BACKGROUND
The Joint Information Operations Warfare Center (JIOWC) serves as the (JS) lead for enhancing Information Operations (IO) Advocacy and Force Development across the Department of Defense (DOD). JIOWC is the principal field agency for joint IO. The J5/7 assists the JS and Combatant Commands (CCMDs) in being a proponent, integrator, force developer, and assessor of joint IO activities to include military deception and operations security in order to ensure operational coherence across the combatant commands and link policy, strategy, planning, capabilities, and programs.
TASK ORDER OBJECTIVES
· JIOWC’s advocacy efforts to improve joint IO capabilities across DoD including, but not limited to, its capability to provide advocacy for joint IO requirement management and doctrine development.
· JIOWC’s Force Development mission, namely, to develop and maintain the following: (1) A comprehensive joint IO training and education status by establishing standards and a joint IO learning continuum in order to develop a force of adequately trained and educated joint IO professionals, and (2) Processes and procedures to accomplish IO force management.
RESPONSIBILITIES
· Function as an integral team member in support of JIOWC’s mission to include sharing of information and cooperation with project stakeholders.
· Comply with all applicable federal, state and local laws and regulations and to fulfill required performance objectives in a manner that is consistent with DoD and policy and regulations.
· Coordinate a comprehensive and adaptable joint learning continuum that produces trained and educated IO forces that effectively operate in the information environment.
· Establish joint standards for IO training and education in order to enable the joint force to optimally conduct joint IO planning, integration, and assessment.
· Plan project activities including the development, implementation, and maintenance of project schedules, events, status of resources, report(s) on the activities and progress toward accomplishing project objectives and document for government review and approval the results of the project.

Project Management
Successful, efficient, and effective management of all project phases and deliverables to ensure project is within scope, on schedule, and within budget.
Advocacy
Provide contract support services for the coordination, development, and support of JIOWC J5/7 and JS proponent strategy and actions for Information Operations mission area for Doctrine, Organization, Training, Materiel, Leadership and education, Personnel, Facilities, and Policy (DOTMLPF-P) including, but not limited to, the following:
· Coordinate, develop, support, and collect feedback on proponent strategy and actions for IO mission area for DOTMLPF-P issues.
· Support development of national doctrine and policy for Joint IO and related capabilities for OSD and the JS.
· Identify, analyze, and propose strategies and support actions to mitigate IO Capability Gaps.
· Provide JS recommendations to categorize joint needs, priorities, and integrate them into modernization via formal DOTMLPF-P JS processes.
· Conduct staff coordination actions in support of JS and Functional Capabilities Boards that address issues related to IO policy.
· Develop alternatives and align strategies and plans with Combatant Command’s priorities.
· Provide DoD and interagency activities with results of requirements and gap analysis, alternatives, suggestions for improvements to development.
· Advocate optimization of IO Training and Education.
· Plan, develop, coordinate, and execute outreach activities.
Force Development
Provide support services for the JIOWC J5/7 and JS efforts in the development, preparation, and coordination of recommendations, analysis of alternatives, methodologies, policies, and actions for managing and supporting IO Force Development (FD) responsibilities including, but not limited to, the following:
· Analyze, consolidate, and validate the IO training and education requirements to provide a skilled IO workforce to meet Combatant Command and Joint IO Community requirements.
· Support development of initiatives for attaining an optimal Joint IO Training and Education process.
· Facilitate IO training and education opportunities, to include Allied opportunities.
· Facilitate manpower requirements/developments that result in interoperability between Joint and Service force management systems.
· Establish Joint IO training and education curriculum performance thresholds.
· Coordinate strategy, policy, and programs for IO training within the IO Learning Continuum.
· Establish and support capabilities to identify and track trained and qualified Joint IO personnel.
· Support implementation of IO processes and metrics in functional management programs.
· Coordinate functional content plans and objectives with IO training providers.
· Coordinate Joint IO Training Strategy with Combatant Commands and Services.
· Improve IO force by developing and implementing force management policies and strategies producing highest force readiness.
· Provide IO Subject Matter Expertise in DoD-wide training, education, and functional management forums.
Strategic Planning and Integration
· Strategic Studies and Analysis (SSA) support to JS IO Proponent SSA efforts used to establish, promote, and maintain IO as a traditional military activity.
· Provide IO considerations for Joint Strategic Planning System (JSPS) inputs.
Knowledge Management and Subject Matter Expertise
· Produce IO professional forums, wikis, and newsletters.
· Maintain IO web portal and update content on a weekly basis in support of Advocacy missions.
· Perform doctrinal review for IO, Military Deception (MILDEC) and Operational Security.
· Provide inputs to policy for Electronic Warfare (EW), Military Information Support Operations (MISO), and Cyber.
· Establish and maintain online DoD access to Force Development information (e.g., standards, course curricula, etc.).
· Attend seminars, conferences and other forums in support of IO doctrine development, force development, advocacy actions, and emerging efforts (e.g., R&D, S&T, acquisition support).
Meeting Support
Attend/support (support includes preparing the ground work for hosting meetings, information gathering, etc. to assist in the support of mission related business functions), relevant meetings as directed by the Government in support of Advocacy Force Development, and Strategic Planning analyzing, planning, and information exchange including, but not limited to, the following:
· Division Staff Meeting, Joint IO Proponent Working Group meetings and IO Battle Update Briefing and Executive Steering Group meetings.
· Scheduled weekly meetings involving representatives of all functional areas in the JIOWC (may occur more often than weekly as needed).
· Attend other meetings. Training, conferences, user groups, etc., that provide benefit to the Government.
Professional Journal Publication Support
Provide contract services supporting the management and editing of a DoD professional journal as follows:
· Assist with the publication of DoD’s professional journal for IO, the IO Sphere.
· Assist with all functions of publishing the journal on a quarterly basis in both hard print magazine and web versions of all content including, but not limited to, the following: Coordination of article authors and the Government print plant; Perform editorial reviews and editing of articles submitted for publication to ensure clarity and correctness of the articles; Design page layouts for articles selected for publication; Maintain and update the posting/distribution/ subscription list.
REQUIREMENTS
· Must possess the necessary training, qualifications and clearances to accomplish all assigned responsibilities.
· Must be able to demonstrate a full understanding of the responsibilities, procedures and mission.

