge of pertinent laws, regulations and policies related to program components. Demonstrated mastery of program management, requirements determination, policy development and supervisory skills.
Comprehensive knowledge and experience with qualitative and quantitative techniques for measuring and improving effectiveness, efficiency and productivity of assigned programs.
High level skill in designing and conducting comprehensive studies and preparing solutions related to broad operational and contingency issues. Professional skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions.

This is an interdisciplinary position where the incumbent serves as a Social Science Analyst, Social Worker or Psychologist for assigned FFSP programs and is responsible for the full range of assigned clinical, administrative, program and case management services associated with domestic abuse prevention and intervention services provided by the Family Advocacy Program (FAP).
DUTIES AND RESPONSIBILITIES Conduct assessments and evaluations of policy and legislation that affect Navy FAP domestic abuse prevention and intervention services. Provide expertise to variety of Navy stakeholders that assist in developing strategies for resourcing, policy implementation, and service delivery, including plans and consultation. Uses a broad range of professional social science/psychological knowledge of advanced concepts, principles, procedures, and practices, to assist the supervisor in development of actionable practices throughout the CNIC enterprise. Develop familiarity and sensitivity to US state and foreign nation laws, treaties and agreements.
Coordinate with internal/external offices (e.g., DoN, DoD, law enforcement, Judge Advocate, and civilian authorities, etc.) providing guidance relevant to FAP case administration. Provide information and guidance to FAP Representatives, Regional Counseling and Advocacy Coordinators, and Installation Family Advocacy Case Managers regarding best practices of dealing with domestic abuse cases.
Provide technical assistance/expertise to field staff during site visits, Navy IG Quality of Life, and CNIC FFSC Accreditation visits/reviews. Conduct telephonic oversight of program compliance with counterparts by assessing staffing levels, customer contacts, counseling sessions, Central Registry information and other data that can support/explain a variety of program delivery methods consistent with policy. Provide information on treatment, intervention, and monitoring strategies for assigned

programs to headquarters personnel, base commanders, FAP support personnel Navy wide, other Services, other government and civilian human service agencies, and the interested public.
Collect data, conducts analysis, provide evaluative material for comparing overall program objectives with program accomplishments, developing new programs or modifying existing programs and assessment of program success. Present assessments of effectiveness of delivery of assigned programs and assists in preparing and delivering reports and presentations. Research and compose responses to inquiries from internal/external organizations (e.g., IG Complaints, Board for Correction of Naval Records, and Congress). In developing Navy-wide policy pertaining to programs, represents Navy on relevant federal interagency committees and meetings. Prepare information, position papers, briefing statements and reports for various audiences as directed by the supervisor. Represent organization in workshops and meetings with FFSC staff and commands.
QUALIFICATIONS Must possess a Master’s Degree, in one of the behavioral sciences or social work with current, valid state licensure/certification which grants independent practice status in the fields of social work, psychology or marriage and family therapy.
Professional knowledge of program concepts, principles, practices, and procedures to apply this knowledge to difficult and complex case assignments, and in developing new methods, approaches, or procedures. Knowledge of biopsycho-social instruments to make assessments and evaluations.
Ability to perform qualitative and quantitative analysis of pertinent data, develop findings, and establish comprehensive treatment plans; and establish instructional design. Ability to prepare written findings, diagnoses, and recommendations in a detailed, clear, and concise manner. Ability to present high level command briefings, court testimonies, and conduct community liaison, in-service, etc.

This position is the Head, Marketing and Multimedia Development Branch, Fleet and Family Readiness (FFR) Programs. The Branch Head plans, organizes and manages marketing and communications programs that are designed to enhance the flow of information between the Fleet and Family Readiness Division (N9) and its various customers. Functionally, the Head is responsible for planning and conducting ongoing comprehensive marketing campaigns to convey information concerning objectives, strategies, programs and activities of Navy FFR to internal and external audiences.
DUTIES AND RESPONSIBILITIES Plans and directs all aspects of the organization's internal and external marketing and communications objectives, strategies, programs, and activities, which are approved by the Director, N94 Support Services.
Provides leadership and vision in the development and implementation of approved FFR marketing campaigns, and is responsible for directing the tasks of the organization's internal and external communications efforts, marketing, promotion, and advertising.
Responsible for communicating strategic initiatives, business objectives and FFR program information to the organization's workforce, Navy leadership and installation-level Navy FFR professionals; developing written and oral presentations transmitting information concerning programs and activities; implementing and using feedback mechanisms to track effectiveness of internal and external communication; and communicating with FFR audiences.
Evaluates information challenges encountered in internally and externally communicating the organization's strategies, objectives and program information; and developing and recommending improvements to enhance the quality, quantity and effectiveness of the organization's communications initiatives.
Ensures establishment and maintenance of effective working relationships with print, video and broadcast media representatives in disseminating information and shall work with the CNIC Public Affairs Officer (PAO) in responding to inquiries about FFR operations, activities, programs, and services.

