1. Advanced Extremely High Frequency (AEHF) Planners – Colorado Springs, CO
Apogee is seeking Advanced Extremely High Frequency (AEHF) Planners with International Partner (IP) experience to support the IP Annex Support Center in Colorado Springs, CO. The IPASC is the primary interface with AEHF IPs for resource monitoring, Global Scenario (GS) development, system architecture, testing, training, and communications security (COMSEC). The AEHF Planner position will provide technical support and engineering to the IPs for AEHF satellite communications (SATCOM) resource planning and monitoring, system engineering, modeling, testing, and training. This position will require shift work. Apogee is a growing provider of research, engineering, operations, financial and administrative expertise across an array of federal government organizations such as the Department of Defense, NASA, and the Department of Transportation.
Roles and Responsibilities include, but are not limited to:
•Provide IP Communication Planning assistance

Job Summary: The INSCOM G2X Task Order Project Manager (TOPM) performs the requirements of any position supporting the contract and will be accountable for all aspects of contract execution and manages the hands-on, day-to-day execution of related operational activities.
Job Duties: Responsible for program management operations and resourcing of all contract requirements, including staffing, GFE accountability, and tasking responses. Responsible for meeting all technical, financial, and contractual requirements. Ensures that management processes and business systems facilitate meeting performance requirements. Primary Point-of-Contact and is authorized to act on all matters relating to the daily operation of the contract.
The TOPM will provide program management for all subtask areas to include, but not limited to:

• Ensure all approved tasks/projects are delivered following the Government approved priorities, schedule, and budget.
• Provide continuous status for all approved tasks/projects, to include deviations and remediation strategies.
• Ensure all task/project information is reported and tracked and further, that the Government shall have complete, unfettered access to all data in the database. The Contractor shall furnish and/or create reports that extract data as directed by the Government.
• Manage and maintain systems operational readiness IAW Performance Requirements Summary.
• Provide weekly reporting of labor hour effort expended, by Contractor and Sub-Contractor employee, by site, for all tasks/projects to the requirement/sub-requirement levels.
• Provide weekly reporting of available labor category/functional capability on hand to demonstrate available staffing, planned, deployment status, vacation, known turnover, and planned/inbound new hires.
Provide utilization reporting monthly by site location for all Contractor and Sub-Contractor employee with hours by TO and overall utilization percentage.
Requirements
• 15 years successful managerial experience on US Army or DoD programs and projects that provided expert intelligence analysis services.
• Expert knowledge of the intelligence cycle and the analytical process that acts on collection to produce information for intelligence databases and products
• Knowledge of intelligence oversight and security guidelines.

Job Title: All Source/Targeting Analyst- Expert
Job Description: Streamline Defense seeks exceptionally qualified individuals to serve as an All Source/Targeting Analyst at the Expert level to support a USSOCOM contract. Employees on this contract will be responsible for providing intelligence analysis and all aspects of information gathering, research, threat assessments, Client development and predictive analysis as part of a Special Operations Forces (SOF) analytical team. Employees must maintain global readiness and be available to deploy on a no-notice basis to hazardous duty/combat zones. Deployments may be to a theater of operations with permissive, uncertain, or hostile environments while living in austere conditions for extended periods.
Job Responsibilities: The All Source/Targeting Analyst must possess the capability of fusing intelligence information from multiple disciplines, to include Human Intelligence (HUMINT), Signals Intelligence (SIGINT), Communications Intelligence (COMINT), Imagery Intelligence (IMINT), and Measurement and Signature Intelligence (MASINT). Analysts are responsible for providing intelligence analysis and all aspects of information gathering, research, threat assessments and predictive analysis as part of an analytical team. The All Source/Targeting Analyst will have advanced targeting skills and a comprehensive understanding of the operational cycle as well as the data, tools, and techniques used for each phase of targeting. The All Source/Targeting Analyst shall have firsthand experience targeting networks or individuals within networks and identifying vulnerabilities for exploitation and have a thorough understanding of the F3EA targeting methodology.
Job Requirements: The position of All Source/Targeting Analyst at the Expert Level shall possess the following qualifications:
• Minimum of ten years analytical experience with DoD or equivalent Government agencies required with five years at the operation level in of support SOF operations.
• Shall be proficient in utilizing basic computer applications and intelligence related automation to support analytical efforts and product development.
• Shall possess strong briefing skills and be capable of effectively directing subordinate analysts in the accomplishment of intelligence products and assessments.
• Acute knowledge of SOF and/or counterterrorism intelligence experience.
• Excellent written and oral communications skills and be highly proficient in all‐source analytical support tools.
• Recent experience in Afghanistan, Iraq or other hostile fire zone supporting SOF operations.
• Bachelor’s degree is preferred.