6. Budget Analyst - Finance & Administrative Services – Lake County, IL
Job Description
Lake County is seeking someone who will assist in developing and monitoring of various departmental budgets. This position will work with departments and the County Administrator’s office to conduct research and studies to improve the efficiency and effectiveness of policies and practices. Responsibilities may include program performance evaluation, policy analysis, and/or cost-benefit analysis.
The analyst will be expected to examine multiple departments’ proposed budget submissions for completeness, accuracy, and conformance with established procedures, regulations, and County objectives. Where necessary, this position will assess program tradeoffs and explore funding and/or service alternatives. The position requires the analysis of past budgets and research of economic, financial and legislative developments that impact the County’s funding and spending. The analyst will assist in the development of the budget book.
Throughout the year, this position monitors the budget by reviewing reports and accounting records to ensure allocated funds have been spent as specified and, working with departmental staff, researches variances. The analyst will also be assigned to various projects as needed, which will likely require data collection and statistical analysis.
Required Skills
In order to be successful in this position good knowledge of public finance and budget procedures, and the laws, ordinances and regulations effecting County government is required. Strong quantitative and analytical skills are required. Good knowledge of the structure, services and positions of County government and experience with performance measurements is helpful. Strong oral and written communication skills are essential, the candidate must be able to communicate successfully with department heads, financial and non-financial staff, County Board members and the general public. The position requires the ability to utilize software packages including spreadsheet, database, data-mining, financial analysis, and graphics programs. Familiarity with Oracle/Hyperion is desirable. The County is looking to fill this position either at the entry or senior level.
Required Experience
We are looking for someone who has completed a bachelor’s degree program from a college or university or recognized standing with coursework in public or business administration. A master’s degree is strongly preferred for either position. For the Budget Analyst level, some experience in budget preparation, analysis and administration, including conducting management or related research studies is preferred.