Responsible for analysis of information requirements in terms of meeting FFR audience needs and provides advice on program information challenges to organization personnel. The incumbent ensures that a field liaison is maintained between the organization and region FFR staffs, as well as with the CNIC PAO, in efforts regarding communications and promotional efforts.
Produces communications strategies that assist the organization's staff in their development and delivery of FFR programs, events and services.
Creates strategies of outreach and partnerships, as appropriate, with other N9 and quality-of-life program managers, the CNIC PAO and the Navy Exchange Command marketing department to promote FFR programs, activities and services in conjunction with their communications initiatives.
Develops consistent, accurate and aligned information on FFR programs and services, and uses a comprehensive approach to telling the FFR story by overseeing the creation of products such as internal publications, brochures, posters, videos, interactive CD-ROMs and DVDs, social networking, text messaging, smartphone applications, and websites.
Responsible for the development and use of in-house, audiovisual and social networking tools to expand interaction with field activities, leadership, Navy media, and FFR patrons using multimedia technology.
Reviews and disseminates the results of the FFR Navy customer assessment and market basket surveys to gauge and obtain information on the quality, quantity and customer satisfaction of FFR programs, activities and services. Develops and modifies communications strategies consistent with survey results. Assists with the display of information on the organization's website.
Serves as communications advisor to the Head, FFR Support Service Division (N94) and Director, Fleet and Family Readiness Programs (N9). Additionally, the incumbent determines ways in which the organization can strengthen communications with interested or affected audiences.
Personally develops information materials and reviews information materials written by Marketing Branch team members created to reach audiences through internal and external communications products, including but not limited to N9 fact sheets, website content, audiovisual material, and print publications.
Identifies requirements, develops agendas for and conducts periodic marketing and communications workshops for region and installation-level FFR marketing professionals.
QUALIFICATIONS Knowledge as would be gained by a bachelor's degree in marketing, communications, advertising, or a related field or equivalent experience.
Mastery of the principles, methods, practices and techniques of marketing that enable the incumbent to function as the technical authority within the operation of worldwide Navy FFR Programs with responsibility for the development and execution of plans for dissemination of information in a variety of formats that encourage groups, individuals, and audiences to adopt Navy FFR programs, activities and services.
Skill in developing written materials and audiovisual communication, and the ability to translate technically complex material to communicate the information effectively to FFR audiences. Skill in making oral presentations or training others to conduct meetings designed to obtain public input on FFR programs, activities and services and develops a consensus position from among divergent viewpoints. Knowledge of major issues, strategies, goals and objectives of Navy FFR, as well as installation-level FFR organizations. Preferred experience working within Navy FFR, especially in a marketing capacity.
A comprehensive knowledge of appropriate DoD, SECNAV, CNIC, and other program contacts, policies, and regulations covering all areas of marketing and communications policies and procedures.
Skill in establishing and maintaining working relationships with a variety of high-level officials in military, other government and civilian organizations, some of whom have opposing points of view from the organization.
The proven ability to excel in a team environment while able to work independently and without direct oversight. Ability to manage a geographically diverse team of creative and marketing staff.
Familiarity with the availability of graphic design software, presentation and brief software, website development and management, audiovisual techniques and other software programs to be able to

The position is for an E7 or higher at Bradley Central High School in Cleveland, TN (near Chattanooga, TN). The school has 1800 total kids and the JROTC program currently has 130 kids, but will expand to 150+ next year with the new instructor. We are looking for an instructor with strong skills in D&C (to help with the Drill Team) and who is exceptionally physically fit (to help instruct the Raider Team). Former Drill Sergeant experience is a plus!