7. Training and Evaluation Specialist - Kosovo (Consultant)
IBI International (www.ibi-usa.com) is currently looking for a Training and Evaluation Specialist for the Transformational Leadership and Impact Performance Evaluation (TLIPE) - Kosovo project.
The Transformational Leadership Project (TLP) in Kosovo is a comprehensive six-year initiative with the primary objective to develop a cadre of skilled professionals through increased educational opportunities such as scholarships, partnerships and internships in the United States. A secondary objective of this project is to increase the capacity of select faculties in Kosovo by upgrading the teaching methodology and curricula. The purpose of TLIPE is to undertake Impact Evaluation of the TLP scholarships component and Performance Evaluation of the TLP Partnership component.
Responsibilities:
The Training/Evaluation Specialist will assist the Team Leader of the TLP Evaluation project in selecting treatment and control groups, designing surveys, overseeing their execution and analyzing the data produced by these surveys in Pristina, Kosovo.
Specific responsibilities include, but are not limited to:
•Responsible for the development of indicators
•Assist the Team Leader in selecting treatment and control groups, designing surveys and overseeing their execution
•Responsible for the creation and refinement of survey instruments
•Responsible for the formation of interview guides for the evaluation of the impacts of the scholarship program

Required Qualifications:
The Training/Evaluation Specialist will meet the
following minimum requirements:
•Advanced degree in education, social science, evaluation or any other related fields required
•Experience in survey design and proven ability to analyze data to draw statistically valid conclusions
•Experience in planning and managing several assessment and evaluation activities for a USAID funded project
•Experience in managing, developing and implementing of an extensive baseline study
•Experience and knowledge in generating valid treatment and control groups using both random selection and matching techniques
•Experience in conducting impact evaluations within the education or a related sector would be highly preferred
•Advanced Microsoft Office and spreadsheet management; SPSS, SAS, SDATA or similar analytic software

Responsibilities
K2 Solutions Inc. is seeking a HUMINT Targeting Package Production Lead Analyst. This person will provide detailed analytical support, including in depth analysis of operational and strategic requirements to support both current operations and strategic planning, for the AOG HUMINT Analytical Targeting Cell (HATC). The HUMINT Targeting Package Production Lead Analyst will research, analyze, and assess potential targets for HUMINT collection activities as requested by AOG. A potential HUMINT target shall be the subject of an approved AOG HUMINT collection plan. The HUMINT Targeting Package Production Lead Analyst will develop targeting packages consisting of detailed, actionable intelligence for nominated targets based on a detailed analysis of relevant all source intelligence information, including related intelligence disciplines and network analysis of the potential target. Targeting packages will include Lead Tenders, Lead Development Packages, Source Development Analysis, Source Validation Products, and quick turnaround Targeting support products. The targeting package shall address certification requirements for the potential intelligence operation, authority for the conduct of intelligence collection, and appropriate draft operation concepts and orders. The HUMINT Targeting Package Production Lead Analyst will participate in targeting package production reviews and respond with corrective measures as needed.
The HUMINT Targeting Package Production Lead Analyst will utilize and maintain the AOG share point site to facilitate requests from collectors in all COCOMs and to promote visibility of specific Targeting priorities based on careful consideration of Collection Requirements and Intelligence Gap analysis. The HUMINT Targeting Package Production Lead Analyst will conduct analysis utilizing network analysis methods (such as Analyst Notebook) and IC databases accessible to AOG including Think Analyze Connect, Terrorist Identity Datamart Environment, Consolidated Consular Database, Proton, Lexis Nexis, Swordfish-J, and Palantir.
Experience and Education:
Required Experience:
- 15 years of experience in a professional work environment with specialized experience in:
-Prior collection management experience in any discipline or
-Knowledge of HUMINT operations or
-Experience writing analytic products following IC directives and guidance.
- 15 years of experience working in the intelligence community.
- 10 years of experience supporting decision making and special projects on integration issues, including the preparation, production, and coordination of written products and briefings for senior stakeholders on integration efforts.
- Expert knowledge of Army structure and defense level intelligence operations: intelligence collection, fusion, analysis, production, and dissemination for intelligence databases and products.
- Expert knowledge and experience with intelligence automated systems, especially imagery analysis, signals intelligence and exploitation tools and libraries.
- Detailed knowledge of DIA, NSA, CIA, DEA, FBI, and Departments of Treasury and State programs and products.