The Gas Scheduling Analyst (GSA) is responsible for daily management of transportation customers’ natural gas nominations, confirmations and deliveries for five nomination cycles for both WEGO and WG gas distribution systems. This person monitors transportation customers’, via a marketer, and pipeline discrepancies, seeks immediate resolution and sends the appropriate notification. This person must accurately complete monthly SOX reporting and month-end billing processes. The GSA works closely with Gas Supply and Gas Control to ensure sufficient gas supply and capacity. This person executes gas constraints, as appropriate per tariff requirements, with management approval to avoid pipeline penalties and to ensure system integrity. Other Duties Include: • Ensure transportation customers and marketers are billed timely and accurately by: • Coordinating customer changes with marketers. • Ensuring proper set up in CSS, MV90 and GTS. • Verifying scheduled gas deliveries are properly allocated. • Completing daily and month-end reconciliation. • Ensure compliance with applicable regulations, policies and controls by: • Completing accurate monthly SOX reporting. • Understanding, following and administering WG and WEGO tariff transportation rules to ensure transportation center, transportation customers and marketers are in compliance. • Perform project work as assigned; such as: • Implementation of new gas tariff rules. • System improvements. • Process improvements and efficiencies. K2 Solutions Inc. is currently seeking Special Operations Forces (SOF) Intelligence Integrators to serve on a unique, multi-discipline team assisting Special Operations Forces' (SOF) operational and tactical commanders, their staffs and their subordinate units with fusing operations and intelligence information in an effective, seamless process to enhance their effectiveness against threat networks that facilitate or employ Improvised Explosive Devices (IEDs).
The Team will ensure SOF assets are kept abreast of all current and emerging JIEDDO-COIC processes, methodologies, and Tactics, Techniques & Procedures (TTP) for attacking networks that utilize IEDs.
Detailed Responsibilities:
The SOF Intelligence Integrator will assist in developing processes that focus on developing SOF Situational Understanding of threat networks and enabling DOD, IA, and IC communities of action focused on dismantling, disrupting, and defeating those networks. The Intelligence Integrator will prioritize and categorize requests for support, conduct near- and long-term analyses of device and network-centric problem sets, fusing multiple intelligence disciplines to support the application of operational capabilities in order to facilitate disruption and defeat of threat networks that employ or facilitate IEDs.
The SOF Intelligence Integrator will focus on problem sets at the tactical through operational levels while applying a thorough understanding of ISR integration and the ops/intelligence fusion process to compile, collate, analyze and evaluate all sources of information (to include unevaluated intelligence and open source data) associated with IEDs and their employment/facilitation by terrorist, insurgent, or criminal networks.
The SOF Intelligence Integrator will work closely with other members of a multi-discipline team to identify capabilities and vulnerabilities of targeted enemy organizations, identify trends, patterns and key nodes and highlighting their relationships to the targeted enemy networks. The Intelligence Integrator must possess a thorough understanding of the intelligence process to compile, collate, analyze, produce, and evaluate all-source intelligence and provide subject matter expertise. The Integrator must be able to provide guidance and mentorship to junior analysts and should be able to provide daily feedback to the team lead on product development. The Intelligence Integrator must also possess the ability to effectively communicate both orally and in writing.
The SOF Intelligence Integrator must have a strong operational background and experience in shaping intelligence products that support tactical or strategic goals set forth by the supported unit commander in order to create actionable target support packages. The Intelligence Integrator should also possess an understanding of IEDs as well as the local, regional, and global networks that facilitate IED construction, design, and usage.
Successful applicants will have documented experience working with multidiscipline operations/intelligence teams and familiarity with other elements of the DoD, the interagency and coalition partners.
The SOF Intelligence Integrator must have the ability to participate in and lead meetings, conferences, and engagements to exchange information, assist in making decisions, and/or provide updates. The Intelligence Integrator must have the ability to identify and analyze problems and generate recommended solutions based upon experience working with elements of the DoD, interagency and international elements.
Experience and Education:
This position may require recurring domestic and international travel to include deploying to combat zones.
The applicant may be called upon to support 24-hour watch operations.
Required:
Applicants must be fully deployable to the required theater of operations, wear uniforms as prescribed by the supported unit commander, and bear arms as prescribed by the supported unit commander.

Requirements:
· Active TS/SCI security clearance.

POSITION DESCRIPTION
BACKGROUND
USAID’s Office of Transition Initiatives (OTI) is seeking highly motivated, highly qualified individuals who want the opportunity to help support rapid international transition programs for priority conflict-prone countries. Created in 1994 as a distinct operating unit within USAID, OTI helps local partners advance peace and democracy in politically-transitioning countries. In support of U.S. foreign policy, OTI seizes emerging windows of opportunity in the political landscape to promote stability, peace, and democracy by catalyzing local initiatives through adaptive and agile programming.
Countries experiencing a significant political transition in the midst of a disaster or emerging from civil conflict have unique needs that cannot be fully addressed by traditional disaster relief. Timely and effective assistance to promote and consolidate peaceful, democratic advances can make the difference between a successful or a failed transition. OTI assists in securing peace by aiding indigenous, mostly non-governmental, civil society and media organizations. OTI uses such mechanisms as support for re-integration of ex-combatants into civilian society; development of initiatives to promote national reconciliation; identification of quick-impact community self-help projects to meet urgent economic needs; and aid to independent media 3 | P a g e

outlets and community-based organizations to help promote informed debate and broaden public participation.
To respond quickly and effectively and meet its program objectives and mandate OTI retains a group of high level professionals and experts under U.S. Personal Services Contracts (USPSCs). These knowledgeable and skilled professionals make up the vast majority of the OTI work force and are at its forefront implementing and achieving the office’s programmatic goals and objectives. USPSCs are considered employees of USAID for all purposes except programs administered by the Office of Personnel Management (OPM) – such as federally sponsored health insurance, life insurance, and retirement benefits. However, there are several other similar benefits that USPSCs may participate in, such as partial reimbursement for health and life insurance costs, as well as full coverage of workers’ compensation, among other benefits. INTRODUCTION
The Yemen, Europe and Asia (YEA) Regional Team Leader is a member of the USAID Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA)/OTI Field Programs Division (FPD), reports to the OTI Chief of FPD, and is based in Washington, DC. OTI currently has five regional teams as part of its Field Programs Division: Africa (AFR), Latin America and the Caribbean (LAC), Afghanistan and Pakistan (AF/PAK), Middle East (ME), and Yemen, Europe and Asia (YEA). The YEA Regional Team Leader is responsible for overseeing specific OTI country programs in the Yemen, Europe and Asia regions, supervising program teams in Washington, DC and the field, and serving as the principle OTI interlocutor on all existing and forecasted programs in the regions. This is a program-funded USPSC position that focuses the vast majority of its time on country program implementation. The YEA Regional Team Leader will ensure that U.S. Government funds are spent wisely, in coordination with other key actors, and in a manner that reflects OTI standard practices and U.S. Government policy.
9. CORE FUNCTIONAL AREAS OF RESPONSIBILITY
DUTIES AND RESPONSIBILITIES
The work of the Regional Team Leader requires teamwork, the exercise of discretion, judgment, and personal responsibility. The Regional Team Leader is a strategic thinker, articulates innovative ideas, presents solutions, and is a positive role model for colleagues both in and outside of OTI. The incumbent is able to prioritize and complete tasks without follow-up by the supervisor, while also filling in gaps as needed to ensure the responsiveness of the team. The incumbent has a high level of integrity and attention to detail to ensure the use of OTI systems and procedures to maintain effective and efficient management of funds, programming, and monitoring and evaluation. The incumbent is highly flexible and willing to work under conditions of ongoing change, and remains professional and respectful of colleagues and authority in a diverse workforce. relationships with his or her respective team both in the field and in Washington, and with key stakeholders both in and outside of USAID. As a member of a highly operational office, the incumbent is willing and able to perform a wide range of administrative functions to help ensure programmatic success.
Under the direct supervision of the DCHA/OTI Chief of Field Programs or his/her designee, the Regional Team Leader will perform the following duties:
• Apply a sound understanding of USAID’s programmatic and operational processes in Washington to support transition programming overseas, including assessment and conceptualization, design, management, analysis and evaluation of political transition and/or post-conflict activities;
• Negotiate, oversee and manage the overall Regional Team country budgets to ensure that the team procurement plan is kept up to date, and that country programs are appropriately budgeted for. Additional responsibilities include working to secure additional funding from other U.S. Government sources if required, and ensuring that the team is trained on all the appropriate systems and tools for budgeting, finances and procurement;
• As requested by embassies and/or USAID Missions, provide support for the design and execution of programs that follow OTI’s quick-impact programming model. Support may include attendance and/or facilitation of program management processes for follow-on programming such as rolling assessments, strategy review sessions, program performance reviews and management reviews;
• Lead and oversee the OTI Regional Team, including Program Managers in Washington, Country Representatives in the field, and implementing partner grants and agreements at the headquarters level;
• Monitor and evaluate OTI country programs through regular communication with staff, reports from the field and Washington, liaising with the OTI Program Office team, and regular site visits;
• Design staffing plans to meet overall program objectives, ensure staff work objectives and tasks are well defined, and ensure that recruitment is initiated immediately when staffing needs arise. Ensure that staff is highly qualified, trained, and mentored in all critical aspects of OTI operations and programming. Ensure that employee performance evaluations are completed in a timely manner in accordance with OTI office policy;
• Supervise the implementation of OTI-financed activities, including overseeing and/or managing the selection of program implementers such as grantees, contractors, and Personal Services Contract employees;