QUALITY CONTROL MANAGER – JOB DUTIES
Quality Control
• Responsible for all QC areas, including compliance with United States Army Corps of Engineers (USACE) “Construction Control Program.”
• Maintains supervised controls and written instructions governing quality control procedures and practices.
• Establishes clearly defined responsibility and authority for compliance.
• Conforms to all contractual requirements, specifications, codes and standards.
• Compiles accurate records of test certifications and other required documentation.
• Notifies project management of quality discrepancies and measures required for immediate corrective action, and ensures corrective action is implemented properly.
• Coordinates the quality control efforts of subcontractors and suppliers to correspond with the overall quality control plan.
• Provides direct feedback regarding the effectiveness and capability of the quality control organization, including but not limited to coordination, field engineering, office engineering, and accounting for owner-furnished property, etc.
• Reviews and coordinates submittals and approvals for contractor-furnished materials and equipment, conducts tests, and follows up with subcontractor’s work, as required, to ensure compliance with contract plans and specifications.
• Establishes level of workmanship, and verifies that it meets minimum acceptable workmanship standards.
• Utilizes office software to prepare quality control plan, and track dates and minutes for quality control meetings.
• Utilizes RMS software to read and document QCS program for federal contract projects.
Evaluations and Inspections
• Maintains a physical presence on site at all times during assigned scope of construction or at all times, as required by contract documents
• Performs sufficient control phases and tests of all work, including that of subcontractors, to ensure compliance of all work with the applicable specifications and drawings with respect to contractor-furnished equipment, materials, workmanship, construction, finish, functional performance, and identification.
• Consults with project supervisory personnel to assure compliance with the quality control requirements of the contract.
• Performs quality checks to assure that all materials and/or equipment have been tested, submitted, and approved.
• Examines work areas to assure that all required preliminary work has been completed and is in compliance with the contract.
• Physically examines required materials, equipment, and sample work to assure they are on hand, properly stored, and conforming to approved shop drawings or submitted data.
• Performs daily checks to assure continued compliance, control testing, and control activities with contract requirements until completion.
• Inspects permanent construction materials received for identification, damage, completeness, evidence of compliance with approvals, and proper documentation.
• Inspects facilities of offsite fabricators and suppliers, as required, to assure that the requirements of the contract drawings and specifications are met and maintained and to assure delivery of quality products.
• Regular, timely, and predictable attendance is required for this position.
• Performs other duties and responsibilities as assigned.
Additional Tasks
• Participates in weekly subcontractor coordination meetings, as required.
• Reviews and provides input in creation of and updates to the construction schedule.
• Distributes meeting minutes and inspection test results.
• Assists the project management team in areas deemed necessary.
• Inspects and ensures that all quality control inspections are carried out in a timely basis.
• Conducts preparatory, initial, and find inspection meetings.
• Establishes and maintains a submittal register.
Education/Experience Requirements
• Bachelor’s degree in engineering or construction management with 5 years of related experience working on commercial construction projects; or 10 years of related experience
• Field experience in the assigned discipline (i.e., architectural, electrical, mechanical, civil, etc.)
• Advanced understanding of construction quality control and ability to control and supervise teams
Certifications/Licenses Requirements
• Completed USACE Construction Management for contractors or equal Naval Facilities Engineering Command Far East (NAVFAC) preferred.

The Social Worker practices in the Healthcare for Homeless Veterans (HCHV) Program and serves as a case manager in the VA Supported Housing (VASH) program. The Social Worker serves a chronically homeless veteran patient population with highly complex health and mental health problems. VASH is a collaborative effort, supported through the Department of Housing and Urban Development (HUD) Section 8 rental assistance program, and VA’s provision of intensive case management service, designed to improve Veteran’s health and mental health, and enhance their ability to remain stable, housed, and community-integrated.

DUTIES:
The primary responsibilities of this position include clinical and administrative program monitoring and oversight, and serves as one of the primary contacts with the local Public Housing Authority’s (PHA’s).
Under the supervision of the Senior Social Worker, provides clinical and psychosocial case management services; and ensures that the Veteran’s care is coordinated with the VA Medical Center, community health or mental health providers, and agencies that serve homeless populations. The VASH Social Worker will utilize various treatment modalities of individual and group work, casework, community organization, and community outreach; participate in program planning and development, and process improvement activities; and participate in annual community based events.
Work Schedule: Full-Time and Part-Time tours of duty, and work schedules will be discussed during the interview and/or selection process.