• When required, assume higher representational responsibilities, potentially serving as Acting Chief of Field Programs or Country Representative in the field in their absence;
• Perform complex country and program analysis to develop existing and future strategies in high-priority countries, including the effective oversight of management, logistical, budget, administrative, human resources, and contractual issues;
• Serve as a central participant on inter- and intra-agency policy and crisis task forces as required;
• Develop and maintain collaborative relationships with USAID, Department of State, Department of Defense, and other U.S. Government personnel, to share programmatic information and coordinate Interagency development efforts;
• Liaise with grassroots organizations and their constituencies, national and local government officials, U.S. Government agencies, non-governmental organizations, donor and international organizations, to monitor and evaluate OTI country program activities;
• Disseminate regular DCHA/OTI reports to U.S. Government and non-U.S. Government agencies and organizations as deemed appropriate;
• Oversee, develop and manage, in conjunction with OTI Washington staff and the Country Representative in the field, an OTI close-out strategy that will, whenever appropriate and possible, ensure reasonable and effective handover to follow-on USAID and/or other donor programs;
• Ensure the proper development of documentation for required program contracts, grants or cooperative agreements in conformance with the Federal Acquisition Regulations (FAR), agency and office guidelines;
• Mentor other OTI Team Leaders, and mentor and train Country Representatives and Program Managers as required;
• Perform other duties and activities as required for the successful completion of country programs.
SUPERVISORY RELATIONSHIP:
The Regional Team Leader will be supervised by the OTI Chief of the Field Programs Division or his/her designee.

SUPERVISORY CONTROLS:
The supervisor will provide administrative directions in terms of broadly defined missions or functions. The employee will independently plan, design and carry out programs, projects, studies or other work assignments. The employee’s work will be considered technically authoritative and normally accepted without significant change, and will be reviewed in terms of fulfillment of program objectives, influence on the overall program, or contribution to the advancement of the objective.
10. PHYSICAL DEMANDS
The work is generally sedentary and does not pose undue physical demands. When traveling overseas, the employee may be subject to some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds).
11. WORK ENVIRONMENT
Work is primarily performed in an office setting. When traveling overseas, the work may additionally involve safety and/or security precautions, wearing of protective equipment, and exposure to severe weather conditions.

EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION

At a minimum, the applicant must have:
(1) A Master’s Degree with seven (7) years of work experience;
OR
A Bachelor’s Degree with nine (9) years of work experience;
AND

(3) Two (2) years of overseas field experience in politically transitioning countries;
(4) Five (5) years of supervisory experience, of which two (2) years must consist of supervising at a management level (defined as supervising supervisors).

ACQUISITION & ASSISTANCE POLICY DIRECTIVE (AAPD) NO. 06-10
PSC MEDICAL EXPENSE PAYMENT RESPONSIBILITY
General Provision 22, MEDICAL EXPENSE PAYMENT RESPONSIBILITY
(OCTOBER 2006)
(a) Definitions. Terms used in this General Provision are defined in 16 FAM 116 available at http://www.state.gov/m/a/dir/regs/fam/16fam/index.htm
Note: Personal services contractors are not eligible to participate in the Federal Employees Health Programs.
(b) The regulations in the Foreign Affairs Manual, Volume 16, Chapter 520 (16 FAM 520), Responsibility for Payment of Medical Expenses, apply to this contract, except as stated below. The contractor and each eligible family member are strongly encouraged to obtain health insurance that covers this assignment. Nothing in this provision supersedes or contradicts any other term or provision in this contract that pertains to insurance or medical costs, except that section (e) supplements General Provision 25. “MEDICAL EVACUATION (MEDEVAC) SERVICES.”
(c) When the contractor or eligible family member is covered by health insurance, that insurance is the primary payer for medical services provided to that contractor or eligible family member(s) both in the United States and abroad. The primary insurer’s liability is determined by the terms, conditions, limitations, and exclusions of the insurance policy. When the contractor or eligible family member is not covered by health insurance, the contractor is the primary payer for the total amount of medical costs incurred and the U.S. Government has no payment obligation (see paragraph (f) of this provision).
(d) USAID serves as a secondary payer for medical expenses of the contractor and eligible family members who are covered by health insurance, where the following conditions are met:
(1) The illness, injury, or medical condition giving rise to the expense is incurred, caused, or materially aggravated while the eligible individual is stationed or assigned abroad;
(2) The illness, injury, or medical condition giving rise to the expense required or requires hospitalization and the expense is directly related to the treatment of such illness, injury, or medical condition, including obstetrical care; and
(3) The Office of Medical Services (M/MED) or a Foreign Service medical provider (FSMP) determines that the treatment is appropriate for, and directly related to, the illness, injury, or medical condition.
(e) The Mission Director may, on the advice of M/MED or an FSMP at post, authorize medical travel for the contractor or an eligible family member in accordance with the General Provision 10, Travel and Transportation Expenses (July 1993), section (i) entitled “Emergency and Irregular Travel and Transportation.” In the event of a medical emergency, when time does not permit consultation, the Mission Director may issue a Travel Authorization Form or Medical Services Authorization Form DS-3067, provided that the FSMP or Post Medical Advisor (PMA) is notified as soon as possible 13 | P a g e

following such an issuance. The contractor must promptly file a claim with his or her medevac insurance provider and repay to USAID any amount the medevac insurer pays for medical travel, up to the amount USAID paid under this section. The contractor must repay USAID for medical costs paid by the medevac insurer in accordance with sections (f) and (g) below. In order for medical travel to be an allowable cost under General Provision 10, the contractor must provide USAID written evidence that medevac insurance does not cover these medical travel costs.
(f) If the contractor or eligible family member is not covered by primary health insurance, the contractor is the primary payer for the total amount of medical costs incurred. In the event of a medical emergency, the Medical and Health Program may authorize issuance of Form DS-3067, Authorization for Medical Services for Employees and/or Dependents, to secure admission to a hospital located abroad for the uninsured contractor or eligible family member. In that case, the contractor will be required to reimburse USAID in full for funds advanced by USAID pursuant to the issuance of the authorization. The contractor may reimburse USAID directly or USAID may offset the cost from the contractor’s invoice payments under this contract, any other contract the individual has with the U.S. Government, or through any other available debt collection mechanism.
(g) When USAID pays medical expenses (e.g., pursuant to Form DS-3067, Authorization for Medical Services for Employees and/or Dependents), repayment must be made to USAID either by insurance payment or directly by the contractor, except for the amount of such expenses USAID is obligated to pay under this provision. The Contracting Officer will determine the repayment amount in accordance with the terms of this provision and the policies and procedures for employees contained in 16 FAM 521. When USAID pays the medical expenses, including medical travel costs (see section (e) above), of an individual (either the contractor or an eligible family member) who is covered by insurance, that individual promptly must claim his or her benefits under any applicable insurance policy or policies. As soon as the individual receives the insurance payment, the contractor must reimburse USAID for the full amount that USAID paid on the individual’s behalf or the repayment amount determined by the Contracting Officer in accordance with this paragraph, whichever is less. If an individual is not covered by insurance, the contractor must reimburse USAID for the entire amount of all medical expenses and any travel costs the contractor receives from his/her medevac provider.
(h) In the event that the contractor or eligible family member fails to recover insurance payments or transfer the amount of such payments to USAID within 90 days, USAID will take appropriate action to collect the payments due, unless such failure is for reasons beyond the control of the USPSC/dependent.
(i) Before departing post or terminating the contract, the contractor must settle all medical expense and medical travel costs. If the contractor is insured, he or she must provide proof to the Contracting Officer that those insurance claims have been submitted to the insurance carrier(s) and sign a repayment agreement to repay to USAID any amounts paid by the insurance carrier(s).