QUALIFICATIONS REQUIRED:
Basic Requirements
U.S. citizenship: Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens
Education: Have a master’s degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master’s degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work.
Grade Determining Requirements
In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
GS-09 Social Worker
Experience: GS-09 is the entry level grade for the GS-0185 social work series and is used for social workers with less than one year of post-MSW experience, and for social workers who are not yet licensed or certified at the independent practice level. Social workers at the GS-09 level are working toward completion of prerequisites for licensure or certification. Social workers at the GS-09 level are working toward completion of prerequisites for licensure or certification.
In addition, the candidates must demonstrate the KSAs below:
1. Ability to provide psychosocial treatment to a wide variety of individuals from various socio-economic, cultural, ethnic, educational, and other diversified backgrounds. This requires knowledge of human development and behavior (physical and psychological), and the differential influences of the environment, society, and culture.
2. Ability to work with patients and families who are experiencing a variety of psychiatric, medical, and social problems utilizing individual, group, and family counseling skills. Work with more complex problems is done under close supervision. With guidance from the social work supervisor, ability to assess the psychosocial functioning and needs of patients and their family members, and to formulate and implement a treatment plan, identifying the patient's problems, strengths, weaknesses, coping skills, and assistance needed.
3. Basic knowledge of psychosocial treatment modalities and, under supervision, ability to implement treatment modalities in working with individuals, families, and groups to achieve treatment goals. This requires judgment and skill in utilizing supportive, problem solving, or crisis intervention techniques.
4. Ability to establish and maintain effective working relationships with clients, staff, and representatives of community agencies. Ability to communicate effectively, both orally and in writing, with people from varied backgrounds.
5. Knowledge of medical and mental health diagnoses, disabilities, and treatment procedures. This includes acute, chronic, and traumatic illnesses/injuries; common medications and their effects/side effects; and medical terminology.
6. Basic skill in the use of computer software applications for drafting documents, data management, and tracking. Ability to learn and utilize software programs in use by VHA.
GS-11 Social Worker
Experience: GS-11 is the full performance level, and requires completion of a minimum of one (1) year of post-MSW degree experience in the field of health care social work (VA or non-VA experience), OR
A doctoral degree in social work from a school of social work may be substituted for the required 1 year of professional social work experience in a clinical setting.
Licensure: Persons hired or reassigned to Senior Social Worker positions, GS-12, in the GS-0185 series in Veterans Health Administration must be licensed or certified by a state to independently practice social work at the master’s degree level.
Exception: VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies up to the full performance level (GS-11). For grades below or at the full performance level, VHA social workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent, master’s level within 3 years of their appointment as a social worker. Most states require 2 years of post-MSW experience as a pre-requisite to taking the licensure/certification exam, and VHA gives social workers one additional year to pass the licensure/certification exam. In states such as California, Washington, and others, where the prerequisites for licensure exceed two years, social workers must become licensed at the independent, master’s level within one year of meeting the full state prerequisites for licensure.

1. Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services.

IT Project Manager II
This is an excellent career opportunity for a Project Manager to serve as the primary liaison for the implementation of CSPD (Colorado Springs Police Department) projects or activities in partnership with City IT (Information Technology) Project Managers. You will be the expert on how CSPD conducts its business and ensure that police needs and interests are understood and represented on all projects as designed and implemented. You will work closely with the City IT BRM (Business Relationship Manager) on the development of business requirements for projects and help identify police business needs, taking into account the implementation impact on other systems and functions in the department. You will ensure the resources required from CSPD are available for the City IT PM (Project Manager) as needed. During implementation, you will build upon and strengthen a collaborative and trusting relationship with IT staff, ensuring solutions are implemented on or before agreed upon target dates. You will provide consistent communication to the relevant CSPD stakeholders throughout the entire process until implementation is completed. You will also serve as the liaison to the group identified to train employees upon project completion. Your goal will be to ensure CSPD has clear and unambiguous expectations of major milestones and decision gates of project timelines.
Typical Responsibilities
• Partner with the City IT PM in management project deliverables from solution transition to release and implementation
• Facilitate the definition of project charter, scope, goals, and deliverables
• Manage police department resources to ensure CSPD business requirements are met and provide a single point of contact for City IT PM
• Work closely with the BRM to understand negotiated, documented, and agreed upon request deliverables
• Review project plans and project schedules
• Assist with control/mitigation of project change and risk
• Facilitate communication between CSPD and City IT staff
• Be a change agent to ensure IT delivers excellent customer service
• Communicate progress, status, and issues to relevant members of CSPD staff and IT PM
• Contribute to near-term and long-term CSPD organizational planning and strategies related to technology
• Track and manage project tickets/tasks to ensure City IT PM is meeting all deadlines
• Assist with User Acceptance Testing
• Compile plans and work assignments; facilitate and monitor work efforts; identify resource trends and needs; and escalate functional, quality, or timeline issues appropriately

Minimum Qualifications
Bachelor's degree from an accredited college or university with major coursework in business, computer science, project management, information technology, or a related field. Significant related experience may be considered in lieu of a bachelor's degree.
Three years of full-time responsible project management experience, including large enterprise-wide projects.
Possess, or obtain upon hire, and maintain a valid Colorado driver's license.
Possess, or obtain upon hire, PMP (Project Management Professional) certification.
Possess, or obtain within six months of hire, ITIL, CAPM, or CompTIA Project+ certifications.
Preferred Qualifications
Experience with Saas, In-house to Commercial off-the-shelf, converged infrastructure, network connectivity, data storage, firewalls and proxy, or security (internal and boundary).