FAR 52.222-50 COMBATING TRAFFICKING IN PERSONS (FEB 2009).
(a) Definitions. As used in this clause—
“Coercion” means—
(1) Threats of serious harm to or physical restraint against any person;
(2) Any scheme, plan, or pattern intended to cause a person to believe that failure to perform an
act would result in serious harm to or physical restraint against any person; or
(3) The abuse or threatened abuse of the legal process.
“Commercial sex act” means any sex act on account of which anything of value is given to or
received by any person.
“Debt bondage” means the status or condition of a debtor arising from a pledge by the debtor of
his or her personal services or of those of a person under his or her control as a security for debt, if
the value of those services as reasonably assessed is not applied toward the liquidation of the debt
or the length and nature of those services are not respectively limited and defined.
“Employee” means an employee of the Contractor directly engaged in the performance of work
under the contract who has other than a minimal impact or involvement in contract performance.
“Forced Labor” means knowingly providing or obtaining the labor or services of a person—
(1) By threats of serious harm to, or physical restraint against, that person or another person;
(2) By means of any scheme, plan, or pattern intended to cause the person to believe that, if the
person did not perform such labor or services, that person or another person would suffer
serious harm or physical restraint; or
(3) By means of the abuse or threatened abuse of law or the legal process.
“Involuntary servitude” includes a condition of servitude induced by means of—
(1) Any scheme, plan, or pattern intended to cause a person to believe that, if the person did not
enter into or continue in such conditions, that person or another person would suffer serious
harm or physical restraint; or
(2) The abuse or threatened abuse of the legal process.
“Severe forms of trafficking in persons” means—
(1) Sex trafficking in which a commercial sex act is induced by force, fraud, or coercion, or in
which the person induced to perform such act has not attained 18 years of age; or
(2) The recruitment, harboring, transportation, provision, or obtaining of a person for labor or
services, through the use of force, fraud, or coercion for the purpose of subjection to involuntary
servitude, peonage, debt bondage, or slavery.
“Sex trafficking” means the recruitment, harboring, transportation, provision, or obtaining of a
person for the purpose of a commercial sex act.
(b) Policy. The United States Government has adopted a zero tolerance policy regarding trafficking in persons. Contractors and contractor employees shall not—
(1) Engage in severe forms of trafficking in persons during the period of performance of the contract;

(2) Procure commercial sex acts during the period of performance of the contract; or
(3) Use forced labor in the performance of the contract.
(c) Contractor requirements. The Contractor shall—
(1) Notify its employees of—
(i) The United States Government’s zero tolerance policy described in paragraph (b) of this
clause; and
(ii) The actions that will be taken against employees for violations of this policy. Such
actions may include, but are not limited to, removal from the contract, reduction in benefits, or termination of employment; and
(2) Take appropriate action, up to and including termination, against employees or
subcontractors that violate the policy in paragraph (b) of this clause.
(d) Notification. The Contractor shall inform the Contracting Officer immediately of—
(1) Any information it receives from any source (including host country law enforcement) that
alleges a Contractor employee, subcontractor, or subcontractor employee has engaged in
conduct that violates this policy; and
(2) Any actions taken against Contractor employees, subcontractors, or subcontractor
employees pursuant to this clause.
(e) Remedies. In addition to other remedies available to the Government, the Contractor’s failure to comply with the requirements of paragraphs (c), (d), or (f) of this clause may result in—
(1) Requiring the Contractor to remove a Contractor employee or employees from the
performance of the contract;
(2) Requiring the Contractor to terminate a subcontract;
(3) Suspension of contract payments;
(4) Loss of award fee, consistent with the award fee plan, for the performance period in which
the Government determined Contractor non-compliance;
(5) Termination of the contract for default or cause, in accordance with the termination clause of
this contract; or
(6) Suspension or debarment.
(f) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (f), in all subcontracts.
(g) Mitigating Factor. The Contracting Officer may consider whether the Contractor had a Trafficking in Persons awareness program at the time of the violation as a mitigating factor when determining remedies. Expert Threat Finance Analyst shall meet the following qualifications:
Required

Description:
Senior Instructor/Writer/Developers shall instruct, prepare, review, provide curriculum development support, and update program documentation in support of all Cyber Center of Excellence IA Security Courses. Provide the capability for external subject matter expertise (SME) support and services from industry and/or academia to audit, edit, and augment the development of advanced or emerging courseware. Review, develop, plan, and provide properly formatted electronic and physical documents. Ensure accuracy, completeness, flow, balance, and clarity of understanding of curriculum. Review and modify all lessons, material, labs, and instruction to ensure it imparts the maximum amount of value in the minimum amount of time from the results of the student critiques. Demonstrate and present modified or new courseware to staff, cadre, or students, as required. Work with CLC staff and cadre, to incorporate new material developed by SME’s into current or new courseware. Coordinate all course or modules changes to ensure compliance with requirements. Additionally may perform duties as Site Lead and travel to support mobile training request twenty five (25) to thirty (30) weeks annually individually. This task is required to support the Army CIO/G6 requirements for training and certification of IAT and IAM Level I, II and III, IA personnel per DoD 8570.01-M or current regulation.
Travel: 50% CONUS and OCONUS
Required Certifications:
• DoD 8570.01 IAT Level 3 Baseline certification requirements, currently ISC2 Certified Information Systems Security Professional (CISSP) or higher level certification.
• CompTIA Security+ 301, CompTIA Network+ or higher level certification
• Certification in one of the following IAW DOD 8570.01-M Computer Network Defense qualifications:
o Computer Network Defense Analyst (CND-A)
o Computer Network Defense Infrastructure Support (CND-IS)
o Computer Network Defense Incident Responder (CND-IR) or Computer Network Defense Auditor (CND-AU) or higher level certification, such as EC Council Certified Ethical Hacker (CEH) or ISC2 Systems Security Certified Personnel (SSCP)
• Pearson VUE and/or Prometric Test Center Administrator certification
• Must be able to obtain appropriate Computing environment (CE) certification commercial certification in accordance with current DoD, Army and Network Enterprise Center guidance within 6 months of IA Workforce appointment.
• Obtain and Maintain valid Cardiopulmonary Resuscitation (CPR) certification
• Advanced presentation speaking skills (e.g. tailoring content and delivery for different audiences, presenting confidently to large or small groups, and using more creative approaches to presenting).
Qualifications:
• Possess a minimum of six years’ experience instructing IA and/or worked directly in the career field during six (6) of the preceding eight (8) years
• Provide the capability for external subject matter expertise (SME) support and services from industry and/or academia to audit, edit, and augment the development of advanced or emerging courseware
• Review, develop, plan, and provide properly formatted electronic and physical documents
• Have a minimum of four (4) years’ experience in the field of courseware development and worked directly in the career field during four (4) of the preceding six (6) years
• Possess skills/knowledge of creating, auditing and editing the development of advanced courseware; developing courseware on technical subjects with a strong hardware and software background; analysis, design, development, implementation, and evaluation (ADDIE) model
• Developing web-based training which is SCORM (Sharable Content Object Reference Model) conformant as well as possessing a firm grasp of the SCORM Run-Time Environment Data Model
• Experience in blended training solutions; experience with Learning Management Systems, Learning Content Repositories, and related software application and tools; understanding of instructional design and development processes; verbal and written communication skills including the ability to explain technical concepts in non-technical terms
• Possess at a minimum an Undergraduate degree in Instructional Technology, Instructional Design, Computer Science or equivalent professional experience commensurate with the course material being developed
• Possess and maintain a valid passport
• Possess and maintain a valid driver’s license
Education/Experience:
• Instructor Qualified – Instructor Training Course or Army Basic Instructor Course (ITC/ABIC); ITC/ABIC certification must be less than five (5) years old

Equipment Operator II
As an Equipment Operator II, you will operate light and heavy construction and maintenance equipment for Pikes Peak – America’s Mountain.
Typical Responsibilities
• Operate and maintain a tandem axle dump truck and other equipment including skidsteer, roller, front loader, vibration rollers, graders, tractors, mobile broom, and compressors
• Plow, sand, and remove snow and ice from the Pikes Peak Highway using a tandem axle dump truck equipped with sand spreaders and snow blades
• Perform daily maintenance checks on assigned equipment; add oil and other fluids; and perform minor maintenance tasks as needed
• Maintain daily records in compliance with CDL (Commercial Driver's License) requirements
• Ensure that all work is performed according to applicable safety regulations, rules, policies, plans, and specifications
• Ensure public safety as it pertains to the construction and rehabilitation of City properties; set up barricades and warning signs properly at job sites

Senior Office Specialist
In this challenging position, you will perform a variety of complex clerical duties that support the OEM (Office of Emergency Management) in citywide planning, mitigation, preparedness, and response/recovery activities that involve both natural and human-caused hazards and threats.
Typical Responsibilities
